Abstract
God ennobled man in great honor, states him as saying the Almighty: (And we have certainly honored the children of Adam) Surat Al-Isra, verse 70, and it was the highest and most prestigious portrayal award is assigned to worship, which resulted that God has chosen man to be His successor on earth and has made what in the heavens and the earth for him, creating in best and honored creation ,God has characterized human being in mind and the creation as in the verse: ((We have certainly created man in the best stature)) Surat Alteen / 4, and prepared his reasons for living and tools to get Accordingly, it initiated instructions that would regulate his relationship with himself and his God and his society.
These gifts and were not for a specific group of His worshipers and creatures but for all of his creation, but everyone was equal within the divine scales fair of God. There is not a small group of those who lost their senses or some of their organs due to a specific congenital, hereditary or emergency reason called people with special needs. People with special needs were not prevented from blessings and enjoying them, but they don't possess the full ability to employ and benefit from because they lost some of their organs and senses. This class of people has received the attention of the Qura'anic discourse which reveals concern of God Almighty

Abstract
لا يخفى ان الله كرّم الإنسان تكريما عظيما ,يكشف عنه قوله سبحانه وتعالى : (وَلَقَدْ كَرَّمْنَا بَنِي آدَمَ ) سورة الإسراء , الآية : 70 , وكان من أسمى وأرقى صور التكريم هو تكليفه بالعبادة , الأمر الذي تمخض عنه أن يكون الإنسان خليفة الله في أرضه ؛ولأنه خليفته فقد سخر له ما في السموات والأرض فخلقه في أحسن تقويم , وشرّفه على سائر مخلوقاته , وميّزه بالعقل وتمام الخلقة كما في قوله تعالى :((لَقَدْ خَلَقْنَا الْإِنْسَانَ فِي أَحْسَنِ تَقْوِيمٍ)) سورة التين/4 , كما هيأ له أسباب العيش وأدوات الحصول عليه, وشرّع له التكاليف التي من شأنها أن تنظم علاقته بنفسه وبربه وبمجتمعه. وهذه العطايا والنعم لم تحظ بها طبقة دون غيرها من العباد , بل كان الجميع سواسية باستحقاقها ضمن الموازين إلهية عادلة ومنصفة وكل بحسبه ,غير أن هناك فئة ليست قليلة من بني البشر , ممن فقدوا بعض حواسهم أو بعض أعضاء الجسم , أما بسبب ولادي أو وراثي لسبب معين أو لطارئ , يُطلق عليها بـ ( ذوي الاحتياجات الخاصة) ؛وهم وإن لم يُعدموا تلكم النعم , غير أنهم لم يكونوا ليمتلكوا القدرة الكاملة على توظيفا والإستفادة منها ؛ بسبب ما ابتُلوا به , وقد حظيت هذا الشريحة المهمة من الناس ,باهتمام الخطاب القرآني ,الأمر الكاشف عن عظيم اهتمام وعناية الخالق سبحانه وتعالى بها.
