منذ اعلان الدولة العراقية عام 1921 بشكلها الملكي البرلماني وبدستور تشير دباجته الى ظهور دولة جديدة حرة ذات سيادة كاملة ودستورها ينتمي الى دساتير الأنظمة السياسية الديمقراطية، فلقد توالت الاحداث السياسية على الدولة العراقية حتى سقوطها على يد التحالف الدولي بقيادة الولايات المتحدة 2003 والذي شكل مدخلا في مخرجات البناء الأول للدولة العراقية الجديدة بطريقة الاكراه والإرادة الخارجية وليس بطريقة العقل الاجتماعي والإرادة الداخلية. ان مدخلات بناء أي دولة في العالم لها تأثير واضحا في مستقبلها وفي تفسير سلوكها وحجم وقوة او ضعف تأثيرها في البيئة الإقليمية والدولية ولعلا هذا الوصف ينطبق على الدولة العراقية الجديدة التي تم الإعلان عنها بعد عام 2003 . فكان لابد من دراسة عناصر القوة والاقتدار في الدولة العراقية الجديدة ومدى مساهمتها في احداث التوازنات الإقليمية لتحقيق حالة الاستقرار واستباب الامن .
