The current research deals with a number of Usul issues related to the impact of the obstructions interrupting the clear comprehension of the human mind on the obligations. It is well known that the mind is the main condition for the obligations. The mind is the tool of understanding for the person who has the legal capacity to be obliged. However, he may experience obstructions that create confusion in the understanding that affects the assignment of Shariah obligations and their requirements. The researchconsists of an introduction, two topics, and a conclusion. The introduction clarifies what the mind is and the term emotional. The first topic dealt with the self-obstructions which existed with the person’s contribution. Three sections are included in this topic, the first of which was about the drunkenness that takes place either intentionally or incidentally. the second section deals with anesthesia and the third is about sleep. The second topic in this paper deals with the obstacles that the person hasno choice in their existence and discussed in six sections:the first section was about madness, fainting, and anesthesia, the second about mental illnesses which expressed in modern terms such as psychosis, epilepsy, schizophrenia, and autism. The thirdsection is oblivion and negligence. The fourth is on anger and affliction, and the fifth is on the intensity of joy and sadness and pain. And the sixth is on the intensity of fear. Through the tour in this research, it became clear that understanding the speech in a way that makes the person of legal capacity aware of it, is the basis of the obligation and one of its conditions. Any obstacle to this understanding cancels or reduces the assignment of obligation. And it turned out that the obstacles are either in the capacity of the person or outside it, and for each case, there is a certain judgment. And that the obstacles affect the obligatory speech, rather than the declaratory speech. The obstacles vary in intensity and weakness in their effect on the mind, which is reflected in the speech and eligibility, making them non-existent or incomplete. The Mufti needed to know the degree of the obstacle, based on custom or medicine, in order to reach a judgment

Genetic engineering is part of the modern biological revolution that the legal, medical and criminal field has been able to benefit from its applications by discovering the genetic material (DNA) in cells by analyzing the DNA, this exciting discovery has changed many of the course of treatment and methods through stem cells and in Legal and judicial evidence in Islamic and Arab countries, as the issue of genetic engineering comes after the emergence of medical and scientific developments addressed by the people of specialization and provided clarifications and details about them, so Islamic jurisprudence scholars had to research their legal rulings and explain the ability of Islamic jurisprudence to deal with its effects and put the required legal controls and issue rulings It is permissible and the solution or the sanctity and prevention, The research aims to present new opinions that have emerged with the discovery and discussion of the results of DNA analysis, and to choose a solution that does not contradict the rules of Islamic Sharia. Genetic engineering has great importance and a great impact on various aspects of life, economic, legal, and social, as it is one of theinnovations and it is necessary for every female ruler to rule in Islamic Sharia, so the jurists have to explain the legal ruling of genetic engineering and take it as a context for students of science and those involved in the judiciary to prove lineage Or his denial and in the criminal and medical evidence.In my research, I relied on this descriptive analytical method that relies mainly on the Holy Qur’an and the Sunnah of the Prophet Muhammad -may God’s prayers and peace be upon him -after the Book of God as well as books. The current study includes two parts: First part offers the author’s life which comprises: his name, birth, origin, surname, scholars, learners, writings, death, and scientific status. Since miracle is supernatural thing,Allah the Almighty presents and gives it to a Prophet among others to help prove his message and to support him.Among the greatest miracles he acquired was the event of splitting the moon in the sky which is out of human strength. Muslims and nonbelievers who were by the Prophet at that time saw the act. The Prophet showed them each half. Allah the Almighty made this to prove that to nonbelievers Mohammed (Peace be upon him),is his messenger and to certify what he says and call them for. The grand sheikh Al-Nawrasi paid a lot of attention in his writings to the miracles of the Prophet,among them،the one of splitting the moon. This research explains clearly the ideas and opinions of shaikh on proving the event of splitting the moon presenting straight,proper evidence from Holly Qur’an and Sunnah,and it explains,in detail,that the splitting of the moon happened only once. It also covers all suspicions of the miracle deniers and sufficient answer to them. The position of the head of state is not restricted to anyone and the nation must take into account whoever nominates it and chooses it for this position, in which it provides the necessary conditions that qualify it to carry out its duties in a way that guarantees preserving its rights, caring for its affairs and achieving its internal and external interests.6-Since the Islamic Ummah is the owner of the right to power, as it is the one that is responsible for nominating and selectingrulers, therefore, it is their responsibility to monitor them, hold them accountable, and even isolate them when required to achieve the public interest and maintenance of the nation’s entity.7-The political rights combined when practiced according to its controls and conditions is the true and fundamental guarantee for the nation that prevents the tyranny of the rulers and their exclusivity of power, injustice and injustice of the parish

