This paper deals with the problem of using Arabic tex ts by researchers even in programming languages or internet search. The difficulties of Arabic language in programming languages and search the Internet have created a need to propose a system to code Arabic alphabets in all its forms and to be used in various applications and languages software ‎that ‎do not support the Arabic language in their content. Thus, it is ‎possible to ‎deal with the Arabic language and conducts many operations easily to download ‎them through this system by using any Arabic text. The proposed system depends on three algorithms: the first is to code Arabic letters in any text, the second (code-function) is to code letters in any position shape in the text (first letters, middle letters, final letters and separated letters) and the third algorithm is to experiment the success rate of the proposed coding system. The proposed coding system has been examined for different texts representing Arabic poetries. Visual Basic.net 2015 language has been used to apply the proposed system. A confirmation function has been proposed which achieves 100% success rate of the coding system.

Foreground object detection is one of the major impotent tasks in the field of computer vision which attempt to discover important objects in still image or image sequences or locate related targets from the scene. Foreground objects detection is very important for several approaches like object recognition, surveillance, image annotation, and image retrieval, etc. In this work, a new method was proposed for detection and segmentation foreground object from image or video in case when the targets are moving or not moving. The proposed method are able to detect important target for case the target is moving or not and can separate foreground object with high details. Comparisons with general foreground detectors such as background subtraction techniques were done and conclude that the proposed method has a high accuracy with detection rate 98.05.

Phishing is one of the web threats, A phishing attack is considered successful if the user unknowing submits his personal information to the attacker such these attacks become popular in recent times. Developing countries such as Iraq may have been facing internet threats like phishing. This paper aim to build system based on the proposed algorithm to detect and prevent phishing attacks, the proposed analysis the structure and the HTML source code for URL with depend on the Google and Yahoo search engines in detect operation. The prevent operation based on proposed a method of secret sharing to product two shares, one for the user and other for the server with private keys for them. The experimental results which implemented on 300 URL demonstrated rate the true positive at 99.4% and the false positive rate 0.6% with true negative as 98% and false negative 2% with compare the false results with reports which released from the Google web safe and PhishTank in addition to build non-expanded secure shares in prevent operation with able to reconstruct same quality original image.

In this paper, a proposed technique is designed and implemented for increasing the conversion speed of the Counter-Ramp A/D converter. It depends on starting with suitable count, whereas, the ordinary Counter-Ramp type always starts from zero (0) count in each conversion process. In this work, four starting count points is proposed ((00)H, (40)H, (80)H, and (C0)H). For very low level analog input signal, the proposed A/D converter starts from (00)H, and for higher level of input signal the proposed circuit starts from (40)H, and for high input signal level it will start from (80)H or (C0)H depending on signal level value. Increasing these starting counts leads to increase in the conversion speed more and more, but at same time, more analog comparators should be added to the proposed circuit, i.e. the complexity of the circuit will be increased. The proposed circuit is tested practically using 16 and 32 levels of analog input signal, and the results are stimulating. The maximum conversion time value is lower than that of ordinary Counter-Ramp type, where, for the proposed circuit is close to 0.640 µsec, while for ordinary Counter-ramp type its value is close to 2.56 µsec.

Due to the development of intelligent systems and the increasing use of path planning algorithms, problems in motion planning appear and finding algorithms to solve such issues efficiently have become the new challenges for researchers. This paper presents Directed (Rapidly Exploration Randomly Tree) algorithm as a modification of the traditional RRT searching algorithm. The fundamental idea is to enhance and utilize RRT algorithm in term of solving path planning problems. This work accomplished by taking the searching directions of the basic RRT algorithm into consideration. The experiment result of the enhanced algorithm simulation shows promising result and encourage researcher to search further in this field.

Medically, heart rate is the number of Heart Pulses per minute. Blood pressure level detection is a technique developed here to detect the level of blood pressure every second (Normal, High or Low).The Heartbeat causes two invisible effects on human being. First, tiny motions in the human head (movement). Second, the blood that flow into skin cause a slight change in skin color (brightness). In this paper, an algorithm was proposed to detect the heartbeat from video depending on these effects (non-contact based system). Then the detected heart beat is used to measure the heart rate in per second (not in per minute) for unlimited time (video in any length) with Heart Wave drawing and detecting the level of blood pressure. The results show that this algorithm able to measure the heart rate and detect blood pressure level from Colored or Black and White Videos.

