After the events of atheist of September 2001, an important for the United States and the world historic event and a turning point in the future of international relations, it has changed quickly the Ameri-can perception of the international political reality, and place on a political path of a new military, aims to address the new internation-al reality in the course of international relations , a new and signifi-cant developments have emerged in its foreign policy toward the outside world, especially the Middle East, has directed the American perception after the attacks that it is no longer far away from attack-ing and targeting, as was US national security threat from the inside, and realized makers political decision-American that there It had the perfect opportunity to strengthen the dominance of large areas and to achieve important strategic interests. These events as an oppor-tunity for the US to re-formulate the concept of national security again, after that led to the transformation strategy in the concept of the theory of security by the American vision, and change the prior-ities of domestic and foreign policy, and perhaps the most important can be seen that the atheist ten of September events, they freed United States of restrictions that have hampered its quest to expand the American hegemony, and from here emerged as a major strate-gic opportunity.

The attention in Islamic Extremism, and particularly the violent part of it, is a result of the securitization of political Islam as potentially one of the major threats facing Europe in the current century, although this interest was insignificant before September 11, several scholars tried later to light on the phenomena of religiously inspired terrorism. Studies discovered that there is an identity crises and cracking in the satisfactions, imaginaries and perspectives of Islamic minorities of Europe, as a result, European Muslims are ready to accept the logic of extreme groups.

This study deals with the subject of as long as filled press and media circles,it\'s made the courts to get involved on according to a clear approach to achieve justice and ensure the protection of human rights and fundamental freedoms, namely, the self-regulation of the press and protection of human rights policy, and that as a study in the mechanics of achieving a balance between the privacy right and freedom of the press, This study attempts to provide a prominent model for press ethics, beginning with the process of historical - political - and legal rooting, the relationship dialectic between the people\'s right to freedom of expression and opinion, as an entitlement to benefit the journalists and the underlying fundamentals of the profession press, and what has been approved by national constitutions and laws and international conventions and instruments Rights, to protect the personal secrets within the general right to privacy.

The clear objective of this study, namely the creation of a modern vision of the press, up to be this vision a cause to commemorate the important idea in the field of journalism, namely the (self-regulation of the press), and an appeal highly to call idealism and dedication to the development and consolidation of journalistic principles that nurture democracy and respect for human rights, not only in the media but in all areas of social life.

Iraq witnessed radical transformations after 2003, most notably a change in the political system structure and the adoption of a federal model, which includes two types of governments: the federal government and local governments.
