The research deals with Bin Abad Al Wazir Al Buaihi’s character died in 385 H and his era .the research consists of two chapters, the first chapter dealt: the name of the minister, his descent and his surname ,then his private, literature and doctrine life, where the second chapter concentrates on his political and military life and his relationship with (Samanids ) ,state supporter and state honor ( two Samanids ministers) ,the research ends with his death and poets tribute ,the two researchers depended in this research on many various sources and they are two parts: the first one is the literature sources like scholars dictionary for ( Yaquoot Al Hamawy),Al Tha’alibi various literature writings and Al Raghib Al Asfahani books, and the other part is the historian sources ,like (Nations experiences ) and ( The complete History ) books and also on interpreter books like (Elite deaths) and in addition the country’s sources like (The Countries Dictionary ) for

1-Definition of Human resources : it is a compound term of two parts or give two meanings ,,that is ( human developments) or development of ( Human resources ) for both, the spell of development : coed spell between two meanings ,where the spell of ( resources ) does not go off the ( sources or origins ) that meant to be lingual.2-The term of development in idioms meaning of rising the human ability and this we called the proportional and rhythmic in the two edges of the linguistic and idiom.3-Human resources development: a new and modern term in the Islamic sources for what it meant of modern meaning .but we found this meaning was with wide application and use between Sunna and pure holly Quran evidences. And this development based on rules and laws existed between Sunna and pure Holly Quran, we stood on through precise browsing for the evidences.4-Those rules and bases were viewed descriptively in this research and contained on evidences and illustrative applied examples, which the development based in Sunna .

The semantic in the Holly Quran is one the linguistic issues that has a great place in the linguistic search that got great attentions of linguistic scientists of all it's dimensions ,terms, and axis ,for it has phonetic repeats, start over, apostrophes ,words, and terms according to the position requirements and sequences ,and this research interested in showing those issues.

The researcher addresses in this research a problem and an issue befall Iraqis for about two decades and still ,,It is the problem of people need for Electricity power ,and that the state became disabled to provide it for the public .and the people had to deal with public generators owners with various and many contracts with different conditions ,rules, and standards ,where the people had to close eyes on many special details of such contracts with the needs for such service ,and for such reasons the researcher was interested in the legal origin for all those contracts ,and he mentioned to legal contrary for some of those contracts and they fallen in the warnings that legislate denied them in financial transactions ,then he mentioned the need for some solutions to the failure of some of those contracts to become legislated and according to the right commercial contracts, and according to this research , five aspects of such contracts had been dealt among people, and their legislations differ according to the legal conditions ,and he recommended to depend on the general rules that he mentioned in the seventh request of the second chapter for the research.

Diyeh (Blood Money): is the money that gives to the victim or the guardian of the victim because of a felony.Qasamah (Taking an oath): An oath taking under the research topic, the clerks agreed on giving the blood money and faith as the research mentioned to the guarantee and blood money for the fetus and the meaning of the adult blood money (Al A’aqilah)

1-The term Endowment known in latter religions ,but it idealized in Islam with its techniques ,controls, and its rules, the first who endowed in Islam was the Prophet ( Mohammad ) where he endowed seven orchards in (Medina) and followed him the Caliphs and his blessed friends (Allah bless them)2-The endowment developed naturally graduated in the Umayyad Caliph ,the Abbasid Caliph ,then the Ottoman Caliph, due to great prefer of Muslims to the endowment in a side ,and due to the spread of the Islamic state in another side,3-Spreading the girdle of endowment in Islam to include many kinds of charities that serves, religious, social, scientific and healthcare purposes ,and even included the care for people with special needs, that leads to the solidarity among all society slices .4-The endowment considers in its wide historical area, the mirror for the faith concise in Muslims and their eager to do good.

The Dialog with the Other in Islamic intellect –Term-Important-Controls is the title for a research of Ph. Al Mohammad Mahroos ALMudaris Al A’adhami,he dealt the meaning of the dialog ,linguistic and idiom in old and new times ,and he mentioned what people termed it in modern times ,and he mentioned too the importance of dialog to reach the truth and know the right and avoid vicious and wrong things, and then he mentioned in the end of the research about the controls of dialog ,that his objective is not to overcome at the expense of hiding the facts or using terrifying ways , the allegation of non-evidence, or rubbishing the opponent with non-argument ,,clearing that Muslims were the most fair commonwealth , most submissiveness of the right ,most powerful in applying proofs ,most far to claim without evidence ,and the most who strictly hold through persuasion without terrifying and intimidation to those whom didn’t believed in what they believe .

The Islamic banks are one of the Islamic financial ways in modern times and they need to develop on both, the public and governmental levels where they deals with huge financial bargains according to the Islamic rules and avoiding the mass obstacles that stood in the crossroads of it, and this research discussed some of those obstacles

The first linguist one who searched this topic was (Al jaham Bin Safwan), where he put his famous base (Knowledge Obligation in intellect before presence of hearings) and the Isolationists took this saying and they built their origin and (Al Karamia) due to (Muhammad Bin Kiram Al Sijistani) agreed it too.The Isolationists see that beauty and ugliness in things is autism and can be considered by intellect ,,so the doing itself has a beautiful side that must merit the doer by praise and reward ,,or ugly side that the doer must disparage and punished The Isolationists made the enact as an uncover for obvious known things by intellect and that the intellect does the beauty and ugliness not the enact.The Isolationists donated the intellect high confidence,, where they made it as a concept for regulations and a source for knowledge,, and by the Isolationists a third scale entered to the Muslims that is the intellect next to the conveyed science .this (as far as containing some right) as a whole but they failed and was wrong when they considered this enough in given trust and responsibility and then put the penal in Judgment Day.

Talk about the story of Prophet Moses that mentioned in the holly Quran in 34 Verses that dealt with many aspects of his life (Peace Be upon Him) and ended with derivation of examples and lessons from those adjectives.

Shows the benefit of reading the holly Quran and what had been mentioned about what Allah provided a recompense and reward to those who read the Holly Quran and give them the high class in life, benefits, double the benefits and the characters that people honor them. Then mentioned what the reader will gain in Hereafter of appreciations, honor and high Nobel rank, in paradise and its bliss
