There are many digital images for printed documents
and the research will continue to arrive to the best
algorithm for identifying the English characters symbols
and those letters more frequently. There has been a great
area for these researches. This research uses an image
that contains single character each. The proposed
recognition process begins by converting that image into
frequency domain by applying discrete cosine
transform(DCT) , computing the seven moments for this
image as a features for that character and then building a
database which depends on these features for recognition
task. The aim of this research is to prove that each capital
letter has been written with the same font and size but in
different directions is also one of the English capital letter
because it has the same seven moment’s values.

The organizational recycling is one of the pillars which
organizations depend on to achieve activation of their human
resources .However lacking this in our organizations means that
these organizations are in desperate conditions and that thy can
not attain success and prosperity . The level of corruption in our
organizations (fifth out of one hundred eighty states suffering
from corruption)also presents us with the responsibility of
studying every aspect of this overwhelming phenomenon. This
cannot be satisfy the leading officials in our organizations
considering the fact that we live in the twenty first century .
Thus, the researcher has adopted the two variables of corruption
(size and scope ) and organizational recycling (power of
ambition and the accumulative performance of work).
The paper aims at a number of goals, one of which is measuring
the effect of organizational recycling effect on corruption in
terms of size and scope. Others are clarifying the level of
corruption and recycling in the organization under study
,arranging the importance of corruption and the recycling within
a sample of member and officials in the committees of Baghdad
city Council . To verify these goals, the researcher has
introduced six major hypotheses and sixty minor ones , by
following two main approaches standing research and
dimensional analysis in addition to case study approach . The
researcher has met with difficulties concerning collecting and
distributing the paper’s Questionnaire and has concluded that
organizational recycling has no effect on corruption. With the
existence of the experience and feedback factors which has
effects on corruption among members, the effect of reward on
corruption among officials , the various importance arrangement
for minor components according to the answers of the two section except the need for respect and the readiness to do more
task than the current ones, and the awareness of the other party
cooperation.

Extracting minutia and other features from fingerprint
images is one of the most important steps in automatic
fingerprint identification and classification. This paper
proposes a method for the generation of long and secure
code that may be used for multi-purpose applications, such
as ATM, coded door locks and other security measures.
The method consists of two phases; the first phase is
carried out using fingerprint image enhancement and
thinning. The second phase consists of extracting minutia,
ridge ending, bifurcation and all other features in order to
produce initial pattern. Finally, the multi-purposes secure
code is generated by applying the one-way MD5 hash
function on that pattern. The achieved results are
discussed for security improvement. The proposed
technique also shows considerable improvement in the
minutia detection process in terms of both efficiency and
speed.

The objective of this paper is to design a compact and
broadband microstrip patch antenna which operates at 2.9
GHz center frequency with parasitically coupling
rectangular microstrip antenna RMSA. Several parasitically
coupled geometries are studied here.Thes are: radiating
edge and non radiating edge gap-coupled RMSA with
parasitic patches, one, two and four parasitic patches are
being presented. The antenna has been analyzed using
Microwave Office package software 7.5 in 2007. This
proposed structure can have an operating bandwidth more
than six times than that of the conventional rectangular
patch antenna

Countries depend on different resources to build up their
economies. Some depend on what they mine such as oil,
gold, and diamond ……..etc. Others depend on trade and
ports, and some others depend on tourism, summer
vacations, trade, agriculture or a mixture of what has been
mentioned above.
Yet many countries do not have the wealth or the
resources to build up their economies. So, they tend to
unearth new resources which bring about wealth. The
information has it that if distancing the resource is well
invested and supported by the right structure, there will be
national wealth that brings about large revenue.
Many countries especially in the Arab world, seek to
recognize the perception already, in order to mentioned
find and establish strong and proper structure for
informational economy and to overcome the obstacles and
challenges that face it. The study aims at defining the
supporting structures to identify information features and
then to examine the experiment of the economies, of the
developing countries. One result of the study is that great
challenges: scientific, technical, cultural, social and
financial materializes, on the ground of the poor
information followed.
One of the recommendations is the necessity to
address our selves toward informational economy, after
finding out solutions for the problems and also finding the
infrastructures and superstructures of information that can
be achieved through various plans

Assessment online has for a long time been seen as
a coming use of computers in education. However, there
are reasons why it is still not fully used. At many
universities around the world computers are used in
examination but only on intranet not online on Internet. The
computers have been used instead of paper and pencil.
This process has facilitated the collection of tasks solved
or answered by students at the university. Making a final
exam or assessment online answering questions with the
help of a computer from an arbitrary place outside a
university is rare. Pre-tests,a study that helps to solve
exam tasks and preparatory tests for joining a school or
university are quite common but passing a university
course with only assessments online is not common. We
have substituted parts of a final examination online and we
are working on a full final examination procedure delivered
only on the web.

