Abstract

The aim of this research is to determine the role of investment expenditure in economic development in Iraq.
The hypothesis adopted in the research is that the challenges (Obstacles) lead to waste the investment budgets among corruption , unrest security , and terrorism , then create ineffective role of the investment expenditure in development .
The main finding of this research is that there is no any economic strategies in drawing the paths of the investment in away to satisfy the economic development .
The researcher recommends to :
- Diversification the Iraq economy .
- Create a new frame work of legal and law institutions .
- Diversification the base of revenues .
- Focuses upon the application of the financial laws and directions .

أن الهدف الاساس من هذا البحث يتمحور حول تحديد دور الانفاق الاستثماري في التنحية الاقتصادية المدة (1970-2013) .
وتتمثل الفرضيه التي اعتمدها البحث هي أن التحديات (المعيقات) التي تعترض الانفاق الاستثماري أدت الى ضياع الموازنات الاستثمارية من الفساد ، عدم الاستقرار الامني والارهاب ، وبالتالي خلقت دوراً غير فعال للانفاق الاستثماري في التنمية .
أن الاستنتاج الرئيس لهذا البحث هي انه لا توجد أية ستراتيجيات اقتصاديه في رسم مسارات الاستثمار بطريقه تحقق التنمية الاقتصادية .
ويوصي الباحثون الى :
- توسيع قاعدة الاقتصاد العراقي .
- أيجاد اطار جديد لعمل المؤسسات القانونية .
- تنويع اساس الايرادات .
- التركيز على تعليق القوانين والتعليمات المالية .

Abstract

The objectives of the study were to identify the impact of canonical correlation between Incremental and Radical Entrepreneurial Orientation on Organizational Effectiveness of Jordanian Private Universities in Amman city. The study population consists of all Jordanian Private Universities that includes (17) Universities. The study sample includes (7) Jordanian Private Universities in Amman city. The Unit of Sampling and Analysis includes top (151) university leadership. To achieve the objectives of the study, the descriptive analytical method was used For data collection, analysis, and tasting hypotheses. a questionnaire, which consisted of (50), items was used to collect information about study variables. A number of statistical tools and methods were used such as the arithmetic mean, standard deviation, one sample T-test, multiple, simple regression and canonical analysis. The results reached showed a significant impact of incremental and radical entrepreneurial orientation in organizational effectiveness of Jordanian Private Universities in Amman city at level (  0.05); there was a significant relationship between incremental, and radical entrepreneurial orientation and organizational effectiveness in Jordanian Private Universities in Amman city at level (  0.05) and there was a significant impact of conical relationship between incremental and radical entrepreneurial orientation on organizational effectiveness in Jordanian Private Universities in Amman city at level (  0.05)
One of the main conclusions of the study is that of Entrepreneurship concept, which is essential in the strategic management literature designed to desirable outcomes at the enterprise level. Also, emphasis is given to entrepreneurship which includes activities adopted by business organizations to build the appropriate market position, create opportunities and resources investment.
The study recommends that the universities under study must adopt Entrepreneurial Orientation behaviors and try to benefit from the outputs to raise decision effectiveness achieved through innovation, thinking and understanding environment. The universities must support research and development activities in order to enhance the image of the university and its reputation in the long term.

Abstract

هدفت الدراسة إلى تحديد أثر العلاقة التشابكية بين التوجه الريادي التدريجي بمتغيراته (التوجه الريادي الإبداعي؛ التوجه الريادي الاستباقي؛ التوجه الريادي بتحمل المخاطر) والتوجه الريادي الجذري بمتغيراته (التوجه الريادي العدائي ؛ التوجه الريادي الاستقلالي) على الفعالية التنظيمية بأبعادها (النمو المهني للعاملين في الجامعة ؛ انفتاح الجامعة وتفاعلها مع المجتمع ؛استقطاب الكفاءات البشرية) في الجامعات الخاصة الأردنية بمدينة عمان. أمّا عيّنة الدراسة فقد شملت الجامعات الخاصة في مدينة عمان والبالغ عددها (7) جامعات. وقد تكونت وحدة المعاينة والتحليل من القيادات الجامعية العليا في تلك الجامعات ممثلة بـ (رؤساء الجامعات، رؤساء مجالس الأمناء، أعضاء مجالس الأمناء، نواب الرئيس، والعمداء) والبالغ عددهم (151) مفردة. ولتحقيق أهداف الدراسة استخدم المنهج الوصفي التحليلي، لجمع البيانات وتحليلها واختبار الفرضيات. من خلال استبانة استخدمت أداة رئيسة لجمع المعلومات طُوّرت على أيدي نخبة من الباحثين والكُتاّب في مجال متغيرات الدراسة والتي تكونت من (50) فقرة. وتم استخدام العديد من الوسائل والأساليب الاحصائية أبرزها المتوسطات الحسابية، والانحرافات المعيارية، واختبار T لعينة واحدة، وتحليل الانحدارين المتعدد والبسيط وتحليل الارتباط التشابكي. وبعد إجراء عملية التحليل لبيانات الدراسة وفرضياتها توصلت الدراسة إلى عدد من النتائج أبرزها: وجود تأثير ذي دلالة احصائية للتوجه الريادي التدريجي والجذري بأبعادهما على الفعالية التنظيمية للجامعات الخاصة الأردنية بمدينة عمان عند مستوى دلالة (  0.05)؛ ووجود علاقة ذات دلالة احصائية بين المتغيرات المستقلة التوجه الريادي التدريجي بأبعاده والتوجه الريادي الجذري بأبعاده والمتغير التابع الفعالية التنظيمية بأبعادها في الجامعات الخاصة الأردنية بمدينة عمان عند مستوى دلالة (  0.05). ووجود أثر ذي دلالة احصائية للعلاقة التشابكية ما بين للتوجه الريادي التدريجي بأبعاده والتوجه الريادي الجذري بأبعاده على الفعالية التنظيمية للجامعات الخاصة الأردنية بمدينة عمان عند مستوى دلالة (  0.05).
وكان من أبرز استنتاجات الدراسة أن الريادة مفهوم اساسى فى أدبيات الإدارة الاستراتيجية، هدفه تحقيق مخرجات مرغوب فيها على مستوى المؤسسة، كما أن الريادة تتضمن الأنشطة التي تعتمدها منظمات الأعمال لبناء المركز المناسب في السوق وخلق الفرص واستثمار الموارد القيمة. وقد أوصت الدراسة بضرورة تبني الجامعات محل الدراسة سلوكيات التوجه الريادي ومحاولة الإفادة من مخرجاته في رفع فاعلية قراراتها والذي يتحقق من خلال التفكير المبدع وإدراك بيئتها الخاصة، وقيام الجامعات بدعم أنشطة البحث والتطوير مادياً ومعنوياً بما يعزز صورة الجامعة وسمعتها على المدى البعيد ويؤهلها لتكون جامعة الريادة والمستقبل الريادي.

