The electronic government is regared the environment that attend the citizen's services, by using information and communication technology in the government departments, to exchange the information with citizens faster and more efficient, as well as to improve government response to citizen's needs, and eliminate merger among government departments, then the field visits to some of organizations discover that is a difference in providence of electronic government (E.G) implementation requirements , to be or become necessary personalization and discussing, then we can put the research problem in this question (what is the difference in electronic government implementation requirements in the municipality directorate of Mosul and To answer this question, we examined the key hypothesis: (the electronic government implementation requirements is different in the municipality directorate of Mosul, then we distribute) 40) questionnaire to the research sample to collect the data, and then analyze it using the suitable statistical tools, and the research attain some suggestions to the studied organizations.

The main aim of this research is to know the impediments facing Electronic Commerce application in the State Company for Drug Industry and Medical Appliances in Ninavah, furthermore to increase level awareness in company management of the importance applying Electronic Commerce. The research introduces theoretical framework and applied through the sample of individual decision maker by using questionnaire. Then the hypothesis tested which concerned with the infrastructure of Electronic Commerce in company through the data collection which has been analyzed by using (Minitab) software and gathering on percentages, arithmetic mean, and standard deviation.

In light of what the market is witnessing rapid global movement in its business operations together with the fast entrance, which makes most of them to response fast on the surrounding environment.This is in order to present its products in the form that makes it on top of other competitors , under the circumstances which are generated in the increase in the offers upon demand whether in producing the product or the service. So it becomes necessary to review the point of view of the policies and the objective strategies as well as evaluating its institutional reality in the light of that circumstances to develop its ability to adopt inclusions of new philosophy , as a result of adopting the blue ocean strategy and what its inclusions carry of final solutions toward developing the reality of organizations according to that this study explain the importance of the blue ocean strategy and its results through the six paths which the organization should concentrate upon to become strategically innovative. to achieve that, this study include three phases. The first, the methodological frame, the second phase includes the theoretical frame which relate to the concept of the blue ocean strategy with its six paths depending on what is available for the researchers from academic resources. The third covers the applied phase through the pilot study which was implemented in the AlHukama'a Company for drug manufacturing in Nineveh. The researcher reaches to some conclusions and recommendations and suggestions among which directing the company under study to follow the available blue ocean strategy paths to enhance it and seeking the ability to obtain the unavailable paths of the blue ocean strategy.

The obsession of food security has dominated on the minds of many nations, have dominated through higher food prices, including wheat in 2008 due to high oil prices and fertilizers. The rapid changes in global climate severely affected the agricultural products, in addition to the increasing tests to the production of biofuels would increase the demand for some agricultural commodities, thereby reducing the area cultivated with wheat at the expense of other crops. This is resulted in huge increases in the burden of food imports, including the Arab countries as a net importer of food commodities, in spite of rising wheat prices worldwide, but that a large proportion of the Arab countries, including sample countries did not shrink the size of imports of this crop as an indispensible food commodity strategy. Search has been assumed that the factors leading to changes in global wheat prices is due in part to the essential patterns of the market, and lead these changes adversely to affect the food security situation.

The Balanced Scorecard of technologies important in the field of business intelligence, which are used in evaluating the performance of organizations and include dimensions or perspectives not only focus on the financial dimension as an indicator of performance as supported in the past, but focus on the perspectives other than financial, such as processes, learning and growth, and individuals.
Based on that became the Balanced Scorecard is widely used in business organizations and business information systems, because the systems play an important role in the organization by supporting managers in the decision-making process because the output is information needed by these managers.
It seeks search within the analytical study of the development of the Balanced Scorecard to evaluate the performance of information systems through five perspectives: direct beneficiary, processes and business value and aspirations for the future and technology / information systems, as follows every perspective targets and indicators related to the performance of information systems. Given the importance of industry, cement and so for its production of a commodity essential to meet the increase in demand for cement in the local market, so it has been allocated this search to a feasibility study for the rehabilitation of Cement Factory Badush old for the advancement of this lab.

Food issues have received wide attention among various countries for various reasons where the dimensions and aspects of the food problems.
The study attempts to investigate the subject of food security in Arab countries and showed that food deficiency is represented by low per capita share of Calories in a large number of Arabic countries especially those with low ore medium income (2100 Calorie / day).
And highlights the importance of research to identify the most important determinants and barriers to the achievement of food security and food crisis in the Arab countries and the challenges faced by these countries in this area, has included research both sides to ensure the first: the theoretical framework that we have reviewed the aspects relating to food and food security, relying on what has been made available to researchers of academic resources, and ensure the second: the practical side through the analysis of the impact of the independent variables adopted in the variable (the average per capita calorie intake) on a group of Arab countries
The research found a set of conclusions and proposals, the most notable is optimal utilization of agricultural resources and the available environment of the Arab countries through an integrated approach and encouraging the agricultural investment climate while using advanced technology in agricultural processes besides providing the food for the fragile households in the Arab countries through governmental aids to help those Arab people who suffer under poverty.

This study aims to explain the supporting role of the free access of information in scientific research, dependening on the means and the tools of information technology and communications, namely the internet. This study tries to form a set of mechanisms to investigate hypotheses. These hypotheses take the free access of information (its concepts and applications) as an essential facto, which plays a fundamental role in supporting the scientific research and how it helps to achieve the easy access to information, communication among researchers, exchanging the ideas and providing the satiable scientific environment. In genial, This research tries to answer the following questions:
1. How mach a researcher knows about the concept of free access of information?
2. What practices demonstrated by researchers in dealing with electronic journals?
3. To which extend the researchers concept the model of free access information as a means for publishing their works?

To answer the questions above the descriptive analytical methodology is adopted, a Fifty-five teaching staff members in the University of Mosul asked randomly to full a questioner. In order to analyze the data collected a variety of means and statistical methods, are used.
The study came up with a set of conclusions, including: which is free access to information from topics that captured the attention of many writers and researchers after a new method of electronic publishing methods that make fun of modern information and communication technology of computers and networks active and effective means for the storage and exchange of knowledge among beneficiaries, and support scientific research.

The Research seeks to focus the attention on the electronic disclosure as one of the applications of the information technology through the adoption of the modern electronic systems produced by the information and communication revolution to take advantage of them in supporting of the role of accounting systems to fulfill the need of its users and compatibility with environmental variables in the accounting environment in order to serve the decisions of the users of the accounting information , especially the current investors and prospective in buying and selling to stocks , presenting in buying and selling stocks and bonds or keeping ownership or lending companies

This study endeavored to define environment protection calibrations to investment decision making. For its strategic role in economic and social activity in any community. In the governorate attempt to develop and widening the industrial base in order to create new job opportunities, the spread of the projects that lead pollution results in the deterioration of the local environment. So, Environment protection has become one of the important factors that should be taken into consideration when making investment decisions, to identify the extent to which the project participate in achieving the society welfare throughout improving the environment and preserving it. The research indicates the importance of environment protection system in assisting the decision makers in Nineveh Governorate at all levels conserve the natural resources and to limit pollution by making use of the law of improvement and protection of environment, issued in 1997.
