This study aims to explore the acquisition policies implemented in the libraries of the Northern Technical University, alongside reviewing the services these libraries offer to their patrons. The study adopts a descriptive survey approach to analyze the current state of the university’s libraries in Nineveh Governorate. A sample was carefully selected to include seven libraries representing diverse fields, such as medical, scientific, and humanities libraries. Data collection tools, including interviews with librarians, were used to determine the acquisition policies in practice. The findings revealed that most libraries at the Northern Technical University in Nineveh Governorate lack a clear, documented, and approved acquisition policy. Instead, most practices rely on individual initiatives by library staff. Among several recommendations, the study highlighted the need for branch libraries at the Northern Technical University in Nineveh Governorate to adopt a clear, documented, and approved acquisition policy based on library standards and regulations set by the Ministry of Higher Education and Scientific Research.

The current study aims at demystifying the contribution of digital citizenship factors as an input to the process of digital transformation in the presidency of the Northern Technical University. The study adopts questionnaire as a procedure of data collection. (180) Questionnaires are distributed to individuals working in the university presidency at various administrative levels. Moreover, the data are analyzed utilizing the statistical package for the social sciences (SPSS. V26) to find out frequencies, percentages, arithmetic mean, standard deviation, correlations and effects between the research variables and to test the hypotheses.
The results of the study show the existence of close correlations and influence between the research variables, as well as the availability of digital citizenship factors in the university presidency, that helps in the success of the digital transformation process. The study recommends the need to exert more effort in training and educating the staff to increase their understanding of the significance of digital citizenship as well as its contributions to the success of digital transformation, which in turn requires the development of clear strategies by the university to achieve the required aims.

The study aimed to identify the contribution of strategic auditing in improving organizational performance in government units within Nineveh Governorate. The study field covered organizations facing the research problem, including the main departments whose powers were transferred to Nineveh Governorate based on Article (45) of Law No. 21 of 2008 (amended) on governorates not organized into a region.
The study employed an exploratory approach, supported by statistical analysis, to collect and analyze the data. Advanced statistical techniques were utilized, such as Confirmatory Factor Analysis (CFA) to examine the relationship between variables and hypothesis testing through correlation and impact analysis, which helped determine the extent to which strategic auditing influences organizational performance.
The statistical results revealed significant and strong correlations between strategic auditing and organizational performance. The findings indicate that quality auditing and technology auditing were the most influential in improving performance. Additionally, directional control and administrative levels were identified as critical factors affecting organizational performance.

The aim of the current research is to identify the availability of digital manufacturing technologies, represented by (the Industrial Internet of Things, cloud computing, digital twins, and 3D printing) in the General Company for Communications Equipment and Power/Al-Kindi Factory. The questionnaire form was used as a main tool for collecting data and information. Which was distributed to a sample of (220) managers in the researched company, and (205) questionnaires valid for analysis were obtained, with a response rate of (93.18%). The data and information were also analyzed using the statistical program (SPSS V.25). The research reached several conclusions that confirmed the availability of these technologies at high levels in the researched company, in addition to presenting a set of proposals stressing the necessity of working to adopt these technologies and enhance Owned by the researched company to achieve its goals.

Our current study aims to determine the role of total environmental quality management as a tool to reduce the increasing environmental pollution through study and scrutiny, whether at the level of air, water or soil, to prevent environmental deterioration and treat it through a field study in the new Badoush Cement Factory as a site that also causes pollutants to the surrounding environment.
As for the study problem, it crystallized around the need for the researched factory to pay greater attention to the management of the environment and treat the causes of pollution, which motivated us to conduct a site study in it. We adopted the descriptive analytical approach in our current study by relying on modern sources and resources in the theoretical and analytical aspect through the questionnaire form for the field aspect, in addition to field observations by adopting the software package (V26 SPSS).
The study reached results based on which a number of conclusions were established, the most important of which are (the existence of a pivotal role for total environmental quality management and its dimensions in reducing environmental pollution through the proper application of its requirements, and environmental awareness came as the most required), in addition to presenting a number of proposals and implementation mechanisms for the researched factory.

