The relationship between artificial intelligence and democracy: A Study of Opportunities for Enhancement, Justifications for, and Undermining

Abstract

It\\'s no secret how advanced modern technologies have become. One of the most important of these technologies is artificial intelligence, which has significantly contributed to providing numerous services that are utilized according to their intended purpose.
On the political level, there is an escalating debate about the nature of the relationship between artificial intelligence technologies and democracy. Democracy, as Habermas says, “is not just a political system, but a social experience that involves continuous communication between individuals.”, If artificial intelligence is able to enhance this communication by providing accurate information and in-depth analysis, it becomes an ally of democracy. However, if it becomes a tool for isolating individuals and replacing human dialogue with rigid algorithms, it poses a threat to the essence of democracy.

لا يخفى على احد اليوم ما وصلت إليه التقنيات الحديثة من تطورات تكنومعلوماتية، ومن اهم تلك التقنيات تقنية الذكاء الاصطناعي الذي أسهم بشكل كبير في توفير العديد من الخدمات والتي يتم توظيفها بحسب الغاية منها.
على الصعيد السياسي ثمة جدل متصاعد حول طبيعة العلاقة بين تقنيات الذكاء الاصطناعي والديمقراطية، فالديمقراطية كما يقول (هابرماس):\"ليست مجرد نظام سياسي بل تجربة اجتماعية تنطوي على التواصل المستمر بين الافراد \"، فإذا كان الذكاء الاصطناعي قادرا على تعزيز هذا التواصل من خلال توفير معلومات دقيقة وتحليل معمق فأنه يصبح حليفا للديمقراطية، وإما إذا تحول إلى أداة لعزل الإفراد واستبدال الحوار الإنساني بخوارزميات جامدة فأنه يشكل خطرا على جوهر الديمقراطية.

Democracy in Contemporary Arab Nationalist Political Thought: A Critical Reading

Abstract

This research addresses the critique of democracy in contemporary Arab nationalist political thought, and discusses the conceptions and proposals for social democracy produced by this thought without political democracy, as these conceptions have been subjected to continuous criticism by thinkers of various political orientations. Critical studies have addressed many aspects, starting with the neglect of democracy in Arab nationalist political thought and the dialectic of the relationship between democracy and nationalism, and reaching the critique of its form and the intellectual flaws that afflict it. Its incompatibility with liberal democracy makes it an unsuitable model of governance in Arab countries. A fundamental intellectual contradiction and tension emerged within authoritarian political systems, characterized by their despotic practices and simultaneous rejection of political democracy. This contradiction has taken on a critical dimension among contemporary thinkers. In a dialectical intellectual context, the aim is to find a solution to this contradiction by seeking an intellectual way out through adopting a democratic model suitable for Arab particularities, and to overcome the political crises left behind by those authoritarian regimes.

يعالج هذا البحث نقد الديمقراطية في الفكر السياسي القومي العربي المعاصر، ومناقشة ما انتجه هذا الفكر من تصورات واطروحات للديمقراطية الاجتماعية دون الديمقراطية السياسية، إذ تعرضت هذه التصورات من قبل الدراسات النقدية لجوانب عديدة بدأ من اغفال الديمقراطية في الفكر السياسي القومي العربي وجدلية العلاقة بين الديمقراطية والقومية وصولاً الى نقد شكلها والعيوب الفكرية التي تعتريها، وتعارضها مع الديمقراطية الليبرالية ، لتشكل بذلك النموذج غير الأمثل لنظام الحكم في البلدان العربية . كما ظهر التناقض الفكري الجوهري عند الانظمة السياسية السلطوية و ممارستها الاستبدادية، و رفضها الديمقراطية السياسية فــي آن واحد. واخذ هذا التناقض بعداً نقــديًا لدى المفكرين المعاصرين فــي سياق فكري جدلي لإيجاد حلاً لهذا التناقض من خلال السعي إلــى إيجاد مخرج فكري عن طريق تبني أنموذج الديمقراطية الملائم للخصوصية العربية ، ولتجاوز الازمات السياسية التي خلفتها تلك النظم الاستبدادية .

تتناول هذه الدراسة موضوع التدخل الدولي الإنساني بوصفه نقطة التقاء بين عالم الأخلاق والمبادئ من جهة، وعالم السياسة والقوة من جهة أخرى. وتهدف الدراسة إلى تحليل العلاقة الجدلية بين مفهومي \"المصلحة الوطنية\" و\"القيم الإنسانية\" وأثر هذه الجدلية في توجيه السلوك الخارجي للدول في النظام الدولي المعاصر. تسلط الدراسة الضوء على تباين المواقف الدولية تجاه التدخل؛ بين الاتجاه الذي يعدّه واجباً أخلاقياً وضرورة إنسانية لإنقاذ الأرواح في مواجهة الانتهاكات الجسيمة، وبين الاتجاه الذي يربط التحرك العسكري بالحسابات الاستراتيجية الدقيقة والأجندات الوطنية الخاصة، مفترضةً أن الاعتبارات الأخلاقية غالباً ما تتقاطع مع المصالح السياسية ولا تعمل بمعزل عنها.

Abstract

This section examines the prospects of cooperation between Turkey and Brazil during the period (2006–2026), in light of the accelerated transformations in the international system and the growing role of middle powers in reshaping global power balances. It highlights the development of bilateral relations between the two countries as regional actors seeking to diversify their international partnerships and enhance the independence of their strategic decision-making. The study focuses on two main dimensions of cooperation: security and military cooperation, and economic and trade cooperation, analyzing their motivations and mechanisms. It also discusses the evolution of defense industries and security coordination between the two sides, alongside the growth of trade exchange and economic partnerships, Furthermore, the study addresses the impact of regional and international variables on the trajectory of Turkish–Brazilian cooperation, particularly global political and economic shifts. The study concludes that relations between Turkey and Brazil hold promising potential for expansion although their advancement depends on both parties’ ability to overcome political and economic challenges and effectively utilize available opportunities to build a more sustainable strategic partnership.

