The objective of this research is view of the government ownership to production means and other activities in trade and industry and others, and view of diversion this ownership to the special ownership or exactly working by market mechanism …. And view of some models in this matter and an attempt to view of diversion mechanism from the public to the special and how will do the treatment of diverted frames from the financial and managerial side.

This research aims at following the behaviour of Parameter of Non – Gaussion Seasonal Autoregressive Model from first order by simulation. This is done by supposing that model random errors follow Non – Gaussion continuous distribution and by using two comparison tools mean square error MSE ( Φ ) and mean absolute percentage MAPE ( Φ ) for the difference cases (seasonal period , sample size , parameter initial values and the sign of parameter initial values ).
The main conclusions are (i) MAPE ( Φ ) and MSE ( Φ ) values increase when seasonal period is increase , sample size with negative initial value of the parameter and the parameter initial values are approaching zero, and ( ii ) MAPE and MSE values of parameter Φ decrease when season period is decreased (Regardless of the parameter is positive or negative), parameter initial value is ± 1 and sample size is increase with positive initial value of the parameter Φ.

The Proposed Methodology Utilizing the relationship between Situational and attitudinal data to construct an approach of integrating models and sample design for generating attitudinal data as an attempt to prevent non-essential operation. Also as an imputation approach for missing data.
The finding shows, that the proposed methodology could reduced the surveys cost between 20-30%. And the models been developed proved of highly results for imputation.

The revolution of E-learning is currently endorsing great positive impact in the world of education, and will continue to do so in the future.
Many countries are spending vast amount of money in E-learning in order to have full benefits of this field. Statistics shows that the size of E-learning market is about $11 Billion annually with 60-70% of its growth in the USA. While the amount spent in Arab world during the past few years is $15 million and expected to rise 50-60 million dollars in the coming few years. The UAE dominates the Arab world, in the field of E-learning, as far as spending and investment which reached about $6 million in 2003 and expected to reach $24 million by the end of 2008.
A practical overview of the overall possibilities that are embedded in the field of E-learning, which can be learned from past and current experiences of countries who pioneered the field of E-learning, for which regulated plans that can be put so as to articulate more subtle future trends that can be helpful in applying E-learning all over the world.
A quick look at the current situation of E-learning in Iraq will unleash severe weakness, in which there is no such thing as E-learning. There is actually no acting board that is taking care of things of concern to E-learning. All current educational principles are based on the old traditional educational standards, and there are many who encourage such notions.
This paper is to dwell in matters that concern E-learning and how to infuse such teaching in the structure of the Iraqi educational system with it being as an aid not a replacement to the current system

Software cost estimation is the process of predicting the amount of effort required to build a software system . Models provides one or more mathematical algorithms that compute cost as a function of a number of variables, size is primary cost factor in most models and can be measuring using lines of code (LOC). Models used to estimate cost of the software, the SLIM is used to estimate the constraint model and SLIM suitable to for large projects and has fewer parameters needed to generate an estimate.

In this paper implement SLIM Model equation over the two different projects, we make the analysis of these two projects and conclusion relation between effort and duration and this relation is increase with increase the size of project.

Materials requirement planning (MRP) is a widely used method for production planning and scheduling. MRP module allows for more efficient and effective use of resources.

MRP is a method to determine what, when, and how much component and material are required to satisfy a production plan of end products over time. A MRP system requires a great deal of information and processes in order to perform its complete logic.

In this paper we discuss the use of COCOMO II (Constructive Cost Model ) to estimate the cost of software engineering . The COCOMO II which allow us estimate the cost, effort and scheduling when planning new software development . We use the effort equation guidance to find the number of person / months which is needed to complete the project and duration equation to specified the numbers of months which is needed to complete this project.
This paper present how implemented COCOMO II model equation about the same data in different language we choose C and OOP(C++),we make the analysis of these two program and we conclude that relation between effort and duration was forward relation, we mean that when effort increasing duration will increasing in the author side.
