Abstract

يشكل التنويع الاقتصادي احد الركائز المهمة لنمو وتطوير اقتصاد أي دولة كونه يخلق قاعدة انتاجية متنوعة تؤدي الى تنوع الناتج المحلي الاجمالي والصادرات والايرادات وبالتالي تنوع مصادر الدخل وهذا يساعد الدول في مواجهة الأزمات الاقتصادية, ولتحقيق ذلك فإن العراق يعد أحد الدول التي تحتاج الى تبني وتطبيق استراتيجية حقيقية وواقعية تسهم في مواجهة ضعف تنويع اقتصاده بسبب التحديات المتمثلة بالاختلالات والتشوهات في هيكله الاقتصادي وتجارته الخارجية نتيجة اعتماده على مورد وحيد للدخل المتمثل بعوائد النفط وعدم استغلال الفائض من تلك العوائد المالية في تطوير القطاعات الأخرى غير النفطية بالرغم من وفرة الموارد الطبيعية والبشرية

Abstract

The misery index is considered important because it determines the general policy of any economy, which reveals two problems that no country is free from, which raises concern among many economists because it measures the quality or poor performance of the economy and the well-being of its citizens. During the seventies, unemployment and inflation rates rose, which led to the phenomenon of stagflation at that time. This has contributed to increasing interest in economic misery indicators and searching for the reasons for the high rates of unemployment and inflation and working to address them to reduce rates of misery. Therefore, the Okun Index has undergone many modifications. The first modification was made in 1999 by the economist at Harvard University (Robert Barro) by adding more aspects of economic performance. The reasons for selecting the sample countries are due to the relationship between economic misery indicators and economic, social and political factors, and their direct impact on the well-being of individuals in all societies and the deepening and spread of the phenomenon of poverty. In the Iranian economy, the Iranian economy faces major economic challenges as a result of international sanctions, despite its possession of primary resources, such as inflation and the collapse of the value of the local currency. Abstract

يعتبر مؤشر البؤس الاقتصادي مؤشراً مهماً جداً في تحديد السمات العامة لاقتصاد أي دولة، فهو يشكل مشكلة لا تخلو منها أي دولة سواء متقدمة أو نامية، بل تعاني الدول النامية بشدة من البؤس الاقتصادي، فهو يشكل مصدر قلق أكبر بكثير من الدول المتقدمة، فخلال فترة السبعينات ارتفعت معدلات البطالة والتضخم الامر الذي أدى الى حدوث ظاهرة الركود التضخمي آنذاك، فكان لدى المستهلكين أموال قليلة الا ان ارتفاع معدلات الأسعار أدى الى ارتفاع معاناة الافراد، وهو اسهم في زيادة الاهتمام بمؤشرات البؤس الاقتصادي والبحث عن أسباب ارتفاع معدلات البطالة والتضخم والعمل على معالجتها لتخفيف معدلات البؤس، مما دفع الباحثين إلى وضع مؤشر اوكن الى تعديلات عديدة وقد وضع أول تعديل عام (1999) من قبل الخبير الاقتصادي في جامعة هارفارد (روبرت بارو) ابتكر مؤشراً للبؤس لتقييم رؤساء الدول بعد الحرب العالمية الثانية من خلال إضافة المزيد من جوانب الأداء الاقتصادي والمتمثلة في بيانات النمو الاقتصادي وأسعار الفائدة. وفي عام 2011 اقترح الخبير جونز الية لتطوير مؤشرات البؤس حيث استخدم تعادل الناتج المحلي الإجمالي الحقيقي للفرد ثم طرح منه مجموع معدلات البطالة والتضخم وأسعار الفائدة ، كما أشار هانكي الى قائمة عالمية نشر فيها مؤشرات للبؤس الاقتصادي استخدم فيها 95 دولة يقيس خلاله البؤس والسخط العام الناتج عن هذه المعدلات. مؤشر البؤس الاقتصادي هو مؤشر يستخدم لتحديد مدى الأداء السيئ أو الجيد للاقتصاد ومدى الرفاهية الاقتصادية لمواطني الدولة، ويشير ارتفاع هذا المؤشر إلى تراجع النشاط الاقتصادي وانخفاض الاستهلاك، مما يؤدي إلى زيادة الأعباء الاقتصادية والاجتماعية على المواطنين. فإن التغييرات بمؤشر البؤس الاقتصادي تتباين للإشارة على مستوى رفاهية المجتمع وقيمة مؤشر البؤس الاقتصادي قد استخدم للتبؤ بالفقر والجريمة ومعدلات الانتحار وغيرها ، ومن هنا يمكن ربط الفقر بالبؤس من خلال ان حالات الفقر التي يعاني منها الافراد تدل على انعدام ضروريات الحياة وفي هذه الحالة يفقد الفرد جميع مقومات الحياة ويعاني من بؤس شديد أي ان البؤس هو اقصى درجات الفقر . وتم اختيار بعض الدول لمعرفة حالات البؤس الاقتصادي مع الاشارة للعراق وكيف افضت الحالة الى عدم تحقيق الهدف الاول المتمثل بالقضاء على الفقر في اجندة التنمية المستدامة.

