The study aims to find out the role of the electronic computer centers in Iraqi universities in the application of information technologies in university libraries and the impact on the development of technical measures and information services and on the overall research process offered by university libraries represented by the central with is library, and the extent of the relationship between these two institutions (Electronic and Computer Centers and university libraries) and mechanisms of cooperation and coordination between them, and because these institutions are the two directorates within the formations of the university and have common goals in the processing and delivery of information to the university community and researchers using the best information and application techniques, so limited this study to know the reality of information technologies in these institutions were set up two separate lists each included questions from a group directed to managers and officials of both of them as the owners of the experience and the administrative decision and scientific, were these lists adoption as a key tool for data collection was used the percentage of out the results of accurate statistics about the extent of cooperation and coordination between the two sides in this area, has also prepared a list of three questions It directed specifically to the President of the Library and information Department at Al-Mustansiriya University in order to know the role of the department in the education and training of students on the use of information technologies and their applications.The most important results of this study: 1.There are weaknesses in the coordination and cooperation processes between electronic computer centers in Iraqi universities and between returning to tack universities in the field of information technology applications library. The majority of the provisions of Article (2) of the law No. (90) for the year 1994 the function of the electronic computer centers have not been implemented In reality.2.There is a kind of cooperation between the Computer Centers and the university library in the field of maintenance of computers, networking is not.The most important recommendations of the study were:1. Supplement the university libraries workers in the field of information technology applications in the competencies that have prior experience in dealing with these applications so that they can implement the various actions that may be required of them.2. Workshop continues the link between university libraries and centers of electronic computers to find out the needs of those libraries to contribute to the creation of complimentary between the needs of libraries and applications provided technical computing centers.

This study aimsat identifying the most important international classifications of universities and identifying the ranking of Iraqi universities locally, Arab and internationally. The study comes out with the following results:1. Involving the University of Baghdad in four international classifications: Webometrics, QS, 4ICUS and Scimago.2. The occupation of the University of Baghdad ranks advanced at the local level, while it ranks at the end of the Arab and global levels.