Abstract

This research aims to show the extent of the impact of the overall marketing mix green "product variables, pricing, promotion and distribution," the green consumer purchasing behavior across his decision to buy the product of green solar heaters . The importance lies in pointing attitudes toward use of clean energy instead of traditional energy to preserve the environment and reduce spending in this area. And summarized the research problem in determining the orientations of individuals in Jordanian society, particularly in the capital, Amman, about the use of solar water heaters as a behavior to minimize the negative effects of conventional energy use, and whether there is a trace of the marketing mix used by marketing companies on that behavior. The research sample size has been reached (200) of individual users of solar water heaters. The research has come to the presence of a statistically significant effect of the overall marketing mix variable on the Jordanian consumer behavior at the significance level (α ≤ 0.05). Find the need to go have recommended towards spreading environmental awareness among the different layers of society by focusing on the concept of environmental responsibility to stimulate the adoption of green behavior, which in turn is reflected in the purchase and acquisition of green products that reduce energy consumption and reduce pollution.

Abstract

يهدف البحث الى بيان مدى تاثير مجمل متغيرات المزيج التسويقي الاخضر "المنتج, التسعير, الترويج والتوزيع" على سلوك المستهلك الاخضر الشرائي عبر قراره لشراء المنتج الاخضر المتمثل بالسخانات الشمسية. وتكمن أهميته في تأشير التوجهات نحو استخدام الطاقة النظيفة بدلا من الطاقة التقليدية للحفاظ على البيئة وتقليل الانفاق في هذا المجال. وتلخصت مشكلة البحث في تحديد توجهات الافراد في المجتمع الاردني وتحديدا في العاصمة عمان نحو استخدام السخانات الشمسية كسلوك لتقليل الاثار السلبية الناجمة من استخدام الطاقة التقليدية, وفيما اذا كان هنالك اثر للمزيج التسويقي المستخدم من قبل الشركات المسوقة على ذلك السلوك. وقد بلغ حجم عينة البحث (200) فرد من مستخدمي السخانات الشمسية. وقد توصل البحث الى وجود تأثير ذو دلالة احصائية لمجمل متغير المزيج التسويقي على سلوك المستهلك الاردني عند مستوى الدلالة (α ≤ 0.05). وقد اوصى البحث بضرورة التوجه نحو نشر الوعي البيئي بين طبقات المجتمع المختلفة من خلال التركيز على مفهوم المسؤولية البيئية للتحفيز على تبني السلوك الاخضر, والذي ينعكس بدوره على شراء و اقتناء المنتجات الخضراء والتي تحد من استهلاك الطاقة وتخفيض التلوث.

Abstract

The current research aims to shed light on the role of talent management in the conduct of an appropriate regulatory change for a sample of governmental and private Iraqi colleges, and in order to achieve this, it has adopted a search on the number of research approaches sober, represented in the basis of the approach applied demo to test relations research and variables, and historical approach to cemented concepts that have been addressed and establish it, and go search of a problem expressed in a number of intellectual and practical questions, targeted to answer elucidate theoretical philosophy and semantic intellectual research variables, and of management talent, leadership, and organizational change, being one of the modern general Arab Environment private Iraqi and environment issues , and then diagnose the level of relevance and applicability within the higher education system.
With the adoption of strategic analytical survey, the sample was targeted (24) from the Iraqi colleges, included (12) Government College and (12) Faculty of civil formed as a whole (140) members of the senior leadership of the colleges surveyed, imitators (b deans and their assistants and the heads of academic departments and committees scientific in those sections), while represented the main tool to search Balastbana, in addition to design models interviews were designed based on a number of international standards discreet private variables search after being adapted to the Iraqi environment requirements, have been analyzing the data and test hypotheses using a number appropriate statistical tools.
In the final analysis, the results showed the health of most of the research hypotheses, and depending upon formulated a number of conclusions which recommends that colleges surveyed management talent by hiring a proposed program by the search.