In this research I've collected the positions that Ibn al-Qaim had talked which is the different parsing and its effect in the interpretation of meaning and directed it according to parsing position or parsing movement. Therefore we saw him gave the Quranic verse several parsing positions, and every position has a special meaning and differentiates it from other meaning. The research entitled (The effect of academic specialization on religious values among students of the University’s College of Knowledge). The research aims to identify the level of religious values among students of the University’s College of Knowledge, and its relationship to some variables such as academic specialization, grade level, and gender.The research sample consisted of (202) male and female students distributed among the college departments according to its specializations.The researchers used the questionnaire as a research tool consisting of (54) paragraphs, after confirming its validity and reliability,The research reached several results, including:The level of religious values among students was high and has an indication, and we explained that the social environment in the family, school, and society that is keen to adhere to religious values, just as the study materials that students studied in the previous and currently stages have an impact on those values, where the study revealed a difference At the level of religious values among the college departments according to its specializations, and the results showed that thereis a relationship between the academic stage and the level of values in favor of the fourth stage and that the level of female students is higher than that of male students.

Kurdish poet ‘Ahmadi Khani’ born in 1651 was one of the famous eastern poets who wrote (Mama Alan) poetic epic about a virgin love and brought a literary influence on pure chaste love based on a Kurdish folklore story that was common in Kurdistan. The poetic epic (Mama Alan) had formulated a new formulation in terms of language, style, emotions, sensations and literary imagination with artistic forms, under the name (Theepic of Mam and Zen) this poetic epic that talks about a love affair with the Kurdish love between the young man (Mam) from Bhutan emirate and the princess (Zain) that belonged to the family of the Bhutan princes which ends with a tragedy prevented them from getting together and both died without attaining the goal. Khani wrote this poetic epic in the Kurdish language, using a set of Persian vocabulary and some Turkish vocabulary, as the value of this immortal literary masterpiece is evident in the fact that it gained a great place.

The phenomenon of forced migration has serious repercussions, which in its entirety can pose a challenge to international peace and security. To confront this problem, it can through the activation of international legal rules that can be employed in this area. As well as, although there are many international documents with legal provisions that can be framed in a legal regulation to deal with this issue. But the effectiveness of such regulation cannot avoid the problems that may be presented to prove its sufficiency, which calls for discussing this problem to seek solutions to them.

The study aims to analyzing the nature of educational institutions as well as identifying the efficiency of the service offered to the population. This goes according to the planning criteria which is suited to the size of population and estimating the current and future need to such educational institutions. The study shows the lack of kindergarten institutions in rural areas whereas they vary in urban between the neighborhoods and rural provinces. The hydroelectric plants running in Iraq participate in covering a part of the peak loads and daily load with other electrical power sources (vapor power,gas power and diesel power). The research aims to give a geographical assessment of the hydroelectric plants projects of (Dukan,Samarra and Hamrin)according to site considerations and design and their reflections on the efficiency of the actual production achieved for the period (2000 -2017) and the extent of change in the capacity factor of the plants compared to the design and the amount of participation rates in the hydroelectric power system. The variance of monthly,quarterly and annual production for the period under consideration is a prominent feature of the production of plants,which was reflected in the varying capacities and the extent of participation achieved for the hydroelectric system operating in Iraq

