This plan, based on legal and ethical principles, draws its inspiration and guidance from the Victory Sermon delivered by the Grand Ayatollah Sayyid al-Sistani, intertwined with religious obligations representing the supreme religious authority in the holy city of Karbala, where he spoke about the necessity of combating corruption and enhancing transparency in all areas of political, economic, and social life. This plan comes as a comprehensive framework that defines the mechanisms for its implementation, the role of citizens, and the state's authorities and its supervisory bodies, in addition to the role of the active forces in society from religious, cultural, scientific, labor, community, tribal, private sector activities, as well as activists and media professionals. This plan aims to achieve sustainable development and social justice by defining the role of the Federal Board of Integrity and enhancing its capabilities in combating corruption, and promoting transparency and accountability in all governmental and community areas.

The term( جنح ) and its derivatives occur in various contexts within the Holy Quran. This research explores the views of linguists and Quranic exegetes concerning the denotation of affirmation and negation associated with the linguistic root (جنح) in the Quranic text. The study seeks to explain these perspectives and examine the tools employed in their interpretations. Furthermore, it aims to contribute a renewed vision in the analysis of Quranic vocabulary.
The study is organized into three main sections, preceded by an introduction and followed by a conclusion. The introduction provides a linguistic analysis of the root
( جنح). The first section investigates the affirmative usage of ( جنح) in the Quran. The second section addresses the implications of negation in the construct of the tool (لا )
(لا جناح ). The third section examines the implications of negation in the construct of the modal verb ( ليس ) (ليس عليكم جناح)
The conclusion summarizes the most important findings of the research. I use some linguistics , exegetes and other relevant references.

The space, as one of the aesthetic functions as one of the features that can influence the recipient, who will be infatuated with the its aesthetic, cognitive and semantical characteristics. The principle that could form the interactional and responses of all what we sense of material or intangible spaces that were present in Jawad AlHattab’s poems as aesthetic dimensions that were attached with implications that indicate the space including the graffiti space, denotative space, nothingness, death, special space, absence and memory and spectrum and everything that might denote that the space, which requires the recipient to perform an interpretative practice or to block these gaps that need to produce the meaning and the denotation and which, form an aesthetic distance that enriches the white spots or the zero text degree.

This study examines semantic cohesion in Arabic texts from the perspective of text linguistics, aiming to elucidate the semantic relationships and mechanisms of textual coherence in literary and religious texts, such as the Holy Qur'an and pre-Islamic poetry. It employs an applied analysis of linguistic phenomena, including reference, repetition, and logical connectives, drawing on the insights of scholars like Al-Jāḥiẓ, Al-Jurjānī, and Mohammed Khattabi to bridge traditional Arabic rhetoric with contemporary studies. The study underscores that semantic cohesion arises from a complex interplay between the text and its social and cultural contexts, reflecting a rich linguistic heritage and contributing to an understanding of cultural interactions. Methodologically, it analyzes selected texts to highlight how linguistic elements are organized to achieve semantic unity. The study recommends advancing text studies by linking linguistic heritage with modern practices and encouraging research into the applications of semantic cohesion in contemporary texts. It emphasizes that semantic cohesion is not merely a linguistic feature but a reflection of the text’s interaction with its social context.

Reading the text and reproducing the meaning requires a conscious modern thought, which is a necessary condition for the process of understanding and responding to discourses. The process of reproducing the traditional context in accordance with modern meanings reflects the value of communication and the purpose of communication, but the first and last controller is the recipient who captures the deep meanings. Here, the linguistic fabric determines the interactive communicative path, i.e., determining the process of constructing the text and its themes.
The theme of the female body is a spatial authority that carries the hidden intellectual systems around which the axis of prohibition and non-prohibition and the manifestations of male authority and its constants revolve. The process of untying the nets and deep gaps begins with liberating the axial centering, that is, the area of conflict between the writing self and the passive reception.
The traditional system\'s flaws or shortcomings in understanding context are addressed by modern writing, achieving a logic of balance between awareness and the power of reception. This logic places the text in explicit and implicit confrontation, limits the focus to highlighting value and significance, and establishes a modern awareness that reproduces meaning and reflects the intentionality of communication.