Economic diversification strategies in Iraq and their role in achieving sustainable economic development

Abstract

This research aims to examine economic diversification strategies in Iraq and analyze their role in achieving sustainable economic development. Iraq’s economy heavily depends on the oil sector as the primary source of revenue, making it vulnerable to global oil price fluctuations and economic crises. Data show that while the real GDP followed an upward trend between 2014 and 2022, the contribution of other economic sectors to GDP did not significantly change. The mining and quarrying sector remained the largest contributor, accounting for 52.61% of GDP in 2014 and increasing to 61% in 2022. In contrast, the banking and insurance sector had a very limited contribution, decreasing from 0.99% in 2014 to 0.53% in 2022.Iraq’s rentier economy, with its heavy reliance on oil revenues and weak productive sectors, remains highly exposed to external shocks. Therefore, the study recommends rehabilitating the productive sectors—particularly agriculture, industry, and tourism—along with all related supporting sectors. One of the most critical aspects of this process is developing a solid infrastructure base, which is essential for the success of any economic initiative. The study also encourages forming partnerships with foreign institutions and learning from the successful experiences of other countries in economic diversification.

يهدف هذا البحث إلى دراسة استراتيجيات التنويع الاقتصادي في العراق ودورها في تحقيق التنمية الاقتصادية المستدامة، في ظل الاعتماد الكبير على قطاع النفط كمصدر رئيسي للإيرادات، مما يجعل الاقتصاد العراقي عرضة لتقلبات أسعار النفط العالمية والأزمات الاقتصادية. أظهرت البيانات أن الناتج المحلي الإجمالي بالأسعار الثابتة اتخذ مسارًا تصاعديًا خلال الفترة (2014–2022)، إلا أن مساهمة القطاعات الاقتصادية في تكوينه لم تشهد تغيرًا جوهريًا. فقد حافظ قطاع التعدين والمقالع على كونه المساهم الأكبر، حيث تراوحت مساهمته بين 52.61% في عام 2014 و61% في عام 2022، بينما بقيت مساهمة قطاع البنوك والتأمين ضعيفة جدًا، إذ انخفضت من 0.99% إلى 0.53% خلال نفس الفترة. ويُعد الاقتصاد العراقي اقتصادًا ريعيًا يعتمد بشكل كبير على النفط، مع ضعف واضح في مساهمة القطاعات الإنتاجية، مما يجعله هشًا أمام الصدمات الخارجية. وعليه، يوصي البحث بإعادة تأهيل القطاعات الإنتاجية، لاسيما الزراعة، الصناعة، والسياحة، وتعزيز البنية التحتية عبر شراكات مع مؤسسات أجنبية، والاستفادة من تجارب الدول الناجحة في التنويع الاقتصادي لتقليل الاعتماد على النفط كمصدر رئيسي للناتج المحلي الإجمالي.

