The economy of a city has an important role not only in its establishment but also in its development. This is quite clear in the city of Baghdad throughout its history since its building in 762 A.D. In addition, most of its problems that the city is suffering from are basically related to not giving enough importance to the economic factors in the master planning of Baghdad since 1950’s.
This may explain the failiars of master plans in dealing with the actual population growth and the city\\'s inability to absorb such increases and interrelated and diverse activities which are negatively reflected on the economic variables particularly the effect on the land values, and the strong competitions amongst the land uses without previous economic regulation, such will require good flexibility in dealing with the land uses in time and location, not only within the city but also in its regional dimension. Such consideration was apparent in the comprehensive Development plan study for the city of Baghdad.
However, this plan has not been treated with the importance it deserve in its application, and so a great many unauthorized and wrong land uses hove sprang up within the city, these have resulted in a negative way its economic operation as well as on deterioration of its services especially since 1990\\'s .
All this has leaded this researcher to draw planning economic proposals on how Baghdad should be planned.

The financial resources represent a basic factor of production ;It is obvious that the housing sector needs the resources to finance the building operation to produce all the housing units.

Finance is the cornerstone of any housing strategy , as its successes dependent on the success of the financing methods and the creation of charnels and effective methods for the provision of the required finances for both individuals and instantly concerned with the production of housing units.

The kinds of financial institutions vary from one country to another according to the nature of the economic and financial system. The lending conditions also vary as well as the capital cost of the housing units needed

The housing operations is concerned with many basic factors including that of social and national concern which affect lending policies

The interaction in the city is reflected in the movement of people motivated by their activities and their economic and social goals, which include many variables subject to the planning process in the interpretation of this movement and the mapping of trends of transport intensity through the concept of transport function and its functional relationships with the uses of the earth in the sustainability and effectiveness of the movement of transport and Economic activity and population movement. Transport planners are concerned with the requirements of land use, which are linked to and included in the transport planning process as a factor for the future transport needs. There is a strong relationship between the transport system and the land use system. Any change in patterns The movement is followed by a change in land uses, and these new uses will generate new passage. It is therefore possible to identify the research problem of the importance of the definition of the joints of functional correlation between the uses of different land and the impact (and impact at the same time), on the network of roads within and outside the city. As a conclusion, it is possible to say that the concentration and high density of traffic is confined to the main centers of the city and continues in the adjacent areas, which are characterized by the predominance of the use of a single function often on them, gradually leading to the loss of dominance of that use and balance with residential use and the needs of its uses such as services Educational, recreational and financial.

The arise of Islam as a multidimensional changing phenomenon with its own revolutionary and comprehensive character was inherent with a lot of alterations in social aspects , and this is explicit particularly in the scope of urban life and town planning .
Essentially, Islamic style of life has its own urban identity. The urbanization process in Islam has been developed across two integrated sides, the first one concerned on ideational and theoretical aspects , while the other associated with practice .Many urban centers emerged during the Islamic era since the erection of Basrah , the first Islamic town in the middle of the 7th. centaury.
Some contemporary urban concepts , both environmental and social could be noticed in Islamic achievements within this field such as zoning, road hierarchy , and the neighbourhood unit which this research tries to shed light on briefly .

The developing countries can be distinguished by spatial disparities and by this a wide gap between urban and rural settlements were produced as well as the appearance of primate cities. The effect of spatial development as a dynamic and continuous process can be perceived in the state of population distribution inside settlements inter and intra regions as well as the hierarchy of urban settlements according to time series. The research proved that the improvement judgment of the structure of the urban system using Gene factor is not accurate because it cannot be accounted for the internal components of the system which make a contrariety between the whole judgment (country) and partial components (Provinces including Sulaimaniyah Province). The population of settlements is distributed in this research for the first time according to interaction axes representing by main roads with Province center to diagnosis the internal spatial immigration towards Sulaimaniyah city as a primate city and delineate the identity of immigrants inside the city. Also for the first time this
research makes a quantitative comparison between the urban settlement system of Sulaimaniyah Province at time series using the correlation coefficient according to the logarithmic form of Zipf\'s ( rank- size) rule. This research delineate the optimal case of number and population size of urban structure in Sulaimaniyah Province using the iteration method in which the minimum population size of urban settlement with respect to ( W.Christaller ) theory is not less than ( 4,000 inhabitants). The amount of primacy is calculated and compared with the optimal situation and also the dispersion was measured using the standard error estimates of regression line model at time series 1977, 1987 and 2002 respectively and compared with the optimal case which has been calculated by the proposed method of one iteration only. This proposed method of optimization which represents a scientific and subjective basis in originating new urban settlements in the future with respect to future population disrribution and a certain policies of housing in the regional plan and deliver the decision makers from objectivity and extemporization judgment which is current in the country till now.

The Study aims at evaluating the efficiency of the regional transportation net in Al-mahmoodiya Qadaa center. The bus station of the Qadaa center is suffering from heavy traffic jam, which is due to the ongoing movement of the adjacent provinces, particularly the small cities. They vary in the degree of their link by the regional transportation net that links the province with the centers of big cities. That affects the traffic flow of the civilians of these cities and their daily activities in hierarchical way

To achieve the purpose of the study, a questionnaire has been constructed to collect data through selecting a random sample including the passengers who are coming to the bus station in Al-Mahmoodiya center to know the flow and number of journeys. The journeys has been classified according to their places of departure from the nearly Villages.

The study attempts to find out a model to revil the source at these journeys and the factors affecting them and the prediction for future expected journeys to implement all the requirement of transportation at these provinces and to raise their adequacy and efficiency.

The study concluded that the power of attraction between these near by rural areas and the province center is higher than other remote provinces.
This reveals the weak connection and link between the province center and its affiliated cities. Moreover, it maintains the increase in depending Upon Al-Mohmoodiya Province center.

The study draws some conclusions and recommendation, which came to compatible with the results of the study.
