Editorial of the second issue of volume seven

The research aims to study the capabilities of information technology in the Oil Exploration Company, also study the creativity, measure and analyze the strength of influence and the correlation between the capabilities of information technology in the company. The research adopted an intentional sample of (160) individuals from the upper, middle and lower administrative level. The research adopted the descriptive analytical approach, using various statistical methods, including weighted means such as, coefficient of variation, relative importance, standard deviations, and correlation coefficient Spearman in the process of analyzing the answers of the sample with its degree of reliability. The research came out with a set of results, including the presence of a direct positive correlation between the independent variable (information technology capabilities) and the dependent variable (creativity and excellence), and the presence of a significant effect of information technology capabilities in creativity and excellence, and that the effect of (information technology capabilities) is directly in (creativity and excellence) As for the employees, they offer suggestions that are characterized by leadership and creativity, but at a small percentage sometimes compared to other paragraphs of excellence, with a relative weight of (75.80%), and the reason is due to the lack of willingness to solve problems and knowledge. And the need to develop an incentive program for activities of an innovative nature to serve and develop the company.

This study aimed to determine the extent of faculty members’ awareness of knowledge management (KM), identify the reality of KM application, and explore the relationship between KM and job satisfaction and job performance. The study was applied in five Saudi universities targeting faculty members working in the Departments of Information Science. The study adopted the quantitative survey method, using a questionnaire to collect data from the study sample consisting of 83 members, through their university emails. The results revealed that Saudi universities apply KM to a large extent while providing and supporting its implementation and benefiting from it; the faculty members have a great awareness of KM, its processes, importance and benefits for teachers, students, and university; they have a high degree of job performance and satisfaction; in addition, there is a strong positive relationship between KM and both job performance and satisfaction. The importance of the study lies in the fact that it measured both the extent of awareness and application of KM, and the relationship between KM and job satisfaction and performance, in light of the lack of such studies. It also targeted faculty members in information science departments as the knowledge makers and human capital for higher education institutions that play a major role in building the knowledge-based economy.

All service institutions strive with all their efforts to be effective and influential in the society they serve, and in order to achieve this, they must create an organized, advanced work environment. The study aimed to introduce the concept of the work environment, shed light on the infrastructure, confidentiality, security, and potential change strategies provided by cloud computing applications, and identify the components of cloud computing that contribute to developing the work environment at the University of Baghdad. The study followed the descriptive analytical approach and used direct observation and a questionnaire to collect data. The study population consisted of all employees at the Presidency of the University of Baghdad, who numbered (1,743) one thousand seven hundred and forty-three employees, and a purposive sample of one hundred and fifty-four (154) employees was selected. The study reached a number of results, the most important of which are: The administration at the university is steadily seeking to benefit from the services provided by cloud computing by spreading the culture of change towards modern technologies, which in turn has contributed to adapting to changes in the surrounding environment. Cloud computing applications provide a complete virtual infrastructure. A secure storage environment for a huge amount of information, which contributes to solving the problem of the accumulation of priorities and the difficulty of storing, preserving, circulating and retrieving them. The study recommends investing in the services provided by cloud computing in developing the work environment at the university through annual subscription to the service and making the most of everything the service provides in terms of facilities, infrastructure, software, file storage and circulation, which in turn reduces the financial cost in the long term and provides ease, speed and accuracy in completing the job.

The study aims to identify the reality of the Foreign Service Institute Library in terms of the use of technology and electronic systems and measuring the level of information services in line with the unified standards for services, and measuring and analyzing the strength of influence and the relationship between the role of digital technology and its impact on the services of the Foreign Service Institute Library. The descriptive survey method and the case study method were used. The study relied on the digital technology questionnaire scale, which included (5) axes (4) axes, of which included (8) paragraphs, and the fifth axis was a free answer from the beneficiary. The questionnaire was distributed to a deliberate sample, which is actually present in the library, numbering (200) individuals. The study reached several results, including that the website axis came in first place with an arithmetic mean of (3.85), followed by the search and retrieval axis with an arithmetic mean of (3.5), then the electronic services axis for beneficiaries with an arithmetic mean of (3.18), and finally the databases and automated systems axis with an arithmetic mean of (3.18). The study proposed several proposals, including the importance of paying attention to the technical aspect of the library and providing training courses in modern systems. Given the difficulty of relying on experimental systems for several years and building a database that may be subject to stopping or procrastination, the researcher recommended relying on modern advanced systems such as the KOHA system, which was applied experimentally in the library and is among the advanced systems that facilitate the tasks of employees and facilitate the search process and access of beneficiaries to sources. In recent years, the pace of the modern digital information revolution has accelerated in all fields and various activities, especially in the field of libraries and information, where modern technology has contributed to improving the various services provided in the field of academic libraries, especially by providing them better and more accurately to the beneficiaries of those services, so the researcher focused on the digital information services available through the websites of academic libraries in Riyadh region: an analytical study with monitoring of those services provided.

