Abstract
The issue of economic reform has occupied a great deal of attention at the international level ، aimed at achieving stability ، growth and addressing the accumulated imbalance in the developing countries at the macroeconomic level . Iraq، like developing countries ، has used economic reform policies to adress the economic problems and imbalances that exacerbated after 2003 to achieve economic growth .Therefore، the research aims to identify the reality of the Iraqi economy، the basic contents of economic reform policies، the justifications for reform and the mechanisms that were applied after 2003، in agreement with the International Monetary Fund، without taking into account the circumstances and challenges that Iraq suffers from،and then evaluate the results of these policies. The research reached a set of conclusions، the most important of which is that the economic reform policies followed by the Iraqi economy did not contribute to achieving economic growth in Iraq or handling the structural imbalance .Recommendations of economic reform in Iraq، including : the economic reform in Iraq takes place gradually، depending on the reality and the elements of the Iraqi economy ،and work to redistribute roles between the public and private sectors and carry out structural reforms.

Abstract
شغل موضوع الإصلاح الاقتصادي حيزاً كبيراً من الاهتمام على الصعيد الدولي، والهادف إلى تحقيق الاستقرار والنمو ومعالجة ما أصاب الدول النامية من تراكم الاختلال على مستوى الاقتصاد الكلي . والعراق على غرار الدول النامية، استعان بسياسات الإصلاح الاقتصادي، لمعالجة المشاكل والاختلالات الاقتصادية التي تفاقمت بعد عام 2003 لتحقيق النمو الاقتصادي، لذا يهدف البحث إلى التعرف على واقع الاقتصاد العراقي، والمضامين الاساسية لسياسات الإصلاح الاقتصادي، ومبررات الإصلاح والآليات التي طبقت بعد 2003، بالاتفاق مع صندوق النقد الدولي دون مراعاة للظروف والتحديات التي يعاني منها العراق، ومن ثم تقييم نتائج هذه السياسات. وتوصل البحث إلى مجموعة من الاستنتاجات من أهمها لم تساهم سياسات الاصلاح الاقتصادي التي اتبعها الاقتصاد العراقي في تحقيق النمو الاقتصادي في العراق أو معالجة الاختلال الهيكلي. والتوصيات الخاصة بالإصلاح الاقتصادي في العراق منها، أن يتم الإصلاح الاقتصادي في العراق بالتدريج بالاعتماد على واقع ومقومات الاقتصاد العراقي. والعمل على إعادة توزيع الأدوار بين القطاعين العام والخاص والقيام بإصلاحات هيكلية.
