The practical importance of the Administrative justice adopts the system of double justice under the promulgation of the second amendment of the council of state Law No.106 of 1989 which is the amending law to the Council of State Law No.65 of 1979.
The Administrative justice proves its success by the decisions and judgments issued by it. These decisions and judgments provides justice to the citizens and at the same time the administrative justice is being justice to the administration if it is right in its procedures.
By studying this subject, I think that the importance of the administrative justice is very clear because it is one of the legal aspects of the state. It is a creative and specialized justice.
The administrative justice works as a guide and steer to the administration because it leads it to the right way as we discuss this subject in our research.

The kind of development created a new sort in the way of payment and opening letter of credits which sorted to compete with the traditional ways.

This research deals with one of the main problems which prevents the application of the traditional texts of penal law ( code ) against the crime of the information forgery in spite of the existence or availability of the most elements of the crime of the traditional forgery in this kind of crimes.
This study is a serious attempt to settle this problem by defining the concept of the information document and distinguishing it from other concepts like programs and data. Also this study is an attempt to determine the reliability of the information document to describe document in the traditional crime of forgery in terms of the presence of the confirmation conditions and to determine the need to issue specific legislation handling this problem.

The principle in any international treaty is that a treaty is binding only on its contracting parties. Hence, that treaty cannot be a source of right or commitment on a third party. This principle includes some exceptions, one of which is the condition of stipulation in the interest of a third party. In order to realize such stipulation, there must be available certain conditions mentioned by Vienna convention of law of treaties of 1969. The stipulation in the interest of a third party is known to be a legal action or manner by means of which a state stipulates on another state by a convention. Or, by virtue of a stipulation, a state is to be committed to words another state that a third party in the convention, which is the interested party, acquire a right, an advantage, or a privilege.

Scientific progress which come as a result of the industrial revolution brought to humanity products ( goods ) more prosperity. But those goods carry at the same time danger threaten the life of mankind and at the same time may not able to discover it through technical acknowledgment during production or marketing. This matter rise the questions whether the general rules of civil responsibility fair enough to organize an systemize the rising responsibility. And furthermore we can rise another question how can compromise between the safety of public whose use such products and the extent of unknown danger to the producer.

The legal centre of the marine guide is considered a complex issue, as the legal position of the Guide comes near other legal centers, but differs in other aspects to be at the end an independent, specified legal center for the Guide, who will provide a public service, in Guiding. As being employed by the state and under the state supervision. And in some states the Guide is note considered public employee as he dose not get payments from the state and does not participated in running the public affairs, so he is not in a position near the public service employee. But in other countries like IRAQ the Guide is considered a public imployee with a difficulty in determining the relation the Guide and the Captain, or the supplier?
In addition to that, we discussed weather the Guide should be in an obligatory relation with the supplier in a contract, or with another contract, or there should be no such obligatory relation, or there should be no contract relation at all. And determining of both the Guide and the supplier, what ever the relation between them is. According to that, the study was divided into two categories:
The first, concerns with the relation between the Guide and the state, and his relation with the captain of the ship.
And in the second, we deal with relation between the Guide and the supplier of the Guiding ship regarding nature and aspects of this relation.
