The repercussions of the global financial crisis on the economies of the Arab Gulf countries (an analytical study)

Abstract

The current financial crisis that the world witnessed in 2007-2008 is a real translation of the weak regulation and control over the significant expansion of bank credit to the real estate sector in the United States of America, the weakness of portfolio management, the intensity of speculation resulting from the abundance of liquidity in the American, European and Asian financial markets, as well as the unreal and unlimited rises in the prices of many strategic commodities, especially crude oil. And that this disharmony generated by the global financial crisis led to an economic recession that reflected its harmful effects on the economies of the Arab Gulf countries, which are closely linked with the global economic system on the one hand, and on the other hand, the basic dependence of the Gulf economies on crude oil as a main source of financing their consumer and investment spending, and therefore the deterioration in the global demand for crude oil as a result of the financial crisis has cast a direct shadow on the decline in economic growth rates and their deterioration in the Gulf economies, Thus, the hypothesis of the study was fulfilled.

تعد الأزمة المالية الراهنة التي شهدها العالم في عامي 2007-2008 ترجمة حقيقية لضعف التنظيم والرقابة على التوسع الكبير في منح الائتمان المصرفي لقطاع العقارات في الولايات المتحدة الأمريكية وضعف إدارة المحافظ المالية وشدة المضاربات الناتجة عن وفرة السيولة في الأسواق المالية الأمريكية والأوربية والآسيوية، فضلاً عن الارتفاعات غير الحقيقية واللامحدودة في أسعار العديد من السلع السترتيجية ولاسيما النفط الخام. وأن هذا التنافر الذي ولدته الأزمة المالية العالمية قاد إلى حدوث ركود اقتصادي انعكست تأثيراته الضارة على اقتصادات دول الخليج العربي التي ترتبط بروابط وثيقة مع منظومة الاقتصاد العالمي من جهة ، ومن جهة أخرى الاعتماد الأساس للاقتصادات الخليجية على النفط الخام كمصدر رئيس لتمويل إنفاقها الاستهلاكي والاستثماري، وبالتالي فأن التدهور الذي أصاب الطلب العالمي على النفط الخام جراء الأزمة المالية قد ألقى بظلاله مباشرة على انخفاض معدلات النمو الاقتصادي وتدهورها في الاقتصادات الخليجية ، وبذلك فقد تحققت فرضية الدراسة .

Abstract

The phenomenon of drugs is a serious social scourge that disrupts human capabilities, and squanders opportunities for growth, and economic well-being, as this phenomenon has become of economic and social dimensions that clearly express a deficit in economic structures, due to the real problem that Basra Governorate is exposed to that threatens its economic security and security situation significantly, and there is no doubt that the drug problem causes severe economic damage to those who abuse or trade in it, and these economic damages are reflected on the family of the user, And on the society that surrounds it directly or indirectly, as well as the losses to the national economy, which leads to unforeseen but significant losses in the long run.

In my research, I dealt with everything related to drugs, from their definition, and the reasons for their spread, and we try in this study to shed light on the problem of drug abuse in Basra and the statement of its economic effects on the axes and components of the economy and visual security.

Finally, the research included a list of sources from which the researcher took a summary in English, and the researcher tried in this research to link the theoretical and field aspects in order to come up with an integrated study of all aspects.

تعد ظاهرة المخدرات آفة اجتماعية خطيرة تعطل القدرات البشرية, وتبدد فرص النمو, والرفاه الاقتصادي,إذ غدت هذه الظاهرة ذات أبعاد اقتصادية, واجتماعية تعبر بوضوح عن عجز في البنى الاقتصادية,نظراً لما تتعرض لها محافظة البصرة من مشكلة حقيقية باتت تهدد آمنها الاقتصادي ووضعها الأمني بشكل ملحوظ, ولا شك إن مشكلة المخدرات تحدث أضراراً اقتصادية بالغة لمن يتعاطاها أو يتاجر فيها،وتنعكس هذه الأضرار الاقتصادية على أسرة المتعاطي,وعلى المجتمع الذي يحيط به بصورة مباشرة أو غير مباشرة .فضلاً عن الخسائر التي يتعرض لها الاقتصاد الوطني مما يؤدي إلى خسائر غير منظورة ولكنها كبيرة على المدى البعيد.

