University education is generally the cornerstone of the advancement of society and the achievement of its goals and aspirations in achieving comprehensive development. The university education, both governmental and private, is the only way for any society that seeks to meet the needs of its members and the requirements of its advancement and progress. It is responsible for preparing human cadres, preparing specialists and scientists, developing the capabilities of individuals and nurturing their talents and putting them in the service of society. However, the unstable conditions that Iraq is currently experiencing have greatly affected the process of university education in general and university education in particular, its role and the extent to which it contributes to social development.
And the importance of this subject and its negative effects on society, the study sought to reveal the obstacles and problems suffered by the civil university education in Iraq, which stand in the way of its contribution to the effective process of social development.
The study was based on a questionnaire that was characterized by honesty and consistency, which was applied in the comprehensive inventory method of the studied society of (725) teachers are the total professors working in private universities in the Middle Euphrates region. The study revealed:
1 - National university education in Iraq suffers from many problems is the lack of teaching staff and instability in the policy of admission of students, and the lack of buildings and classrooms, scientific laboratories and libraries and other necessary supplies.
2 - The study revealed that the university education is characterized by the lack of good planning in the design of educational policies and the lack of coordination between its outputs and the requirements of the market for work, which contributed to the weakening of its contribution to the process of social development at the present time.
3- The study showed that the private education in Iraq suffers from the weakness of the material resources available to it and the weak financial budgets in most of the private universities, which reflected negatively on their scientific performance and the quality and quality of their educational outputs.
4. The conditions of war, occupation and insecurity and the social and economic crises that have resulted from the reality of the civil university education in Iraq have contributed to the destruction of the infrastructure of this sector, undermining the scientific movement and decreasing its contribution to the process of social development. The study recommended that the responsible bodies:
1- To develop a comprehensive plan to address the conditions of university education in order to improve its scientific and educational status in line with the movement of developments and rapid changes in various scientific disciplines according to the needs of actual development and its immediate and future requirements.
2. Work on supporting the universities and the private colleges and fill their needs of shortage of teaching staff and infrastructure such as buildings, classrooms, laboratories and libraries, and work on the development of curricula continuously and linking them to the reality of the community to ensure compatibility between its outputs and the requirements of the labor market because of this significant impact in activating its role in Social development process.

The aim of the research is to identify the effect of the Antostel model on the acquisition of rhetorical concepts among the students in the preparatory stage. To achieve this goal, the researcher formulated the following main hypothesis: There was no statistically significant difference at the level of significance (0.05) between the averages of the research groups in the test of acquisition of post-rhetorical concepts, and from the main hypothesis the researcher formulated the following hypotheses:
1. There is no statistically significant difference at the level of significance (0.05) between the average score of the students of the experimental group who study the rhetoric and the application using the effect of the Antostel model and the average score of the control group students who study the same subject in the usual way in the test of acquisition of post-rhetorical concepts.
2. There was no statistically significant difference at the level of significance (0.05) between the average score of the experimental group students who study the rhetoric and the application using the effect of the Antostel model and the average score of the students of the control group who study the same subject in the usual way in the test of acquisition of post-rhetorical concepts.
3. The experimental groups were superior to control groups and the group was superior to female experimental group.