يهدف البحث الحالي إلى تسليط الضوء على دور إدارة الموهبة في إجراء تغيير تنظيمي مُلائم لعينة من الكليات العراقية الحكومية والأهلية، وسعياً لتحقيقِ ذلك، فقد اعتمد البحث على عدد من المناهج البحثية الرصينة، تمثَّلت بشكلٍ أساس بالمنهج التطبيقي التجريبي لاختبار علاقات البحث ومتغيراته، والمنهج التاريخي لترصين المفاهيم التي تم تناولها وتأصيلها، وانطلق البحث من مشكلة مُعَبَّر عنها بعدد من التساؤلات الفكرية والتطبيقية، استهدفَ من الإجابةِ عنها استجلاء الفلسفة النظرية والدلالات الفكرية لمتغيرات البحث، والمتمثلة بإدارة الموهبة القيادية، ، والتغيير التنظيمي، كونها من الموضوعات الحديثة على البيئة العربية عامة والبيئة العراقية خاصة، ومن ثم تشخيص مستوى أهميتها وإمكانية تطبيقها ضمن منظومة التعليم العالي.
وباعتماد ستراتيجية المسح التحليلي، فقد استهدفت عينة البحث (24) من الكليات العراقية، تضمنت (12) كلية حكومية و(12) كلية أهلية شكَّلت بمجملها (140) فرداً من القيادات العليا للكليات المبحوثة، متمثلين بـ (عمداء الكليات ومعاونيهم ورؤساء الأقسام العلمية واللجان العلمية في تلك الأقسام)، في حين تمثلت الأداة الرئيسة للبحث بالإستبانة، إضافة إلى تصميم نماذج مقابلات جرى تصميمها بالاعتماد على عدد من المقاييس العالمية الرصينة الخاصة بمتغيرات البحث بعد أن جرى تكييفها بما يتناسب مع متطلبات البيئة العراقية، وقد جرى تحليل البيانات واختبار الفرضيات باستخدام عدد من الأدوات الإحصائية الملائمة.
وفي المحصلة النهائية، أظهرت النتائج صحة أغلب فرضيات البحث، وبالاعتماد عليها صيغت عدد من الاستنتاجات التي توصي بضرورة إدارة الكليات المبحوثة للموهبة من خلال توظيف برنامج مقترح من قبل البحث

Abstract

This study aims at evaluating the impact of international capital flows on economic development in Algeria; and centering mainly on medium –and long- term flows that take the forms of foreign direct and indirect investments, loans, and officiel development aid. In enlightening that, we use a multi regression model and least square method on data available for the period 1980-2011. The results show that FDI and foreign loans have strong relation with economic development indicators and no clear relation between official aid and those indicators.

تهدف هذه الدراسة إلى قياس أثر التدفقات الدولية لرؤوس الأموال على التنمية الاقتصادية في الجزائر، من خلال التركيز على التدفقات متوسطة وطويلة الأجل، والتي تأخذ شكل استثمار أجنبي مباشر وغير مباشر، قروض أجنبية، ومساعدات رسمية للتنمية. واستخدمنا في ذلك نموذج انحدار متعدد وطريقة المربعات الصغرى، وباستخدام بيانات سنوية تغطي الفترة 1980-2011. توصلت الدراسة إلى عدة نتائج أهمها أن كل من تدفقات الاستثمار الأجنبي المباشر والقروض الخارجية ساهمت في تفسير التغيرات الحاصلة في مؤشرات التنمية الاقتصادية خلال فترة الدراسة، وتبين أيضا أنه لا توجد علاقة ذات معنوية إحصائية بين المساعدات الرسمية للتنمية ومؤشرات التنمية الاقتصادية للجزائر

Abstract

The phenomenon of environmental pollution caused a economic, social and health affects due to link such these effects by development of various types, the matter need to put environmental policy of clear features to reduce this phenomenon.
The environmental performance in Iraq under the level of ambition in spite of the effects suffered by the Iraqi environment and is still due as a result of wars, conflicts and extractive and industrial activities, random housing and deterioration of municipal services.
The three environment variables are soil, water and air exposed to the degradation and pollution has been reflected on the productivity and the level of health of individuals.
That this research will shed light on the features of the current environmental performance in Iraq and the proposed policy, to put an end to environmental pollution and its effects.

نتج عن ظاهرة التلوث البيئي اثارا اقتصادية واجتماعية وصحية ونظرا لارتباط مثل هذه الاثار بالتنمية بانماطها المختلفة تطلب الامر وضع سياسة بيئية واضحة المعالم للحد من هذه الظاهرة.
كان الاداء البيئي في العراق دون مستوى الطموح بالرغم من الاثار التي عانت منها البيئة العراقية وما تزال جراء الحروب والنزاعات والنشاطات الاستخراجية والصناعية والسكن العشوائي وتردي الخدمات البلدية.
ان متغيرات البيئة الثلاث التربة والمياه والهواء تعرضت الى التدهور والتلوث وقد انعكس ذلك على الانتاجية وعلى المستوى الصحي للافراد.
ان هذا البحث سيسلط الضوء على ملامح الاداء البيئي الراهن في العراق والسياسة المقترحة للحد من التلوث البيئي واثاره.