فقد تناولت في بحثي كل ما يتعلق بالمخدرات، من تعريفها، وأسباب انتشارها، ونحاول في هذه الدراسة أن نسلط الضوء على مشكلة تعاطي المخدرات في البصرة وبيان أثأرها الاقتصادية على محاور ومقومات الاقتصاد والأمن البصري .

وأخيراً تضمن البحث قائمة بالمصادر التي اخذت منها الباحثة وملخصاً باللغة الانكليزية،وقد حاولت الباحثة في هذا البحث الربط بين جانبيها النظري والميداني من اجل الخروج بدراسة متكاملة من الجوانب كافة.

Abstract

The effects of changes in the business environment are reflected on organizations in their various activities, which requires the presence of intellectual resources capable of adapting to these changes, hence the interest in intellectual capital has increased and it has become one of the basic resources of modern organizations and one of the most important sources of sustainable competitive advantage, especially with the availability of experience, skill and the ability to make fundamental changes in the various work of the organization, thanks to the creations and innovations it provides to support the organization's business, and thus intellectual capital is the scarcemost scarce resource and the highest ability to Creativity and production, as economists considered it to be the first productive element in the organization, provided that it is at a high level of understanding, know-how, knowledge, efficiency and the ability to innovate, thus achieving excellence and leadership in the business world.

This research seeks to determine the extent to which intellectual capital affects the achievement of entrepreneurship, and this was tested by analyzing the correlation and influence relationships between the two main variables, the independent variable (intellectual capital), and the dependent variable (entrepreneurship), in the medical field, specifically in Baghdad Teaching Hospital.

تنعكس اثار التغيرات الحاصلة في بيئة الاعمال على المنظمات بمختلف نشاطاتها، الامر الذي يستلزم وجود موارد فكرية قادرة على التكيف مع هذه التغييرات، ومن هنا زاد الاهتمام براس المال الفكري واصبح من الموارد الاساسية للمنظمات الحديثة واحد اهم مصادر الميزة التنافسية المستدامة، خاصة مع توفر الخبرة والمهارة والقدرة على احداث تغييرات جوهرية في مختلف اعمال المنظمة، بفضل الابداعات والابتكارات التي يقدمها لدعم اعمال المنظمة، وبهذا يكون راس المال الفكري المورد الاكثر ندرة والاعلى قدرة على الابداع والانتاج، حيث اعتبره الاقتصاديون بانه العنصر الانتاجي الاول في المنظمة بشرط ان يكون على مستوى عالي من الفهم والدراية والمعرفة والكفاءة والقدرة على الابداع ، وبالتالي تحقيق تفوق وريادة في عالم الاعمال .

يسعى هذا البحث لتحديد الى اي مدى يؤثر راس المال الفكري في تحقيق ريادة للاعمال ، وتم اختبار ذلك عن طريق تحليل علاقات الارتباط والتاثير بين المتغيرين الرئيسيين المتغير المستقل (راس المال الفكري) ، والمتغير المعتمد (ريادة الاعمال) ، في الميدان الطبي ، وتحديدا في مستشفى بغداد التعليمي، وقد تم التوصل الى مجموعة من الاستنتاجات اهمها ان هنالك علاقة ارتباط وتاثير لراس المال الفكري في ريادة الاعمال ، كما وان هنالك اهتمام لدى المنظمة المبحوثة براس المال الفكري، ولديها جهود حثيثة من اجل ان تكون رائدة في مجال اختصاصها ولكنها تفتقر للمخصصات المالية الكافية، وفي وفي ضوء الاستنتاجات التي تم التوصل إليها طرحت بعض التوصيات بهذا الشأن نتيجة لما تم الإطلاع عليه خلال مدة البحث ومن خلال إنجاز البحث والنتائج والاستنتاجات الناتجة عنه وبما يتلائم مع طبيعة المنظمة المبحوثة.

