Especially in the Arab world، despite this، not all countries were united in their condemnation of the Iraqi aggression The Maghreb Union (Libya-Tunisia-Algeria-Morocco-Mauritania)، the newly established 1989، was a model for the divergence of political visions and positions. At a time when Morocco strongly condemned the condemnation, it reached the point of participating in military forces to deter Iraqi aggression.
We find Mauritania standing on the side of Iraq from first sight، While Libya، Tunisia and Algeria، condemned the aggression in theory and not in practice، but with the first strikes of the allied forces led by the United States on January 16، 1991، on Iraq، The five countries of the Maghreb Union united in condemning the aggression against Iraq، and made it clear that the goal was the liberation of Kuwait، not the destruction of Iraq.

أحدث الاحتلال العراقي لدولة الكويت في الثاني من آب عام1990 تغيرات جذرية في الأصعدة كافة الإقليمية، والعالمية، وهو ما أحدث تأثيراً بالغاً في جُل المناحي السياسية، والاقتصادية، والمجتمعية ؛ خاصة في العالم العربي، وبالرغم من ذلك، فلم تكن الدول كافة على وتيرة واحدة من الإدانة للعدوان العراقي، وكان الاتحاد المغاربي (ليبيا ــ تونس ــ الجزائر ــ المغرب ــ موريتانيا) حديث النشأة ،اذ تأسس عام 1989 نموذجاً لتباين الرؤى، والمواقف السياسية، ففي الوقت الذي أدانته المغرب إدانة شديدة اللهجة، وبلغ بها الأمر المشاركة بقوات عسكرية لردع العدوان، نجد موريتانيا تقف في صف العراق من الوهلة الأولى، بينما ليبيا، وتونس، والجزائر ادانته نظرياً لا عملياً، ولكنه مع أولى ضربات القوات المتحالفة بقيادة الولايات المتحدة الامريكية في16 كانون الثاني عام1991، على العراق، تكاتفت دول الاتحاد المغاربي الخمس على إدانة الحملة على العراق، وأوضحوا أن الهدف تحرير الكويت لا تدمير العراق، وأيا كانت المواقف السياسية وحسابات كل دولة، فإن الاحتلال العراقي، وتداعياته أصاب العالم أجمع بتصدع بالغ لا زالت أثاره حاضرة ماثلة سياسياً، واقتصادياً، واجتماعياً.
