Abstract
This research were made to check the extent of existence negative
behavior like sexual harassment Exercised by some lecturers toward female
studentsat universities and in particular the inhabitants in the interior sections
and the extent of possibility of providing mechanisms to reduction negative
behavior by building electronic system which specially designed to helps
deter deviant behavior. research start out from the problem was elaborated
through checklist design and distributed on female students inhabitants in the
interior sections of the study community universities in order to identify the
extent of exposure's or their colleagues to the behavior sexual harassment by
some lecturers. It was also study the variable of organizational culture as a
moderating ,reactive variable in the relationship between the main variables
of research (the electronic system-building requirements, and the mechanisms
of reduce the behavior sexual harassment) by assuming the diversity of
organizational culture from the one university to another and its impact on the
behavior harassment on one hand and the possibility of electronic system
application On other hand .Both sides have been adopted in this research
specialization first side in exploratory study to diagnose the extent of exposure

harassment behavior by some of the lecturers, the outcome of the pilot study
which helped to shape problemand profiling it clearly .the another side of the
research has been devoted to measure the impact of requirements to building
the electronic system in the mechanisms of reduce the behavior of sexual
harassment and whether there is an interactive effect (moderating) of
organizational culture on the relationship between the proposed system and
the behavior of sexual harassment. Questionnaire was adopted as a tool in the
field-side data collection and identified study sample by (40) of the deans in
three universities of study population .researchout the conclusion, most
notably is rejected all the main and branch null hypotheses and acceptance of
alternative hypotheses of the study represent of existence of a variety of sexual
harassment by some lecturers toward female students, also exist the possibility
to executed electronic system specially design to reduce this behavior