Abstract

The research aims to identify the main factors that lead to produce a gap between the expectations of beneficiaries of accounting information and the performance of external auditors in the corporate sample , and found by dealing with the theatrical and practical sides of the topic that there are two types of factors that lead to produce an expectations gap.
The first type is the internal factors that stem from the internal environment of the sample companies, The second type is the external factors that come from the surrounding environment of the sample companies , So the search tries to answer about a question that for the range in which these factors effect in the expectations of users of accounting information in sample companies , and find solutions that would reduce the impact of these factors and thus narrow the expectations gap .
To identify that , the research supports on putting forward the research topic in its theoretical side by using the literatures of accounting and audit about the topic , while the practical side has been contained distribution questionnaire on a sample of auditors and users of accounting information-strong (60) people, and then use statistical methods to analyze the questionnaire data.

يهدف البحث إلى للتعرف على ابرز العوامل التي تؤدي الى حدوث فجوة التوقعات بين المستفيدين من المعلومات المحاسبية وأداء مراقبي الحسابات في الشركات عينة البحث ، ووجد من خلال تناول الموضوع بجانبية النظري والتطبيقي ان هنالك نوعين من العوامل التي تؤدي الى حدوث فجوة ألتوقعات النوع الأول ويتمثل بالعوامل الداخلية التي تنبع من البيئة الداخلية للشركات عينة البحث ، اما النوع الثاني فيتمثل بالعوامل الخارجية التي تتأتى من البيئة المحيطة للشركات عينة ألبحث ويحاول البحث الإجابة عن تساؤل مفاده ، إلى أي مدى تؤثر هذه العوامل في توقعات مستخدمي المعلومات المحاسبية وإيجاد الحلول التي من شأنها أن تخفض من تأثير تلك العوامل وبالتالي تضييق فجوة التوقعات.
ويعتمد البحث في تحقيق ذلك على طرح موضوع البحث في جانبيه، النظري وأشتمل على ما طرحته الأدبيات المحاسبية والتدقيقية حول ألموضوع والجانب التطبيقي فقد تم توزيع استمارة استبانه على عينة من المدققين والمستفيدين من المعلومات المحاسبية قوامها (60) شخص ومن ثم استخدام الأساليب الإحصائية لبيانات الاستبانة

Abstract

Credit services has been increased as result to its sales types and added conditions in order to cover customers needs by giving current product with delay buying cost also it help Islamic banks to get liquidity in short term to cover depositor needs of liquidity. It gives center bank ability to apply models of measuring risks. It gives competition ability to face traditional banks as result to become other way instead of credit with interest. Problems comes as result to comparing between Islamic banks credit difference risks and difference of managing than tradition banks. Difference comes as result to sales nature. It is not loan with interest but services or goods therefore there is difference in evaluate law risk, operation risk, financial risk and managing risk so there is real need to evaluate risk and its managing in different way than traditional banks. Evaluation of Islamic bank success or default is effected by real value of its investing in market but not in possibility risk it may face which reduce value also it is effected by managing risk cost as expenses which reduces value of profit even risk does not happen as buying insurance services. Searcher recommended to direct interesting staff of evaluating risk managing in Islamic banks to study credit services practically to show risk types as real lose which must show in accounting up to Islamic accounting. It gives loss after reduce all costs. It does not accept loss of profit and added value of managing possibility risk as additional cost to get possibility advantage of reduces loss if happen. Real valuation will help Islamic banks to get support.

تعددت صيغ بيوع الائتمان في المصارف تبعا لأنواع بيوعها، وكذلك ما يضاف عليها من شروط جعلية، بما يتناسب مع إشباع حاجات العملاء بتحصيل منتجات حالّة بثمن مؤجل، كما تساعد المصرف في تحصيل السيولة في وقت قصير الأجل لتغطية سحوبات المدخرين، إضافة لتناسبها مع نماذج قياس المخاطر في البنك المركزي، إضافة لقدرتها على تحقيق التنافسية مع المصارف التقليدية، باعتبارها بديلا عن الاقتراض بفائدة ربوية. لكن ظهرت مشكلة توضيح اختلافات مخاطرها، وطرق إدارة هذه المخاطر مقارنة بين تقديم الخدمات الائتمانية، حيث ظهر أساس الاختلافات في طبيعة المبيع بأنه ليس بيع قرض بفائدة وإنما بيع سلعة أو خدمة، ولذلك ظهر الاختلاف في تقدير المخاطر القانونية والتشغيلية والتقييم المالي، وكذلك في طريقة إدارة الخطر عند محاولة نقل الخطر أو تجنبه أو قبوله رغم احتمالات حدوث الخسارة، وهذا يوضح الحاجة الحقيقية لتقيم المخاطر وإدارتها بطريقة مختلفة عن المطبق في المصارف التقليدية، فتقييم نجاح المصرف الإسلامي وفشله يتأثر بقيمة الاستثمار الحقيقية في السوق وليس بالمخاطر المحتملة التي تبخس قيمتها، كما تتأثر بكلفة إدارة الخطر والتي تضاف إلى المصروفات بما يخفض من قيمة الربح عند عدم حدوث الخطر المحتمل أو تخفض الخسارة في حال حدوثها( كما في حال الاشتراك في التأمين)، وقد أوصى الباحث بتوجيه المعنيين في تقييم إدارة المخاطر في المصارف الإسلامية إلى دراسة مخاطر الخدمات الائتمانية عمليا من خلال تحديد المخاطر التي وقعت بها وترتب عليه خسارة حقيقية، بحيث تقيّد كخسارة تخضع لفقه المحاسبة الإسلامي، حيث لا يعتد بالخسارة إلا بعد خصم التكاليف كاملة، أما خسارة جزء من الربح فلا تعد خسارة. ومراعاة أثر قيمة طريقة إدارة الخطر المحتمل على العائد، حيث تعد كلفة إضافية تقدم منفعة محتملة إذا حدثت الخسارة كتقليل الخسارة، فصدق التقييم يساعد على تحصيل الدعم للمصارف الإسلامية.