Abstract

This research aims to examine the relationship between financial sustainability indicators in Iraq and their impact on poverty rates as one of the sustainable development indicators. Despite Iraq's possession of substantial financial resources, poverty rates remain high, necessitating an investigation into the influence of fiscal policies on achieving sustainable development goals.Using a quantitative analytical methodology based on annual data, the study incorporates financial sustainability indicators, including the public debt-to-GDP ratio, the tax gap, the budget deficit/surplus-to-GDP ratio, the oil revenue-to-total revenue ratio, and the public revenue-to-public expenditure ratio. The ARDL model was applied to test the relationship between these variables and the poverty rate. The results revealed a statistically significant relationship between financial sustainability indicators and poverty, with each indicator having a varying degree of influence. The findings showed that the budget deficit and public debt ratio have a negative impact on poverty, while sustainable public revenues contribute positively to social well-being. The research also highlighted the Iraqi economy’s sensitivity to fluctuations in oil revenues, underscoring the need for fiscal reforms that promote economic diversification and reduce reliance on oil income.The study concluded that achieving financial sustainability significantly contributes to reducing poverty rates, whereas fiscal deficits and rising public debt diminish social spending and exacerbate poverty.The research recommends the development of balanced fiscal

Enabling tax policy to achieve social justice and alleviate poverty in Iraq

Abstract

This research aims to review the mechanisms through which tax policy is directed towards the social objectives of justice to alleviate poverty in Iraq. In order to achieve this goal, the extractive approach based on the general theoretical basis for accessing special applied foundations has been relied upon. This is required to use the analytical descriptive method through analysis of tax and customs revenue data with analysis of the tax burden and the optimal tax rate, as well as analysis of Iraq's cash transfer and poverty data for the period (2022-2003). The research concluded that Iraq's fiscal policy had not contributed to social justice and thus reduced poverty rates owing to the widening inequality in income distribution because of the decline in remittances contributing to the redistribution of income with the disruption of the fiscal structure and the weak technical regulation of taxation, which reflected the widening poverty in the country. Therefore, an important mechanism in the direction of tax policy is the maintenance of progressive taxes on the incomes of high-income individuals, allowing for the elimination of disparities between strata of society. This approach promotes social justice and provides additional resources to finance social programmers such as social remittances, education and health... and others, which directly benefit the country's poor.

يهدف هذا البحث الى استعراض الآليات التي يتم من خلالها توجيه السياسة الضريبية نحو الأهداف الاجتماعية المتمثلة في العدالة بغية التخفيف من حدة الفقر في العراق، ولتحقيق هذا الهدف تم الاعتماد على المنهج الاستنباطي المبني على الأسس النظرية العامة للوصول الى الأسس التطبيقية الخاصة، وتطلب ذلك استخدام الأسلوب الوصفي التحليلي من خلال تحليل بيانات الإيرادات الضريبية والكمركية مع تحليل العبء الضريبي والسعر الضريبي الأمثل، فضلاً عن تحليل بيانات التحويلات النقدية والفقر في العراق للمدة (2022-2003). وقد توصل البحث الى نتيجة مفادها أن السياسة الضريبية في العراق لم تسهم في تحقيق العدالة الاجتماعية ومن ثم خفض معدلات الفقر بسبب أتساع التفاوت في توزيع الدخول نتيجة انخفاض المبالغ التحويلية التي تسهم في إعادة توزيع الدخل مع اختلال الهيكل الضريبي وضعف التنظيم الفني للضرائب، مما انعكس على اتساع الفقر في البلد. لذلك فإن أحد الاليات المهمة في توجهات السياسة الضريبية تتمثل في الإبقاء على الضرائب التصاعدية على دخول الأفراد ذوي الدخل المرتفع، مما يسمح بإزالة الفوارق بين طبقات المجتمع. هذا النهج يعزز العدالة الاجتماعية ويوفر موارد إضافية لتمويل البرامج الاجتماعية مثل التحويلات الاجتماعية والتعليم والصحة ... وغيرها، التي تعود بالنفع المباشر على الفقراء في البلد.