يتناول هذا المبحث آفاق التعاون بين تركيا والبرازيل خلال المدة (2006–2026)، في ظل التحولات المتسارعة التي يشهدها النظام الدولي وصعود دور القوى المتوسطة في إعادة تشكيل موازين القوة العالمية، ويسلّط الضوء على تطور العلاقات الثنائية بين البلدين، بوصفهما فاعلين إقليميين يسعيان إلى تنويع شراكاتهما الدولية وتعزيز استقلالية قرارهما الاستراتيجي، ويركّز المبحث على بعدين رئيسين للتعاون، يتمثلان في التعاون الأمني والعسكري، والتعاون الاقتصادي والتجاري، مع تحليل دوافع هذا التعاون وآلياته، كما يناقش تطور الصناعات الدفاعية والتنسيق الأمني بين الجانبين، في مقابل تنامي التبادل التجاري والاستثماري وتوسيع مجالات الشراكة الاقتصادية ويتناول المبحث تأثير المتغيرات الإقليمية والدولية، مثل التحولات في السياسات العالمية وصعود التكتلات الدولية، في تحديد مسار التعاون التركي–البرازيلي، ويخلص المبحث إلى أن العلاقات بين تركيا والبرازيل تمتلك مقومات واعدة للتوسع، إلا أن تفعيلها يبقى مرهونًا بقدرة الطرفين على تجاوز التحديات السياسية والاقتصادية، واستثمار الفرص المتاحة لتعزيز شراكة استراتيجية أكثر استدامة خلال المرحلة المقبلة.

Abstract

The study concludes that international competition over energy resources and their transport routes in the Eastern Mediterranean represents one of the most prominent features of geostrategic transformations in the contemporary international system, as energy has become an effective instrument for enhancing influence and reordering balances of power. The findings show that the importance of the region is not limited solely to the size of its gas resources, but also to its potential role in redirecting supply routes and diversifying energy sources for major international powers, a development that has contributed to the complexity of political and security interactions and transformed the Eastern Mediterranean into an arena for the intersection of international interests. Accordingly, the future of stability in the region is determined by the ability of international and regional actors to manage this competition within frameworks of balanced interests and to avoid sliding into open conflicts.

خلصت الدراسة إلى أن التنافس الدولي على موارد الطاقة ومساراتها في منطقة شرق البحر المتوسط يمثل أحد أبرز ملامح التحولات الجيوستراتيجية في النظام الدولي المعاصر، حيث باتت الطاقة أداة فاعلة في تعزيز النفوذ وإعادة ترتيب موازين القوة، حيث أظهرت نتائج الدراسة أن أهمية المنطقة لا ترتبط بحجم مواردها الغازية فحسب، بل بدورها المحتمل في إعادة توجيه مسارات الإمداد وتنويع مصادر الطاقة للقوى الدولية الكبرى، الأمر الذي أسهم في تعقيد التفاعلات السياسية والأمنية وتحويل منطقة شرق البحر المتوسط إلى ساحة لتقاطع المصالح الدولية، وبناءً على ذلك، يتحدد مستقبل الاستقرار في المنطقة بمدى قدرة الفواعل الدولية والإقليمية على إدارة هذا التنافس ضمن أطر توازن المصالح وتفادي الدخول في صراعات مفتوحة.

Abstract

Artificial intelligence has formed an important enhancement and addition to security and cyber power, as it contributes to supporting productivity, data analysis, automation, threat detection, and response, reducing the burden on human analysts. In addition, intelligent machine learning algorithms analyze network traffic, detect anomalies, and respond to threats in real time, ensuring faster and more accurate defenses.
Artificial intelligence also enables the development of continuous, adaptable cyber offensive and defensive strategies that enhance cybersecurity measures, especially in firewalls, intrusion detection systems, and endpoint security, on the one hand. On the other hand, we find that hackers and hackers have found ways to employ it in phishing, creating malware, discovering vulnerabilities in systems, as well as what these tools can do from analyzing huge amounts of data quickly to identify potential vulnerabilities in networks, and thus artificial intelligence is a double-edged sword as it enhances cybersecurity and its penetration depending on the ability of international forces and actors and the way it is employed, which increases the intensity of competition and cyber conflict as well as the arms race enhanced by cyber power and artificial intelligence.

في مستهل مخلص البحث، شكل الذكاء الاصطناعي تعزيزاً وإضافةً نوعيةً ومهمةً للأمن والقوة السيبرانية، إذ يساهم في دعم الإنتاجية وتحليل البيانات وأتمتة وإكتشاف التهديدات والإستجابة لها، مما يقلل العبء على المحللين البشريين، فضلاً عن ذلك تعمل خوارزميات التعلم الآلي للذكاء بتحليل حركة مرور الشبكة واكتشاف الحالات الشاذة والاستجابة للتهديدات في الوقت الفعلي، ما يضمن دفاعات أسرع وأكثر دقة، كما يتيح الذكاء الاصطناعي تطوير استراتيجيات هجومية ودفاعية سيبرانية مستمرة وقابلة للتكيف تساهم في تعزيز تدابير الأمن السيبراني لاسيما فيما يتعلق بجدران الحماية وأنظمة الكشف عن التسلل وأمان نقطة النهاية، هذا من جهه.
ومن جهةً ثانية نجد أن الهكرز والقراصنة وجدوا طرقًا لتوظيفه في أعمال التصيّد الاحتيالي، وإنشاء البرمجيات الخبيثة، واكتشاف الثغرات في الأنظمة، فضلاً عن ما تستطيع فعله هذه الأدوات من تحليل كميات هائلة من البيانات بسرعة لتحديد نقاط الضعف المحتملة في الشبكات، وبذلك يعدّ الذكاء الاصطناعي سلاح ذو حدين فهو يعزز الأمن السيبراني واختراقه تبعاً لقدرة القوى والفواعل الدولية وطريقة توظيفه، وهو مازاد من حدة التنافس والصراع السيبراني فضلاً عن سباق التسلح المعزز بالقوة السيبرانية والذكاء الاصطناعي.

