The importance of scientific research in the development of nations and peoples is not hidden from anyone, through the logical study of the phenomena that we face in our daily lives. Scientific research is affected by a set of matters, including the developments of the era represented by the tremendous information revolution through the use of computers and their practical applications, including the Internet. In recent years, the role of the Internet has become clear in developing scientific research methods and its widespread use in scientific research. Hence the importance of this research in shedding light on the use of the Internet in developing the scientific research method among university professors in Iraqi universities as a model for the study. Statistical analysis was used to reach results that may be of importance to those interested in this topic. Statistical analysis known as factor analysis was used to sort out the most influential factors in order to reach results that may be of importance to those interested in this topic.

The current era has become characterized by continuous change according to the different requirements of life and the dynamic change in the external environment, which has facilitated the process of influencing all organizations in light of these changing circumstances in all fields in general and university education in particular. All organizations have become in need of an innovative and creative strategic vision that is characterized by growth and adds value to the organization that adopts this vision in a way that enables decision-makers in the university (leadership) to adapt to the various environmental variables, especially since we live in a world of fierce competition in various businesses, whether industrial or service alike. Therefore, the strategic leader is the one who thinks about building a roadmap for his organization according to his vision that is characterized by clarity, comprehensiveness and anticipation of what it will be in the future. Therefore, there will be leadership and creative skills and the ability to make situational decisions according to the culture that the strategic leader possesses of customs, traditions and values ​​and the ability to take the necessary measures to solve any crisis that organizations may face in the future and the alignment between the vision that the strategic leader possesses in the university and thus how to achieve loyalty to individuals working within the organization and enhance satisfaction and add real value in the future for internal customers, as this study focused on a sample of university leaders at the University of Kufa and the rest of the other variables were fixed, which can be researched by other researchers.

This research aims to test the relationship between the level of emotional intelligence of the leader and the type of planned change strategy he follows, in a sample of colleges of the University of Kufa, which included (66) individuals from the dean, head of department, and assistant dean (scientific and administrative) in these colleges. The research is determined by a main hypothesis from which three sub-hypotheses emerge that aim to find the correlation between emotional intelligence and planned change strategies (coercion strategy, persuasion strategy, and participation strategy). The data was collected through a questionnaire form consisting of two parts, the first part relates to the emotional intelligence of the leader according to the emotional capabilities scale (ECI) developed by (Goleman and his colleagues), while the second part of the questionnaire relates to the planned change strategies that were designed by the researchers. A number of statistical methods were relied upon, such as the arithmetic mean, standard deviation, and simple correlation coefficient (Pearson) to prove the validity of the research hypotheses. The results showed the validity of these hypotheses, and a set of recommendations were formulated in this regard, perhaps the most prominent of which is that the educational leaders of the research sample should work on engaging in emotional learning programs in order to develop and improve the level of their capabilities in emotional intelligence, so that this will help them in choosing the appropriate strategy to implement any planned change.

The research deals with the analysis of a time series extending from 1990-2004 for the reality of the educational sector in Al-Qadisiyah Governorate? The data of this series includes what is related to the indicators of the infrastructure in its material aspects, including the spending and human aspects. The research aims to evaluate the reality of human development indicators related to the educational aspect and to show the proposed frameworks for its advancement. The importance of the research is clear in that it studies two economic aspects, the first of which is the economic and social importance of education that has effective repercussions in creating qualified human energies that contribute to building society, while the second focuses on creating equal opportunities in obtaining work between females and males. The research is based on the hypothesis that Al-Qadisiyah Governorate has an unbalanced educational sector that suffers from multiple negatives in its material and human infrastructure. This sector is the cornerstone in driving the wheel of social and economic development for any country in the world because it includes a wide segment of human forces, the vast majority of whose age groups are qualified to enter the labor market irregularly even if they are unable to obtain education, and thus a defect occurs in one of the joints of the desired development process. At the same time, we find the absence of sufficient financial support to qualify this sector and increase its efficiency in terms of quantity and quality. In order to achieve the objectives adopted by the research, it was divided into three axes. The first axis dealt with explaining the reasons for the increasing interest in education and then explaining its economic and social functions, while the second axis dealt with evaluating the human development indicators related to the educational aspect for the period 1990-2004 for the governorate that is the subject of the research, and the third axis dealt with a set of conclusions and recommendations.

The research addresses an important problem, as federal budgets were not placed within the framework of serving general national goals, considering that they are a financial, political, economic and social planning tool, as there is no sufficient connection between the budget structure and the goals desired from it.

Offshore financial centers are primarily concerned with international transactions, as citizens of the country in which the OBUs are located are prohibited from directly benefiting from their services. They can be said to be centers that receive deposits from non-residents and grant them loans at preferential interest rates, while benefiting at the same time from the availability of other advantages, including low tax rates on their activities and freedom from the control of foreign transfers, in addition to enjoying low or almost non-existent legal reserve requirements.
