Before the establishment of the United States of America and the proclamation of its independence, thirteen colonial states were subject to the British crown, and these colonies exercised a measure of autonomy, and this continued until the revolution against Britain and the declaration of independence in 1776, when those colonies turned into independent states, as the necessities of confronting the forces required the British formed an alliance of these countries, then merged to form the United States of America in 1789.
One of the necessities of unifying the United States of America was to strengthen the central authority, so the US Federal Constitution included in the rules what was intended to reduce the dangers of (popular democracy) represented by the total popular will, which the experiences of the War of Independence in the states indicated on its danger to social independence. The constitution is imbued with the spirit of separation of public powers in order to limit the authority of the general democratic representative will. Therefore, the provisions of the American Constitution came to confirm that the presidency of the executive authority is through popular election, and that the legislative authority consists of two chambers (the Senate and Representatives) based on the belief that the Senate regulator limits the Extremism of (the People Representative Council).

Iraq has been suffering from a state-building problem for decades, that is, in reaching or achieving a modern state based on the foundations of citizenship and the rule of law, and accordingly it has suffered, according to political perception, from the crises of political development, and if these crises are multiple and varied such as participation, distribution, identity ... etc. The problem of integration presents itself strongly as a basic requirement, and a fundamental pillar of state building in Iraq.
Since the American occupation in 2003, Iraq has suffered from many problems that affected the building of the state and contributed directly and effectively to obstructing that construction, because the Americans had a plan for the occupation, but they did not devise a plan for rebuilding. Building a state is a process that requires creating a sense of citizenship and involves Collective values, expectations, and perceptions of the state embraced by individuals and civil society, and moreover, building institutions that are responsive, capable and accountable is something that requires strengthening the capacity to collect taxes and establish mechanisms for consultation that go from the bottom up, and if it is true that the problem is old, then it is raised today strongly and in need of serious endeavors and solutions in order to achieve national integration, which will, of necessity, be a fundamental basis in building the Iraqi state.

It is known that the international legal system has become static and has not kept pace with international transformations, despite the international reality that has witnessed in recent decades a series of transformations and radical changes, whether at the level of issues and concerns or problems and crises.
The law does not tolerate holiness and eternity, as it is a set of rules that are in line with and keep pace with the development of societies. However, international law has become in many of its current requirements bypassing and even often preventing many current international issues and crises from being effectively framed, thus opening the door to deviant and dangerous adjustments that often What is subject in its content to the balance of power.
The developments that followed the end of the Cold War and the de facto isolation of the United States in the international arena allowed many countries to implement many interventions that varied from political and economic pressures to military action, either individually or through the exploitation of the United Nations in this regard. Countries that rely on such practices justify their positions and behavior in reference to international law on the basis of a deviant adaptation of its provisions, such as expanding the interpretation of the right to legitimate defense and the principle of non-interference or preventing the use of force or threatening to use it in international relations and the exceptions to them.

The role that satellite channels play in society is closely related to political, social, economic and other determinants and variables, and these variables differ from one society to another and from one period to another, so the media in general and satellite channels in particular are one of the important tools in conveying news and information and giving them explanations in specific formats in order to draw the features of the image that it`s wanted to form in the mind of the audience, which may be a negative or positive image, especially in political events and crises, so Iraqi satellite channels play a major role in the process of creating perceptions and convictions among the audience through methods they adopt in dealing with public affairs then it creates images in the minds of its audience through materials, newsletters, and political programs aimed at presenting an issue.

If we look at the subject of awareness (consciousness) from a holistic point of view, we see that the study of consciousness includes all social, economic, and political levels, and it indicates that consciousness is the harvest of people's recognition and perceptions of the world around them, including the relationships it contains with human nature and ideas, which is recognition and perception. It is determined by a historical constructive state of a specific society, meaning that awareness is of a historical and constructive character, and awareness in general and political awareness in particular allows individuals to perceive and know the social and political conditions in the country and the problems they live in, so that at that time they have the ability to analyze, judge and determine a position on it, so they rush and move in order to change and develop it . One of the means ensuring the acquisition of a rational political awareness system capable of analyzing events objectively and academically are the means of political upbringing. Through these means, political values are inculcated in individuals and direct their behavior in a way that serves the higher interest of society and in a way that creates good citizens who are able to understand and analyze political reality by scientific studied methods. .
