Abstract: Administrative reform aims to achieve many goals, the most important of which are improving the level of performance of the administrative apparatus, raising its productivity, increasing the efficiency of government agencies, facilitating administrative procedures, adopting modern administrative systems, and using technology and scientific and information development to build an effective administrative structure and the optimal distribution of cadres and qualifying them administratively and academically according to scientific standards for evaluation and follow-up. Avoid bureaucracy and routine.
Therefore, the university administration has a great responsibility to reform the university and develop its administrative apparatus, by implementing comprehensive and profound administrative reform in light of strategic management, and searching for an effective administrative model. Administration is the lifeblood of the university’s functions, and it is the first driver of various pedagogical, academic, and research activities. Administrative performance is a complement and a main pillar of scientific performance. What is noted is the significant lack of application of the strategic management style in many institutions, especially universities. This is why we must shift from traditional management to strategic management by adopting a set of principles, such as setting applicable strategic goals with clear values and mission within medium and long-term plans, and activating the principle of participation in administrative management. The experience of Salahaddin University - Erbil in administrative reform is very important, whether it is related to administrative work, the rules for organizing work, departments, and university departments, and the reflection of this on the scientific side, as we find many successes at these levels. Salahaddin University - Erbil also experienced many problems, perhaps the most important of which are the administrative formulas in managing the various files that led to many imbalances in many administrative, scientific and research fields and to the weakness of the intellectual, social and cultural level of the students as a result of the long-standing continuous reliance on the semi-quantitative assimilation policy. The result that the contracting parties aim for when concluding the cosmetic contract, which is the recovery of the patient from his illness, is an uncertain result that passes through various risks, and therefore the cosmetic contract contains The element of probability, as it is similar to probabilistic contracts, but differs from them in various elements. The family is protected from destruction and division, and it is a right that has existed since the revelation of the Qur’an. It is stipulated in verses from the Qur’an and hadiths from the Sunnah of the Prophet, which is represented by the husband’s right to his wife’s inheritance. There is also another right, which is his right over her to preserve his money with good management and to dispose of it, protecting him from waste and destruction.

Abstract: The topic of the impossible crime is one of the important topics in criminal law, as it raises many legal and jurisprudential questions and problems. An impossible crime is one that cannot be achieved in practice, whether because it is impossible to attempt it or because it is impossible to complete it. This study aims to analyze the concept of the impossible crime in Iraqi and Egyptian criminal law, and to review the positions of jurisprudence and judiciary in both countries, in addition to comparing the legislation and judicial positions between them.
