This research aims to discuss the impact of reducing organizational obstacles in its dimensions (reducing work pressure, reducing poor leadership, reducing bad organizational climate, reducing negative control) on investment in human capital of managers of the Textile and Leather Company - Textile Factory in Babylon. The questionnaire was used as a tool to collect data and information related to the research, and it was subjected to the scale of validity and reliability and distributed to a sample consisting of (150) the director of the research sample, and the research data was analyzed based on the exploratory factor analysis using the (SPSS V.22) program in order to test the scale of the first variable: - Reducing organizational obstacles in its dimensions (reducing work pressures, reducing bad leadership, reducing bad organizational climate, reducing negative control), the second variable: - investment in human capital in its components (training, education, knowledge management, skills development), and Spearman's correlation coefficient and regression analysis were used. The statistical methods yielded a number of conclusions, perhaps the most prominent of which is the lack of clarity in the interest in training activity, innovation, quality and success in the factory for the lack of clarity of the state's vision towards the industrial sector, and the lack of support for the local (national) product for not imposing customs duties or imposing certain specifications for imported goods even if they are done. Therefore, financial and administrative corruption prevents that, especially in Iraqi ports. Therefore, the main recommendation focused on presenting a set of practical proposals that aim at the possibility of optimal investment of human capital, including those related to the laws and legislation of the Ministry of Industry and Minerals and others related to training courses, encouraging creativity and developing skills and removing obstacles facing senior management, and reducing the causes, including (lack of coordination) that stand in the way of non-exploitation of completed projects, as well as unfinished or incomplete projects, and thus low performance and productivity.

The aim of the current research is to know the mediating role of a variable for strategic learning in the relationship between strategic awareness and strategic sovereignty in private universities at the level of Basra Governorate, through research questions that explain the research directions to explore the extent of strategic learning mediating the relationship between strategic awareness and strategic sovereignty, the most important of which is the mediating role for strategic learning in the relationship between the strategic awareness variable and the strategic sovereignty variable, and in order to achieve the research objectives, a set of hypotheses were chosen. The research sample was composed of (104) individuals belonging to the private universities in Basra. These data were processed statistically by relying on several statistical means, as the research reached a set of results, the most prominent of which is that strategic learning with its combined dimensions plays a mediating role in the relationship between the strategic awareness variable with its combined dimensions and the strategic sovereignty variable with its combined dimensions in private universities, the research sample, in addition to the awareness variable Strategic learning in its dimensions positively affects both strategic learning and strategic sovereignty, and that strategic learning in its dimensions affects the strategic sovereignty of the universities in question. The research recommended the necessity of investing in the dimensions of strategic awareness by private universities in Basra Governorate/Iraq to benefit from its implications in achieving strategic sovereignty and developing strategic learning.

This study aims to clarify the role and impact of strategic transparency (independent variable) its dimensions (containment of beneficiaries, sharing information, strategic response, organizational accountability, disclosure), to achieve the strategic sovereignty (adopted variable), in (General Company for Food Industries and General Company for Textile and Leather Industries), Within the formations of the Iraqi Ministry of Industry and Minerals, this is through what the study identified as the basis for a problem represented by the question( how a company of public or private industrial sector, to achieve its strategic sovereignty in its business sector, using strategic transparency practices, reflected through its sub-dimensions, in a way to achieve the desired goal and ensure the company not to slip bumps and problems that may accompany this process in a highly competitive environment, at the very least it can be described as inconsistent tend to Monopolize information and lack of cooperation?).
Since the importance of the study subject in the Iraqi industrial sector in general, and the importance of research companies in particular, it has been adopted (descriptive - analytical) method in its accomplished, the data was collected from (125) respondents representing the sample of the study and at the level of (General Manager, Assistant General Manager, Department Manager, and Division Manager), by adopting the questionnaire form as the main tool for collecting this data, which included (56) items, in addition to personal interviews and field observations as a supporting and helping to the questionnaires items. The researcher used statistical programs (Spss_v25, Amos _v25) in analysis and processing data, in addition to descriptive statistical methods (percentages, relative importance, arithmetic mean, standard deviation, difference coefficient, Pearson correlation coefficient). Hypotheses have been constructed that represented the nature of the relationship between the variables initially and assumed, with the aim of selecting and verifying whether or not they are correct later.
The study draws a set of conclusions, including the existence of an influence and correlation between strategic transparency and achieving strategic sovereignty, and the possibility of applying this relationship in the researched companies, while coming up with a series of recommendations urging to strengthen this relationship, in a way that enhances the role of strategic transparency and its impact in achieving the strategic sovereignty for the researched companies in the Iraqi industrial sector, the study concluded with a number of proposals that serve researchers in future studies.