This study examines the role of the U.S. Central Intelligence Agency (CIA) in shaping the trajectory of the Russia–Ukraine war across two interconnected levels: the security dimension—intelligence, reconnaissance, cyber operations, and capacity-building—and the political dimension, including alliance management, strategic influence, and sanctions diplomacy. The research adopts a temporally comparative case-study approach divided into three phases, employing the smart-power framework to analyze the interaction between covert and overt instruments in allied decision-making and Russia’s counter-responses. Ultimately, the study seeks to explain how intelligence flows, ISR/OSINT capabilities, and clandestine policies enhanced Ukraine’s operational effectiveness, increased the strategic costs for Russia, and reshaped European power balances and deterrence dynamics.

يدرس البحث دور وكالة الاستخبارات المركزية الأمريكية (CIA) في تشكيل مسار الحرب الروسية–الأوكرانية عبر مستويين مترابطين: البعد الأمني (الاستخبارات، الاستطلاع، الأمن السيبراني، وبناء القدرات) والبعد السياسي (إدارة التحالف، التأثير الاستراتيجي، ودبلوماسية العقوبات). تعتمد الدراسة منهج دراسة الحالة المُقارنة زمنيًا عبر ثلاث مراحل ، وتوظّف مقاربة القوة الذكية لفهم تداخل أدوات العمل السرّي والعلني مع صنع القرار لدى الحلفاء، وردود الفعل المضادّة من روسيا. يسعى البحث إلى تفسير كيف أسهمت المعلومات الاستخباراتية وتقنيات ISR/OSINT والسياسات السرّية في تحسين الفعالية العملياتية الأوكرانية ورفع كلفة الحرب على روسيا، وإلى أي حدّ انعكس ذلك على توازنات القوى الأوروبية ونظام الردع.

Abstract

This research aims to analyze the future of competition between Turkey and Iran in the Central Asian region, which is considered a vital field for the expansion of regional powers\' influence. The study begins with the necessity of understanding the factors of power (superiority) that support their influence, and the internal and external constraints (brakes) that hinder this competition between Turkey and Iran in Central Asia. Turkey supports its influence through ethnic and linguistic ties (Turkic nationalism), while Iran relies on historical, cultural, and economic ties (especially in Tajikistan). However, internal constraints (the economic crises of both countries) and external pressures (especially the dominant Russian and Chinese influence) act as \"brakes\" preventing either party from achieving superiority characterized by \"pragmatic cooperation,\" where the two powers are forced to coordinate their efforts in specific areas (such as energy and counter-terrorism) to avoid direct confrontation, focusing on common interests in facing the increasing Chinese and Russian influence, transforming the competition into a form of organized interaction.

يهدف هذا البحث إلى تحليل مستقبل التنافس بين تركيا وإيران في منطقة آسيا الوسطى، التي تُعد مجالاً حيوياً لتمدد نفوذ القوى الإقليمية، حيث تنطلق الدراسة من ضرورة فهم عوامل القوة (التفوق) التي تدعم نفوذهما، والمحددات الداخلية والخارجية (الكوابح) التي تعيق هذا التنافس بين تركيا وايران في آسيا الوسطى حيث تدعم تركيا نفوذها عبر الروابط العرقية واللغوية (القومية الطورانية)، بينما تعتمد إيران على الروابط التاريخية والثقافية والاقتصادية (خاصة في طاجيكستان)، ومع ذلك، فإن المحددات الداخلية (الأزمات الاقتصادية لكلا البلدين) والضغوط الخارجية (خاصة النفوذ الروسي والصيني المهيمن) تعمل كـ“كوابح” تمنع أي طرف من تحقيق تفوق الذي يتسم ب“التعاون البراغماتي”، حيث تضطر القوتان إلى تنسيق جهودهما في مجالات محددة (مثل الطاقة ومكافحة الإرهاب) لتجنب الصدام المباشر، والتركيز على المصالح المشتركة في مواجهة النفوذ الصيني والروسي المتزايد، مما يحول التنافس إلى شكل من أشكال التفاعل المُنظَّم.

Abstract

The Amazon rainforest is no longer just a local ecosystem, but a pillar of global climate stability and an influential geostrategic factor in international security. It plays a role in environmental balance and the preservation of biodiversity. The problem stems from the transformation of the challenges facing the Amazon rainforest such as deforestation, fires, and extraction into an issue that affects global security, creating a conflict between preserving the sovereignty of Amazonian countries and international preservation of the environment and climate. The research assumes that the Amazon rainforest has become part of international and regional security concerns, affecting the security of the United States and necessitating the overlap of environmental and political issues, the rebalancing of sovereignty requirements, and international environmental responsibility. The research aims to analyse the geopolitical and environmental dimensions of the Amazon, the use of climate issues in the policies of countries concerned with the Amazon, and to explore the process of sustainable cooperation in the region. The research used a descriptive analytical approach and systems analysis to determine the Amazon\'s position within the global eco-political system.The importance of the research is based on confirming the connection between the environment and security prospects and international relations issues, and identifying areas of overlap between the environments, politics, and planning in relation to the Amazon.This is achieved through the research approach: the environmental dimensions, the geopolitical dimensions of the Amazon, and environmental security issues in US strategy

