Abstract

The research aims to draw attention to the role of the Iraqi banking sector in managing the climate change risk profile according to Iraq’s sustainable Vision 2030 and its accession to the Paris Climate Agreement under Law (31) for the year 2020 ، Through the research contribution to setting the main pillars of the guiding principles for sustainable financing by the international proposals of the International Green Financial System Network (Network for greening the financial system-NGFS). In addition to addressing the sustainable initiatives announced by the Central Bank of Iraq, the research will focus on the renewable energy initiative that was unique to the Central Bank of Iraq to achieve carbon neutrality while proposing guidelines for sustainable financing to respond to carbon reefs ، In addition to developing disclosure in the banking sector in a so-called disclosure of carbon footprint reports through indicators for these reports ، The research reached many conclusions, most notably the absence of a guide for sustainable financing in the Iraqi banking sector, despite the existence of initiatives to achieve sustainability that were limited to individual instruction. In addition to the recommendations made by the research, which centred on proposing reports to follow up the application of the guiding principles of sustainable financing with the issuance of carbon footprint reports for each bank.

Abstract

Management represents an important and pivotal role in the management of the organization, especially if that administration possesses insight that qualifies it to stand in the face of the crisis and its consequences, as many specialists believe that the success of the organization is from the success of its leaders, and its failure from their failure, so the study aimed to identify the role that good management plays in Facing crises within institutions and the concepts related to the concept of good governance and identifying the components that fall under this concept, which helps to clarify the relationship between management and the success of the institution. The search was applied on the basis that the study will link between good governance and its role in reducing the impact of crises. Finance, and then the nature of the subject necessitates addressing the study of the role of management in crisis management without specifying the type of risk. The Central Bank of Iraq conducted a number of surveys to know the risk management practices of commercial banks in order to make it possible to know the expected impact that may result when applying the new standards.

تمثل الادارة دوراً هاماً ومحورياً في إدارة المنظمة، خاصة إذا امتلكت تلك الادارة بصيرة تؤهلها للوقوف في وجه الأزمة وتبعاتها، حيث يرى الكثير من المتخصصين أن نجاح المنظمة من نجاح قياداتها، وفشلها من فشلهم، لذا هدف البحث إلى التعرف على الدور الذي تلعبه الادارة الكفؤة في مواجهة الأزمات داخل المؤسسات وإلى المفاهيم ذات الصلة بمفهوم الادارة الكفؤة والتعرف على المكونات التي تندرج تحت هذا المفهوم، وهو ما يساعد على إيضاح العلاقة بين الادارة ونجاح المنظمة، وقد تم تطبيقه على اساس إن البحث سوف يربط بين الادارة الكفؤة ودورها في الحد من تأثير الأزمات المالية، ومن ثم طبيعة الموضوع. تفرض التطرق إلى دراسة دور الادارة في إدارة الأزمات دون تحديد نوع الخطر، وتم الاستعانة بالتحليل الاحصائي وقد تم تطبيق البحث على ثلاثة مصارف تجارية خاصة وبواقع خمسة سنوات للمدة (2018-2022)، وتوصل البحث الى مجموعة من استنتاجات اهمها: إجراء البنك المركزي العراقي عدداً من المسوحات لمعرفة ممارسات إدارة المخاطر لدى المصارف التجارية ليتاح معرفة التأثير المتوقع الذي قد ينتج عند تطبيق المعايير الجديدة حيث اوصى البحث بجملة توصيات من اهمها: التوصل إلى أساليب جديدة ومفيدة ذات جدوى أكثر وفعالية أكبر لتجنب المخاطر.