Analysis of Investment Indicators in Poverty Alleviation and Sustainable Development: A Case Study on( Ashur Bank(

Abstract

This research aims to analyze investment indicators in combating poverty and achieving sustainable development, with a focus on Ashur Bank as a case study. A descriptive and analytical methodology was used to study the investments provided by the bank during the period 2019-2023, and to evaluate their alignment with the Sustainable .Development Goals (SDGs) and their impact on local communities. The results showed that Ashur Bank primarily invested in sectors such as education, health, infrastructure, small and medium enterprises (SMEs), and renewable energy. These investments contributed to improving the living standards of more than 600,000 people and reducing poverty. Additionally, the alignment of investments with Goal 4 (Quality Education) reached 90%, and with Goal 3 (Good Health and Well-being) reached 85%. However, the investments face challenges related to weak monitoring mechanisms, lack of transparency, and high costs of implementing environmental projects. يهدف هذا البحث إلى تحليل مؤشرات الاستثمار في مكافحة الفقر وتحقيق التنمية المستدامة، مع التركيز على مصرف أشور كحالة دراسية. تم استخدام المنهج الوصفي والتحليلي لدراسة الاستثمارات التي قدمها المصرف خلال الفترة 2019-2023، وتقييم مدى توافقها مع أهداف التنمية المستدامة (SDGs) وتأثيرها على المجتمعات المحلية. أظهرت النتائج أن مصرف أشور استثمر بشكل رئيسي في قطاعات التعليم، الصحة، البنية التحتية، المشاريع الصغيرة والمتوسطة، والطاقة المتجددة. ساهمت هذه الاستثمارات في تحسين مستوى معيشة أكثر من 600,000 شخص وخفض معدلات الفقر. كما بلغت نسبة توافق الاستثمارات مع الهدف الرابع (التعليم الجيد) 90%، ومع الهدف الثالث (الصحة الجيدة والرفاه) 85%. ومع ذلك، تواجه الاستثمارات تحديات تتعلق بضعف آليات المتابعة، نقص الشفافية، وارتفاع تكاليف تنفيذ المشاريع البيئية. بناءً على النتائج، يوصي البحث بتعزيز الاستثمارات البيئية، تحسين آليات التنفيذ والمتابعة.

Abstract

The fundamental changes that have occurred in the global economy since the beginning of the seventies to the present time explain most of the fluctuations in the sources of external financing for developing countries, and the increase in the relative importance of foreign direct investment. Among these changes is a strong move towards the market system, liberalization of trade and investment systems, and increased integration into the global economy in which developing countries participated, after trade freedom and attracting foreign investment represented a factor of uncertainty and a source of instability for most developing countries. Thus, developing countries began to prepare the legal and economic environment for moving towards a market economy and trade openness, and to put in place a set of structural reform programs in their economies and to enact laws to remove trade barriers and cancel trade restrictions.

The Role of Complementary Currencies in Reducing Unemployment in Iraq: A Prospective Study

Abstract

The research aimed to demonstrate the role of complementary currencies in reducing unemployment in Iraq by enhancing the GDP and achieving economic stability. The researchers used the qualitative approach in collecting primary data and analysing it using semi-structured interviews (telephone interviews), Six Islamic banks were invited as a case study for the interview, The number of responding banks was two Islamic banks (Islamic Advisor for Investment and Finance, Arab Islamic), Two employees with managerial responsibilities (Retail Banking Department, Products Department) were selected from each bank, and their opinions were surveyed according to pre-organized questions that were consistent with the nature of the research. The researchers concluded that there is knowledge of initiatives to adopt complementary currencies by existing institutions in the world, There are challenges facing the use of complementary currencies, the most important of which are technical issues, societal culture and organization, Complementary currencies have a role in reducing unemployment in Iraq by activating private sector projects, There are future prospects for implementing complementary currencies in Iraqi society in the event of coordination between the Central Bank of Iraq and civil society organizations to draw up laws and policies that serve the interests of society and do not affect the country's monetary policy. The researchers recommend the necessity of benefiting from the experiences of countries in using complementary currencies to know the economic and social feasibility and how central banks dealt with their presence due to their important role in achieving economic stability and increasing the country's GDP, The literature that addressed this topic is scarce and for the purpose of spreading the culture of knowledge about complementary currencies, it is possible to address it in other sectors such as the industrial and commercial sector in Iraq.