Organizational flexibility is a source of excellence and leadership. Flexible organizations have been alerted to an important question that made them at the forefront of competition within their field of work, and at its core lies the reality of organizational flexibility, which is: What is happening in the surrounding environment and what are we working to adapt to it? For this reason, organizational flexibility in its dimensions (time, scope, orientation, and focus) was adopted as an independent variable, while human resources information systems with its dimensions (technical, organizational, and human) were adopted as a dependent variable.
The research was conducted in the Independent High Electoral Commission and included a sample of Salah al-Din Elections Office and its affiliated centers, of which (84) individuals occupy advanced administrative positions and from various organizational levels. Then the research variables were measured by adopting a questionnaire form consisting of (21) paragraphs prepared. For this purpose, the field problem has been embodied in the weak interest of the aforementioned Independent High Authority for Elections in adopting a strategy that enables it to work more flexibly in response to internal and external environmental variables, including the aim of the research to know flexible organizations and the reality of their use of human resource information systems in their work, relying on the descriptive and analytical approach, The statistical analysis program (SPSS.V.24) was used to analyze the data and arrive at results that show that the researched organization has information systems that have a great capacity to store and retrieve data and convert them into valuable information for the decision-maker, according to the answers of the research sample with an agreement of (75%). Likewise, it recommends the need for senior management to provide full support to workers and to create appropriate conditions to enhance organizational flexibility, increase controllability and the integration of human resources information systems in all joints of the organization, to ensure that information reaches all levels of decision-making and benefits from it.

The current research aims to study the possibility of applying academic governance in the Technical College of Electrical Engineering by measuring the gap between the actual reality and the dimensions of academic governance. With questions from her, what is the interest of the researched faculty in implementing the dimensions of academic governance? What is the gap between the reality of the college and the dimensions of academic governance and what are the reasons for it? The research adopted the case study approach that adopts field coexistence, observation and discussion to reach its goals, and checklists were used as a tool for collecting data and information, and a number of statistical tools were used to measure and analyze the gap. The results showed that the gap in the application of overall academic governance in the Electrical Engineering Technical College is (56.84%) .

The research aims to diagnose the reality of research variables, strategic leadership and its impact on crisis management in the General Company for Steel Industries, because of its important role in preventing crises and reducing their occurrence for the research company in particular and other companies in general affiliated with the Ministry of Industry and Minerals, as well as clarifying theoretical concepts of research variables, as it included the answer to the questions related to the research problem, including (Is there an impact of strategic leadership in crisis management), and the researcher adopted the descriptive and analytical approach in its implementation and selected an intentional sample from the middle management represented by (department managers and people officials in addition to the general manager of the company and the assistant general manager), and the questionnaire as a tool in collecting data and information related to the research, and it was distributed to (125) employees, so that the number of final forms valid for analysis was (112) respondents. To analyze the research data, use the ready-made statistical program (SPSS v.23) and the Amos v.23 program), in addition to the statistical analysis tools from, the arithmetic mean, standard deviation, Pearson correlation coefficient, and multiple linear regression.
The research produced a number of conclusions, the most prominent of which is the existence of a strong link between strategic leadership and crisis management, and the validity of the influence of strategic leadership in crisis management. The research also included a number of recommendations, the most important of which is the need for the senior management in the researched company to increase its interest in strategic leadership in its dimensions because of its important role in the ability to predict and visualize, maintain flexibility and enable others to make a strategic change when necessary, which leads to making the company at the forefront of competing companies In terms of increasing its profits.