لمْ تَعُدْ "غابة الأمازون" نظاماً بيئيَّاً محليَّ الأثر، بل هي ركيزةٌ لاستقرار المناخ العالميِّ؛ وأُفُقَاً جيواستراتيجيَّاً مؤثِّرَاً في "الأمن الدوليِّ"، ولها دورها في التوازن البيئيِّ, وحفظ "التنوع البيولوجيّ". وتنطلقُ الإشكالية من تحوّل التحديات التي تشهدها غابة الأمازون- كإزالة الغابات، فالحرائق، والاستخراج- إلى قضية تمسّ الأمن العالمي، تولِّدُ تنازعاً بين: صيانة سيادة دول الأمازون؛ والصيانة الدولية للبيئة والمناخ. ويفترض البحث أنّ غابة الأمازون صارت جزءاً من اهتمامات الأمن الدولي والإقليمي, وتؤثر في أمن الولايات المتحدة، واستدعى تداخل البيئيِّ بالسياسيِّ؛ إعادة ضبط اتوازن مقتضيات السيادة؛ والمسؤولية البيئية الدوليَّة. ويهدف البحث تحليل أبعاد الأمازون؛ البيئية والجيوسياسية، وتوظيف قضايا المناخ في سياسات الدول المعنية بالأمازون، واستشراف سيرورة التعاون المستدام فيها. استعان البحث بالمنهج الوصفي التحليلي؛ وتحليل النظم؛ لتحديد موقع الأمازون ضمن النظام البيئي-السياسي العالميّ.وتتأسس أهمية البحث بتأكيد اتصال البيئة بآفاق الأمن؛ ومن قضايا العلاقات الدولية, وبيان مواضع التشابك, فيما يتصل بالأمازون بين البيئة, والسياسة, والتخطيط بشأنهما. ويأتي ذلك؛ بالتناول البحثي: للأبعاد البيئية, فالأبعاد الجيوسياسية للأمازون, وقضايا الأمن البيئي في الاستراتيجية الأمريكية.

The AI arms race, particularly between the US and China, has emerged as a central feature of 21st-century geopolitical rivalry, focusing on lethal autonomous weapons and AI-enhanced command and control systems. This race poses fundamental challenges to traditional strategic stability based on nuclear deterrence logic. The extreme speed and uncertainty associated with intelligent systems threaten to undermine deterrence concepts and crisis control, increasing the risks of unintended escalation. This research aims to analyze the impact of this race on strategic stability concepts and test the ability of the traditional theoretical framework (balance of power) to accommodate these radical transformations.

The power and standing of a state are no longer defined solely by its geographical position, strategic location, or military superiority. In contemporary contexts, these conventional indicators have expanded considerably to encompass technological sophistication—most notably the integration of artificial intelligence (AI) applications and systems into military capabilities. The incorporation of AI has become a critical marker of national power and developmental advancement across multiple sectors, with the military sector at the forefront. The development, integration, and deployment of AI for military purposes exert far-reaching implications for the future of warfare, as well as for international peace and security more broadly. This technological evolution introduces both opportunities and risks at the tactical, operational, and strategic levels. Consequently, numerous states have begun embedding AI into intelligence analysis, command-and-control structures, targeting processes, fire-management systems, training and simulation platforms, equipment monitoring, and logistical support. These transformations have prompted extensive discourse concerning the ramifications of algorithmic warfare, commonly referred to as autonomous warfare, including its prospective trajectories and its immediate military, ethical, and legal consequences. Simultaneously, there is growing recognition of the broader strategic implications of AI for interstate competition and conflict escalation, extending ultimately to heightened concerns regarding the potential outbreak of nuclear war.

Abstract

This study examines diversity management policies in Iraq and their impact on demographic security after 2003, in light of the political, security, and social transformations that followed regime change. The research is based on the assumption that weak or ineffective diversity management directly contributes to demographic imbalance, thereby undermining political and social stability. It analyzes the concept of diversity management from political and social perspectives and explores Iraq’s demographic and social diversity, highlighting the challenges faced by various components, particularly during periods of sectarian violence and terrorism that led to large-scale internal displacement and external migration. The study also discusses the concept of demographic security as a key dimension of national security and clarifies its relationship with diversity management. In addition, it presents selected international experiences that have relatively succeeded in managing diversity and achieving demographic stability. The study concludes that adopting sound diversity management policies based on citizenship, justice, equality, and social integration is essential for strengthening demographic security and achieving sustainable stability in Iraq.

Abstract

The issue of sovereignty is a cornerstone of modern political thought. However, structural transformations in the contemporary world order, and the rise of the \"risk society\" phenomenon, as described by Ulrich Beck, have led to a re-evaluation of the concept of sovereignty. The state is no longer able to monopolize political decision-making or protect its internal territory from transnational risks, whether environmental, economic, technological, health-related, or security-related.
To address these shifts in sovereignty within the context of the risk society, Ulrich Beck proposed critical cosmopolitanism. In this theory, he criticized the logic of sovereignty according to the traditional perspective, which views sovereignty as an absolute right of the state within national borders, a right that obligates it to protect its citizens from various types of risks. Given the multiplicity, diversity, and increasing severity of global risks, the state, with its absolute sovereignty, is no longer capable of confronting them. Here, Beck offered an analytical perspective that views sovereignty as a dynamic function interacting with transnational risks by linking sovereignty to shared responsibility and redefining the concept of political decision-making in an interconnected world that relies on cooperation and shared responsibility for its destiny.