This study aimed to investigate the role of the knowledge society in achieving the sustainable development goals. The Salah al-Din Governorate Planning Directorate, affiliated with the Regional Development Department in the Iraqi Ministry of Planning, was selected as the target study community. The quantitative descriptive and analytical approach was applied to describe and analyze the correlational and influential relationships of the knowledge society variable in achieving the sustainable development goals. The questionnaire was used as a tool for collecting data. The comprehensive survey method was also applied to collect data. (47) questionnaire forms were collected from the target study community. The Statistical Package for Social Sciences (SPSS) version (27) was used to analyze the data and collect the results. The results showed that the overall degree of the availability of the knowledge society is high, as the general arithmetic mean for this variable was (3.80). It also showed that the general level of achieving development goals in the community is medium, as this variable achieved a general arithmetic mean of (2.08). Spearman's correlations and the multiple linear regression equation test showed that there are no significant influential relationships between the knowledge society and achieving development goals. In light of the results, it was recommended to conduct future studies based on adopting the qualitative approach that uses interviews to allow obtaining results that enrich the subject and are more detailed, as it showed a noticeable dispersion in the approval of the variables that were measured. It was also recommended to work on providing the elements of the knowledge society in a suitable and better way than the current situation to activate its role in achieving development goals, as the results showed the ineffectiveness of the elements of the knowledge society in achieving development goals in its current form. For the purposes of future studies, it was recommended to work on expanding the current study model to include other factors that contribute to explaining the occurrence of achieving development goals.

The aim of the research was to identify the reality of information services provided to people with special needs who benefit from the libraries of the University of Diyala, whether faculty members, employees or students, as well as to identify the extent of the ability of information institutions (university libraries) in this university to provide information services, whether traditional or electronic, and the extent of their ability to contribute to supporting this segment. The descriptive analytical approach was used after collecting information by interviewing librarians at the University of Diyala, reviewing their statistics and analyzing the information obtained from them. The research came out with several results, including: The number of categories of people with special needs at the University of Diyala reached (62) individuals (55%) of whom are students and (45%) are faculty members and employees. The percentage of people with disabilities was represented by paralysis of the limbs (66%) of the total number of disabled beneficiaries, and that the central and branch libraries of the University of Diyala suffer from a significant weakness in the field of providing services to people with special needs, in addition to the lack of these libraries to use technical devices that meet the interests of this segment. information services in the General Secretariat of the Central Library of Al-Mustansiriya University in terms of (quality, marketing, customer relationship management, value), as well as their degree of satisfaction with (types of services, professional competence of employees, mastery and quality, speed and time). The study relied on two approaches, the descriptive analytical approach and the case study approach. The sample consisted of (83) beneficiaries, and a set of quantitative methods were used for measurement, including: percentage, arithmetic mean, t-test, chi-square, effectiveness scale, Pearson correlation coefficient, Likert five-point scale and through the statistical program (v.24, SPSS). One of the most important results of the study is that the overall degree of reliability for the variable of beneficiaries' satisfaction with the service (quality, marketing, customer relationship management and value) with a degree of (agree) reached a total arithmetic average of (3.632) and a percentage of (74%). The degree of reliability of the effectiveness of information services in the university central libraries at the level of (average) in the General Secretariat of the Central Library of Al-Mustansiriya University has reached (65%).
One of the recommendations of the study is the necessity for the Central Library of Al-Mustansiriya University to conduct a measurement of the satisfaction of beneficiaries with the use of the information services it provides on a monthly basis at least in order to know and diagnose the strengths and weaknesses of these services. It also recommended the importance of opening up horizons of cooperation between the central libraries of universities to create advanced services to serve their beneficiary communities.

