Abstract

This study concludes that electoral behavior in Iraq constitutes a complex phenomenon arising from a multi-level interaction between individual rationality and social and political identities, in addition to the influence of traditional structures and economic and cultural factors. The analysis demonstrates that rationality in Iraqi electoral action is distributed between instrumental rationality, which is associated with the pursuit of utility and immediate self-interest, and value-oriented rationality, which is grounded in commitment to affiliations and principles. At the same time, traditional and affective action continues to exert a clear influence on voters’ decisions in many regions. Consequently, Iraqi electoral behavior represents a hybrid pattern combining individual and collective motivations, as well as material, symbolic, and value-based considerations