Abstract:Quranic expression is an intentional artistic expression. Every word, indeed every letter, is placed in a specific manner, achieving an intentional meaning. Neither the verse alone nor the surah alone is considered, but rather the entire expression is considered. This is because the Quranic vocabulary contributes to clarifying the beauty of the rhetorical image, and it constitutes an important element of visual beauty, as it represents the link between the meaning and its sublime aesthetic expression. Thus, the phrase "if" in the miraculous text is distinguished by its beautiful rhythm, emphasis, suspense, and surprising imagery. It achieves lofty rhetorical objectives that are commensurate with the majesty and grandeur of the event within the context.

In Wasini Al-Araj's novel “The Jasmine Necklace,” we find that the dialogues between the characters carry deeper meanings than they appear to. This is what this research attempts to explore through Paul Grice's theory of conversational implicature, which is based on the idea that people adhere to the principle of cooperation when speaking. This is manifested in four basic principles: quantity, quality, relation, and manner. However, in literature, these principles are often deliberately violated to convey additional meanings.
The research relies on the analytical-pragmatic approach to explore the novelistic text by revealing the implicit meanings carried by the textual dialogues, It explains how violating these principles enhances the narrative meaning and opens up a deeper horizon for understanding the psychological and intellectual dimensions of the characters, thereby contributing to the reshaping of meaning and enhancing our view of the narrative structure of the text.

The Formation of Poetic Images through the Utilization of the Body: A Study of Ibn Khafajah's Poetry

This research aims to study the semantic values of phonemes in the Arabic language، where phonemes go beyond their phonetic function to influence the meanings of words. The study explores how linguistic sounds are linked to meanings by analyzing individual phonemes and their role in shaping semantics، with a focus on the relationship between the phonetic structure of words and their meanings in various contexts. The research also examines examples of how phonemes contribute to expressing emotions and sensory meanings in Arabic، analyzing a selection of words that illustrate this phenomenon. The kidnapping of Anglican Church representative Terry White, a key negotiator in the foreign hostage crisis in Lebanon (the American kidnappers) in particular, was a great shock to the international community and a disappointment to those waiting for a solution to the hostage crisis at that time. This incident has been a shift in Terry White's mission, which was the desired means of releasing the hostages in Lebanon, so that he himself would be a new hostage searching for someone to free him from kidnapping. The crisis increasingly deepened further as he lost the kidnappers' trust and their suspicions increased about his relationship with the CIA. his study, entitled Changes in the Heads of Administrative Units in Al-Dilyim District, examines the administration of the district during the British occupation and the monarchical era. The importance of this topic lies in its focus on the administrative domain, particularly the roles and functions of the district commissioner and the acting officials of sub-districts. Throughout this period, numerous individuals assumed these positions, having earned the trust of either the king, the government, or the district commissioner at the time. It was customary for political changes to be accompanied simultaneously by economic, social, and administrative transformations.
Following his coronation and the formation of Iraq’s first government, King Faisal I placed significant emphasis on improving administrative affairs to align with the new conditions faced by Iraq in the early 1920s. This focus laid the foundation for the subsequent organization of economic and social matters. Divorce constituted one of the most prominent legal and social phenomena in ancient Iraq, with legal texts and judicial practices playing a fundamental role in regulating this phenomenon.
Divorce contract formulas in the Neo-Babylonian period were characterized by their traditional character, whose roots extend back to earlier eras. Meanwhile, the Neo-Assyrian period witnessed a remarkable development in the way these contracts were drafted, particularly with the growing interest in legal documentation and the penalties for breach of contract. This study aims to analyze divorce contract formulas in these two eras, based on cuneiform texts, while highlighting the similarities and differences between them in terms of legal style, procedures, and the rights and obligations of both parties.

This study aims to investigate the effectiveness of smart cameras in monitoring roads and enhancing traffic safety in Wasit Governorate, with a particular focus on integrating Geographic Information Systems (GIS) technologies to analyze traffic accidents and identify high-risk areas.
The research problem stems from the inadequate distribution of surveillance cameras on critical roads, such as the Badra–Jassan route, which does not accurately reflect the actual traffic density and accident rates. The findings reveal that the current distribution of smart cameras, especially along vital roads like Badra–Jassan, is not aligned with the severity and frequency of traffic incidents, thereby limiting their effectiveness in reducing accidents. Furthermore, the integration of camera technologies with GIS provides precise spatial analyses that help in identifying areas with elevated traffic risks.
Accordingly, the study recommends a reassessment of the camera distribution across roads in Wasit Governorate, guided by actual accident data and traffic volume, with priority given to high-risk zones.

