The Holy Qur'an is a sustainable linguistic treasure over the previous and subsequent eras, from which researchers seize the depth of connotations, words, renewed meanings and its miraculous units.
One of these miraculous units is the sound, where the phonetic value in the Holy Qur'an is increased through the clear harmony between the sound and the other formative structures of the word within the context and significance of the event.
The researcher tried in his study of sound in Surat Zalzalah, to refer to the relationship of sound with the central significance of the Qur'anic verses and the impact of this in portraying the meaning and deepening it in the mind and the same recipient, so the study came on three topics provided by a general prelude showing the impact of sound in building meaning.
The preamble was followed by the first section in which the Quranic comma was studied, and we mean the word object at the end of the verse ends with a voice that may be repeated, causing an influential rhythm in the image of rhyme and may not be repeated, and to clarify its importance in the Qur'anic photography.
The second section came to study the impact of repetition in photography , and investigated the topic of repetition photography through:
- Repetition of some sounds and not others in the structure of the word and the general context of Qur'anic verses.
- Sectional repetition.
Since naturalization depends in its stylistic structure on the phonetic aspect, the third section came to trace the impact of naturalization in the formal formation in the blessed surah.
The research concluded with the results of the study, which disclosed the sound photography in Surat Zalzala and Alto Ashj close between each vocabulary of the sura and each sound of the singular within the context Vtftft acoustic characteristics and interact within the composition to give the image clarity and depth in significance.

Kufa was chosen as the place for the establishment of the National University of Kufa according to historical and cultural considerations that characterized this city, which combined originality and creativity in various fields of thought and knowledge. For the purpose of achieving this idea, a group of scientific and social figures submitted a request to the Ministry of Interior on October 18, 1966 for the purpose of authorizing them to establish an association in the name of (the founding association of the University of Kufa) in recognition of the scientific and humanitarian message they carry and wish to perform. Before the issuance of the ownership decision, the Ministry of Interior issued a decision No. (213) on (January 30, 1969) to dissolve the founding association of the University of Kufa, and to take the necessary measures to liquidate its assets. The research provided a full presentation of the steps of the liquidation process that took place by the court of Al-Karkh obscenity, up to the steps that took place to revive the project at an official level, which did not see the light until the year (1978) when the order was issued to form the University of Kufa.

The critic presented his introduction, reviewing his critical reference, from which he proceeded in his corrections, which is his literary taste, grammar and presentations, then literary groups manuscript and finally printed literary and historical books.

Possession in general is one of the very important topics and that no matter how much research is carried out, these researches or writings will be inadequate, even in light of the restriction of laws and limiting them to a certain space, whether its scope is narrowed or wider.
It is logical that man at the beginning of his life did not know a way to gain ownership of things other than possession of harmony with the spontaneity of primitive man, once he acquired the thing became his owner, and he had to defend this property by various means, foremost of which is the use of violence and force in the absence of laws and the organization of the means of earning and the conditions for their achievement and how to protect them.
Therefore, possession was in ancient times the important means, and even the main means that acquire ownership at the beginning of it in the cases that no one owned it before and by which ownership arose at the beginning, whether in movable or in real estate, regardless of the image of this property of simplicity and primitiveness, such as the cave that a person possesses and shelters him as a dwelling at the beginning of his life or a vacant land used as pasture or otherwise.
With the emergence of human societies and the stages of their development and the laws enacted to regulate their lives in all fields, including the right to property and what arises from it and the associated other rights and how to gain them and ways to protect them, so this development also included possession, so the rules and conditions that regulated it were set for it and what may be gained by possession and what is not.

The study of this research deals in three sections, the first section deals with the nature of possession, in the second section we deal with legal possession, and in the third section we deal with the protection of possession.

Talk of political asylum is inevitably linked to the political system of the state on both the part of the asylum seeker and the grantor.. In totalitarian states, where freedoms are suppressed and restricted, political rights are absent and speech about them is criminalized, and citizens are discriminated against on the basis of race, nationality, class and social decline. Political asylum is on the rise, and its citizens are heading to the country that shelters them and their families and provides them with a safe haven from oppression and persecution.
Political asylum seekers usually turn their attention to countries with democratic systems, believing that the democracy of the political system is their basic guarantee against the evils of persecution and prison bars. They are less likely to use the bargaining chip for political bargaining and gain. Such a possibility is possible in countries with totalitarian regimes, where they often open the door to political asylum seekers wide, not out of faith in the principles and rights of the refugee, but out of a desire to use it as a pressure card on the political system of his country whenever the need arises or necessitated by the necessities of the stage, especially since the foreign policy of totalitarian regime countries is not characterized by stability and is not governed by controls, except for the interest of the regime and its whims. This explains why the majority of the oppressed in Third World countries tend to emigrate to the United States and Europe. The experience of asylum in Arab countries and the third world in general has shown that refugees are often part of the negotiations or bargains of the political system in its relations with other countries or neighbors.
Despite the importance of the topic of "constitutional regulation of the right of political asylum", especially in the countries of the third world, Islamic and Arab, this topic has not received attention in the Arab literature commensurate with its seriousness and sensitivity. The Constitution and domestic law are the most important guarantee for the asylum seeker. Unlike the case in the study of this topic from the international side, where studies and literature have extensively examined this topic from the side of international organization. Perhaps because the researcher finds in his hands what enriches research and study. Unlike in constitutional studies, where there may be a text referring to this right, and the constitution often omits to refer to it.
It is noticeable that our Arab constitutions rarely deal with the issue of the right to political asylum explicitly, despite its importance, perhaps because they fear that the attention of asylum seekers will be directed towards them, as granting this right is often a reason for embarrassing them before the asylum-seeker's country, or because they do not believe in this right at all because they firmly believe that this right contradicts the privileges and guarantees of those who hold power.
We have dealt with the issue of (constitutional regulation of the right of political asylum) in three sections, the first of which is devoted to studying the historical development of the right of political asylum and distinguishing it from the principle of non-extradition of the political criminal. The second section dealt with the reasons for granting political asylum, and the third section came to study the position of Arab constitutions on the right of political asylum.

The idea of this research revolves around finding a kind of balance between the two principles necessary for the establishment of a legal state that enjoys the confidence of its citizens, namely, the principle of reactionary effect of the ruling of unconstitutionality and the principle of legal security, and for that we divided this section into two sections, we devoted the first to identify the concept of the two previous principles and justifications for their application, while we devoted the second section for the purpose of determining the mechanism of balance between these two principles first and the applications of countries to the mechanism of this budget second, and finally we finished the research with a set of results and recommendations.

The origin is that the effect of the legal act does not go to other than its parties, and this is expressed by saying that the effect of the act is relative in terms of its persons, but this effect may apply to a person who did not conclude that act in certain cases, and the most important of these cases is what is known as the prosecution in which a person concludes a legal act, and the effect of this act results in the custody of another person.
The subject of the prosecution is of great importance in practical life, as many legal acts are concluded through the prosecution for many reasons, such as that the principal does not have the necessary experience to conclude or manage such an act, or that he does not have the time or space necessary to conclude it, or that he is far from the place where the act must be concluded due to spatial jurisdiction, or that he is not qualified to conclude legal acts, or that a material, legal or natural obstacle prevents him from expressing his will.
The title of this research lies in the fact that the Iraqi legislator did not organize the prosecution with special texts, despite their importance, as there were scattered texts, the most important of which are what is mentioned in the agency contract, and the actions carried out by the guardian, guardian and trustee with regard to the funds of minors.