Smart organizations are a pioneering topic in the fields of business administration in general and the organization and organizational behavior in particular, and the research aimed to reveal the dimensions of the smart organization and the importance of its availability at the University of Samarra through a research community represented by the university's teaching card based on the analytical approach, and a non-random sample was chosen ( intentionally) by (50) members of the study population of 79 individuals, the data were analyzed by the (SMART PLS 3) program, and the research reached a set of results, the most important of which was the availability of the smart organization dimensions at Samarra University, which were reflected through the answers of the research sample, as well as that two dimensions of the transfer of resources and building collective intelligence were the two critical dimensions in terms of importance depending on the performance of each dimension, and accordingly, the research recommended increased attention to these dimensions by the university administration to reach or occupy advanced positions among Iraqi universities.

The research aims to study the extent of the impact of the original leadership dimensions in achieving harmony in the workplace and to know the type of relationships that link the original leadership dimensions with each other, as none of the researchers (to the researcher's knowledge) touched on the link between original leadership and harmony in the workplace, and from this standpoint, the main objective was determined, which is to study the effect of original leadership on harmony in the workplace, and the research was conducted at the Rusafa Administration Institute, and the research community (122) technicians and administrators in the Rusafa Institute of Administration were represented, as a random sample was chosen that included (47) employees by (38.5%) of the total community, and the questionnaire was the main tool in collecting data and information, as it was distributed in the institute in a random manner to the employees and through the help of the human resources official, and in order to process the data, many statistical methods were used, most notably, the standard deviation, the mean Arithmetic, Pearson correlation coefficient, and structural equations model, and the most prominent results of the research were the existence of a moral and positive correlation between the original leadership and harmony in the workplace for the staff of the Institute of Management. In addition, there is a moral and positive impact of the original leadership in achieving harmony in the workplace for the employees of the aforementioned institute, and the current research is considered a general review of the concept of original leadership and its impact on achieving harmony in the workplace

For more than three decades, researchers have embarked on a quantitative and analytical tool called DEA to measure and evaluate performance. This tool has been applied in various and varied economic and administrative branches and sectors ... in many contexts around the world.
The main objective of this research is to measure total factor productivity in the cement industry, as the research sample included eleven factories distributed over three regions of Iraq, the Northern Cement Company, the Central Cement Company, and the Southern Cement Company.
The methodology adopted by this research is based on the use of DEA data envelope analysis, which is a non-parameter linear programming method.
The results showed a decrease in the rate of total factor productivity by (47%) in 2019 compared to the year 2018 - the results also reflected that the Kirkuk factory was the more efficient compared to the rest of the factories, as the change in the total factor productivity was 66.9%. This increase is mainly due to the technical change and pure efficiency change.
Some restrictions faced the researchers in obtaining statistical data at the factory level at the Ministry of Planning, the Ministry of Industry and the General Company for Construction Industries, as the case required her to go to the governorates in light of the current circumstance, but the researcher did not obtain data for all factories in Iraq.
This research is the first attempt in Iraq and at the level of the industry and its branches. It was conducted and stood on the level of performance of these factories, as the researcher tried to associate the results of performance efficiency to come out with a vision consistent in its output.

The research aims to clarify the impact of political risks facing the implementation of development programs and investment projects and to clarify the role of the appropriate political environment in enhancing the efficiency of investment spending in Iraq. The research found that the absence of an appropriate political environment leads to low productivity of government investments and poor performance of investment activity. The research also recommended that the problems and complications in the political and administrative situation in Iraq require political will and determination to build governmental institutions that are supported by a legal and regulatory framework that will revive investment projects and development programs in the medium or long future.

The research aims to clarify and reveal the extent of the impact of adopting and applying Islamic accounting standards on the quality of financial reports for a sample of Iraqi Islamic banks (Kurdistan - Jihan - Qurtas). Therefore, the deductive approach of the theoretical and statistical analysis was followed by using (Minitab) program for the purpose of unloading financial analysis data and measuring indicators. Using the mean to measure the effectiveness of adopting Islamic accounting standards and their impact on the quality of reports, and using the standard deviation to measure the dispersion of values from their true arithmetic mean with the use of (T-Test) to compare two (non-independent) samples to test the research hypotheses, Among the most important conclusions, all the relationships between the adoption of Islamic accounting standards and the quality of financial reports were relationships that had no significant statistical significance, and the recommendations were that the Central Bank should oblige Iraqi Islamic banks to apply Islamic accounting standards with special instructions and laws that oblige them to apply them on the ground because of their positive results and achievement. Profits and increasing investments by attracting large capital and others.

