The main potential for development in the desert areas is varied and varied. It includes agriculture, tourism, wind and sun exploitation, military and scientific site features, industry and mining, and finally human settlement, which are possibilities for one and can be exploited in an exemplary and thoughtful way to serve the process of civilized progress in the world.

IT has its impact on all aspects of life, including its planning and operations. Based on the assumption that the plan can adapt any technique as an analytical tool within broader dimensions to include society in general and meet the requirements of that society. The problem of research is that the decision-making environment of the plan is surrounded by uncertain information-planning conditions due to the size of the variables affecting it and the lack of integration of the database and its connection to the models of solving the planning problems. This has resulted in poor control capacity to save, process and derive indicators from the amount of data available. The objective of the technique is to provide logical linking of the databases with the planning models to facilitate the decision making of information management of the events in the city and remove the uncertainty conditions of the decision-maker's environment and reach a clear vision to understand the problem and make the right decision to solve it. On the assumption that the decision does not give the regimes the decision-making power.

The unbalanced distribution of investments in the economic fields of the 1950s had a negative impact on the overall economic life of the country in that period and subsequent periods. The problem that has accompanied the process of planning since the fifties is the emergence of spatial disparity between the regions. The urban economies (bloc economies) include easy access to production supplies at competitive prices and the availability of municipal and public services such as electricity, water, sewage, housing and roads, on suitable terms and at relatively low prices.
The persistence of industrial concentration in a certain region leads to polarization due to the continued concentration of economic and social activities to a level that tends to lead to the negative aspects of this concentration, especially socialism due to polarization and the resulting economies. The concentration of economic activities in certain regions or regions such as Baghdad, Basra and Mosul, The high level of pollution in water, air and soil in addition to radiation pollution and noise and its impact on human health, and the high population concentration in these areas leads to the emergence of social problems, notably the weakness of social cohesion and high sensitivity Crime and weak sense of belonging to society.

Highway network could be considered as a function of the developmental level of the region, that it is representing the sensitive nerve of the economic activity and the corner stone for the implementation of development plans and developing the spatial structure.
The main theme of this thesis is to show the characteristics of the regional highway network of Anbar and to determine the most important effective spatial characteristics and the dimension of that effect negatively or positively. Further this thesis tries to draw an imagination for the connection between highway network as a spatial phenomenon and the surrounded natural and human variables within the spatial structure of the region. This thesis aiming also to determine the nature of the regional highway of Anbar, how it has been developed, what are its characteristics, types, and patterns that have been came from the spatial differentiation in the region to evaluate it spatially and as an indicator for the socio-economic development in the study area.

The research deals with Environmental Management and how to develop its programs with the use of Knowledge Management, the environmental programs that integrate with processes can add strategic value to business through improving rates of resource utilization , efficiencies , reduce waste, use risk management, cut costs, avoid fines and reduce insurance. All these activities and processes can improve it through knowledge management, the optimal usage for all organizations information , employ it in high value and share it among all organizations members who involves in modify its strategy . Choosing suitable environmental management information system, develop it and modify it with organization processes, can greatly serve the environmental programs.
Information today is more important than organizations resources, but they are real capital and fortune that can not continuing successfully without it.

Value Engineering is an analytical study on projects or services using a specific procedure and a multidisciplinary working group, works for the identification and classification of the project functions; either for a better perfuming of these functions or to lessen the total project cost or the two together. Value Engineering main aim is on finding innovative alternatives, without effecting the basic requirements of the project, its methodology based on the functional balancing between the three elements of production \"performance, quality and cost\". This methodology based on the \"functional analysis\", had shown high possibilities in solving any problem facing the production procedure , achieve better investment for available resources and cost reduction without affecting the goal or function of the project, in addition to its ability in giving fast results and suggestions.
On that background Value Engineering has been nominated to improve the architectural work by generate creative ideas, upgrading the designed and accomplished projects and to enhance the project firmness, functional and aesthetic efficiency. The research, depending on Value Engineering methodology as a road map, attempts to get some results and recommendations for the development and enhancement of the architectural work and its value.