The research aims to review the types of individual capabilities of the strategic leader by reviewing the views of researchers announced in books and research, in addition to university theses and dissertations, as well as scientific conferences, all presented over three decades starting from 1990 until 2022, which produced twenty-nine individual capabilities of the strategic leader, then analyzing the content that they came with from a theoretical perspective to determine the official identity of these capabilities that the strategic leader must possess during the twenty-first century. The theoretical review resulted in identifying the research problem represented by the absence of agreement among most researchers according to their proposed views on the nature of the types of individual capabilities that the strategic leader must possess. Accordingly, the research problem was raised in light of the following question: Are the individual capabilities of the strategic leader that researchers have addressed during the last three decades an expression of these capabilities? To address the research problem, the research adopted the following hypothesis: “The individual capabilities of the strategic leader vary according to the opinions of researchers over the past three decades.” From here, the researchers resorted to adopting the content analysis method to describe the content of those opinions presented over time. The research concluded with a set of data, foremost of which was the variation and absence of agreement among researchers regarding the individual capabilities of the strategic leader, in addition to indicating some other data that could answer the research problem

The research aims to demonstrate the importance of information technology in identifying and analyzing variances of actual cost elements from the planned costs in the budget by designing a proposed model for preparing a budget and identifying and analyzing variances of cost elements based on Excel programs. The research adopted the descriptive analytical approach by presenting and analyzing how information technology is used in analyzing variances of actual cost elements from the standard. The research reached a number of conclusions, the most important of which are: Information technology contributes to enhancing the role of the cost accountant according to modern trends in the field of costs, as it is no longer just recording and analyzing costs, but rather its role must be extended and expanded to include tracking actual costs in light of what has been determined in advance, and reporting to management on the reasons for the differences between them.

This study aims to analyze the electronic citations utilized by researchers in 31 master’s theses in the field of information and knowledge technologies to determine the structural characteristics of intellectual output. It focuses on qualitative, linguistic, temporal, and subject distribution, as well as identifying the most cited journals and websites in both Arabic and foreign languages relied upon by researchers. The study employs statistical and content analysis methods to examine and analyze the intellectual output referenced in the master’s theses completed in the Department of Information and Knowledge Technologies during the period 2012–2023.The findings reveal that the total number of electronic citations in the analyzed theses was 1,484, with Arabic intellectual output being more prevalent, comprising 1,034 citations, compared to 450 citations for foreign electronic sources. Among the key recommendations is the necessity of organizing training courses and workshops for researchers prior to the research phase. These sessions should focus on effective search strategies and utilization of electronic resources, including reliable databases and websites, to enhance the quality of research.

The research aims to measure the impact of using e-wallets in digital finance. It highlights an important tool that has attracted the attention of researchers, companies, and individuals. This tool is Zain Cash, the first e-wallet licensed by the Central Bank of Iraq. It offers various services such as money transfers, bill payments, phone credit purchases, and cash withdrawals and deposits through agents. The research followed an analytical approach by collecting real quantitative data from the Central Bank's website. The data included the number of e-wallets issued and the number of digital payments using those wallets for a six-year period from 2018 to 2023, in a time series of 72 observations. It was necessary to format the data to suit the research purposes and normalize it using the natural logarithm to achieve the best results. A simple linear regression analysis was conducted statistically using EViews 10 to verify the research hypotheses. The results concluded that e-wallets (Zain Cash) have a statistically significant impact on promoting digital finance, with a squared regression coefficient of 0.84, a slope coefficient of 0.93, and a p-value of 0.0000. These findings are significant and demonstrate the impact of e-wallets on the use and adoption of digital finance in financial transactions. The study proposes testing a larger number of e-wallets to determine their impact on digital financial inclusion.

The study aims to measure the impact of some macroeconomic variables on public debt during the period (2000-2025) for a selected group of highly indebted African countries, whether these debts are internal or external, using the Fully Modified Least Squares (FMOLS). The study reached a set of results, the most important of which is the existence of an inverse and significant relationship between the net general budget. the net balance of payments, economic growth, total investment, and foreign direct investment in the total public debt. The results also showed the existence of a direct and significant relationship between the inflation rate and the unemployment rate in the total public debt. It is noted that the unemployment rate variable had the greatest impact on public debt in the economies of the selected countries compared to the rest of the model variables, at a rate of (5.735%). A high unemployment rate reduces the country’s tax revenues and, in turn, increases social expenditures, which leads to a chronic deficit in the country’s general budget, thus requiring its financing through public debt. Finally, the study concluded with a set of proposals, the most important of which is that the governments of these countries should work to adopt rational financial policies regarding public spending and increase tax revenues, thus reducing the deficit in their general budgets on the one hand and reducing reliance on foreign debt to finance the deficit on the other.