This research aims to reveal the role and importance of the information systems and internal control followed within the supervisory procedures of the Iraqi Federal Board of Financial Supervision in enhancing the efficiency and independence of the supervisory work, so the descriptive analytical approach was followed by designing a questionnaire by the two researchers that includes paragraphs explaining the role and contribution of the information systems and internal control used for the research sample. In activating the independence of the audit work by using the statistical analysis program (SPSS) and following the deductive approach of the theoretical side. The most important conclusions were that the quality of the procedures and tools used for the information and internal control systems used for the research sample has a direct impact and a direct relationship to the independence of the audit work. The most important recommendations were relying on internal information and control systems. Enable the activation and strengthening of the regulatory work.

The research aims to evaluate financial reporting in a sample of private Iraqi banks according to requirements of the International Accounting Standard (1) [IAS 1], in order to identify the extent of bank administrations\' commitment to prepare and present financial statements in accordance with the requirements of IAS 1 internationally applied. Research method: The research adopted an investigative approach to analyze financial reporting in light of the requirements of International Accounting Standard (1) in Iraqi banks to determine the extent of compliance with the application of the standard requirements for the adoption of international financial reporting standards; as well as, adopting a deductive approach in the practical aspect, with the use of descriptive analysis to study the financial statements of Iraqi banks to measure the level of compliance (or non-compliance) with the requirements of International Accounting Standard (1).
Conclusions of most importance are as follows: (1)The difference between international financial reporting standards and financial reporting requirements in the Iraqi banking environment could have a fundamental impact on the financial statements of the Iraqi banks, and the difference could also lead to a change in the Iraqi banks\' policies for reporting information, Or the costs of reporting that information. (2) The results of the evaluation of the financial reporting of banks (the research sample) indicated that there is a partial application of the requirements of the international accounting standard while there was a lack of application of the two issues (the requirements of uncertainty and the requirements of judgments and estimates), as these two issues relate to the auditor\'s report, measurement and amendment to the amounts recorded for assets and liabilities, and there is still weakness in applying fair value measurements.

The research aims to study the RCA technique of resource consumption accounting and to identify how to rationalize resources and exploit idle energy and not to load it on products, thus reducing costs. To achieve this, the researcher relied on the deductive approach in writing the theoretical framework of the research based on foreign sources as well as letters, university theses, researches, periodicals and articles related to the research topic, while the descriptive and analytical approach was relied on in writing the applied side of the research based on a set of means, including financial data, cost data, and personal interviews with managers, technical engineers and factory administrations, as well as the field experience of each of the General Administration of the General Company for Vegetable Oils and its factories (Al-Rasheed Factory, Al-Maamoun Factory, Al-Amin Factory, Al-Mu\'tasim Factory) in applying the RCA approach to resource consumption accounting, and the products (oil Liquid, laurel soap, laundry powder (Sumer), clothes minor (Safa), liquid detergent (Zahi), toothpaste (Amber) in allocating costs, rationalizing resources, utilizing idle energy and reducing costs. The researcher reached a set of conclusions, the most important of which is that the use of RCA helped the General Company for Vegetable Oils to track primary and secondary costs accurately by separating fixed costs from proportional costs, thus facilitating the identification of idle energy and rationalization of resources. In light of these conclusions, a set of recommendations was reached, the most important of which is that the consumable materials produced by the State Company for Vegetable Oil Industry (such as (liquid oils, cleaning powders, soaps) are materials for today\'s need that are used continuously and it is not possible to continue importing them from abroad. They are produced nationally, especially in the current situation. We must encourage the national product and not continue importing these materials and thus help these exporting countries to benefit from the migration of currency abroad and at the time that we can and have the ability to produce them with high specifications and quality, especially since Iraq is one of the first countries in Produce these products.

