This research discusses the subject of identity in the urban environment as it attempts to answer a number of questions that come with the concept of identity. The first of these questions: What is identity? Can a definition or conceptual framework be developed for identity? What about individual, collective, cultural, ethnic, political and regional identity? Is there a definition of identity in the urban environment in particular? If there is a definition of identity, what about social mobility responsible for social change? How can we see identity through this kinetics? Can we assume that identity in the urban environment has a variable structure or is of variable shape with a more stable structure? Can we determine the spatial-temporal path to change the shape and structure of urban identity in the urban environment?

As known, all urban areas are submitted to supervision of independent administration and agencies taken the responsibility of full-filling the service function and protecting the environment with limited investment allocated , controlled by several laws and arrangements, that are contradictory to each other , the result , deteriorate the level of provided services in urban areas and different environmental problems apper , In addition to waste of efforts and resources , This required a great interest to urban areas administration .
So , this paper gives attention to the basic standards that must take in consideration of urban areas administration , and the constraint that faces the administration agencies in general , to achieve the treatment that improve administration performance efficiency for responsible agency of urban areas , to ensure , optimal employees for available recourses , to each best environmental and living conditions in urban areas .

Many studies and researches represented the importance of the planning and designing criteria's. Planning and Designing issue influence by three factors, firstly: The Present situation of life is always exchanging and developing. Secondly: Design work represents views of problem that never appear at the beginning of the work but only by plan implementation which need to in some cases to modifying the specify aims and criteria's. Thirdly: Never establish criteria's and aims that can be used as a reference before starting design and planning process. This research will study present situation of the services for residential areas criteria's and planning legitimate in some designed cities in Iraq with different levels (neighborhood, community and district) Finding the standardized and Criteria which will be useful for the designer and the planner, at the same time gives flexibility and the possibility to adaptation with the renewal situation for the design and    the planning process     

The process of identifying the region is not an easy process when compared with other operations within the attribute or similarity. It is also not difficult if the process of identifying the region is based on the standard and standard indicators in its calculation. The latter requires the availability of numerical and relative data for the data of each case Any indicator or measure is included in the legal process

We need to know the basic facts concerning planning top and bottom limits including any critical levels or the threshold over which the cost would be much higher for land development. Therefore this paper concerned with Baghdad Municipality decision No.2/1004 dated 7/12/2004. The reason behind this decision is the hope to face up at least in the severe housing crisis in the city of Baghdad. This paper attempts to know the attitude of the local community in the general through a field study of people living near such dwelling where third floors are added of. This might indicate any positive or negative effects whether on short or long-term including its effect on the theoretical side including the population growth of Baghdad, the urban land, the housing needs, population density, estimation of the land assigned for housing in the current Master plan in addition to housing finance and infrastructure and how this is related to allowing on additional third floors. The results of the study included some positive points in the eyes of the local community but with some reservation concerning the neighboring dwelling and the future of the urban fabric particularly the traditional neighborhoods. Therefore thus is a need to review the concerned B.M, decision especially in the traditional neighborhoods of the city as well as in the areas of high living densities, There is also a need to increase the Estate Bank housing loach as it is an important factor in housing production.

As regional development, as a matter of course, poses a number of systemic, scientific and political problems. While the issue of development is primarily at the national level to the limits of World War II in the industrialized world and to the 1960s borders in most Third World countries, the increasing awareness of regional disparities has led to the regional issue Were taken into consideration in the early 1960s and 1970s in most industrialized and developing countries alike. The local issue was only introduced in the early 1980s. The awareness of regional disparities and the fact that the regions do not have the same potential and that some regions have the resources to enable them to develop, grow and develop, unlike other regions that can not secure even their basic and urgent needs. The question of regional development started gradually in various economic development plans. The question of regionalization and the complexity of the concept of development and its concepts and methods and given the narrowness of this area to ask the various aspects will be limited in this research to address some aspects of the issue only the other was at the public and theoretical level.
