The revolutions succeeded in bringing an important and real political change, but this has not been accompanied by a qualitative shift in the economic and social conditions of the citizens so far, but has led to heavy losses in the infrastructure necessary for development in some countries, and the flight of capital and investments, which cast a shadow over the overall economic and social conditions in the countries of the region as a whole. .

After the qualitative (tactical) change in the American strategic thinking took place after the events of September 11, 2001, especially after the results of the Afghanistan and Iraq wars that significantly affected the American strategic thinking approach, specifically with regard to dealing with dictatorships and changing regimes using the direct rough method (solid or military). and the huge expenditures it incurred was influencing at the expense of the American hegemony in the world, as it was busy in its global war on terror, which led to the acceleration of the growth of some international powers that were classified as emerging powers, so the soft power approach took a place a broadening of the American strategic awareness, in an attempt to restore the global balance that was disturbed after the events of September 11, especially the burdens left by the Afghanistan and Iraq wars on the US administration, represented by increasing military spending to meet the requirements of the war on terror.

After the end of the Cold War, the decline of totalitarian and authoritarian regimes in the world, including the countries of the world, including the countries of the third world, increased in favor of democratic systems and peaceful transfer of power. However, the dictatorial model of individual rule remained prevalent in the Arab countries, and these countries lived outside the era.