The Iraqi atmosphere was exposed, from July 1st to 6th,-2025 to a thermal anomaly, in which temperatures dropped to lower levels than their general averages during this month. This is an anomaly if measured by the high thermal averages for this month. A comprehensive analysis of the fixed pressure levels, specifically the 500 level, showed that. A trough with a polar low over the eastern Mediterranean and northern Iraq helped this situation to remove the control of the upper subtropical high and reduce temperatures, which limits the rise of the hot air mass upwards as a result of reducing the thickness of the atmosphere. This was shown by analyzing the radiosounde charts and data of the Baghdad observation station for the two observations (00 and 1200) Universal Time (03-15). There was a strong local temperature deviation between the 1000 hPa and 500 hPa levels, reaching more than -40°C, which helped cool the surface air mass and lower temperatures. The situation coincided with the sudden activity of the polar vortex during this month, which helped cause polar depressions during July in Iraq.

The study dealt with the karst phenomena of Mama Kula Mountain in Raniya District, which is administratively affiliated to Sulaymaniyah Governorate. It has an area of (31) km2, and has diverse natural characteristics that have a prominent impact in shaping karst phenomena. The most important of these karst phenomena are (caves, springs, karst pits, caverns, beehives, limestone striations, and dissolution sinkholes) that are located within elevations ranging between (511-1629 m) above sea level. The study clarified the risks of karst on human activity in the study area. This research can be considered a simple contribution to the field of knowledge in the field of geomorphology, in addition to the importance of karst phenomena for tourism and construction in Raniya District. The study relied on field visits to the study area and topographic maps to determine the location of each karst phenomenon and measure its height, in addition to conducting interviews with residents of the study area to obtain information, and using scientific library sources on karst geomorphology. The results of the research proved that the formations Rocky terrain has a significant impact on the formation of karst phenomena, represented by limestone rocks (calcium carbonate) and gypsum rocks (calcium sulfate), which are characterized by their exposure to dissolution and decomposition, and their high porosity, which makes them vulnerable to weathering and rapid collapses. In addition, the purity of limestone affects the dissolution process, while the low purity rate and the increase of impurities reduce the dissolution process, and this is an inverse relationship. In addition, the study showed that there is a relationship between the distribution of karst phenomena and the natural characteristics of the study area.

This study presents an expanded analytical reading of Arab-Islamic geographical thought by examining the methodological foundations and environmental perspectives found in the works of three prominent Muslim geographers: al-Idrisi, al-Mas‘udi, and al-Maqdisi. The research adopts a descriptive–analytical and comparative approach to explore how classical geographical texts can contribute to understanding contemporary environmental challenges.
The findings reveal that the concepts of stewardship (istikhlāf), balance (mīzān), and cultivation (ʿimārah) constitute an integrated epistemological and ethical framework capable of interpreting modern environmental issues such as climate change, desertification, water scarcity, and unplanned urban expansion. The analysis further shows that al-Idrisi laid early foundations for regional geography through his correlation of climate and natural resources; al-Mas‘udi offered advanced explanations of environmental dynamics and natural phenomena; and al-Maqdisi provided an early urban-environmental perspective linking settlement patterns with ecological conditions.
The study concludes that Arab-Islamic geographical heritage holds significant potential for application within modern environmental policy—particularly in water management, combating land degradation, sustainable urban planning, and environmental ethics. It recommends integrating this intellectual heritage into contemporary curricula and sustainability programs due to its scientific and ethical value in supporting environmental decision-making.

The current study aims to determine the effectiveness of a psychodrama-based educational program in improving reading skills among special education students. The research population consisted of (881) male and female students and the research sample consisted of (10) students, that was selected by using a simple random method. The researcher constructed a reading proficiency test according to scientific procedures and steps, then verified its psychometric properties. As well as developed a psychodrama-based program to improve reading skills among special education students, based on Moreno's theory. The program was implemented, and the results were as follows:
1. Special education students suffer weak reading skills.
2. The independent variable (the psychodrama-based educational program) has a clear effect on the dependent variable (reading skill), as demonstrated by the results of the Wilcoxon test to test the significance of differences before and after implementing the educational program.
3. The independent variable (the educational program based on psychodrama) has a clear effect on the dependent variable (reading skill), as shown by the result of the Mac-Guigan equation to test the significance of the difference between the post-test and the follow-up (post post-test) test. The researcher also reached set of conclusions, recommendations, and proposals.