The existence of the International Financial Reporting Standard IFRS17 "insurance contracts" is the first international standard with a unified approach for accounting for insurance companies that leads to the existence of specific principles by which insurance companies deal with their insurance contracts, resulting in transparent financial statements that include accounting information of high quality, appropriate and generally accepted. By all parties benefiting from it. The research aimed to demonstrate the role of IFRS17 standard in preparing the financial statements of local insurance companies, and specifically how to account for insurance contracts in the income statement and the financial position statement. In order to achieve the goal of the research, the researcher presented and evaluated previous studies related to IFRS17 standard and what results were reached. The accounting treatments used in local insurance companies were presented and the extent of their consistency with Standard 17 regarding recognition, measurement and accounting disclosure of insurance contracts in these lists according to apply the mandatory building blocks method and the optional installment allocation method. The researcher reached a set of conclusions, the most important of which is Iraqi insurance companies are not qualified to meet the requirements of the IFRSS standards, especially the IFRS17 standard, as they are still working in accordance with the requirements of local legislation and instructions that regulate work according to the unified accounting system for banks and insurance companies. The research includes an integrated system for financial control to manage companies and other private and public institutions. And distributed to the investigations. As for the third section, it dealt with the basic determinants of solving the economic problem and obligating the application of the system of governance and control to pay attention to financial control and how to benefit from international standards. As for the third topic, it contains general controls and applied controls. The fourth topic deals with the conclusions.

Fractional – Linear bi-level programming (FLBP) is considered an intertwining optimization problem with two levels, one of which is called the independent top level (and the other is called the lower level of the follower) and each level has its own objective function and limitations. It is considered a scientific and practical tool that helps the decision maker to reach the ideal solution. In order to obtain the efficiency of the maximum and the minimum, the terms of "karush-kuhn-tucker" (KKT) were used in order to convert the two-level programming to one-level and apply the genetic algorithm to it after that. The main objective of the study is to shed light. On one of the two-level programming solution methods, which is the Genetic Algorithm (GA), which is considered one of the research methods and is used to simulate what nature does in the reproduction of living organisms and use it to solve complex problems and reach an optimal solution or the closest possible solution to the optimal solution.After implementing the genetic algorithm and taking advantage of its properties and content of its steps with two-level programming (fractional-linear) to calculate the monthly quantities of production and demand for the 60-ampere liquid acid battery and the data obtained from the battery production laboratory in Baghdad affiliated to the Ministry of Industry and Minerals, the results showed that the genetic algorithm gave the best solutions. It was also able to achieve optimization by increasing the value of the target function of type (max) as much as possible from the results of bi-level programming without using the algorithm in the production and demand cases in addition to generating possible alternative solutions that help the decision maker to choose what is better and closer To the case under study and its practical reality.

In this research, robust and efficient capabilities of the mean wave (M) and the covariance and variance matrix (∑) of the multivariate normal distribution were found when the hypotheses related to this distribution were penetrated and when the outliers were present in the sample under study, by using the method (smaller wave). The variance of the weights equation and its comparison with the method of estimators of S, where the simulation method was used to compare the two methods and through the mean squares of error (MSE) of the averages wave and the variance matrix and the covariance ∑ to reach the best method of estimation, and the simulation results showed that the method of smaller wave variation of weights is the best because it achieved the lowest mean squares of error (MSE) than the other method, and with different sample sizes and contamination ratios, and on the application side, both methods were used on the data of kidney patients and the results showed an agreement with the experimental side, where the method achieved (the smallest wave contrast re-weighted) the preference in estimation through the MSE.

This research is concerned with studying the efficiency and distribution of health services (hospitals, health centers, sub-centers) as well as health personnel (doctors) in Wasit Governorate, as the governorate suffers from poor distribution of health services and their concentration in some aspects and their lack in other aspects, which requires the development of Plans to address this poor distribution in services and raise the efficiency of health services in the region by dividing the study area into six health sectors and working to raise the level of services within each sector until it reaches the relative sufficiency in services for its residents. I also used in the study some statistical indicators (Gini index, curve Lorenz), which aims to study the pattern and distribution of these services through the use of some spatial inference models in the prediction process to reach a fair distribution of health services in the governorate, by using the first, second and third degree trend surface model, presenting the results using the (Geo Data) program. The best model for the distribution of these predicted services was chosen through a comparison between the first, second and third order. The (i-xplore) program was also used to compare the original data with Predict it to find out the Lorenz curve and Gini index.

