Abstract
This research aims to evaluate the effectiveness of the central library services at the College of Basic Education, at Al-Mustansiriya University, and to measure their impact on supporting the academic community. It seeks to diagnose the current state of library services from the perspective of users (students, faculty, and researchers), analyze their effectiveness in academic, research, and skill-related aspects, develop a validated scientific scale to measure the impact of these services, and propose indicators and recommendations for their improvement. The research employed a descriptive-analytical methodology, and data was collected using a questionnaire consisting of 59 indicators covering various areas such as: (loaning, reference services, the electronic library, databases, the physical environment, and digital services). The research population comprised all faculty members at the College of Basic Education, totaling 658 instructors distributed across 14 departments. A 20% sample of 131 instructors was selected. The data were analyzed using the Statistical Package for the Social Sciences (SPSS) software, employing a range of statistical methods including percentages, frequencies, arithmetic means, standard deviations, Pearson correlation coefficients, and regression analysis. The research yielded several key findings, including:
1. A strong, statistically significant, and positive correlation exists between the effectiveness of library services and the level of user utilization.
2. All aspects of library services demonstrated a strong positive impact on the academic community in its educational, research, skills, and psychological dimensions.
3. Regression analysis results between the effectiveness of library services and the academic community as a whole showed a highly statistically significant positive impact.
The research also offered several recommendations, including:
1. Developing the library\'s digital and electronic services, including improving accessibility to electronic databases and digital platforms, to ensure that the needs of faculty and students across various disciplines are met.
2. Regularly updating and diversifying information resources, both print and electronic, to ensure the availability of up-to-date and reliable sources that support scientific research and academic achievement.
3. Enhance training programs and workshops on using the library and electronic services, focusing on research, retrieval, and documentation skills, to improve the efficiency of academic users