تعد دراسة الظروف المناخية وتقلبات الغلاف الجوي وتأثيراتها مهمة جدًا لتشخيص السمات البيئية والمناخية وتأثيرها على مختلف المجالات المتعلقة بحياة الإنسان والكائنات الحية الأخرى. في هذه الدراسة، سيتم دراسة متغير سلسلة كميات التبخر Evaporation الزمنية وتصنيفه باستخدام العديد من المؤثرات الجوية كالسلسلة الزمنية لدرجات حرارة الهواء ِAir Temperature في الحالتين العظمى والصغرى وكذلك السلاسل الزمنية للرطوبة النسبية Related Humidity في الحالتين العظمى والصغرى وتعد تأثيرات مباشرة مستعرضة على السلسلة الزمنية للتبخر اعتمادا على مبدأ الانحدار بين متغيرات الادخال والمتغير المعتمد. ان السلاسل الزمنية تتميز باعتمادها على مبدأ الانحدار الذاتي Autoregressive (AR) والذي يولد قوة دافعة كتأثيرات طولية زمنية تساعد على اجراء تصنيفات لفترات زمنية مستقبلية خارج عينات الدراسة ولكنها تتعارض مع طبيعة البيانات المناخية غير الخطية مما قد يتسبب في حالة اللايقين Uncertainty. تعد الشبكات العصبية من الاساليب التي تتعامل جيدا مع حالة عدم خطية البيانات وتعد شبكة المدرك العصبية Perceptron Neural Network (PNN) احدى اقدم الشبكات العصبية التي تعتمد اساسا في تصنيف البيانات عموما والسلاسل الزمنية خصوصاً بهيكلية بعيدة عن التعقيد واختصارا للجهد والوقت. تم استخدام أكثر من نوع من دوال التعلم Learning Function بعد اختيار دالة التحويل المناسبة لطبيعة بيانات الدراسة. ان انواع الدوال المستخدمة في شبكة المدرك بالإضافة الى هيكليتها تعتمد أساساً على مبدأ الانحدار واستخدامه في التنبؤ والتصنيف Forecasting and Classification. ان استخدام بيانات السلاسل الزمنية المناخية تتطلب تحقيق التجانس في البيانات للحصول على افضل النتائج التصنيفية ولذلك تمت مراصفة البيانات زمنياً اعتمادا على طبيعة الغلاف الجوي ودرجات الحرارة خلال سنوات الدراسة لضمان تجانس اكبر في البيانات وبالتالي دقة اكبر في النتائج. أخذت بيانات الدراسة من محطة الأرصاد الجوية الزراعية العراقية في محطة الموصل واستخدمت كحالة حقيقية في هذه الدراسة. أظهرت نتائج المقارنات بين مواسم البيانات وكذلك دوال التعلم المختلفة دقة عالي في احيان ومقبولة في احيان اخرى مما يجعل من الممكن استخدام شبكة المدرك امرا موصىً به للحصول على نتائج تصنيفية دقيقة توصل الى الغاية المتوخاة من استخدامها.

Hippocampal estimation of the random linear regression model used to estimate the effect of blood sugar on the size of red blood cells

Abstract

The regression model with a random explanatory variable is one of the widely used models in representing the regression relationship between variables in various economic or life phenomena, this model is called the random linear regression model. In this model, the different values of the explanatory variable occur with a certain probability, rather than being fixed in repeated samples. Therefore, it contradicts one of the basic assumptions of the linear regression model, which leads to the least squares estimators losing some or all of their optimal properties, depending on the nature of the relationship between the random explanatory variable and the random error terms. As an alternative to the ordinary least squares method, the modified maximum likelihood method (MMLE) was used, which was previously used by many researchers in estimating the coefficients of the random regression model, two methods have also been employed, which were used in estimating linear regression models that suffer from some standard problems, or if the sample values contain outliers or extreme values, these two methods are the MM method and the robust empirical likelihood method. The three methods are among the robust estimation methods. The aforementioned robust estimation methods were used to estimate the regression relationship between red blood cell volume (PCV) as a response variable and blood sugar (RBS) as a random explanatory variable based on the data of a random sample of 30 patients with heart disease. The results of the practical application revealed the superiority of the modified maximum likelihood method for the data of the research sample.