Interest in mobile phone applications is increasing. The circulation of mobile phones with digital cameras led to a number of applications being generated. Face detection techniques are the first process in many applications and it is not an easy process. The proposed application method locates a human face by obtaining a capture frame from a camera in live video. To start processing this image, the application searches for important features and then uses these features to decide the face location. A popular technique based on skin color is a robust and faster approach than many other techniques for face detection because color has more information processing than other facial feature extraction. This paper recommends a method for mobile device application to detect the human face by using a skin color model based on YCbCr chrominance space. Only the frontal face use, segment all skin that detects include all object, and then using an erosions function to delete additional objects that are not skin. Subsequently, a Gabor filter is used to classify skin color (face or no face). Our method achieves 96% accuracy and can locate a single face closer to the camera. It can detect a face in different light conditions in addition to those based on light control in an intricate image background.

There are large quantities of river sand not conforming to Iraqi specifications. This research was carried out to establish the effect of river sand on compressive and tensile strength of mortar and the ability to improve these mechanical properties by using Styrene Butadiene Rubber, and accelerated curing. The results show that the using of river sand instead of AL-Ekadir sand increased water demand for mortar and therefore the mechanical properties of mortar decreased. The addition of SBR to mixes improve the performance of mortar by better and easier workability, reduced water demand and increases the compressive and tensile strength for all mortar mixes. Result also demonstrated that, the specimens cured at heightened temperature showed superior performance to those specimens cured normally. The strength of mortar is also affected by the amount of cement in the matrix and the ratio of sand to cement.

The research aims at clarifying the relationship between the identification of the training needs and the knowledge gap of the organization in the Iraqi Ministry of Transport, based on the problem of research "is how the process of identifying the training needs contribute to reducing the knowledge gap of the organization in the Iraqi Ministry of Transport", and highlights the importance of research focus on the need to focus on identifying needs Training in a manner that helps to reduce and fill the knowledge gap of the organization in order to keep up with developments in the field of administrative work in the ministry above. The first is the independent variable: identification of the training needs in their dimensions (organization analysis, performance gap, design of the training program), and the second variable dependent: the knowledge gap of the organization in its dimensions (assessment of the current state of knowledge, identification of cognitive requirements, The sample was (82) members of the general managers assistants and directors of departments and divisions at the ministry's headquarters. The questionnaire was adopted as a main tool for data collection. The spss program was used to measure, analyze and test the hypotheses and interpret the results for research. The study hypothesized that there is a correlation relationship and a relationship of significant statistical significance between the identification of the training needs and the knowledge gap of the organization. The research Was reached on a set of conclusions and recommendations Benefit from him the researchers and the organization in searched place.

The prevailing trend in the criminal law goes to the inadmissibility of conciliation in the crimes of assaulting public money, and the political, economic and social conditions that Iraq and Egypt went through prompted the continuous demand to hold the perpetrators of these crimes accountable in a way that ensures justice in the face of the perpetrators of these crimes on the one hand and the state's recovery of its public money Stolen by a group of crimes of public money, and due to the difficulty of achieving these goals, the Egyptian legislator issued Law No. (16) for the year 2015 that permitted reconciliation between the state and the accused or convicted of public money crimes in Article (18 bis-b) of the Egyptian Criminal Procedure Law Likewise, the Iraqi legislator permitted indirect reconciliation with the accused in articles (3) and (4/tenth) of the General Amnesty Law No. (27) for the year 2016 which stipulated the exclusion of perpetrators of embezzlement, theft of state funds and intentionally wasting public money from the General Amnesty Law unless They pay the sums arranged by them before their release as a way to reduce punishment by administering criminal cases outside the framework of traditional criminal procedures, as a result of the substantive and procedural legal issues brought about by corruption cases, perhaps the most prominent of which is the difficulty of recovering the assaulted public money.
