The research aims at finding out the relationship between talent management and organizational development and organizational success factors. The research contains a community under consideration which is implied in some of Ministry Transportation formulations located in Al Basrah (General Company For Ports of Iraq, State Company For Maritime Transport, State Company For Land Transportation / Al Basrah Branch, General Establishment Of Civil Aviation / Department of Basrah International Airport , General Company Iraqi Railways / Southern Area Branch of Al Basrah), the part of a community under consideration reveals in the international part that the managers only have.
This research comes to interact with three importance variable for the companies of a community under consideration and they are: an independent variable for talent management, a dependent variable for organizational development and a moderator variable for organizational success factors, so as to present a theoretical and scientific frame titled (organizational success factors a moderating variable of the relationship between talent management & organizational development) through an exploratory & analytical method for the opinions of some of the managers of the mentioned companies. The research displays presented the problem of the lack in an effective talent management at the companies under consideration which reflects negatively on the relation degree in organizational development for the above mentioned companies.
The research includes a group of statistical procedures which consist of (Cronbach's Alpha test, Pearson Correlation factors, Spearman's Rank Correlative. tests (( t), ( f ), (Sig. test), hypotheses test, testing the natural distribution through Regression Analysis, Determination Coefficient ( R2) and testing the natural distribution (Skewness)).
As a result, the research comes with a package of conclusions; one of these conclusions is a positively correlative relation with a statistical indication of talent management and organizational development through the effective role organizational success factors. As well as, the research commends a package of recommendations; one of these recommendations is that the companies of a community under consideration should depend on an effective talent management through focusing on their organizational success factors since they have a big influence on raising progress degree of the organizational development for the above mentioned companies.

This study adopted a methodology of work to build a hybrid model using the artificial intelligence systems, which is represented in Hopfield neural networks and the genetic algorithm. Resolving any Fuzzy Job Shop Scheduling Problem (FJSSP) is through fuzzing the processing times by a triple fuzzy number and fuzzing due date by a double fuzzy number. Hopfield's neural networks are used to improve the performance of the genetic algorithm by generating an initial generation of P size, represents near-optimization solutions, used by the genetic algorithm to perform mating, crossover, and mutation. The study was applied to Al-Ghadeer Printing and Publishing Co. Ltd., where the fuzzy processing times and the fuzzy due date of the four different jobs were processed by eleven machines according to the nature of the job and based on the data in the company records. Finally, the study was able to reach a set of conclusions, the most important of which is to achieve the hypothesis of the involved research. The hybrid model proposed by the researcher will be better in obtaining the optimal jobs sequence, to reduce the finish time and to reach customer satisfaction by delivering the product at the due date through the method of fuzzing the neural networks and the method of fuzzing the genetic algorithm.

This study focused on the analysis of the impact of funding the implementation of the oil companies' extractive projects within the central funding (the general budget of the country) with the selection of the SOC (South Oil Company) as a case study based on the accounts final (investment and operational) of the company to the period between 2003-2015, due to the positive impact of funding in support of these Companies to achieve cash surplus in foreign currency because it main output is oil, which is the main source of funding for the country budget. The study aimed to analyze the impact of central funding on extractive oil companies and the impact of the (organizational structure, costs, and revenues) of these companies and proposing a new mechanism to deal with the delay in current financing policies.

This study seeks to examine the extent of the direct effect of both the organizational decline and organizational routines in organizational innovation, This study also examines the role of the moderator effect of organizational learning capabilities. The conceptual framework and hypotheses were built based upon these four variables. So, the questionnaire survey was used for data collection in public health organizations in Iraq, and 201 managers were used as a random sample for data analysis of this study. The results showed that there was a negative effect of the organizational decline and organizational routine in organizational innovation. Furthermore, the results showed that the positive effect of organizational learning Capabilities as a moderator variable in reduction the negative effect of both decline and routine on organizational innovation.

The objective of this study is to investigate the ways to improve the overall performance of the educational institution. In this study, the researchers used the five-dimensional governance variable (governance leadership, basic responsibilities, behavioral standards, formally and socially accepted ethical standards, rights and responsibilities of the parties of governance) as independent variables to improve the performance (I.e.,Economic performance, social performance, and environmental performance). The barriers of implementing the governance were used as an interactive variable for the relationship between governance and the overall performance of the educational institution, where the dimensions of barriers (administrative and financial corruption), Culture and negative values of the local community, the administrative bureaucracy and finally the systems and legislation of the ministry.
In terms of the design and technique, the researchers relied on the quantitative design using a questionnaire which is distributed to a sample of (203) Managers randomly selected. A set of statistical methods was then SPSS.V22 and AMOS.V22).were used. The main conclusions of this study were: A clear role of the environmental influences and mismanagement practices in the poor performance of the general Directorate of Education in the province of Basra. The negative impacts of the environment (internal and external) on the organization has led to weakened its ability to implement the governance. There was a significant statistical impact of the implementation of governance on the overall performance of the Directorate General of Education in the province of Basra. There was need to the General Directorate of the Education of Basra as an educational and educational organization to work in accordance with the principles and guidelines of the governance.