تُعَدّ مسألة السيادة إحدى الركائز الأساسية في الفكر السياسي الحديث، غير أنّ التحولات البنيوية في النظام العالمي المعاصر، وتنامي ظاهرة "مجتمع المخاطر" التي وصفها عالم الاجتماع الألماني أولريش بيك بأنها أدّت إلى إعادة النظر في مفهوم السيادة، إذ لم تعد الدولة قادرة على احتكار القرار السياسي أو حماية المجال الداخلي لسيادتها من المخاطر العالمية العابرة للحدود، سواء أكانت بيئية أم اقتصادية أم تكنولوجية أم صحية أم أمنية .
ولمواجهة تحولات السيادة في سياق مجتمع المخاطر فقد طرح أولريش بيك النظرية الكوزموبوليتية النقدية التي انتقد فيها منطق السيادة على وفق المنظور التقليدي الذي ينظر للسيادة بوصفها حقاً مطلقاً للدولة ضمن الحدود الوطنية التي يقع على عاتئقها حماية مواطنيها من مختلف أنواع المخاطر، ونظراً لتعدد وتنوع وزيادة خطورة المخاطر العالمية لم تعد الدولة بسيادتها المطلقة قادرة على مواجهتها، هنا قدم أولريش رؤية تحليلية تنظر إلى السيادة بوصفها وظيفة ديناميكية تتفاعل مع المخاطر العابرة للحدود الوطنية من خلال ربط السيادة بالمسؤولية المشتركة وإعادة تعريف مفهوم القرار السياسي في عالم مترابط يعتمد على التعاون وتحمل مسؤولية المصير المشترك .

Abstract

This research examines the economic impact of climate change on international conflicts, focusing on how water scarcity, land degradation and fisheries depletion, and disruptions to the energy and mining sectors exacerbate conflicts. The research employs a descriptive and analytical approach, drawing on scientific literature and international reports. The findings demonstrate that resource scarcity reduces productivity and increases costs, while land degradation and fisheries depletion lead to loss of livelihoods, higher prices, and migration, thus fueling tensions between nations. Disruptions in the energy and mining sectors create market volatility and disrupt supply chains. This makes the economic impact of climate change a multiplier of international conflicts, necessitating the integration of climate and economic dimensions into prevention and sustainable development policies.

The Role of International Organizations in Peacebuilding in South Sudan

Abstract

This study examines the role of international organizations in peacebuilding in South Sudan amid persistent internal conflicts and the fragility of state institutions following independence in 2011. It aims to assess the effectiveness of interventions by the United Nations Mission in South Sudan (UNMISS), the African Union, and the Intergovernmental Authority on Development (IGAD), as well as humanitarian organizations, in supporting peace processes and reducing violence. The study is based on the assumption that international intervention was necessary and achieved partial successes, particularly in protecting civilians, alleviating humanitarian suffering, and sustaining the political process. However, these efforts have not resulted in sustainable peace due to deep-rooted internal structural factors, most notably weak governance and ethnic and political divisions, in addition to external challenges related to competing agendas among international and regional actors and the limited availability of enforcement mechanisms. Adopting a descriptive–analytical and comparative approach, the study concludes that sustainable peace in South Sudan requires a comprehensive framework that addresses the root causes of conflict, strengthens national ownership, and links peacebuilding efforts to institutional reform and transitional justice.

ينطلق البحث من فرضية مفادها أن تدخل المنظمات الدولية كان ضرورياً وأسهم في تحقيق نجاحات جزئية، لا سيما في حماية المدنيين، وتخفيف المعاناة الإنسانية، والحفاظ على العملية السياسية، إلا أن هذه الجهود لم تفض إلى سلام مستدام، ويعزى ذلك إلى عوامل داخلية بنيوية، أبرزها ضعف الحكم الرشيد والانقسامات الإثنية والسياسية، فضلاً عن تحديات خارجية تمثلت في تداخل أجندات الفاعلين الدوليين والإقليميين ومحدودية آليات الإلزام.
اعتمد البحث المنهج الوصفي–التحليلي المدعوم بالمقارنة، ويخلص إلى أن تحقيق السلام المستدام في جنوب السودان يتطلب مقاربة شاملة تعالج جذور النزاع، وتعزز الملكية الوطنية، وتربط جهود بناء السلام بالإصلاح المؤسسي والعدالة الانتقالية على المدى الطويل.

Abstract

After 2003, Iraq witnessed a radical transformation in its political system, transitioning from autocratic rule to a parliamentary democracy based on the principle of separation of powers. The 2005 Iraqi Constitution stipulated the distribution of powers among the three branches of government (legislative, executive, and judicial) to ensure that power is not concentrated in the hands of a single entity.
However, the practical reality has shown that the principle of separation of powers has not been achieved in a balanced manner, particularly between the executive and legislative branches. Interactions between the two branches have often been characterized by tension and instability, due to political and sectarian factors and the dominance of political parties over the decisions of both institutions.

شهد العراق بعد العام 2003 تحولا جذريا في نظامه السياسي بإنتقاله من الحكم الفردي الى نظام ديمقراطي برلماني قائم على مبدأ الفصل بين السلطات ، حيث نص الدستور العراقي لعام 2005 على توزيع الصلاحيات بين السلطات الثلاث (التشريعية،التنفيذية ، القضائية ) لضمان عدم تركز السلطة بيد جهة واحدة .
غير ان الواقع العملي اظهر ان مبدأ الفصل لم يتحقق بصورة متوازنة ، خصوصا بين السلطتين التنفيذية والتشريعية ، حيث اتسم التفاعل بين السلطتين بالتوتر وعدم الاستقرار غالبا نتيجة لعوامل سياسية وطائفية وهمينة الاحزاب على قرارات المؤسستين.