The diminishing nature of our natural resources highlights the need for the development of procedures and designs that will maintain a sustainable future. For this reason; the current study investigates the effect of industrial by-products as stabilizer of a local expansive clayey soil.The ash from the burning of the olive oil industry wastes was mixed with two types of expansive soils in different proportions [1%،3%،5%،7%] depending on the dry weight of the soil،and the samples were kept for treatment [14،28،90] days.The performance of this ash as a non-conventional stabilizer of expansive soils was tested by the following tests:Atterberg Limits،Modified Proctor Compaction،and Particle Size Distribution by hydrometer,Free Relative Swelling and Swelling Pressure,and California Bearing Ratio C.B.R. At the same time,the PH of the samples was recorded to evaluate the effect of the additive on the alkalinity of the soil.The additive has proven successful in improving the physical and mechanical properties of the tested expansive soils by reducing both plasticity and swelling properties and increasing the values of C.B.R. for the two soils,and It has been noted that the pH of the samples have increased significantly after treatment,which may have contributed to modification of the mineral composition of the improved soil.

The method of linear regression models is an important topic in statistical analysis, when two or more explanatory variables are related to the regression relationship. A set of problems occurs in which a violation of one of the basic assumptions of the method of ordinary least squares leads to obtaining biased estimates , There are several methods suggested to address these problems, including the robust methods of regression analysis, that the ordinary least squares (OLS) method is sensitive to the presence of outlier values in the data as the break As the breakdown point is very low and leads to inaccuracy of the results for the estimated parameters, where the estimated features are characterized by inefficiency, therefore robust methods of least squares are used to address the problem of the presence of outliers values and leverage points in the data andother problems.In this research, a theoretical and practical comparison between the OLS method and the robust methods of estimating linear regression models (M estimators, MM estimators, and S estimators) was presented with a review of the most important methods of finding outliers values in the data weights functions that accompany the estimation process through The iterative weighted least squares method. As for the applied side, real data taken from the Central Statistical Organization for the statistical group for the year 2017 in Iraq which pertains to natural conditions has been analyzed in order to estimate a set of linear relationships in the usual way and robust methods and it has been proven that robust S estimators data provided us with the best model according to statistical standards using the program (Eviews 10)

This paper explores the myth of empty Iraq in Kevin Powers’s The Yellow Birds( 2012). Barium ferrite (BaFe12O19) substituted by Zn2+ (BaZnxFe12-xO19) where (x=1.5, 2.5) were prepared by solid state reaction (conventional ceramic techniques). The hexagonal Ferrite has been prepared in sintered temperature of 1100°C and 1200°C at period 10 hours. Conducted tests on the structural and magnetic properties for samples before and after the passage of ten years in preparation, where preserved at room temperature to determine the effect of time on those properties. The structural tests on the prepared samples to identify the crystalline phases for ferrite particles have been carried out by X-ray diffraction (XRD). The patterns of XRD obtained that the ferrite has a single phase and it has shown that there is a complete growth of the ferrite phases at 1200°C .To obtain detailed information about the morphology and to verify the size of the particles , a set of micrographs were taken by scanning electron microscopy (SEM). These micrographs demonstrate that the surface is homogenous and the grain size increases with temperature and with the extent of substitute matter (x). Differential Thermal Analysis (DTA). Magnetic properties have also been measured by using a vibrating sample magnetometer (VSM). From hysteresis loop the magnetic properties Hc, Ms, Mr and μι are calculated. The magnetic properties have been improved by adding Zn to the barium ferrite. It has been found that the ferrites will be changed from hard to soft by adding Zn ions (when x≥2.5). The coercively Hc has been decreased and saturation magnetization has been increased with increasing of sintering temperature and substitution ratio (x).