Abstract

unit throughout providing information that add value and contribute to achieve the unit goals. That value is enhanced if process of knowledge management (KM) embodied in generating; storing; publishing and distributing; and applying knowledge, are being employed using modern techniques within context of knowledge database (KDB) to be useful in decision making. This paper aims at showing the conceptual keystones of KM, and to demonstrate the accounting role in designing and developing the information system in pursuit of knowledge based management, these aims are applied in an industrial company represented by The General Company for Vegetable Oils Industry (GCVOI)/ Al-Ma’amoon Factory.
The paper is based on a hypothesis which claims that “an accounting information system that employs efficiently KM concepts and approaches by utilizing KDB can help economic entities, in general and GCVOI in particular, to perform business activities in correct and effective approach.”
The paper reached at a number of conclusions, the most important of which are: (1) KDB design and implementation ensures developing AIS of GCVOI with emphases on accountant role to design the system especially on the external and conceptual levels, in addition to his or her role in economic feasibility study of new system to define costs and benefits. (2) Constructing KDB on the foundation of relational model achieves sustainable increase of AIS efficiency and effectiveness, enables obtaining responses to inquiries, and presenting online information about company’s activities. (3) Relying on Microsoft Access and Visual Basic programs to design KDB for the company provides all financial and nonfinancial requirements for external and internal parties in timely manner.

يؤدي نظام المعلومات المحاسبي دوراً مهماً بالنسبة لأية وحدة إقتصادية من خلال توفير معلومات تضيف قيمة وتُسهم بتحقيق أهداف تلك الوحدة. تتعزز تلك القيمة إذا ما تم توظيف عمليات إدارة للمعرفة مُجسدة في توليد، وخزن، ونشر وتوزيع، وتطبيق المعرفة بإستعمال تقنيات حديثة ضمن إطار قاعدة بيانات معرفية يمكن الإفادة منها في إتخاذ القرارات. يهدف هذا البحث إلى بيان المرتكزات المفاهيمية لإدارة المعرفة، فضلا عن بيان دور المحاسبة في تصميم وتطوير نظام المعلومات سعياً لتطبيق إدارة أساسها المعرفة، وذلك بالتطبيق على إحدى الشركات الصناعية متمثلة بالشركة العامة لصناعة الزيوت النباتية – مصنع المأمون.
بُنـَيَّ البحث على فرضية مؤداها: “يساعد توافر نظام معلومات محاسبي يوظِف بكفاءة مفاهيم ومناهج إدارة المعرفة بالتعويل على قاعدة بيانات معرفية، الوحدات الاقتصادية بصورة عامة، والشركة العامة لصناعة الزيوت النباتية بصورة خاصة في أداء أنشطة الأعمال على وفق منهج صحيح وفعال.”
توصل الباحثان إلى مجموعة إستنتاجات يمكن تلخيص أهمها بالآتي: (1) يكفل تصميم وتنفيذ قاعدة بيانات معرفية، تطوير نظام المعلومات المحاسبي داخل الشركة العامة لصناعة الزيوت النباتية مع التأكيد على دور المحاسب في تصميم النظام سيما على المستويين الخارجي والمفاهيمي، فضلا عن دراسة الجدوى الاقتصادية للنظام الجديد وحصر التكاليف والمنافع. (2) يحقق إنشاء قاعدة بيانات معرفية على أساس إنموذج علاقاتي، زيادة مستدامة في كفاءة وفاعلية نظام المعلومات المحاسبي في الشركة ويُمَكّن من الحصول على إجابة عن إستفسارات وتقديم معلومات فورية حول أنشطة الشركة. (3) يوافر تصميم قاعدة بيانات معرفية للشركة بالتعويل على برنامَجَي Microsoft Access، وVisual Basic، كافة الاحتياجات من معلومات مالية وغير مالية، للأطراف الخارجية والداخلية وفي الوقت المناسب.

Abstract

This research was launched from an intellectual dilemma embodied in an attempt to identify the leadership skills affecting the meetings and the relationship of these skills, the extent of success in management meetings. The current research seeks to link the leadership skills and stages of management meetings at Saad public company. Has adopted the style questionnaire as the main tool for data collection and information on variables search of an intentional sample, which amounted to (34) individuals internalized managers in the levels of middle and senior management as well as their assistants and consultants, who are the leaders of Adarein practitioners to manage meetings, for the purpose of analyzing responses and test research hypotheses used researchers a number of statistical methods including the percentage and the mean, standard deviation, and Spearman correlation coefficients and experiential (F, T) and simple linear regression and Mann-Whitney and Kruskal-Wallis. In light of the results obtained research found a set of the most important conclusions certified the first and the second hypothesis, which suggests the existence of a relationship and the impact of moral leadership skills in the stages of administration of the meeting.