Abstract

This study aims to assess the performance of the Iraqi Parliament during two consecutive legislative terms (2018–2021) and (2021–2025) by analyzing its effectiveness in legislation and oversight, as well as its capacity to address the political, economic, and social crises experienced by Iraq during this period. Throughout these two terms, the Council of Representatives encountered significant challenges, including political divisions among parliamentary blocs, the impact of the electoral system, the repercussions of the 2019 popular protests, external interventions, and major economic and health crises, particularly the COVID-19 pandemic.
Despite achieving certain legislative milestones such as the adoption of a new electoral law and the formation of a government following the 2021 elections the parliament demonstrated limited effectiveness in oversight and struggled to ensure governmental stability. The study concludes that parliamentary performance during the examined terms fell short of public expectations due to political polarization and weak institutional foundations. It recommends strengthening transparency, improving legislative and oversight mechanisms, and implementing constitutional and political reforms to enhance the stability and effectiveness of the parliamentary system in the future.

تهدف هذه الدراسة إلى تقويم أداء البرلمان العراقي خلال دورتين تشريعيتين متتاليتين هما (2018–2021) و (2021–2025)، وذلك من خلال تحليل مستوى فاعليته في مجالي التشريع والرقابة ، وقياس قدرته على التعامل مع الأزمات السياسية والاقتصادية والاجتماعية التي واجهها العراق خلال تلك المرحلة.
وقد واجه مجلس النواب خلال هاتين الدورتين مجموعة من التحديات البارزة ، من بينها الانقسام السياسي بين الكتل البرلمانية، وتأثير طبيعة النظام الانتخابي، فضلًا عن تداعيات الاحتجاجات الشعبية عام 2019، إضافة إلى تأثيرات التدخلات الخارجية، والأزمات الاقتصادية والصحية، ولا سيما جائحة كوفيد-19 .
ورغم تحقيق بعض الخطوات التشريعية المهمة، مثل إقرار قانون انتخابي جديد وتشكيل حكومة استنادًا إلى نتائج انتخابات عام 2021، إلا أن الأداء البرلماني اتسم بضعف الدور الرقابي وعدم الاستقرار الحكومي .
وتخلص الدراسة إلى أن أداء البرلمان العراقي في الدورتين محل البحث لم يلبِّ تطلعات الرأي العام، نتيجة غياب التوافق السياسي وضعف البنية المؤسسية، وتوصي بضرورة تعزيز مبادئ الشفافية، وتطوير أدوات التشريع والرقابة، إلى جانب تبني إصلاحات دستورية وسياسية تسهم في دعم استقرار النظام البرلماني مستقبلًا.

Abstract

This research presents an in-depth analysis of the concept of neutrality in the foreign policy of the Sultanate of Oman through a comparative study of the eras of Sultan Qaboos bin Said (1970–2020) and Sultan Haitham bin Tariq (2020–present). The study is based on the assumption that Oman has adopted positive neutrality as a sustainable strategic option that has enabled it to maintain the independence of its foreign-policy decision-making and to play active diplomatic roles despite its sensitive geopolitical position in a volatile region.The research is divided into two main sections: The first addresses the conceptual and theoretical framework of neutrality, distinguishing between passive and positive neutrality, and analyzing the determinants of neutrality within the Omani context. The second focuses on the practical applications of neutrality under both Sultans by examining Oman’s positions during key regional crises, such as the Iran–Iraq War, the Gulf crisis, the Yemeni conflict, and Gulf–Iranian tensions.,Methodologically, the study employs a descriptive–analytical approach supported by comparative analysis and the case-study method, relying on credible academic and field-based sources.The findings reveal that Oman has successfully established a distinctive model of neutrality in the Arab region—one that combines non-involvement in conflicts with active engagement in mediation and quiet diplomacy. The study also shows that Oman has been able to preserve this approach under Sultan Haitham despite emerging challenges, making the Omani experience a significant example of long-term strategic neutrality within an increasingly unstable international environment.

Abstract

The rise of China as a global power has intensified strategic competition with the United States, raising concerns over the possibility of direct conflict, as the "Thucydides Trap" framework suggests that such dynamics often lead to tensions between a rising power and the established hegemon. This study aims to analyse the potential for conflict between China and the United States by assessing the economic, technological, and military dimensions of their competition, while exploring scenarios for cooperation and strategic stability. The research employs a qualitative approach, combining a literature review, analysis of policy documents, and case studies of key events in trade, technology, and security from 2018 to 2025. The findings indicate that while tensions are significant, direct military confrontation is not inevitable, and several scenarios may emerge, including managed competition, multipolar balance, and strategic cooperation in selected sectors, with economic and technological interdependence playing a crucial role in mitigating escalation risks. Policymakers can reduce the risk of escalation by prioritising strategic dialogue, enhancing mutual economic understanding, and implementing confidence-building measures, underscoring the importance of proactively managing Sino-American competition to maintain global stability.

American think tanks play a pivotal role in the process of strategic thinking and public policy-making in the United States, as they serve as an effective link between academic knowledge and political decision-makers. These institutions contribute to the production of strategic analyses and studies that help diagnose public problems, formulate policy alternatives, and assess the impacts of proposed policies in the fields of national security, foreign policy, economics, and governance. They also perform an advisory role by providing specialized expertise to Congress, the U.S. administration, and decision-making agencies, in addition to influencing public opinion through the media, seminars, and periodic reports.
The degree of influence exerted by American think tanks varies according to their ideological orientations, sources of funding, and proximity to centers of power. Nevertheless, taken collectively, they constitute a fundamental element in shaping long-term strategic thinking for public policies. They contribute to introducing new approaches and enhancing strategic planning based on scenarios and future forecasting, thereby supporting the decision-making process and granting it a more rational and anticipatory dimension. The research also sought to analyze the methodological and ethical challenges facing this method, particularly the commodification of human and environmental values, and the prioritization of efficiency over considerations of justice and social equity. Such an analytical policy has made this method a global normative tool despite the applied challenges it faces. Consequently, the research examines mechanisms to develop this model to be more responsive to justice requirements, such as "Distributionally Weighted Cost-Benefit Analysis" (DWCBA), and how developing countries can adapt this tool to their reality characterized by market distortions and weak data, and how decision-makers have managed to leverage this tool to enhance the rationality of public spending.