Abstract

The middle staff at the University of Kufa plays a key role in implementing the plans and strategies it adopts and works to achieve, and despite the university's keenness to maintain the competencies of this cadre, but the employees and officials of the cadre face the problem of changing their job positions or transferring them to other jobs that may not be fully consistent with the types of previous experiences and skills they have acquired, which causes the loss and dispersion of those capabilities, and perhaps one of the most prominent noticeable phenomena that led to the emergence of the problem is the magnitude of the current work system and the large number of its branches, The lack of clarity of the indicators adopted in the transfer process and the change of job positions. This research tries to identify basic indicators to measure the competencies and capabilities of this cadre, as it did not find specific variables suitable for all institutions as a result of their different fields and working conditions, and did not find previous studies focusing on this aspect in university institutions, and therefore this research comes in an attempt to design an information system using neural networks technology as one of the artificial intelligence techniques that can measure the ten proposed indicators and highlight their role in making decisions related to the transfer of the middle staff or you change

يلعب الكادر الوسطي في جامعة الكوفة دورا أساسيا في تنفيذ الخطط والاستراتيجيات التي تتبناها وتعمل على تحقيقها، ورغم حرص الجامعة على المحافظة على كفاءات هذا الكادر، الا ان موظفي ومسؤولي الكادر يواجهون مشكلة تغيير مواقعهم الوظيفية أو نقلهم لوظائف اخرى قد لا تنسجم تماما مع انواع الخبرات والمهارات السابقة التي اكتسبوها مما يتسبب في فقدان تلك القدرات وتشتيتها، ولعل من ابرز الظواهر الملحوظة التي أدت الى ظهور المشكلة هو ضخامة نظام العمل الحالي وكثرة تفرعاته، وعدم وضوح المؤشرات المعتمدة في اجراء عملية النقل وتغيير المواقع الوظيفية. ويحاول هذا البحث تحديد مؤشرات أساسية لقياس كفاءات وقدرات هذا الكادر، اذ لم يُعثر على متغيرات محددة تناسب جميع المؤسسات نتيجة لاختلاف مجالاتها وظروف عملها، كما لم يُعثر على دراسات سابقة تركز على هذا الجانب في المؤسسات الجامعية ، وعليه يأتي هذا البحث في محاولة لتصميم نظام معلوماتي باستخدام تقنية الشبكات العصبية Neural Networks كواحدة من تقنيات الذكاء الاصطناعي التي تستطيع قياس المؤشرات العشرة المقترحة وابراز دورها في اتخاذ القرارات المتعلقة بنقل الكادر الوسطي او تغيير مواقعهم الوظيفية . وتوصل البحث الى مجموعة من النتائج المهمة ابرزها وجود العديد من المؤشرات التي يمكن استخدامها بقرار نقل الموظفين، وقدرة الشبكات العصبية في المساهمة بحل هذه المشكلة من خلال تغذيتها بتلك المؤشرات، لذلك فإن من أهم التوصيات التي توصل اليها البحث تركز على ضرورة اعتماد تلك المؤشرات في قرارات النقل وتغيير المواقع الوظيفية، واستخدام تقنية الشبكات العصبية كواحدة من نظم المعلومات الذكية للمحافظة على خبرات وكفاءات الموظفين ليس فقط في جامعة الكوفة بل في الجامعات الاخرى نتيجة للمرونة التي يتمتع بها.