انطلق هذا البحث من معضلة فكرية تجسدت في محاولة التعرف على المهارات القيادية المؤثرة في الاجتماعات وعلاقة تلك المهارات بمدى النجاح في ادارة الاجتماعات. يسعى البحث الحالي للربط بين المهارات القيادية ومراحل ادارة الاجتماعات في شركة سعد العامة. وقد اعتمد أسلوب الاستبانة كأداة رئيسة لجمع البيانات والمعلومات المتعلقة بمتغيرات البحث من عينة قصدية والتي بلغت (34) فرداً تمثلوا بالمديرين في مستويات الإدارة العليا والوسطى فضلاً عن معاونيهم والاستشاريين والذين يعدون قادة ادارين ممارسين للادارة الاجتماعات، ولغرض تحليل الاستجابات واختبار فرضيات البحث استخدم الباحث عدد من الوسائل الإحصائية منها النسبة المئوية والوسط الحسابي والانحراف المعياري ومعاملات ارتباط سبيرمان واختباري (F,T) والانحدار الخطي البسيط و اختبار مان وتني و اختبار كراوسكل واليز. وعلى ضوء النتائج التي تم الحصول عليها توصل البحث إلى مجموعة استنتاجات من أهمها ثبوت الفرضية الاولى والثانية التي تشير الى وجود علاقة وأثر لمعنوية المهارات القيادية في مراحل ادارة الاجتماع.

تعد المشروعات الزراعية الصغيرة والمتوسطة ضرورة ملحة لابد منها من اجل خدمة التنمية الزراعية , لما لها من اهمية ودور كبير في زيادة الانتاج وتشغيل الاف العاطلين عن العمل , ويعد الدعم الحكومي المحرك الرئيس لها ، اذ ان هناك العديد من المحاصيل الزراعية التي تنتج في المشروعات الزراعية الصغيرة والمتوسطة وذلك لطبيعة تلك المحاصيل.
وفي العراق فقد شهد عقدي السبعينات والثمانينات من القرن العشرين اهتمام كبير جدا بالمشروعات الزراعية الصغيرة والمتوسطة مما انعكس ايجابيا على عددها من جهة وزيادة الانتاج الزراعي من جهة اخرى، فضلا عن تشغيلها لإلاف الفلاحين . والعراق يمتلك عشرات الالاف من المشروعات الزراعية الصغيرة والمتوسطة بسبب قوانين الملكية الزراعية وفقا للشريعة الاسلامية، و القوانين الوضعية المتمثلة بقوانين الاصلاح الزراعي ، فضلا عن انشاء عشرات الالاف من حقول الدواجن والالاف من بحيرات الاسماك والعشرات من محطات الابقار .
ولكن سرعان ما تدهور الانتاج الزراعي خلال عقد التسعينات من القرن الماضي بسبب توقف الدعم الحكومي نتيجة للحصار الاقتصادي , لكن الدولة قد عاودت بعض الدعم بعد توقيع مذكرة التفاهم مع الامم المتحدة النفط مقابل الغذاء ، اذ شهد الدعم تطور ملموس للمدة 2000-2002 اذ تم تقديم الاسمدة والمبيدات لمشاريع الفواكه والخضر وتقديم الاعلاف واللقاحات الافراخ لمربي الدواجن مما انعكس ايجابيا على زيادة الانتاج ، الا ان الدعم الحكومي قد انتكس ثانية بعد الاحتلال الامريكي عام 2003 والذي توقف يشكا شبه تام مما ادى الى توقف الاف المشاريع الزراعية الصغيرة والمتوسطة

This and that the decision to allocate scarce resource products (number of hours) will increase the return on the contribution, so it was decided to exclude a single economic unit production lines in order to maximize profits.
Hence the research problem of excluding one production lines (fixed costs), which presents a high risk to the unit, so research aims to analyze and discuss the decision in terms of return and risk a manner that reflects on the rationalization of these decisions

تعتمد القرارات الادارية بشكل رئيسي على المعلومات المحاسبية الخاصة بالبدائل المتاحة ، ومن المتعارف عليه ان اي قرار اداري يعتمد على المبادلة بين العائد والمخاطرة بشكل عام والقرار الخاص بتخصيص المورد النادر بشكل خاص .
هذا وان قرار تخصيص المورد النادر للمنتجات ( عدد الساعات ) سيؤدي الى زيادة عائد المساهمة ، لذلك تقرر الوحدة الاقتصادية قبل تخصيص المورد النادر بأستبعاد احد خطوط الانتاج بهدف تعظيم الارباح .
ومن هنا تبرز مشكلة البحث المتمثلة بأستبعاد احد خطوط الانتاج ( التكاليف الثابتة ) مما يعرض الوحدة الى مخاطر عالية ، لذلك يهدف البحث الى تحليل ومناقشة القرار من ناحية العائد والمخاطرة بالشكل الذي ينعكس على ترشيد هذه القرارات وقد توصل البحث الى مجموعة استنتاجات اهمها ترتبط عملية تحقيق العوائد المتوقعة بقدرة الوحدة على ادارة العملية الانتاجية بالشكل الذي يحقق معه الاهداف المرسومة .