This research deals with the historical and intellectual development of preemptive war in Israeli military doctrine, in terms of its theoretical roots, intellectual foundations, and practical applications since the June 1967 war until the modern confrontations with non-state actors and Iran. The research analyzes the profound transformations that have affected Israel's ability to initiate as a result of the changing nature of threats, the decline in the effectiveness of conventional deterrence, and the rise of irregular combat patterns. The study concludes that pre-emptive war, despite being a central pillar of Israeli doctrine, is no longer a decisive tool as it was, and that the current strategic environment imposes a gradual transition towards a model of mutual deterrence that restricts Israeli freedom of action to an unprecedented degree.

The study highlights a paradigmatic shift in climate discourse—moving beyond technocratic mitigation strategies toward a holistic "climate justice" framework that internalizes gender justice and decenters Western-centric governance. Abstract

The research addresses the risk management strategy for Iraq\'s national security amid increasing challenges and complex threats facing Iraq both internally and externally. It is based on the hypothesis that the stability of the Iraqi state depends on the decision-maker’s ability to shift from crisis management to proactive risk management, thereby enhancing the state\'s preparedness and flexibility in facing regional and international developments.

Abstract

Issues related to human rights are among the topics that have sparked extensive debate at the political and legal levels during different stages of the history of nations. Constitutions, which are drafted by states as the supreme legal document and which are essentially political victory documents that acquire a legal framework through their codification in the constitution, represent a victory for certain forces at the expense of others. With regard to rights and freedoms, they do not depart from this framework or description. In every political community, the ruling authority seeks to create a particular social order in accordance with the prevailing political philosophy by enacting constitutional provisions that are consistent with its ideas and orientations.
Moreover, peoples and societies aspire to freedom, which is considered the very essence of democracy. Nevertheless, there exists a dialectical intellectual and practical relationship between democracy and freedom, which necessitates that the core of democracy be linked to guaranteeing the fullest possible exercise of individuals’ rights and freedoms. Accordingly, political democracy means that the system of governance seeks to introduce freedom into political relations, that is, into the relationship between those who command and those who obey.

تعد المسائل المتعلقة بحقوق الانسان من القضايا التي أثارت الكثير من النقاشات على المستوى السياسي والقانوني في مراحل مختلفة من تاريخ الأمم. فاذا كانت الدساتير التي توضع في الدول بوصفها الوثيقة القانونية الأسمى والتي هي عبارة عن وثائق نصر سياسية بالدرجة الأولى تأخذ اطاراً قانونياً من خلال تدوينها في الدستور ، فهي تمثل انتصاراً لقوى معينة على حساب قوى أخرى، وهي في موضوع الحقوق والحريات لا تخرج عن هذا الإطار أو الوصف ، ففي كل جماعة سياسية تسعى السلطة الحاكمة الى خلق وضع اجتماعي معين طبقاً للفلسفة السياسية السائدة من خلال وضع نصوص دستورية تنسجم مع أفكارها وتوجهاتها.
كما أن الشعوب والمجتمعات تنشد الحرية التي تعد بمثابة جوهر الديمقراطية ومع هذا أن هناك ترابط جدلياً فكرياً وواقعياً بين الديمقراطية والحرية مما يستلزم ان جوهر الديمقراطية يرتبط بضمان ممارسة أفراد الشعب حقوقهم وحرياتهم على أكمل وجه ، ومن ثم فان الديمقراطية السياسية تعني ان نظام الحكم يسعى إلى إدخال الحرية في العلاقات السياسية أي في العلاقة بين من يأمر ومن يطيع.

Abstract

The internal Sudanese conflict between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) has created a major humanitarian crisis with global repercussions, largely influenced by the external interactions of regional powers. The United Arab Emirates has been frequently accused of involvement in this matter. The purpose of this study is to examine the relationship between the UAE and the conflict in Sudan using the descriptive-analytical method, relying on scientific studies and academic journals in order to identify the roots of the Sudanese crisis, the conflicting parties, and then analyze the Emirati role. Abu Dhabi has played an essential role in providing military support to the Rapid Support Forces—not only humanitarian and diplomatic aid as officially declared. This is supported by several United Nations reports confirming that Emirati weapons were found on the battlefield. The findings of this study indicate that the UAE’s objectives in Sudan are primarily economic and strategic rather than purely political. The UAE seeks to enhance its influence in the Red Sea corridor and the Horn of Africa and secure its economic interests in Sudan, especially in the gold trade, since the UAE is considered the largest importer of Sudanese gold from various regions of the country. However, what negatively shapes the image of the UAE is its support for an armed actor widely viewed as destabilizing the Sudanese state.

ان الصراع الداخلي السوداني مابين قوات الدعم السريع وقوات الجيش السوداني والذي يشير الى حدوث اكبر ازمة انسانية عالمياً مرتبط بالتفاعلات الخارجية للدول الاقليمية وتعد دولة الامارات العربية المتحدة أكثر الدول التي تُثار حولها الاتهامات بشكل متكرر. لذا تهدف هذه الورقة البحثية الى دراسة العلاقة مابين دولة الامارات العربية المتحدة والصراع في السودان مستخدماً المنهج الوصفي التحليلي ومن خلال الدراسات العلمية والمقالات الاكاديمية للتعرف على جذور الازمة السودانية والاطراف المتنازعة في السودان ومن ثم تحليل الدور الاماراتي. حيث توصلت الدراسة الى نتيجة مفداها ان ابو ظبي كان لها دور اساسي في تقديم الدعم العسكري لقوات الدعم السريع حيث تعدى دورها المساعدات الانسانية والعمل الدبلوماسي التي تصر عليه الحكومة الاماراتية وذلك نتيجة للعديد من تقارير الامم المتحدة والتي أكدت فيها وجود اسلحة امارتية المصدر في مواقع القتال داخل الاراضي السودانية. وتكشف النتائج ان هذا التدخل يعود الى اسباب أقتصادية وأستراتيجية أكثر من سياسية حيث تسعى الامارات الى تعزيز نفوذها في مناطق البحر الاحمروالقرن الافريقي وتأمين مصالحها الاقتصادية في السودان وبالاخص تجارة الذهب حيث تعد الامارات المستورد الاكبر للذهب السوداني ومن كل مناطق السودان، لكن مايؤخذ على الامارات تبنيها موقفاً مع جهة محل انتقاد واسع.