This research focuses on analyzing the geomorphological changes that have occurred in the Hamad Al-Tajat Valley basin using Geographic Information Systems (GIS) and remote sensing techniques. The study represents an attempt to understand how natural and human factors have influenced the formation and development of surface features within the basin.The study relied on satellite imagery, Digital Elevation Models (DEM), and both historical and contemporary topographic maps to compare changes in geomorphological characteristics such as drainage networks, erosion patterns, land use transformations, and vegetation cover changes. Spatial and statistical analysis tools within the GIS environment were used to identify areas of change and interpret their causes.The results revealed significant changes in the valley network and surface drainage over recent decades, due to human activities such as agriculture and grazing, as well as climate changes that affected rainfall amounts and surface runoff patterns. The study also showed an expansion in erosion-prone areas and a decline in some aspects of the natural vegetation cover.The research concludes that GIS is an effective tool for accurately monitoring and analyzing geomorphological changes and aids in developing future strategies for natural resource management and environmental planning in arid and semi-arid regions like the Hamad Al-Tajat Valley.

Rivers are considered one of the sources of fresh water for humans and living organisms in particular and for economic activities in general, as the increase in the values of the environmental elements of fresh water has been polluted due to various human activities, which leads to the pollution of the important resource for living organisms, which negatively affects human health and its various uses in its economic work by increasing its values of ions due to organic and inorganic pollutants released into the waters of the Battar River through drainage (agricultural and sanitary) whether from agricultural lands or residential areas established on its banks in addition to the Tigris River laden with sediments, salts and pollutants that feed the study area. The results of the analysis of the Battar River water samples showed that they exceeded the standards and specifications for the sites and their elements during the months of (K2 and July) through their use for drinking water, the aquatic environment, irrigation, industry, construction and construction, and for some special classifications as irrigation standards such as sodium adsorption ratio (SAR), permeability index (Pl) and sodium percentage (Na%) to clarify the impact of water on human health and economic activities.

Violating the design and basic plans in Iraqi cities in general and the city of Kut in particular is a clear violation of the sanctity of the regime and the prestige of the prevailing law. This is due to many reasons, including the weak level of awareness among many citizens who believe that encroaching on public property restores their private property. The research aims to shed light on the violations occurring at the basic core of the city of Kut. Which was subjected to various cases of transgression, whether commercial, residential, or changing land uses, which amounted to (1,771) cases of transgression. It became clear that some of the transgressions occur from the state and its institutions, and others occur from citizens, and the transgressions resulted in impacts and problems on the environmental aspects, services, and aesthetic view of the city.

This study examines the role of groundwater in supporting rural settlement in Al-Dujail District from a hydrogeological and geographical perspective. The research relies on field observations, well data, and structured interviews with local residents to understand how groundwater availability influences rural stability. The findings indicate that groundwater represents a primary driver for agricultural activity and rural settlement sustainability in the district, particularly in areas where surface water is insufficient. The study emphasizes the need for sustainable groundwater management to enhance rural resilience under current climatic and human pressures.

This study aims to investigate the relationship between social anxiety and childhood trauma among fifth-year preparatory students. The descriptive correlational approach was employed to analyze the association between these two variables. The research sample consisted of 150 male and female students from preparatory schools Anbar Fallujah education department Governorate. The researcher applied a Social Anxiety Scale (developed by the researcher), which comprises 30 items, along with the Childhood Trauma Scale (Bernisten et al., 2003), consisting of 28 items. The study findings indicate a significant correlation between social anxiety and childhood trauma among the sample, suggesting that early traumatic experiences contribute to heightened levels of social anxiety in students. Additionally, the results reveal statistically significant differences in responses to the Social Anxiety Scale based on gender, with females exhibiting higher levels of social anxiety compared to males. Furthermore, the study identified significant differences in responses to the Childhood Trauma Scale based on gender, showing that females have experienced higher levels of childhood trauma than their male counterparts.

This research aims to investigate the impact of using scenario-based learning on students’ achievement in the subject of teaching methods and the development of planning skills among students of the College of Education for Humanities. The research sample consisted of 64 students who were randomly selected, with 31 students assigned to the experimental group and 33 to the control group. The experimental group was taught using scenario-based learning, while the control group continued with the traditional instructional method. The researcher utilized an achievement test to measure students’ knowledge in the teaching methods course and designed a skill-based test to assess their planning skills. To analyze the research data, the researcher employed the Statistical Package for the Social Sciences (SPSS) using statistical tools appropriate for the study variables.
The study yielded the following key result:
• The scenario-based learning strategy positively influenced students' achievement in the teaching methods course, which consequently led to an improvement in their planning skills, as observed in the post-test results of the experimental group.
In light of these findings, the researcher presented a set of conclusions, recommendations, and suggestions for further research.