Abstract

Profit is the main motioned of the activity of commercial banks and its main objective. They are always wanted to increase profits from ordinary activities.
Among these activities it is activity of credit, which requires providing the necessary funds in order to lend. The money is deposited with the bank.
Therefore this current research seeks to prove contribution of bank deposits in the bank’s net income for the Iraqi Middle East Investment bank for the duration from the first quarter 2010 to second quarter 2013.
This research was based on two assumptions, which they had been proven by the standard quantitative approach and they are:
1. There is a relation with a statistically criteria between the types of deposits and the net income of the Iraqi Middle East investment bank.
2. The type of the deposits that affect the net income of the Iraqi Middle East investment bank.
This research had built a research model for predicting the net income of the bank relying on savings deposits and fixed deposits. While the conclude strength reached 62% of the sample. It was phrased as follows:
Y = -10.38 + 0.03 X2 + 0.15 X3
If so:
Y = net income
X2 = savings deposits
X3 = fixed deposits

يعد الربح المحرك الرئيسي لنشاط المصارف التجارية والهدف الاساسي لها فهي تسعى دوما الى تعظيم الارباح من خلال ممارستها لانشطتها الاعتيادية ، ومن بين هذه الانشطة هو نشاط الائتمان والذي يتطلب توفير الاموال الازمة بغية اقراضها وهذه الاموال هي الاموال المودعه لدى المصرف.
لذلك فقد سعى البحث الحالي الى اثبات مساهمة الودائع المصرفية في صافي دخل مصرف الشرق الاوسط العراقي للاستثمار ، للمدة من الفصل الاول 2010 ولغاية الفصل الثاني 2013 .
واستند البحث الى فرضيتين رئيسيتين واللتين تم اثباتهما باستخدام المنهج الكمي القياسي وهما :
1 . توجد علاقة ذات دلاله احصائية ما بين انواع الودائع وصافي دخل مصرف الشرق الاوسط العراقي للاستثمار.
2 . ان انواع الودائع تؤثر في صافي دخل مصرف الشرق الاوسط العراقي للاستثمار.
ولقد توصل البحث الى بناء انموذج للتنبؤ بصافي دخل المصرف بالاعتماد على ودائع التوفير والودائع الثابتة، اذ بلغت القوة التفسيرية للانموذج 62% ، وكانت صيغته الاتي :
Y = -10.38 + 0.03 X2 + 0.15 X3
اذ ان :
Y = صافي الدخل.
X2 = ودائع التوفير.
X3 = ودائع ثابتة.

Perhaps the phenomenon of tax evasion will not achieve tax fairness in the distribution of income between the taxpayers and the state, which negatively effects the tax proceeds and is considered a major obstacle to the achievement of development that emerges state policies.

تعد الضرائب احدى اهم مصادر تمويل النفقات العامة اللازمة لتنمية المجتمع واشباع حاجاته الاقتصادية والاجتماعية والسياسية والثقافية فللضريبة اهداف متعددة يأتي في مقدمتها الهدف الدائم والمتمثل في اولوية الهدف المالي أي توفير الاموال اللازمة لتغطية النفقات العامة الى جانب اهداف اخرى هي تحقيق التوازن الاقتصادي والاجتماعي. ولعل ظاهرة التهرب الضريبي من شأنها عدم تحقيق العدالة الضريبية في توزيع الدخل بين المكلفين والدولة مما يؤثر سلبا على الحصيلة الضريبية ويعتبر عائقا هاما واساسيا امام تحقيق التنمية التي ترسمها سياسات الدولة والتي ترجع اسباب هذه الظاهرة الى اسباب اقتصادية وتشريعية وادارية واجتماعية ونفسية.
وبناءا على هذه الاهمية تم تناول موضوع الدراسة تحليل ظاهرة التهرب من ضريبة الدخل وقد قسمت الدراسة على ثلاثة مباحث تناول المبحث الاول التعريف بضريبة الدخل في العراق واستعرض المبحث الثاني ظاهرة التهرب الضريبي وانواعه واسباب حدوث الظاهرة اما المبحث الثالث فقد تناول ظاهرة التهرب من ضريبة الدخل في العراق وتطورها واسبابها. وخلصت الدراسة الى جملة من الاستنتاجات ووضع التوصيات المناسبة لها

Data have been presented concerning the Iraq Stock Exchange for the period from 2004 - 2012 for all sectors of industry, agriculture, hotels, services, investment, insurance and banking, as well as the GDP data. Some of the financial indicators such as average market capitalization and trading volume and the rate of the total value and the rate of turnover per share and compared to the growth rate during the period of the study, and found that the importance of Iraq Stock Exchange index, which is one of the important sources and vital in moving the various economic sectors application. The results showed poor performance of the industrial and agricultural sectors productivity compared to the dominance of service sectors on both trading volume and market value. This indicates a lack of public confidence in the performance of the productive sectors. تم عرض البيانات التي تخص سوق العراق للاوراق المالية للمدة من 2004 – 2012 للقطاعات كل من الصناعة والزراعة والفنادق والخدمات والاستثمار والتأمين والمصارف , فضلا عن بيانات الناتج المحلي الاجمالي . وقد تم تطبيق بعض المؤشرات المالية منها معدل القيمة السوقية وحجم التداول ومعدل القيمة الكلية ومعدل دوران السهم ومقارنة معدل النمو خلال مدة الدراسة , وتبين من ذلك اهمية مؤشر سوق العراق للاوراق المالية والذي يعتبر من المصادر المهمة والحيوية في تحريك القطاعات الاقتصادية المختلفة . كما اظهرت النتائج ضعف اداء القطاعات الانتاجية الصناعية والزراعية مقابل هيمنة القطاعات الخدمية على كل من حجم التداول والقيمة السوقية. وهذا يدل على عدم ثقة الجمهور في اداء القطاعات الانتاجية . كما اظهرت الدراسة ضعف قطاع التأمين الذي يعتبر المحرك الرئيس لبقية القطاعات الاقتصادية . وهناك تذبذب في اداء جميع القطاعات خلال مدة الدراسة