The study aimed to identify the extent of the use of electronic information sources by researchers in medical specialties through analyzing electronic reference citations included in the margins and texts of research published in scientific journals. The study followed the bibliometric analytical approach, the sample consisted of (32) research published in three medical scientific journals. The most prominent results of the study were that the percentage of research that cited electronic information sources was (40.5%), while the research that cited traditional information sources recorded a percentage of (59.5%). The study showed that the most cited electronic information sources were in the text of the research, with a percentage of (72.7%) and (76.8%) in the margins. It also showed that the most cited types of citations from electronic information sources are texts, which recorded a percentage of (98.7%) in the margin, and (98.9%) in the text. The most cited research chapters from electronic information sources are the theoretical chapter, with a percentage of (65.8) citations in the text, and (64.7%) citations in the margin. The percentage of available electronic links was recorded (99.9%), and unavailable links recorded (0.1%). One of the most important recommendations of the study was to hold training courses by continuing education departments in universities to introduce the most important sites of reliable electronic medical information sources, in addition to allocating amounts in the annual budget of each college for the purpose of subscribing to medical information databases and banks, in addition to the importance of allowing the editorial boards of scientific journals and their research referees to allow researchers to freely cite from reliable electronic information sources and not restricting them to a specific percentage of them to cite.

The research aims to study the forms of electronic information sources used in university theses and dissertations in the Department of Information and Knowledge Technologies in the College of Arts, Al-Mustansiriya University, and analyze them to identify their nature and credibility, and to clarify their role in representing scientific research variables. The research used the case study method and the analytical method, and its results reached that the highest percentage of links to articles reached (52.46%), and that the percentage of each of electronic books and academic websites reached (9.41%), and that the percentage of blogs reached (8.07%), and the percentage of research (4.93%), and electronic dictionaries (4.48%), and theses and dissertations at (1.79%). As for the links related to scientific research variables, the independent variable constituted the highest percentage, reaching (28.7%), followed by links that did not include research variables, at (26%), then links with dependent variables, at (23.3%), and links with extraneous variables came in last place, at (12.6%), while the percentage of fictitious links reached (9.4%). The research recommended the importance of ensuring the use of electronic information sources from reliable, solid and accredited sources, and it also recommended the need for government and private universities and colleges to pay attention to databases that provide electronic information sources.

The study aimed to identify the re-engineering of administrative processes (engineering) in terms of concept, characteristics and principles. A set of questions were prepared to be distributed to the officials of the administrative departments in the library for the purpose of collecting study data. They were answered by the Secretary-General of the Central Library of the University of Mosul. The study reached a set of results, the most important of which is the weakness of the library's budget, which in turn leads to determining the library's capabilities to develop its services, in addition to the lack of development plans to follow the re-engineering of processes and to be satisfied with only the administrative system followed by the presidency of the University of Mosul. It was recommended to convince the senior management of the library of the necessity of re-engineering its administrative processes, as this modern administrative method has an important role in changing the reality of the library and developing it for the better, in addition to the importance of spreading the concept of re-engineering or re-engineering of administrative processes.

The research aims to identify the digital repository of the University of Baghdad, explain its features, how to register, explaining the mechanism for adding and retrieving research. In addition to identifying the number of people registered in and the number of intellectual output stored in it. The descriptive approach and survey method were adopted by visiting the repository's website and the websites of the University of Baghdad's formations during the period (1-6/4/2024). The theoretical framework included an explanation of the concept of the digital repository, the importance of repositories, their features, and types, with reference to models of Iraqi, Arab, and foreign university digital repositories. The practical framework of the research included an introduction to the digital repository of the University of Baghdad and its features, how to register in it, the mechanism for adding publications, the steps for searching and retrieving from it, statistics on the number of instructors registered in the repository within the University of Baghdad formations, and statistics on the number of publications added to it. The study yielded several conclusions, including that more than a quarter of the university's faculty members are not registered in the repository, and that most of those registered have not added their research or identifying information to the repository. The most prominent groups whose faculty members have added their research to the repository are the College of Education for Pure Sciences - Ibn Al-Haytham, the College of Engineering, and the College of Science.