هدف البحث الى بيان دور العملات المكملة للحد من البطالة في العراق من خلال تعزيز الانتاج المحلي وتحقيق الاستقرار الاقتصادي. استخدم الباحثان المنهج النوعي في جمع البيانات الاولية وتحليلها باستخدام اسلوب المقابلات شبه المنظمة (المقابلات التلفونية)، تم دعوة 6 مصارف اسلامية دراسة حالة للمقابلة، عدد المصارف المستجيبة مصرفين اسلاميين (المستشار الإسلامي للاستثمار والتمويل، العربية الإسلامي)، تم اختيار من كل مصرف موظفان ذو مسؤولية مدير (قسم صيرفة التجزئة، قسم المنتجات)، واستطلاع آرائهم حسب أسئلة منظمة مسبقا بما يتلاءم مع طبيعة البحث. استنتج الباحثان هنالك معرفة على مبادرات تبني العملات المكملة من قبل المؤسسات الموجودة في العالم، هنالك تحديات تواجه استخدام العملات المكملة واهمها قضايا تقنية وثقافة مجتمعية وتنظيمية، للعملات المكملة دور في الحد من البطالة في العراق من خلال تنشيط مشاريع القطاع الخاص، هنالك افاق مستقبلية لتطبيق العملات المكملة في المجتمع العراقي في حال التنسيق ما بين البنك المركزي العراقي ومنظمات المجتمع المدني لرسم القوانين والسياسات التي تخدم مصالح المجتمع وعدم التأثير على السياسة النقدية للبلاد. يوصي الباحثان ضرورة الاستفادة من تجارب الدول لاستخدامها العملات المكملة لمعرفة الجدوى الاقتصادية والاجتماعية وكيف تعاملت البنوك المركزية مع وجودها لما لها من دور مهم في تحقيق الاستقرار الاقتصادي وزيادة الانتاج المحلي في البلاد، لقلت الأدبيات التي تناولت هذا الموضوع ولغرض نشر ثقافة المعرفة بالعملات المكملة فبالإمكان تناوله في قطاعات اخرى كالقطاع الصناعي والتجاري في العراق.

Abstract

This study aims to examine the extent of electronic banking service usage and its impact on financial inclusion. Adopting a descriptive-analytical approach، the researcher developed a questionnaire distributed to a randomly selected sample of 60 employees in Iraqi commercial banks، of which 53 were returned and 6 excluded. Statistical analysis using SPSS revealed that commercial banks exhibit higher levels of financial inclusion in offering services such as savings، credit، insurance، and digital payments compared to governmental banks، reflecting a more advanced orientation toward financial inclusion. The study recommends that Iraqi commercial banks adopt greater financial innovations to align with global banking trends، overcome existing constraints، and expand service offerings to diverse customer segments..

هدف هذه الدراسة إلى التعرف على مدى استخدام الخدمات المصرفية الإلكترونية وأثرها في الشمول المالي. اعتمد الباحث المنهج الوصفي التحليلي، وقام بتطوير استبانة ووزعها على عينة عشوائية مكونة من 60 موظفًا وموظفة في البنوك التجارية العراقية، استرجع منها 53 واستبعدت 6 منها.
اضهر التحليل الإحصائي باستخدام SPSS أن البنوك التجارية تحقق مستويات أعلى من الشمول المالي في تقديم خدمات مثل الادخار، الائتمان، التأمين، والدفع الرقمي مقارنة بالبنوك الحكومية، مما يعكس توجهًا أكثر تقدمًا في تطبيق الشمول المالي. وأوصت الدراسة بضرورة تبني البنوك التجارية العراقية مزيدًا من الابتكارات المالية لمجاراة القطاع المصرفي العالمي، والتغلب على القيود المفروضة، وتوسيع العروض المقدمة لمختلف شرائح العملاء.

Abstract

This study addresses the phenomenon of women’s illiteracy in Iraq as one of the most critical social issues contributing directly to the exacerbation of multidimensional poverty. It explores the reciprocal relationship between illiteracy and poverty, particularly in light of Iraq’s ongoing economic and social transformations. The study is based on the hypothesis that the persistence of female illiteracy deepens poverty, despite governmental strategies, thus requiring integrated legislative and societal interventions. The research aims to analyze the root causes of the widespread illiteracy among women and explore effective mechanisms for addressing it through education and empowerment. It highlights the importance of combating female illiteracy as a tool to reduce poverty and promote sustainable development, especially in the context of the United Nations 2030 Sustainable Development Goals (SDGs), specifically Goal 1 (No Poverty), Goal 4 (Quality Education), and Goal 5 (Gender Equality). The study adopts an inductive-analytical methodology and relies on data from the Multiple Indicator Cluster Survey (2018), administrative records, and the 2023 Iraq Socio-Economic Household Survey. The findings indicate that cognitive empowerment of women is essential for addressing chronic poverty, and that illiteracy significantly hinders women’s socio-economic participation, particularly in rural areas.The study recommends the development of a comprehensive national strategy to eradicate female illiteracy, rooted in principles of social justice and gender equality. It also calls for integrating this effort into broader poverty reduction policies and sustainable development strategies.

