Abstract

Torture is a serious violation of human rights, which is completely prohibited by international law, as it considers it cruel , inhuman and degrading treatment , in a blatant manner, despite the absence of a list that meets the prohibited practices, and it was at the top of the list of issues discussed by the United Nations when establishing human rights rules, considering that its use affects the core of civil and political freedoms, starting with the eradication of corporal punishment in the colonized territories as the first measure taken by the United Nations a year ago. 1949.

أن التعذيب يعد انتهاكا خطرا لحقوق الإنسان , حظره القانون الدولي حظرا كليا إذ يعده معاملة قاسية , لا إنسانية ومهينة , بشكل سافر رغم عدم وجود قائمة تستوفي الممارسات الممنوعة , وقد مثل رأس قائمة المسائل التي بحثتها منظمة الأمم المتحدة عند إرساء قواعد حقوق الإنسان باعتبار أن استخدامه يمس صميم الحريات المدنية والسياسية بدء من اجتثاث العقوبات البدنية في الأراضي المستعمرة كأول تدبير اتخذته منظمة الأمم المتحدة منذ سنة 1949.
