The public budget is on the same time an art and a science .As an accountable science it seeks balance between public income and public expenditure for an accountable year. And as an accountable art it seeks to achieve economic balance by distributing equitable income in order to reach sustainable development .This is the optimal use of all natural and human resources to address scarcity of natural resources facing the increase need of human resources by spending on education, health, environment, housing, agriculture and industry to achieve social justice for the current generation and future generations. Since the first budget in Iraq on 1921 an accounting budget, is balancing the sections and items has been adopted and since the public budget of 2004 public, expenditure has been increased and the deficit has become a chronic deficit on successive budgets without any achieving tangible results in terms of economic growth. Rather, the government is addressing the external debt deficit, which is putting a heavy burden on servicing the debt on the present generation and the next generation. To avoid long recession and prompt economic cycle, the government should move towards a zero budget in order to prepare a budget for programs and performance through the implementation of the five-year development plan for the years 2018-2022 and implementation of the government's program to reduce capital expenditure and seek to increase the investment budget to equalize the capital budget for the implemention of sustainability development and social justice in its three pillars namely economic development, social development and environmental protection and keep Iraq away from vicious circle of resolving the debt by the debt. (New oxford American Dictionary 2005).

This study aims at re-transmit the spirit of the national democratic project of Iraq post of the chaos left by the Daesh terrorist group stage(The Islamic State of Iraq and Syria, ISIS) , Which controlled large parts of Iraq, and had an adverse effect on the political scene in Iraq, inspired everyone that there are deficiencies in the political, economic, religious and ethnic structure of the Iraqi people in non-response to democratic thought.The researcher relied on the hypothesis that " the requirements of building a democratic project are based on the need to provide the requirements ranging from two interrelated aspects, like the institutional aspect and the aspect that related to the general and necessary requirements for the establishment of democracy in society, in which the principles of majority rule, the rule of law, authority concentration on the principles of the people's rule , and the rights of individuals guaranteed". This study utilized systematic analysis approach, historical approach,and the inductive approach undertaking the research. Government reports, statutes and laws were likewise hotspots for essential information in this review. Optional information was fundamentally from scholastic works, for example, books, diary articles, and theses. The results revealed that the model of building democratic Iraqi society post-ISIS needs primarily the government integrated system that includes principles, institutions and mechanisms that control the process of identifying options, making public decisions and the circulation of power periodically, In addition to balancing between rights and duties which can considered as the one of the main characteristic of democracy in order to achieve and developing security and stability in Iraq

Negotiations are distinguished in that they are an easy and simple means between the conflicting parties, and it is an effective means at the same time as the conflicting parties seek understanding on the most effective way to solve their dispute, but negotiations are not always appropriate to resolve international disputes, especially when there is a disparity in power between the negotiating countries, or when it is missing Goodwill, or even when one of the parties is absent or less flexible, and the internal circumstances of one of the conflicting countries may play a negative or positive role in the success of the negotiations, away from the influence of the role of external variables in that, and it is not wrong to think that the negotiation process is affected by a number of internal variables and Societal, which represent the ideological constants on which the negotiating personality is focused upon the start of its rounds. If we examine most of the international negotiations that occur in its bilateral and multiple scope, there is a feature of the negotiating personality on the nature of the negotiating circle through the social repercussions and ideological legacies on the doctrine of the negotiating element, thus the ideological structure is affected by a set of Orbits and constants, which are reflected in the nature of negotiating engagement during the negotiation process.

The concept of transitional justice is newly emerging, as it was mainly associated with addressing issues of serious breaches and abuses of human rights during conflicts and situations resulting from violence and the use of force in societies that are in the process of democratization, as transitional justice aims primarily to restore civil peace and rebuild institutions The state needs multidimensional justice: a judicial system that achieves the rule of law, corrective restoration of the wounds of the past, and a distributive characteristic of the redistribution of wealth.

This research is trying to study the Intellectual political structures of the Open Society according to British Thinker –with Austrian origin- Karl Popper (1902-1994). In First Axe we dealt with the context of Open and Closed society in the Popper's thought. While in the Second Axe we studied the Utopian and graduated Engineering. Finally in the third Axe for the Rationalism, Freedom, Individualism, and the Democracy of Equality.