This research examines political and security mechanisms for establishing civil peace in Iraq since 2017, considering the changes that occurred after the conclusion of military operations and the defeat of terrorist organizations. It analyzes the role of political governance in strengthening the rule of law and reforming legislative, executive, and judicial institutions. Additionally, it discusses the regulation of political parties and civil society organizations as pillars for rebuilding trust between the state and society. Additionally, the study discusses security mechanisms, particularly the restructuring of security forces, developing their capabilities, monopolizing weapons by the state, limiting regional and international influences, and integrating roles between security and social institutions. The study concludes that achieving sustainable civil peace in Iraq requires an integrated approach to political and security reforms within a governance framework that addresses the needs of the post-conflict phase.

The Role of Good Governance in Peace building in Iraq

Abstract

This study examines the relationship between good governance and peace building in Iraq after 2003. It combines a conceptual and theoretical framing with an analysis of practice and its constraints. The study starts from the premise that sustainable peace cannot emerge in a context that lacks a functioning system of good governance that embodies the principles of the rule of law, transparency, accountability, participation, and social justice.
On the theoretical level, the research reviews the concept of good governance and its core principles as developed in international literature, alongside the concept of peace building in post-conflict settings, with a focus on the Iraqi case as a complex transition from state collapse to attempted state reconstruction. On the empirical level, the study analyzes the extent to which good governance principles have been implemented in Iraq after (2003), especially in the domains of the rule of law, anti-corruption, political participation, and economic governance. It then traces how the absence or weakness of these principles has affected peace building and stability, and how corruption, weak rule of law, and consociational power-sharing have reproduced violence and obstructed reconciliation and reconstruction. The study concludes that strengthening good governance is a structural precondition for any serious project of sustainable peace in Iraq.

يتناول البحث في شقه النظري مفهوم الحكم الرشيد ومبادئه الأساسية كما بلورتها الأدبيات الدولية، إلى جانب مفهوم بناء السلام في سياقات ما بعد الصراع، مع التركيز على خصوصية الحالة العراقية بوصفها حالة انتقال معقدة من انهيار الدولة إلى محاولة إعادة تشكيلها. أما في الشق التطبيقي، فيحلل البحث واقع تطبيق مبادئ الحكم الرشيد في العراق بعد (2003)، ولا سيما في مجالات سيادة القانون، ومكافحة الفساد، والمشاركة السياسية، وحوكمة الاقتصاد، ثم يدرس أثر غياب أو ضعف هذه المبادئ على مسار بناء السلام والاستقرار، وكيف أسهمت ظواهر مثل الفساد، وضعف سيادة القانون، ونظام المحاصصة، في إعادة إنتاج العنف وإعاقة عملية المصالحة وإعادة الإعمار. يخلص البحث إلى أن تعزيز الحكم الرشيد يشكل شرطًا بنيويًا لأي مشروع جاد لبناء السلام في العراق.

The Ibadi Sects and Their Stance on Issues of Faith and Leadership

Abstract

This research focuses on the pivotal issues that formed the basis of the differences between the various Ibadi sects, most notably: the issue of the Imamate and its conditions, the stance towards those who commit major sins, and the nature of the relationship with those who differ in opinion and doctrine. These issues led to the emergence of numerous Ibadi sects, varying in the severity and rigidity of their positions.
The research presents the main Ibadi sect, the Wahhabiyya, upon which the school of thought settled and which came to represent Ibadi Islam throughout the ages. It also presents its methodology, based on moderation, and its reliance on the concept of ingratitude rather than polytheism in judging those who commit major sins, in addition to its call for peaceful coexistence and the avoidance of extremism and fanaticism.
The research also addresses a number of extinct Ibadi sects, such as the Nakariyya, the Harithiyya, and the Khalafiyya, explaining the reasons for their demise, which are mostly attributed to their intellectual rigidity, their extreme political stances, or their limited geographical and human reach. The research concludes that the sectarian diversity within the Ibadi school was a historical phenomenon that did not weaken the school's cohesion, but rather contributed to shaping its doctrinal and jurisprudential methodology. The research also affirms that the Ibadi adherence to the Wahhabi school of thought was a fundamental factor in the school's continuity and survival to the present day as an Islamic school characterized by moderation and balance.

كما ويتناول البحث عدداً من الفرق الإباضية التي اندثرت ، كالنكارية والحارثية والخلفية ، مبيناً اسباب زوال، والتي تعود في الغالب الى تشددها الفكري او مواقفها السياسية المتطرفة او محدودية انتشارها الجغرافي والبشري .
ويلخص البحث الى ان التعدد الفرقي داخل المذهب الإباضي كان ظاهرة تاريخية مرحلية ، لم تضعف من تماسك المذهب ، بل اسهمت في بلورة منهجه العقدي والفقهي . كما يؤكد البحث ان استقرار الإباضية على منهج الوهبية كان عاملاً اساسياً في استمرار المذهب وبقائه الى العصر الحاضر بوصفه مذهباً إسلامياً يتسم بالوسطية والاعتدال .