This work is devoted to design and implement a
software to monitor keyboard driver stack for any illegal
embedding of malicious filter driver. Filter drivers is the
effective tool used by keylogger software to record user
keystrokes. Recording keystrokes is a very hostile action
and it is mostly done by viruses.
Enumerating the size of the drivers stack dedicated
for the keyboard device and the location of upper most
filter driver. A filter driver is designed along this paper
using Microsoft Driver Development Kit (DDK) 2003, this
filter driver is going to be attached to the keyboard driver
stack to be the upper most keyboard filter driver. Another
user level program is designed to interact with the filter
driver. When Windows I/O manager will send Input/Output
Request Packet (IRP) the filter driver will intercept that
packet and send back to the user level program specially
designed along this paper. The stack depth and stack
location will be retrieved from IRP sent by the filter driver

This research entitled " The idea of Exceptional Circumstances and
Their Applications in Iraqi Constitutions " isolates the state in which one
of the public power by passes its assigned jurisdictions granted to it by
the constitution by virtue of the occurrence of an exceptional state of
condition that urges the Constitution to grant, the same power, wider
authority which it does not enjoy in ordinary circumstances, a thing
which results in some consequences that affect society . Here it is the
duty of the law to reconcile the requirements of keeping pubic order at
all times and in all conditions to the act of maintaining public rights and
freedoms lest should squandered.
Having suggested the broad outline of the organizing idea already
mentioned, the researcher tried to state the most important applications
of exceptional circumstances in the texts of Iraqi Constitutions in terms
of the power enjoying exceptional jurisdiction, the extent of the success
of other powers in guaranteeing that these judicial provisions are not to
be exploited for purely aims and also in terms of the workability of onchecking
that obtains in some Iraqi Constitutions in this respect.
Unfortunately the researcher has found out that the Iraqi Constitutional
system lacks a lot of regulations, a thing which makes of the idea of
exceptional circumstances a purely legal idea not liable to be practiced
for political aims, nor firmly establishing the footing of one power at the
expense of the remaining powers.
Though the idea of the research has some sort of political dimension,
yet as far as Iraqi Constitutions are concerned, things have gone to the
extreme . The basic aim of this unsophisticated study is to try to enrich
the Iraqi Constitutional Library with the most important jurisdictions and
topics relevant to Iraqi Constitution and to have some insightful look at
the constitutional approach adopted by Iraqi Constitutions in the realm
of Constitutional topics of ideas and with the purpose of enhancing the
Iraqi Constitutional experience and of participating in amending its
wrong directions and solidifying its staid legal actions .

The current study deals with the use of MRP II in planning for
graduate study in Department of Economics, College of
Administration and Economics, al-Mustansiriyah University. This
study aims at studying the possibility of qualifying the Systems
of Planning and Control over Production for functioning in the
Higher Education sector; and the ability of benefiting from the
reports submitted by these systems in making decisions
relevant to the best utilization of the available resources. Such
decisions may include determining the proper number of
students who may be seated by the aforesaid department. When
preparing the reports of MRP II, statistical techniques and
percentages were used to utilize classrooms, laboratories, and
teaching staff capacities.
The most significant conclusion of the study is the ability to
employing MRP II system in the field of higher education; and
the inability to generalize bill of materials (bachelor degree in
economics) over the other departments of the college, or the
other economics departments in other universities, because bill
of materials varies according to the educational system being
used in the relevant college, the curriculum, and other variable
factors. The most significant recommendations, however, are
represented by conducting more studies relevant to applying
other systems of planning and control in the educational
institutions, such as the system of Enterprise Resources
Planning (ERP), so as to enhance the accuracy of the planning
process in these institutions.

The marketing costs have great role in administrating the
companies , all their marketing activities and the size of
their marketing share and finally the continuity of their
work and their act of competing against competitors in the
markets. Those costs are considered to be the affected
factors in pricing and marketing of production. The
industrial organization strives to Study the needs of
markets, the nature of competion of company’s
productions, effecting the propes mechanism to improve
the work of production lines in a way tht meet the
expectations of the company.
The current research intrudes an expanding of the
concepts of marketing costs and their basic elements and
kinds as well. Besides, the merchandising processes and
its costs which represents one of the elements of
marketing mix would be introduced. As far the applicatory
aspect, it includes, among other things, the analysis of
statements issued by the General Company of Batteries
Manufacturing for research purpose in consequence of
which some conclusions and recommendation that would
participate in heightening interest in the elements of
marketing cost would be duly drawn.
