Abstract
There is no doubt that the countries differ in their forms, its constitution may specify one authority exercised by the government and this is what we find in the simple or unified state, and then its internal and external affairs will be exercised by one government, and the constitution may specify that the state adopts the federal system in which multiplicity of powers is common, This is so that there is a central federal authority and other powers enjoyed by the regional governments and local bodies, based on the enjoyment of autonomy of a political nature that comes from the Federal Constitution.
Countries differ in the manner in which powers are distributed between the federal government and the governments of the regions, and then the governments of the regions are granted powers and competencies whose manifestations are manifested in many aspects, including in the field of legal organization where the regions enjoy constitutional independence as they have the right to draw up a constitution of their own, provided that it does not contradict the constitution Federal, and in the field of legal organization of the issues that pertain to it and political organization, and in the field of organic institutional building and the formation of powers therein, and it also has functional independence in the exercise of its competencies that extend to all state legislative, executive and judicial functions, Have direct powers on the external level, also including diplomatic representation, and open representations in the countries, here was our desire to search for the validity of the regions in the international treaties and conventions held in the federal system in Iraq under the Constitution of 2005 in force.

Abstract
لاشك في ان الدول تتباين في اشكالها, فقد يحدد دستورها سلطة واحدة تمارس من قبل الحكومة وهذا ما نجده في الدولة البسيطة او الموحدة, ومن ثم تمارس شؤونها الداخلية والخارجية حكومة واحدة, وقد يحدد الدستور ان تكون الدولة تتبنى النظام الاتحادي الذي يشيع فيه تعدد السلطات, وذلك بان توجد سلطة اتحادية مركزية واخرى سلطات تتمتع بها حكومات الاقاليم وهيئات محلية, قائمة على أساس تمتعها باستقلال ذاتي ذا طبيعة سياسية مصدره الدستور الاتحادي .
وتتباين الدول في اسلوب توزيع الاختصاصات بين الحكومة الاتحادية وحكومات الاقاليم ومن ثم تمنح حكومات الاقاليم صلاحيات واختصاصات تتجلى مظاهر تلك الاختصاصات في جوانب عديدة، منها في مجال التنظيم القانوني حيث تتمتع الاقاليم باستقلال دستوري اذ يكون لها الحق في وضع دستور خاص بها شريطة عدم تعارضه مع الدستور الاتحادي، وفي مجال التنظيم القانوني للمسائل التي تختص بها والتنظيم السياسي، وفي مجال البناء المؤسساتي العضوي وتكوين السلطات فيها، ولها ايضا استقلالها الوظيفي في ممارسة اختصاصاتها التي تتسع لتشمل كل وظائف الدولة التشريعية والتنفيذية والقضائية, ولها مباشرة صلاحيات على المستوى الخارجي ايضا منها التمثيل الدبلوماسي, وفتح ممثليات لها في الدول, من هنا كانت رغبتنا في البحث عن مدى صلاحية الاقاليم في عقد المعاهدات والاتفاقيات الدولية في النظام الاتحادي في ظل دستور العراق لعام 2005 النافذ .