يتناول هذا البحث ظاهرة أمية النساء في العراق، بوصفها إحدى الظواهر الاجتماعية الخطيرة ذات الانعكاسات المباشرة على تفاقم الفقر متعدد الأبعاد، وتركّز على العلاقة التبادلية بين الأمية والفقر، خاصةً في ظل ما يشهده العراق من تحولات اقتصادية واجتماعية. ينطلق البحث من فرضية مفادها أن استمرار أمية النساء يسهم في تعميق الفقر، بالرغم من وجود الاستراتيجيات الحكومية، مما يستوجب تدخلات تشريعية ومجتمعية متكاملة. يهدف البحث إلى تحليل أسباب اتساع أمية النساء، وتحديد سبل معالجتها عبر التعليم والتمكين، مع توضيح أثر ذلك في الحد من الفقر وتعزيز التنمية المستدامة، لا سيما في ضوء أهداف التنمية المستدامة 2030، لا سيما الهدفين الأول (القضاء على الفقر) والرابع (جودة التعليم) والخامس (المساواة بين الجنسين).اعتمد البحث على المنهج التحليلي الاستقرائي، واستند إلى بيانات المسح العنقودي متعدد المؤشرات 2018، والسجلات الإدارية، والمسح الاجتماعي والاقتصادي لعام 2023. خلص البحث إلى جملة من الاستنتاجات، أبرزها أن التمكين المعرفي للمرأة يعد مدخلاً حيوياً لمعالجة الفقر المستدام، وأن الأمية تؤثر سلباً على المشاركة الاقتصادية والاجتماعية للنساء، خاصة في المناطق الريفية. ويوصي البحث بوضع استراتيجية وطنية متكاملة لمحو أمية النساء، تستند إلى مبادئ العدالة الاجتماعية والمساواة، وتأخذ بنظر الاعتبار الأبعاد الثقافية والاجتماعية والاقتصادية المتداخلة، وربط ذلك بسياسات مكافحة الفقر وتحقيق التنمية المستدامة.

Abstract

The research aims to show the level of economic complexity in Iraq for the period (2004-2018) based on the (Herfindahl-Hirschman) index and the period of its contribution to the gross domestic product with regard to the economy (industrial - agricultural - service - tourism - oil) and the percentage of its contribution to the permissible domestic product The research concluded that the Iraqi economy suffers from the dominance of rentier dependency, which led to the marginalization of other economies and a relative decline in their contribution to (GDP) and this union. This is evidenced by crises and structural imbalances in the economy. In addition to the challenges that hinder the process of achieving economic diversification, represented by the high level of corruption, the collapse of infrastructure, weak human capital, and the dominance of the public sector. At the same time, solutions were identified to address these challenges by activating the role of the main non-oil economic sectors, enhancing the role of the private sector, and the necessity of establishing a sovereign fund as mechanisms. يهدف البحث الى بيان مستوى التنويع الاقتصادي في العراق للمدة(2004-2018) بالاعتماد على مؤشر(هيرفندال-هيرشمان) لقياس مدى تنويع الاقتصاد العراقي فيما يخص القطاعات الاقتصادية(الصناعي-الزراعي-الخدمي-السياحي-النفطي) ونسبة مساهمتها في الناتج المحلي الإجمالي, وخلص البحث ان الاقتصاد العراقي يعاني من هيمنة التبعية الريعية مما ادى الى تهميش القطاعات الاقتصادية الاخرى وتراجع نسب مساهمتها في(GDP) وهذا جعله عرضة لحدوث أزمات واختلالات هيكلية في اقتصاده, فضلاً عن التحديات التي تعرقل عملية تحقيق التنويع الاقتصادي والمتمثلة بارتفاع حجم الفساد وانهيار البنى التحتية وضعف رأس المال البشري وهيمنة القطاع العام, وتم في الوقت نفسه تحديد الحلول المتعلقة بمعالجة هذه التحديات بتفعيل دور القطاعات الاقتصادية الرئيسية غير النفطية وتعزيز دور القطاع الخاص وضرورة انشاء صندوق سيادي كآليات لتحقيق التنويع الاقتصادي.