ان تبني الشركة للإبداع التقني يعد من افضل الخيارات للتكيف مع التغيرات السريعة في بيئة العمل وفق نهجها ونظرتها المستقبلية، لذا يسعى البحث الى تحقيق مجموعة من الاهداف تمثلت بتقييم عملية الابداع التقني واثرها في تقديم منتوجات تلبي رغبات الزبون المتغيرة والمتجددة، بيان اثر الابداع التقني في تصميم المنتوج.
توصل البحث الى جملة من الاستنتاجات والتوصيات كان من أبرزها ضرورة اعتماد الابداع التقني في تصميم وتحسين المنتجات القائمة والجديدة، لكونه وسيلة تؤدي الى تفوق وتمييز المنظمات عن منافسيها الاخرين ، فضلا عن قدرتها على تنويع منتجاتها لتحقيق حاجات ورغبات الزبائن المتغيرة.

Abstract

Fiscal policy occupies an important place between the sum of the policies of the economic policy of monetary and credit such as policy and exchange rate policy, because they can achieve the goals sought by the national economy relying on multiple organs which can adapt even affect all economic and social aspects of society. They are a key tool of economic policy tools to guide the economic track, and to address the suffering of economic crises and problems.
Perhaps the most important problems of the world economies are inflation phenomenon that generates a negative impact is the loss of economic stability and a deterioration in living standards.
So evident study the phenomenon of inflation and how to address them using the instruments of fiscal policy with a focus on the Iraqi economy.

تحتل السياسة المالية مكانة هامة بين مجموع السياسات المكونة للسياسة الاقتصادية كالسياسة النقدية والائتمانية وسياسة سعر الصرف، لأنها تستطيع ان تحقق الاهداف التي يسعى اليها الاقتصاد الوطني معتمدة في ذلك على ادواتها المتعددة التي تستطيع ان تكيفها حتى تؤثر في كافة الجوانب الاقتصادية والاجتماعية للمجتمع. فهي أداة رئيسية من ادوات السياسة الاقتصادية في توجيه المسار الاقتصادي، ومعالجة ما يتعرض له من أزمات ومشاكل اقتصادية.
ولعل ابرز المشاكل التي تعاني منها اقتصاديات دول العالم هي ظاهرة التضخم التي تولد آثاراً سلبية تتمثل بفقدان الاستقرار الاقتصادي وتدهور في مستويات المعيشة.
لذلك يظهر جلياً دراسة ظاهرة التضخم وكيفية معالجتها باستخدام ادوات السياسة المالية مع التركيز على الاقتصاد العراقي.

Abstract

The research seeks to answer the many questions raised by the issue of research on intellectual capital and the most important components. as well as the dimensions of quality for the consumer in the company Zora , and the level of importance of intellectual capital ( human capital, structural capital, consumer capital) in dimensions of quality ( quality perceived, reliability, conformance, durability, exterior, portability service), the effect of intellectual capital in the dimensions of quality for the consumer.
Adopted the researchers on the key tool for data collection is a questionnaire designed to look as it has been analyzing the contents of the questionnaire according to statistical information system (SPSS) was (50) questionnaire in which research found significant results related to the existence of the level of importance of the research variables , and came relationship between the variables correlation the moral effect between the two variables and was based on the formulation of a number of conclusion recommendations.

Abstract

يسعى البحث للإجابة على تساؤلات عديده اثارتها المشكلة البحثية حول رأس المال الفكري واهم مكوناته وكذلك ابعاد الجودة لدى المستهلك في شركة الزوراء، ومستوى أهمية راس المال الفكري (راس المال البشري، راس المال الهيكلي، راس المال الزبائني) في ابعاد الجودة (الجودة المدركة، المعولية، المطابقة، المتانة، المظهر الخارجي، قابلية الخدمة) لدى المستهلك وكذلك معرفة أثر راس المال الفكري في ابعاد الجودة لدى المستهلك.
اعتمد الباحثان على أداة رئيسية لجمع البيانات هي استبانة صممت للبحث اذ تم تحليل محتويات الاستبانة وفق نظام المعلومات الاحصائي ((SPSS) وكانت (50) استبانة من خلالها توصل البحث الى نتائج مهمة ذات علاقة بوجود مستوى أهمية متغيرات البحث، وجاءت العلاقة بين المتغيرات علاقة ارتباط قوية والتأثير معنوي بين المتغيرين وبناءاً على ذلك تم صياغة عدد من الاستنتاجات والتوصيات
