يتناول هذا البحث الجريمة التي تعد من أهم الجرائم وخاصة في الدول النامية مثل بلدنا العراق، وتتمثل هذه الجريمة في جريمة الرشوة، وذلك لأن معدل الجريمة ارتفع وأصبح لها آثار سلبية على الدولة والمجتمع، وبعد ذلك ظهرت الآثار السلبية لفساد القطاع العام.