Method of study: - The researcher was able to collect data during the field, interviews and observation for the purposes of building a simulation model representing the actual reality and then running the model and presenting a set of scenarios
Conclusions: - Low numbers of workers in the initial examination and the lack of an ordinary schedule for doctors\' time as well as the integration of the equipment used in the consultation with the hospital
Determinants of the study:- Lack of time to predict and recommend proposals for consoling activities \"The recommendations are only for tumor counseling and can\'t be circulated to other consulting clinics.

The research to aims measure the banking performance efficiency for pattern of private banks in Iraq to diagnose strength and weakness points in the private banks and attempt to enhance it and to cease the weakness points. Also, the research aims to demonstrate the financial position of private banks through using liquidity, profitability, safety, and debtness and showing it for the depositors to enhance the confidence of the depositors in the private banks. The research applies analytical mode upon the financial statements are available in the private banks represented by (Baghdad, Gulf, North and Dar As Salam) for the period from 206 0to 2015.
The research concluded several findings include: The variation in all financial parameters are applied to identify the efficiency of private banks under study due to unstable & worse political & Security conditions in Iraq during the concerned period. The accredited financial parameters are differed in the identifying the efficiency of banking system rather than other sectors such as Industry and Commerce as to that there are specific percentages to identify the efficiency of the sector in compliance with the activities of these banks.

The main aim of this research is to explain the effect of the application fair value as a measurement approach to Improve the Quality Characteristics of the Accounting Information through procedure a Survey study to illustration the concept and importance Fair Value approach in thought accounting and to know the Effect the application Fair Value approach on the Quality Characteristics of the Accounting Information. The field study on a sample of Oil companies in Iraq as AL- Basra Oil Company and Iraqi drilling company.
To achieve this objective, the research uses questionnaire method to approach the necessary information and data and the statistical program "SPSS" is used to analysis the information .As a result of the research , it is found that the application of fair value approach for measurement accounting has positive effect to Improve the Quality Characteristics of the Accounting Information, also the setting of Financial Statement in cases of inflation according to the Historical cost principle leads to shading the users those statement, so preferred application fair value approach to modify Financial Statement. Also, the research has reached that should be a clear Instructions of the accounting information system to facilitate measurement as per Fair Value.

The research aims to diagnose and analyze the reality of the role Lean marketing methodology and its role in achieving sustainable marketing performance. The problem of research is focused on several fundamental questions, the most prominent of which is how easy Lean marketing contributes to achieving sustainable marketing performance? What is the nature of the relationship between Lean marketing methodology and sustainable marketing performance? And developed these questions based on the results of a preliminary survey prepared for this purpose. A sample of (292) members was elected from the senior, middle and executive management levels and had long experience and practice in the field of work because the research variables are of a strategic nature and not implementation. Data were subjected to descriptive and indicative statistical analysis using the (SPSS) program. The study reached several conclusions, the most prominent of which is that there is a strong, positive and meaningful relationship of influence and correlation between the dimensions of Lean marketing and Sustainable marketing performance. The main recommendations of the research are to strengthen the direction of the company under study towards preparing the requirements of adopting the Lean marketing methodology in its marketing operations and to activate the role of the Lean marketing methodology in the company in question, which contributes to achieving Sustainable marketing performance.

This study is aiming at illustrating the effect of the financial decision interaction on the value of the company. The study is based on a theoretical and empirical dilemma of the ongoing intellectual and experimental debate on the interaction in these decisions, a practical problem of management's (managers) lack of interest in the impact of the interaction of financial decisions when adopting those decisions. The study highlights the most important evidence, for or against, of this interaction by putting forward the ideas and foundations it based on. The study has used the empirical analysis targeting a sample of companies Kuwait stock market of 16 companies with 126 observations, for the period (2008-2016). The study adopts a simultaneous equations system and the technique of 3SLS as well as multi regression and OLS technique. The study has used a set of financial and statistical analyses and testes using EXCEL, SPSS, STATA SE V.11.2 and EVIEWS V.9. The study has drawn a set of conclusions: there is an impact of the financial decisions on the company's value, and the power of the interaction depends on the severity of financial constructions faced by companies and the nature of the direction of the financial system. The study concludes a set of recommendations that managers can use to enhance the value of the company.