The research aims to highlight the importance of using factor analysis by studying the effect of several variables on the outcome of the educational process. The study data were obtained through a questionnaire designed for this purpose and distributed to (10) schools. The study sample was chosen from the Stratified random sample in a manner. The proportional distribution of the size (200) distributed by gender to (100) males and (100) females, and the study has reached a ranking of the factors affecting the educational process output according to its importance and the variables involved in it, and the most important factors affecting the quality of the output are those that include variables It is related to the student’s family, so it should be followed up and taken care of, while the study recommended the use of multivariate statistical methods in studies of the educational sector and placing the variables with negative impact under continuous statistical control and linking the results of the analysis with educational planning

Tourism has become one of the main sources in the global economy and one of the important indicators of national income. Since Iraq has many tourist sites, including the natural area and geographical diversity, an investment policy should be pursued. Investment in the tourism sector is considered a vital and effective element in achieving balanced and sustainable development, as any increase in the volume of investment will affect the size and distribution of various tourism projects and then the flow of tourist groups to these sites, and from these sites the marshes, which formed a great investment opportunity for Iraq as well as that it has an important role in influencing the size of the city and its economic activity and thus on its economic basis, which means the amount of economic activity that tourist sites carry out that serve the city’s population and that brings financial income to them that help their development, through the establishment of tourist villages that will be an attraction for tourists from different countries, as well as its contribution to providing many job opportunities for the region’s residents, which reduces the unemployment rate, the research reached a set of conclusions, the most prominent of which is that the establishment of tourist villages in the marsh areas will stimulate tourism in them due to the strength of the tourist attractions in them and the availability of rest places and other tourism services and one of the most important recommendations is to create an appropriate investment environment from the economic, social, cultural, political and security aspects.

Cardiovascular diseases (CVD) are considered to be the leading cause of death globally and millions of people from all around the world die annually due to the different types of heart diseases. There are multiple major and minor risk factors that together contribute to developing heart disease. These risk factors include age, sex, tobacco, physical inactivity, genetics etc. Therefore, it’s hard to predict heart disease in patients using conventional methods. On the other hand however, with the help of technology, it has now become easier to achieve this goal. The process begins by evaluating datasets containing patient’s risk factors. Then, the evaluated datasets would be analyzed using one of the many machine learning techniques. Finally, the analyzed data would be used as a base for classifying and predicting heart disease in new patients. In this paper, we used two of the most advanced machine learning techniques Support Vector Machine (SVM) technique as well as K-Nearest Neighbor (KNN) to analyze the data that we obtained from 210 patients in Sulaimani Cardiac Hospital between (October 16th,2019 to January 9th, 2020). In conclusion, we obtained that the SVM yields more accurate results (82.6%) compared to the KNN method (73.0%).

The research aims to find the compatibility and the role that continuous improvement brings in the effectiveness of organizations and their different types, through a survey of the opinions of an intentional sample from the teaching staff in the College of Administration and Economics of the University of Qadisiyah, so the importance of research comes from the role that continuous improvement plays for all the corridors of the organization that require continuous improvement, to solve all the work problems represented in the role of continuous improvement in the effectiveness of the organization, in order for the organization to achieve the highest level of organizational effectiveness, that is, the ability to achieve its goals to be achieved, since effectiveness is an important matter in the life of organizations as a result of the great development and intense competition, many researchers and interested people have sought to find a theory adopted by organizations in order to be effective, but the subject of interaction is based on the discretion of the organizations themselves, so this research contributed to facing that with its variables. Investing in advanced technology with modernity that accompanies what the era demands in making the necessary improvements helps in finding that level of effectiveness that the world today denounces, the research rely on a set of methods in order to test the correlations and influence of the research assumptions that were formulated to verify the validity of the research scheme using the case study methodology (case study) by adopting the statistical program SPSS. The research reached a set of results that were produced by the intellectual and applied aspects that the researchers dealt with. That the topic of continuous improvement is one of the important topics for organizations of various types has far-reaching implications if directed properly to improve the effectiveness of the educational process.

In this paper some of Kumaraswamy Perks distribution properties probability density function, Reliability function, hazard function and others were discussed.
