Abstract
The research started from the problem of the Iraqi economy represented by the dominance of oil revenues on the GDP to reach about (46%) in 2013. In contrast, the proportion of commodity production sectors was very low, as the percentage of manufacturing sector and agriculture sector together about (7%) of the GDP in the same year. The researcher used both the Harrod-Domar equation and the Cobb-Douglas production function to identify the basic elements (or sources) needed to advance these sectors. The research concludes that the capital coefficient is better in the agricultural sector than in the industrial sector. The productivity of the highest capital in the first sector compared by the second, and this was confirmed by the production function applications, as it was the capital elasticity in the agricultural sector compared to the highest twice the Manufacturing sector, while labor elasticity showed a convergence in both sectors. The research also showed the low contribution of the technological factor in the generation of industrial and agricultural output, as the growth of this output depends on the quantities of labor and capital used more than qualitative factors based on skill, productive efficiency, means of knowledge and modern technological methods. The level of growth that was calculated during the period of research and these two sectors was low, especially when compared to the level of population growth in Iraq, which is about (3.3%).

The study included four chapters, the first chapter contains the methodological framework of the research represented by its problem, importance and need. The purpose of the research is to know the effect of using the (PQ5R) strategy on the achievement and constructive thinking of the preparatory stage in mathematics, these two null hypotheses have put to confirm the goal of research:
1. There is no statistical indication on the level of (0.05) between the scores’ average of the experimental group students, who have been taught the suggested material according to using the (PQ5R) strategy, and the scores’ average of the standard group students, who have been taught the same material according to the usual method in the achievement test.
2. The students have been divided into two groups (experimental and standard), have been rewarded according to the variable of (chronological age counted by months, intelligence, previous achievement in mathematics, testing the previous information in mathematics, and testing the constructive thinking). The experimental group which consist of (38) students was taught according to using the (PQ5R) strategy, as for the standard group which consist of (38) was taught according to usual method.
Two multiple choice tests have been prepared, one is an achievement test of (40) paragraphs, and the other is a constructive thinking test of (30) paragraphs. The validity and reliability have been confirmed according to the difficulty factor, discrimination force, and the effectiveness of the wrong substitutes for both tests.
The experiment was applied in the second semester of 2016 – 2017, then applied the achievement test and constructive thinking test and came up with the following results after collecting and statically analyzing the data.
There is a difference of statistical indication in the level of (0.05) between the scores’ average of the experimental group students, who have been taught the suggested material according to the (PQ5R) strategy, and the scores’ average of the standard group students, who have been taught the same material according to the usual method, and in favor of the experimental group in the achievement and constructive thinking tests.
