Abstract

صارت الترجمة في العقود الأخيرة موضوعا جوهريا في الدراسات اللغوية و ذلك نتيجة لتطور الترجمة الآلية الامرالذي قد اتاح سرعة الوصول إلى المعلومة عبر اللغات. ومن ثم، تطورت أنظمة الترجمة الآلية، مثل ترجمة جوجل تطوراًهائلا وذلك بتقدم الذكاء الاصطناعي. ومع ذلك، لا تزال تواجه تحديات تتمثل بالدقة والأسلوب والتعامل مع المصطلحات المتخصصة. تُعد الترجمة البشرية الطريقة المثلى في مجال الترجمة، ولكنها غالبًا ما تتطلب مزيدًا من الوقت والجهد. وللجمع بين كفاءة التكنولوجيا والمعرفة اللغوية والثقافية البشرية، اللتين تقتضيهما الترجمة، اعتمدت الدراسة منهج تصويب الترجمة الآلية، حيث تُوظف الترجمة الآلية بوصفها مسودة أولى ثم يقومها المترجم البشري. تهدف الدراسة إلى تقديم آلية ترجمة هجينة جديدة تجمع بين الترجمة الآلية المدعومة بالذكاء الاصطناعي و تصويبها بشريا لتحسين جودة الترجمة. اعتمدت الدراسة أنموذج لارسون (1984) في تحليل النصوص الثلاثة المختارة ميدان الدراسة. حيث افترضت الدراسة أن منهج تصويب الترجمة الآلية يوفر نقاط قوة لكلا المنهجين الآلي والبشري، بما يضمن جودة مرضية بأقل وقت و جهد. وخلصت الدراسة إلى نتيجة مفادها أن منهج تصويب الترجمة الآلية يحقق ترجمة أمثل بشكل عام مقارنة بإستعمال أي منهما بمفرده، مما يحدث توازنا مرضيا بين الدقة والكفاءة في مختلف النصوص المراد ترجمتها.

Abstract

The poet Al-Sahib Sharaf al-Din al-Ansari (d. 662 AH) employed reference to achieve textual cohesion through precise positioning and good arrangement within a specific aesthetic structure. Such an approach achieves syntactic coherence through poetic performance and linguistic development, incorporating various reference devices. These devices constitute a constructive textual process through which the speaker shapes meaning in the mind of the addressee by introducing ambiguous words and indeterminate expressions referring to elements within or outside the text, preceding or following it in a linguistic or non-linguistic context. Pronouns, demonstrative nouns, and relative pronouns connect the text’s parts, ensuring continuity and coherence. They serve as essential stylistic elements for the text’s growth and completeness, both formally and semantically. Moreover, it contributes to developing the recipient’s linguistic skills to acquire the intended meaning and expanding his/her lexical repertoire.
Each referral is based on two types of semantic connection:
- A semantic connection that corresponds to the structural (compositional) connection, and the ability to employ semantics within structures that enhance linguistic development.
- An additional semantic connection that represents the referral, which is the referential connection, and the development of the ability through the development of linguistic skills in constructing a discourse with a complete meaning and structure.
Referral is divided into two main types: situational reference and textual reference, while the latter is further divided into pre-referral and post-referral.