تعد مدينة كربلاء من ابرز المدن الإسلامية في العراق فهي تمثل حاضرة عمرانية و دينية مهمة نظراً لما تمتلكه من مقومات سياحية ولا سيما مقومات السياحة الدينية متمثلة بمرقد الإمام الحسين واخيه أبا الفضل العباس (عليهم السلام) بالإضافة الى مراقد الأولياء والصالحين ، تلك المراقد لا تزال حية في أذهان الناس ، أذ ان ثورة الإمام الحسين في واقعة الطف جسدت الإطار الإسلامي والذي يحمل في طياته الأخلاق الحميدة والتضحية والعدالة والقيم النبيلة وقد انعكست تلك المزايا على حياة المسلمين مما جعل عملية توافد السياح في زيادة مستمرة لان العبادة وما يتعلق بها من امور اخرى تجرى عادة في المراقد المقدسة التي يعتقد بها المسلمون بأنها أفضل الأماكن تقربا الى الله تعالى .

ومن هنا جاءت دراستنا لمقومات السياحة الدينية في مدينة كربلاء لمعرفة التطورات الخدمية المقدمة للسياح الوافدين والتوصل الى الأهمية الاقتصادية والاجتماعية والحضارية والثقافية للسياحة الدينية كونها تعد من الموارد غير القابلة للنضوب فهي سياحة مستديمة تعمل على زيادة التواصل الحضاري والثقافي بين مختلف الشعوب بالعالم كما ركزت دراستنا على التوزيع الجغرافي للسياح الوافدين من اجعل معرفة المناطق المصدرة للسياح الى مدينة كربلاء فضلا عن ذلك فان معرفة آراء السياح الوافدين وتشخيص نقاط القوة والضعف في تقديم الخدمات السياحية يعطي انطباعا واضحا عن واقع حال الخدمات والتي يمكن تطويرها في المستقبل لكي نصل الى مجموعة من الاستنتاجات وعدد الى من التوصيات توجه الى المختصين والعاملين في مجال السياحة الدينية

The research aims to investigate the relationship and impact between the critical success factors of total quality management by excluding them (strategic planning, customer focus, information technology, culture of continuous improvement) in the quality of the religious tourism product through (reliability, response, emphasis, reincarnation, physical evidence), and the research used the analytical approach, it began to identify the problem and develop two main hypotheses, one of which is a link hypothesis and the other is an impact hypothesis, and the research relied on the questionnaire form Source to obtain data on the practical side, (70) questionnaire was distributed to tourists of different nationalities and (53) questionnaire was received ready for statistical analysis and the Kendal correlation coefficient and the simple and multiple regression equation were used to test the relationship between the research variables, and one of the most important conclusions of the research is the existence of correlation and impact of critical success factors for total quality management in achieving product quality in tourism organizations, and the interest of those organizations in (focusing on the customer and the use of information technology and strategic analysis, which led to improving their performance and strengthening their motivation in achieving the response. يهدف البحث إلى التحري عن العلاقة والتأثير بين عوامل النجاح الحرجة لإدارة الجودة الشاملة من خلال إبعادها (التخطيط الاستراتيجي,التركيز على الزبون, تكنولوجيا المعلومات, ثقافة التحسين المستمر) في جودة المنتج السياحي الديني من خلال (المعولية ,الاستجابة ,التوكيد ,التقمص ,الأدلة المادية) , واستعمل البحث المنهج التحليلي, بداً من تحديد المشكلة ووضع فرضيتان رئيستان احدهما فرضية ارتباط وأخرى فرضية التأثير واعتمد البحث على ً استمارة الاستبيان مصدر للحصول على البيانات في الجانب العملي, وتم توزيع (70) استبانه على سائحين من جنسيات مختلفة وتم استلام (53) استبانه جاهزة للتحليل الإحصائي وتم استخدام معامل ارتباط كندال و معادلة الانحدار البسيط والمتعدد لاختبار العلاقة بين متغيرات البحث , ومن أهم استنتاجات البحث هو وجود علاقات ارتباط وتأثير لعوامل النجاح الحرجة لإدارة الجودة الشاملة في تحقيق جودة المنتج في المنظمات السياحية ,واهتمام تلك المنظمات بـ( التركيز على الزبون واستعمال تكنولوجيا المعلومات والتحليلي الاستراتيجي مما أدى إلى تحسين أدائهم وتدعيم دافعيتهم في تحقيق الاستجابة السريعة لطلبات الزبون,خاصة وان الارتقاء بجودة المنتج السياحي يتطلب عملا تعاونيا وفرقيا وليس منهجا فرديا في الأداء .