Abstract

This research aims to study the public's exposure to the content of satellite television programs as a source of economic information, and to determine the relationship between the information they receive and their consumer awareness, as well as the factors influencing this awareness. The field study was conducted on a sample of 200 individuals from the city of Baghdad. A questionnaire was prepared as a research tool, and the data was statistically analyzed. The study concluded that there is a relationship between the economic information the public consumes and their consumer awareness, based on the information they receive that enhances their economic awareness and culture and determines their purchasing needs. The information they seek most is local economic news that touches on people's daily lives. There are also factors influencing consumer awareness, including education, family, and following various media outlets. Significant statistical differences were found among the sample's demographic variables regarding the influence of satellite channels as a source of economic information.

يهدف البحث الى دراسة تعرض الجمهور لمحتوى برامج القنوات الفضائية التلفزيونية كمصدر للمعلومات الاقتصادية وتحديد العلاقة بين ما يحصلون عليه من معلومات بوعيهم الاستهلاكي، والعوامل المؤثرة في الوعي الاستهلاكي، واجريت الدراسة الميدانية على عينة مكونة من 200 فردا من مدينة بغداد، وتم اعداد استمارة استبانة اداة للبحث وجرى تحليل البيانات احصائيا وتوصلت الدراسة الى وجود العلاقة بين المعلومات الاقتصادية التي يتابعها الجمهور والوعي الاستهلاكي لديه من خلال ما يحصل عليه من معلومات تزيد من ادراكه وثقافته الاقتصادية وتحدد احتياجاته الشرائية، وان اكثر المعلومات التي يبحث عنها هي اخبار الاقتصادية المحلية التي تمس الحياة اليومية للناس، وان هناك عوامل مؤثرة في الوعي الاستهلاكي منها التعليم والاسرة ومتابعة وسائل الاعلام المختلفة، وتبين وجود فروقات معنوية دالة بين المتغيرات الديموغرافية للعينة نحو تاثير القنوات الفضائية كمصدر للحصول على المعلومات الاقتصادية.

Abstract

Various governments seek through public spending to achieve a set of goals, whether economic or social, and therefore seek through one of its components, especially social spending, to raise the level of the health sector, and Iraq is one of the countries that places it as a major requirement of sustainable development to influence its social dimensions, especially health, to advance the level of Indicators of the health sector in the country. The research relied on the descriptive analytical approach in presenting data and analyzing the results, As it was concluded that the weak percentages of public spending directed towards the health sector, as well as the decrease in the percentage of this type of spending compared to actual public spending, was reflected in the rates of development in its indicators and thus the failure to achieve what the government seeks to raise the level of health services and improve the reality of this sector .

تسعى الحكومات المختلفة من خلال الانفاق العام الى تحقيق مجموعة من الأهداف سواء الاقتصادية ام الاجتماعية، لذلك فأنها تسعى ومن خلال احد مكوناته الا وهو الانفاق على القطاع الصحي الارتقاء بمستوى هذا القطاع وتوفير اهم متطلباته. ويعد العراق واحد من البلدان تضع الإنفاق على القطاع الصحي مطلبا رئيسا من متطلبات التنمية المستدامة للتأثير في أبعادها الإقتصادية والاجتماعية من خلال النهوض بمستوى مؤشرات القطاع الصحي في البلد، وقد اعتمد البحث على المنهج الوصفي التحليلي في عرض البيانات وتحليل النتائج، اذ تم التوصل الى أن ضعف الإنفاق العام الموجه نحو قطاع الصحة، فضلا عن انخفاض نسبة هذا النوع من الانفاق مقارنة مع الإنفاق العام الفعلي قد انعكس على نسب التطور في مؤشراته وبالتالي عدم تحقيق ما تسعى اليه الحكومة في رفع مستوى الخدمات الصحية والارتقاء بواقع هذا القطاع.