التزم الشاعر (الصاحب شرف الدين الأنصاري ت 662هـ) بالإحالة سبيلًا لاتساق النص بدقة موضعتها، وحسن ترتيبها في نسق شكلي جمالي معين يحقق للبنى اتساقها النحوي بأداء شعري، وتنمية لغوية يحفل بأدوات الإحالة المختلفة التي هي عملية بنائية نصية يكونها المتكلم في ذهن المخاطب بإيراده ألفاظًا مبهمة غامضة الدلالة يحيل بها إلى ما هو داخل النص أو خارجه سابقة عليها أو لاحقة في سياق لغوي أو غير لغوي؛ بما يحقق ربط أجزاء النص بعضها مع بعض ثم الاستمرارية والتماسك بالضمائر واسم الإشارة، والاسم الموصول اقتصادًا في التعبير، وإيجازًا في الوصف كلازمة تعبيرية فاعلة في نمو النص واكتمالهِ شكليًّا ودلاليًّا؛ ولتطوير المهارات اللغوية لدى المتلقي مجالًا للفهم بتنمية رصيده المعرفي اللغوي .
وتقوم كل إحالة على نوعين من الربط الدلالي:
- ربط دلالي يوافق الربط البنيوي (التركيبي) ، والقدرة على توظيف الدلالات داخل تراكيب تعزز التنمية اللغوية.
- ربط دلالي إضافي تمثل الإحالة، وهو الربط الإحالي ، وتنمية القدرة بتطوير المهارات اللغوية في بناء خطاب متكامل المعنى والبنية.
وتنقسم الإحالة إلى نوعين رئيسين: الإحالة المقامية والإحالة النصية، وتتفرع الثانية إلى: إحالة قبلية، وإحالة بعدية. ويعتمد البحث ثلاثية (الضمائر واسم الإشارة والاسم الموصول) في تقصي أثر الإحالة في نصوص منتخبة من تجربة الشاعر الصاحب شرف الدين الأنصاري بما يشير إلى عنايته الفائقة بالاتساق النصي والترابط الشكلي الحامل للمعاني محاولًا تحقيق درجة تواصل فاعلة مفيدًا من إمكاناته اللغوية وقدرته على تسخير عناصر اللغة الإحالية في بناء تجربة متكاملة على صعيدي الألفاظ والمعاني . ونلحظ أثر الإحالة في البناء الشعري بما يشعر بالتحام البنى والتراكيب وتأمين الاتصال مع النص وانسيابية ووضوح الدلالة ؛ إذ إن الإحالة شرط في اتساق النص وإيجاز لغته .

Abstract

The research entitled “The Derived Forms and Semantic Functions of Triliteral Verbs in the Book of Fasting in Sahih al-Bukhari” aims to enumerate the triliteral verbs augmented with one, two, and three additional letters, and to identify the meanings of these verbs in every hadith in which they occur.Accordingly, the study is divided into three sections. The first section examines the verbs augmented with one letter, classified according to their morphological patterns: (af‘ala), which indicates causation as well as other meanings such as substitution and equivalence (af‘ala meaning fa‘ala), and fa‘‘ala, which conveys intensiveness, repetition, or causation, among other semantic nuances; and faa‘ala, which denotes participation or reciprocity.The second section investigates verbs augmented with two letters, distributed across their patterns: infa‘ala, ifta‘ala, tafa‘‘ala, tafaa‘ala, and if‘alla. The third and final section is devoted to the pattern istaf‘ala, which primarily expresses the sense of request or seeking.The methodology adopted in this study involved extracting each verb from its hadith context, citing the hadith in which it occurs, clarifying the verb’s linguistic meanings, and concluding with an analysis of its semantic function within the hadith.The research also includes an introduction, a preliminary discussion, and a conclusion summarizing the most significant findings reached through the study.

Abstract

يهدف البحث الموسوم بـ (أبنية الأَفعال الثلاثية المزيدة ودلالاتها في كتاب الصوم في صحيح البخاري) الى إحصاء عدد الأفعال الثلاثية المزيدة بحرف وحرفين وثلاثة أحرف، ومن ثم بيان دلالة هذه الأفعال في كل حديث وردت فيه هذه الأفعال.
وتحصل من ذلك أن يكون البحث على ثلاثة مباحث تناول المبحث الأول منها الأفعال المزيدة بحرف موزعة على صيغها الصرفية الثلاثة وهي ما ورد على صيغة أفعل التي تدل على التعدية فضلا عن معانٍ أُخرى كالاستغناء وأفعل بمعنى فعل وغيرها وما كان على صيغة (فعّل) التي تفيد التكثير والمبالغة فضلاً عن دلالتها على التعدية وغير ذلك وصيغة (فَاعَل) التي تفيد المشاركة. وحوى المبحث الثاني الافعال الثلاثية المزيدة بحرفين موزعة على صيغها وهي (انْفَعَل وافْتَعَلَ وتَفَعَّل وتَفَاعَلَ وافْعَلَّ). وانتهى البحث بالمبحث الثالث الذي حوى صيغة (استفعل) والتي تدل على الطلب.
وكان عملنا في البحث هو استخراج الفعل من الحديث ومن ثم دراسته بكتابة الحديث الذي حواه ومن ثم بيان المعاني اللغوية للفعل وننهي الدراسة ببيان دلالة الفعل في الحديث الشريف.
وللبحث مقدمة وتمهيد خاتمة تبين أَبرز النتائج التي توصل اليها البحث.

