The commercial banks proceed deposit activity which deals with the rent of special safes exist in the bank building to save jewelry, documents and any other things back to rent persons which themselves are doing the process of deposit and recovery by secret form , this process is very important for the banks , thus we are studying its into two chapter because of the in adequate uncondioning tradition .

The international liability is a legal system in which the state committed to into the case that it does any illegal act due to the international law to compensate the state which is their right to damage , so this needs the below parameters to state up the responsibility :1- doing an illegal international acts. 2- there is an damages due to that acts. 3- these acts issued from the state due to international law. We study this subject into two points, First we study the international responsibility , second we study the compensations due to it.

The international rules originated in the law of war due to war which is consider as a communication means between nations , so the development on the originated conceptual for the public international law by the international humanitarian law due to classic rules of war so, we study this subject into two points , First , the original conceptual by public form . second , the original conceptual by the specialist form .

The new trends in most of states is stabilize on the liability of the state due to its changes acts, but the reach to this position is not easy but pass through many difficulties in order to destroy the traditional rule which denies the state liability due to absolute doctrine for the sovereign principle of the state which is based on the doctrine of (the principle of sovereignty and liability are not meeting,So we shall study the following points bellow: 1- the condions of acceptance of the case. 2- the scope of the principle of state liability . 3- the base of state liability .4- the damages and the sanction of this liability

The persons are consider as a center of progress or dissolution of the states due to difference in the specialist powers , due to the ownership of resources and the prevalent of ideas and opinions , political systems due to the civilized , industrial development in the world to reduce the unemployment , so we study these features by three points , first to the progress dissolution roles of the state, second to the position of the international , national legislation , third to the concept of unemployment and the process of treating .