This study examines the relationships between Kuwait and the Soviet Union from 1961 to 1991, chiefly by analyzing not only the factors that drove Kuwait to form diplomatic relationships with Moscow in 1963 but also how domestic, regional, and international variables affected the development of those relationships until 1991. The study presents the analytical and historical research methods used to reach its findings. Among the findings, Kuwait’s decision to forge diplomatic relationships with Moscow in 1963 indeed seems to have been driven by domestic, regional, and international factors, including Kuwait’s geographical situation, the historical background of the relationships between Kuwait and Moscow, and the structure of the international system between 1961 and 1991. At the same time, the findings also imply that the Kuwaiti decision to establish relationships with Moscow was influenced by an Iraqi threat—the well-known Qasim crisis in 1961—as reflected on the international stage when the Soviet Union vetoed a proposal to accept Kuwait as a member of the United Nations. At that time, local political groups in Kuwait, primarily communist and nationalist ones, had limited influence on the Kuwaiti government’s adoption of a foreign policy that would strike a balance between the West and the East during the Cold War and involve establishing diplomatic relationships with the Soviet Union. Moreover, the findings suggest that major regional and international events additionally influenced the development of relationships between Kuwait and the Soviet Union: the mentioned Qasim crisis (1961–1963), the Iraqi–Iranian war (1980–1988), and the Iraqi invasion of Kuwait (1990–1991). The article aims to study the crisis of political change from three Phases . The first focuses on the crises of political legitimacy and democratic postponement, as fundamental issues in analyzing the phenomenon of power struggle through the dialectic between the concept of historical legitimacy and institutional fragility from the beginning of statehood in 1962 to the stage of multi-partyism and the cessation of the electoral process in the 1990s. While the second focuses on the question of the monopoly of power in the post-terrorism and national reconciliation according to considerations Political, social and security measures to prolong the life of the regime and avoid the demands of political change brought about by the revolutions of the Arab Spring through the mechanisms of buying social peace and the justification of the various austerity policies. This research aims to analyze the intellectual and civilizational regression that afflicted Iraqi and Arab society due to political and religious tyranny and internal conflicts, which was reflected in the deterioration of human rights values and the absence of equality and justice in dealing with the other religiously, which affected the reluctance of members of religious groups to interact with their national societies and then migrate to Outside, which contributed to a double loss, in terms of the loss of these societies by productive and effective national competencies, and in terms of distorting the image of Islam. The research stressed that the first treatments of this phenomenon are the consolidation of the values of citizenship, equality and the rule of law through educational curricula and rationalization of political, media, religious and cultural speech that aims to build a state of law, citizenship and justice away from any other social backgrounds.

Nations witnessed since its existence a state of wills conflict as a result of the intersection and intertwining of interests, through which it sought to achieve its goals and objectives, and this has often led to direct military conflicts and countless wars, and witnessed the entry into global wars in which humanity lost millions of lives and losses .Despite the great changes in the international arena, especially in recent decades, the conflict of wills has not ceased, although some of its features and forms have changed, and it has become more complicated after the withdrawal of this conflict to international organizations and bodies, including the Security Council. It is mandated under the Charter of the United Nations to work for achieving international peace and security through the consensus of the permanent states and the issuance of effective resolutions to resolve the problems and issues before it, as the features of the conflict of wills between the member states in the discussions of the Syrian crisis have clearly emerged, which hindered the Council's ability to address them and caused them to continue for several years .It was reflected on more losses and even greater complexity of the situation.

The nature of the political system of any country in the international system must have an impact on the policy of the State, whether in the interior or exterior, both regional and international, Turkey is one of the most important countries in the Middle East, which have a place and effectiveness on the surrounding environment, hence the importance of research lies in its political system and the transfer of power in it and its transformation from the form of the parliamentary system to the presidential system of the repercussions of the task and mutual effects between Turkey and the countries of the surrounding region in terms of the extent of achieving political stability in the Turkish interior or not and how this can be reflected positively or negatively on the regional or International milieu and in the Middle East and nearby regions.

• The main idea of the financial censorship is to submit the states funds to a censorship because they are the funds of the people and because this censorship is a right and role ensured by the constitution for specific devices in the state, thus the role of the financial censor should be launched to achieve this goal in all walks of the state.
• The power of this censorship depends basically on the independence of the censorious bodies over a job which is submitted to this censorship and the censor should have a reverence , this censorship is practiced as a precautionary procedure before preparing the budget to avoid mistakes after and during the execution for maintaining the states funds.
• The importance of the censorship comes from the characteristic and the variety of the tasks in the states activities and the increase of the state's interference as well as the necessity of not losing the states in comes except in the right goals and for building the country, thus there should be an efficient administrative body to undertake the operation of executing the general budget which is a legal act committed by the executive authority represented by the cabinet as a corrective year approach.
• A dilemma of the efficiency of these censorious bodies appears with the spreading of the financial and administrative corruption in addition to the loss of the funds of the state and its loss without tangible results of this censorship due to effects and political budgets of the authority parties as well as the retreat of the capacity over ruling the law and the absence of the general role in the ministry of justice because it represents people and to complete the censorious role in referring to courts those who are found guilty .. the pluralism in the censorious devices and the interfering in its job and its weakness to stop corruption needs to review the role of it and to think of consolidating and to survive the role of the financial censorship and to let it perform its job

This Study is Concerned with (the debate of democracy in the modern islamic political thought ) which discovers the attitudes and this trend of thought so-called democracy . Therefore this study is divided into three sections : the first section is concerned with the democracy in extremist Islamic speech, the second section tackles appropriation of democracy in moderate Islamic speech , while the third section is concerned with the democracy in Aistighrabi Islamic speech . Finally the conclusion sums up the findings of the study.
