Oil wealth is representing the life blood of Iraqi economy. And that any prospects of its development must pass through the gate of the oil sector, through its huge proceeds. But these returns necessitate rational oil policy able for best use of real and financial resources to tend the economy from rental one to a well developed economy. the oil policy in Iraq did not adopt a long، term strategic planning to achieve the main development goals.
The paper aims at analyse and evaluate and evaluate the oil policies of the successive Iraqi govemments to allocate the oil resources، and finally aims at giving a scheme for future sound oil policy in the hear run.

The subject of Islamic banks is allergen to argumentativeness and this subject is still aplace of divination and suspicion , therefore conservative understanding for blessed texts which sometimes didn’t see in present unless extending for past , the days rotating not circumstances change because agree whit centuries ago can agree what present confiding and another comes until god curl the earth , therefore we find ourselves infront of two attitudes both of them extremist , between deploring no-go to deal with Islamic banks and content capitulator that he didnt think in question as aduty and not necessity for content indeed .
For explain the differ in both of two theories , our study comes to analyze philosophical trends for these banks and facilities of application and disagree with consensus of jurists and agree or get near from asthmatical treatments for commercial banks posture or depart , thus we get upon intellective base that we can make emitting rules and appraisment of necessaries which go on that way or depart from it , because banker activity didnt consider individual behavior but its addition ring for general economical activity , effective in its attidue and limit growth average and control with curvature of stabilizing in it .To achieve this goal we begin our study with seeing over for bases of job in commercial banks then we focus upon Islamic banks that deal with in their job and juristical outputs that base upon , at the end we find group of scientific conclusions .

Quality term becomes very important one for only special work or service where it extends to the development of the education sector through academic accreditation under Globalization , Academic accreditation contributes , through assurance of their output of quality in raising and developing of education sector and coping with the needs of world work market and then in achieving development and economic development in societies. This study discusses the cognitive and economic motives seeking by all of education institution of quality assurance through affiliation with national and international accreditation council by depending on its standards for achieving Academic accreditation, finally this study discusses the American experiment in the field of Academic accreditation and quality assurance because its one of leading experiments in this field besides prominent Academic accreditation institutions

As is the case for Iraqi - Turkish relations, its punctuated by a lot of events and developments, positive and negative. over the previous times, and among those developments, emergence the water problem between the two countries which took a large portion of those relationships and have resulted in a lot of tensions between the two countries as a result of policies and water projects undertaken and carried out by Turkey on the Euphrates and Tigris rivers, caused a significant damage to Iraq and its agricultural sector which, in particular, adversely affacts on the domestic agricultural product, and other effect agricultural commodities imported by Iraq, including the Turkish one.

This study, which consists of two samples: United States and Kingdom United, revealed that the choice of policy alternatives is determined according to the nature of these economies, the nature of their economic and political systems, the statue position of monetary authorities, and the economic goals. This fact force these states to make adjustments to the policy alternatives to accommodate thier with the local environment and to change the state philosophy which believe it, and which change it according to international circumstances .

Most schools agree on the economic impact of inflationary monetary policy in the long term, as proved many historical facts the risk of excessive money supply growth and its negative impact on the national economy and its imopse too many of the economic crisis.
As for monetary policy, as it has an inflationary impact, so it, also has a developmental impact to stimulate the local output in the short term, on the one hand, and the accumulation of that effect over a certain time scale, it could lead to the expansion of the capacity of the economy, energy (potential output) on the other.
So this study tend to follow-up the developmental impact of monetary policy, but in the long term, to prove the validity of the assumption of there is a development impact of monetary policy in the long term or not, as the monetary policy in the short term determine the average direction of monetary policy in the long term.