The current research aims to identify (the effectiveness of the speed-response strategy in the achievement of fifth-grade primary school students in Arabic grammar) and the researcher relied on an experimental design with partial control consisting of two experimental and control groups with a post-test. The research community consisted of primary school students in schools affiliated with the Qalaat Sukkar Education Department.The research sample consisted of (60) students from the fifth grade of primary school. The researcher conducted statistical equivalence in a number of variables. The researcher prepared the research requirements represented by an achievement test in Arabic grammar. It consists of (30) test items. The researcher applied the research tool and used appropriate statistical methods. To know the effectiveness of the independent variable (response speed strategy) on the dependent variable (achievement), To achieve the goal of the research, the researcher formulated the null hypothesis (there are no statistically significant differences at the level of significance (0.05) between the average scores of the students in the experimental group who studied according to the speed response strategy, and the students in the control group who studied according to traditional method in the post-achievement test).The researcher's results showed: The fifth grade students in the experimental group who studied according to the speed response strategy outperformed the control group students in the post-achievement test. In light of the research results, the researcher came up with a number of recommendations and proposals.

To achieve the research objective, the researcher adopted the experimental approach to know the effect of the visual approach on the achievement of fifth grade primary school students in the science subject. The experiment lasted for half an academic year, and the researcher prepared a tool to measure the dependent variable, which was an achievement test consisting of 38items . its validity, reliability, difficulty, and distinctiveness of its items were verified by presenting it to a group 0f experts in teaching methods.
After applying the tool and processing the data using appropriate educational methods the results showed that the experimental group that studied according to the visual approach outperformed the control group that studied according to the traditional method in the achievement test.

This research aims to identify the knowledge of analyzing the biology book for the second intermediate grade according to the dimensions of scientific enlightenment for the academic year 2024 AD. The researcher followed the method of content analysis, which is one of the methods of the descriptive approach, and relied on the explicit idea of recording, and designed a tool for analyzing the content of a special one. It was presented to a group of arbitrators and specialists to meet the conditions of validity and reliability. In its final form, it consisted of two main fields. The first field includes two dimensions, and the second field includes three dimensions, and both include 63 sub-issues. The number of pages analyzed was (60).After completing the analysis and ensuring its validity and reliability using Cooper's equation in addition to using frequencies and percentages for statistical processing, the results and conclusions showed that there is no state of balance between the dimensions of scientific enlightenment, whether in the biology book for the second intermediate grade, and neglecting the dimension of understanding the environmental problems resulting from the biology book completely. The researcher recommended several recommendations and several proposals.

This paper examines William Gibson's Neuromancer (1984) as a foundational text in posthuman literary studies, analyzing how the novel envisions consciousness evolution beyond traditional human limitations. Drawing on posthuman theory, particularly the work of N. Katherine Hayles and Rosi Braidotti, this study explores Gibson's presentation of multiple posthuman consciousness models through key characters: Case's disembodied digital consciousness, Wintermute's distributed artificial intelligence, Armitage's constructed identity, Dixie Flatline's uploaded personality, and Molly's cyborg enhancement. The analysis reveals that Gibson presents posthuman consciousness not as a singular future condition but as a spectrum of possibilities that challenge human/machine, natural/artificial, and individual/collective distinctions. Written during the early 1980s computing revolution, Neuromancer anticipates contemporary debates about artificial intelligence, virtual reality, and digital identity while warning that posthuman consciousness evolution is already underway through our technological choices and digital practices.

Complex sentences constitute a universal feature of human language, characterised by their intricate syntactic structures and diverse types of embedded clauses, thereby establishing them as a focal point in linguistic research. This study employs the Brown and LOB written English corpora to conduct a quantitative analysis of complex sentence frequency across four dimensions: overall usage, genre, language variety (American versus British English), and the types and numbers of subordinate clauses. Key findings reveal that genre significantly influences complex sentence frequency, with the highest usage observed in religious texts, literature, biographies, and essays—attributed to their formal or serious tone—whilst fiction exhibits the lowest frequency. In contrast, language variety demonstrates no statistically significant impact. Notably, both the type and number of subordinate clauses within complex sentences significantly affect their frequency. Contrary to prior studies, relative clauses (in both American and British English) do not rank as the least frequent, thereby challenging existing linguistic assumptions.
