The public official is considered as the arm of the state in the
performance of its duties, its tool in managing its institutions,
and by exercising his activity and performing his duties, the
state guarantees the proper functioning of its public facilities,
but the job activity, like any other humanitarian activity, may
result in harm as a result of his performance. This damage can be
perceived at times as inflicted on the state with its money, and at
other times, we can perceive it as physical or moral damage to
one or more persons other than the state. In both hypotheses, the
question arises about what is the civil liability for the occurrence
of that damage on the one hand, and on the other hand the
question arises about the provisions that regulate liability for the
damage resulting from the employee’s performance of his duties
when the victim is the state and the provisions that regulate that

This research seeks to know the press coverage of Al-Sabah newspaper for the
early elections in Iraq، and after this research of descriptive research that is based
on describing a phenomenon، reaching its causes and the factors that control it
and drawing conclusions for its generalization. The phenomenon is expressed in
the main aspect، but the search in its details to know the variables that make up it
through data collection and analysis. As for the possibility of collecting data for the
survey study، it may be taken from a selected sample in the origin community so
that it represents it faithfully. Here، the nature of the problem to be studied plays
an important role in the field of study. The research also adopted the method of
content analysis، which is a research method that aims at objective and quantitative
description of the apparent content of the communication، which requires a predetermined
set of variables to be disclosed to analyze the media material. The most
important findings of the researcher are:
• Al-Sabah newspaper paid great attention to the issue of elections، as the high
proportion of news and news reports for early elections focused on the first and
second pages.
• In the press coverage of the elections، the newspaper relied on its own sources
represented by delegates to a large extent، which means that it has a good network
of delegates together instead of its large financial ability to cover expenses.
• Media coverage of the early elections can contribute to raising the public’s
awareness of the early elections and the need to conduct them quickly، in order to
raise the level of awareness among the citizens.

• The number of news about the elections in the newspaper is higher than in the
news reports. The newspaper realizes the importance of the news in persuading
public opinion.

Alaa al-Din al-Hilli was one of the most prominent Shiite poets in the
eighth century ,who took a fundamental and intrusive step in the way of
describing the virtues of householders .His poems and antics about the
people of the house( peace be upon them )are among the most beautiful of
his literary works sung and most of his poems are in praise and description
of the virtues of the Leader of the Faithful Imam Ali( peace be upon him)
and the lament of Imam Hussein( peace be upon him .)It seems that he
made every effort to sing the most beautiful verses describing the people
of the house( peace be upon them ,)and as a result of this effort ,his seven
poems called( the seven long poems .)The poet seeks to portray and explain
to the recipient the sky of the household and their enemies ,relying on the
rhetorical techniques of metaphor ,metaphor ,metaphor and metaphor .This
research seeks ,through the technical descriptive-analytical method ,to reveal
the contents and concepts that exist behind these rhetorical techniques
in the statement section on the People of the House( peace be upon them)
especially Imam Al-Hasan( peace be upon him )and his loyal companions
and what passed on the day of Ashura .The poet has an exquisite skill in
using rhetorical enhancements ,and in this way he is frugal and does not put
content and concepts due to his use of graphic images and the original purpose
of the poet’s use of these enhancements is to sing beautiful and complete
images in defining the household and their enemies .This poetry clarifies
and clarifies that it is fully concerned with the political opinions and
literary contents of Shi›a .Explaining the virtues of the people of the house
(peace be upon them ,)defending them ,depicting the Karbala incident and
the misfortunes of the people of the house( PBUH )with sincere passion
and commitment to the Holy Qur’an and the mockery of their enemies are
among the contents that the poet made in these seven long poems and these
contents are clothed with beautiful rhetorical techniques.

The main objective in writing the research is to serve the
Book of God Almighty in general, and my love for the Qur’an,
glorification of it and service for it, by introducing Surat Al-
Fil, and studying the Surah objectively and analytically.