Abstract

انموذج الانحدار بمتغير توضيحي عشوائي من النماذج الواسعة الاستعمال في تمثيل علاقة الانحدار بين المتغيرات في مختلف الظواهر الاقتصادية او الحياتية، يطلق على هذا الانموذج بأنموذج الانحدار الخطي العشوائي. في هذا الانموذج القيم المختلفة للمتغير التوضيحي تحدث باحتمالية معينة، بدلا من كونها ثابتة في العينات المتكررة، لذا فأنها تعارض أحد الفرضيات الأساسية لأنموذج الانحدار الخطي، الامر الذي يؤدي الى أن مقدرات المربعات الصغرى تفقد بعض او جميع خواصها المثلى وذلك حسب طبيعة العلاقة بين المتغير التفسيري العشوائي وحدود الخطأ العشوائي.
كبدائل لطريقة المربعات الصغرى الاعتيادية، تم استعمال طريقة الإمكان الأعظم المعدلة MMLE) ) والتي استعملت سابقا من قبل العديد من الباحثين في تقدير معاملات انموذج الانحدار العشوائي، كما تم توظيف طريقتين استعملتا في تقدير نماذج الانحدار الخطي التي تعاني من بعض المشاكل القياسية او في حالة احتواء قيم العينة على قيما شاذة او متطرفة، تلك الطريقتين هما طريقة (MM) وطريقة الإمكان التجريبية الحصينة. الطرائق الثلاثة تعد من طرائق التقدير الحصينة.
استعملت طرائق التقدير الحصينة سابقة الذكر لتقدير علاقة الانحدار بين حجم كريات الدم الحمراء (PCV) كمتغير استجابة وسكر الدم (RBS) كمتغير توضيحي عشوائي بالاعتماد على بينات عينة عشوائية مؤلفة من 30 مريض من المصابين بأمراض القلب, افرزت نتائج التطبيق العملي تفوق طريقة الامكان الاعظم المعدلة بالنسبة لبيانات عينة البحث.

التدقيق الرشيق ـــ التدقيق الداخلي ـــ معايير الممارسة المهنية

Abstract

يهدف هذا البحث بصورة رئيسة إلى بيان تأثير التدقيق الرشيق على معايير الممارسة المهنية للتدقيق الداخلي. وتتأتى أهمية البحث من حداثة موضوع التدقيق الرشيق ومساهمته في رفد ميدان المعرفة العربية القائمة وخاصة مع ندرة الدراسات التي تناولت الموضوع محل البحث. لذا يمكن التعبير عن مشكلة الدراسة بالتساؤل الآتي: هل هناك تأثير للتدقيق الرشيق على معايير الممارسة المهنية للتدقيق الداخلي؟ وتتمثل أهم استنتاجات البحث بالآتي: يجب على وظيفة التدقيق الداخلي أن تحدد المسار المناسب لاتباع معايير التدقيق الداخلي IIA، فلم يُلاحظ حتى الآن أي حالات تعارض التدقيق الرشيق مع المعايير، بل على العكس من ذلك فهناك العديد من الحالات التي تصبح فيها المعايير والعمليات التقليدية أكثر كفاءة من خلال تطبيق أدوات وتقنيات التدقيق الرشيق، حيث يساعد التدقيق الرشيق في تجهيز وظيفة التدقيق الداخلي لتعزيز امتثالها للمعايير.

Abstract

The study deals with the most important factors affecting juvenile employment and their relationship to the crimes by using statistical analysis within the statistical program (spss). The Data of this analysis was obtained by questionnaire forms that were distributed to a sample consisting of 550 juvenile,their ages rang from (9-18) years .530 forms were correctly filled out, the rest of the 20 questionnaires were neglected because the answers were not complete. The sample covered Karkh and Rusafa districts, urban and rural cities, sub districts, displaced persons, and homeless ones (who live in the street). The forms were distributed to juveniles working in the industrial, agricultural, service, and streets of Iraqi society in the governorate of Baghdad, as well as 30 questionnaires for juveniles were distributed in the juvenile prison / Karkh, The data was modeled using multiple linear regression to analyze the causative and most influential conditions for the operation and exploitation of juveniles and their relationship to their crimes.