Abstract

The research aimed to identify the importance of the role of INTOSAI in the development of financial reporting for the government unit and the state as a whole, the study and analysis of financial reporting in the government accounting system in Iraq, the impact of INTOSAI standards on the government accounting system in Iraq, and the statement of the most important requirements for the development of current financial reporting in the government accounting system in Iraq.

The research was based on the main premise that (increasing the effectiveness of the current financial reporting in the government accounting system comes through the development of means of measurement and reporting in the Iraqi government accounting system and benefiting from the experiences of developed countries in this field).

This hypothesis has been proven if this research is divided into three sections that included the theoretical side of the first two sections under the title (the role of INTOSAI in the development of government financial reporting) and the second section (the general budget and the impact of financial legislation on the government accounting system in Iraq), and the practical side came to include the third section entitled (the impact of INTOSAI standards on the government accounting system in Iraq) and includes the evaluation of financial reporting in the government accounting system compared to INTOSAI standards

استهدف البحث التعرف على أهمية دور منظمة الانتوساي في تطوير الإبلاغ المالي للوحدة الحكومية وللدولة ككل ودراسة وتحليل الإبلاغ المالي في النظام المحاسبي الحكومي في العراق و بيان اثر معايير الانتوساي على النظام المحاسبي الحكومي في العراق وبيان أهم متطلبات تطوير الإبلاغ المالي الحالي في النظام المحاسبي الحكومي في العراق.

وبني البحث على فرضية رئيسية مفادها( إن زيادة فاعلية الإبلاغ المالي الحالي في النظام المحاسبي الحكومي يأتي من خلال تطوير وسائل القياس والإبلاغ في النظام المحاسبي الحكومي العراقي والاستفادة من تجارب الدول المتقدمة في هذا المجال).

وقد تم اثبات هذه الفرضية اذا جاء هذا البحث مقسم على ثلاثة مباحث تضمن الجانب النظري المبحثين الاول تحت عنوان (دور منظمة الأنتوساي في تطوير الإبلاغ المالي الحكومي) والمبحث الثاني( الموازنة العامة واثر التشريع المالي على النظام المحاسبي الحكومي في العراق),وجاء الجانب العملي ليتضمن المبحث الثالث بعنوان (تأثير معايير الأنتوساي على النظام المحاسبي الحكومي في العراق) ويتضمن تقويم الإبلاغ المالي في النظام المحاسبي الحكومي بالمقارنة مع معايير الانتوساي , ومتطلبات تطوير الإبلاغ المالي في النظام المحاسبي الحكومي العراقي, وخرج البحث بمجموعة من الاستنتاجات أهمها: استخدام الأساس النقدي المعدل اثر على أهداف القوائم والتقارير المالية اذا جعل أهدافها ممثلة في تحقيق الرقابة المالية والشكلية والقانونية التقليدية للتحقق من صحة الإنفاق العام وبحدود الإعتمادات المقررة دون تجاوزها، وإنفاقها في الأغراض المخصصة لها، وتحصيل الموارد المتحققة للدولة، والتأكد من مدى التقيد بالقوانين والأنظمة والتعليمات المالية. لذلك كان تأثير معايير الانتوساي جزئي على النظام المحاسبي الحكومي.

وخرج البحث كذلك بمجموعة توصيات ومقترحات منها: إصدار الإطار المقترح في البحث لما يوفره من معلومات مفيدة للمستخدمين في مجال تقييم الأداء والمركز المالي ونتيجة العمليات والمطابقة.
