Abstract
Administrative organization is an indispensable necessity in the modern state, as it helps the administrative authority fulfill its function of satisfying the public needs of individuals and achieving the public interest that represents the ultimate goal of all administrative activity.
Administration also strives to satisfy the public needs of individuals through its administrative function. There is no doubt that meeting the demands of individuals and fulfilling their public needs is not an easy task, as it requires enormous effort and financial costs. Therefore, public administration is keen to find one or more methods to follow in performing its duties in order to achieve its goals. Hence, administrative organization is viewed as the harmonization of public administration with specific methods and approaches, with the aim of achieving its specific objectives with high efficiency and effectiveness, i.e., with the least possible time and effort.

Abstract
يعد التنظيم الإداري ضرورة لابد منه في الدولة المعاصرة، اذ يساعد السلطة الإدارية للنهوض بوظيفتها المتمثلة بإشباع الحاجات العامة للأفراد وتحقيق المصلحة التي تمثل غاية كل نشاط إداري .
كما تسعى الإدارة جاهدة إلى إشباع الحاجات العامة للأفراد من خلال قيامها بوظيفتها الإدارية، ولاشك أن تلبية مطالب الإفراد وإشباع حاجاتهم العامة ليس بالأمر السهل، أذ يحتاج إلى جهود وكلف مادية هائلة، لذلك تحرص الإدارة العامة على البحث عن أسلوب أو أكثر كي تتبعه في أداء مهامها في سبيل لتحقيق أهدافها، ومن هنا ينظر للتنظيم الإداري على أنه انسجام الإدارة العامة طرق وأساليب معينة، بهدف تحقيق أغراضها المحددة، بكفاءة عالية وفعالية، أي بإقل وقت وجهد ممكن .