Abstract

The Greek physician Galen (d. 200 CE) held a position of significant importance in the Islamic medical heritage. This is evident from the translation of the majority of his medical works by prominent Arab translators and physicians across various Islamic eras. This was followed by a second phase, subsequent to translation, which involved the summarization, commentary, and interpretation of his writings, establishing them as a foundation for medical studies. The influence of Galen is apparent in the reliance of major Arab physicians on his medical works. Galen\'s medical writings were disseminated throughout scientific centers in Baghdad, Egypt, the Maghreb, and even as far as Al-Andalus. While his work was foundational, criticisms were directed towards some of Galen\'s medical views, and these critiques are found within the physicians\' own medical compositions. This research attempts to shed light on this particular aspect.

However, AI still faces enormous challenges in areas that require deep and complex understanding, such as understanding history. Despite the tremendous progress made by algorithms in data processing and pattern analysis, history remains more than a mere narrative of events; it is a dynamic, interwoven study of humanity and society. History is not merely a collection of individual dates and events; it is a complex fabric of facts intertwined with social, political, and economic elements. With the significant advances in AI technologies, it has become possible to use these technologies in many fields, including analyzing historical events and documenting the past. AI is a powerful tool capable of examining massive amounts of data quickly and accurately, but can it truly interpret history as accurately as humans can? This question sparks considerable debate among researchers and historians. AI has an amazing ability to digitize ancient historical texts and analyze documents at record speed. It can be used to decode ancient texts written in extinct languages or scripts. Such as cuneiform or hieroglyphic writing. It can also analyze historical trends by searching for recurring patterns in wars or cultures. Modern technologies, particularly artificial intelligence, are among the most important tools that can play a prominent role in preserving heritage and enhancing cultural interaction between different peoples and cultures. Through a combination of technology and human creativity, artificial intelligence can open new horizons for exploring, understanding, and documenting heritage, enriching the human experience of history and culture. The integration of artificial intelligence into historical studies has shown promising results in enhancing fact-checking, bridging gaps, and predicting historical events. It has also contributed effectively to providing new tools and methods for analyzing massive amounts of historical data.

The Fatimid Influence on Urban Development in Egypt (358–567 AH / 968–1171 AD)

Abstract

The history of the Fatimid Caliphate occupies a distinguished position within the broader framework of Islamic civilization. Scholars have rigorously investigated its intellectual and cultural dimensions, with particular attention to the period marking the establishment of the Fatimid state in Egypt and the profound civilizational transformations that accompanied it. When the Fatimids transferred their political authority to Egypt in 358 AH / 968 CE, they effected a crucial transition, moving the country from an era characterized by political turbulence to one marked by considerable urban and architectural flourishing. This urban dynamism significantly shaped Egypt’s religious and doctrinal landscape, especially given the divergence between the Fatimid Ismaʿili creed and that of the majority of Egyptians, who predominantly adhered to the Mālikī and Shāfiʿī schools of jurisprudence.Economically, this shift was equally consequential: Egypt had long suffered from a steady decline attributable to persistent political instability under the rule of the Ṭūlūnids and, later, the Ikhshīdids. The Fatimid renaissance also exerted a substantial influence on Egypt’s social development. Despite the existing diversity of religions and ethnic groups within Egyptian society, the Fatimid expansion introduced new elements—such as North African communities and Berber tribes who accompanied the Fatimids upon their arrival—further diversifying the social fabric.The ideological foundations of the newly established Fatimid state left a deep imprint on urban planning and architectural design throughout Egypt, and most prominently in Cairo, the capital of their emerging polity. Urban development under the Fatimids was not merely utilitarian, aimed at meeting the needs of daily life or constructing state institutions; rather, it served as a deliberate instrument for projecting and reinforcing the prestige of the Fatimid state, which represented the Ismaʿili Shiʿi doctrine and positioned itself as a counterpart—and at times a rival—to the Abbasid Caliphate in Baghdad (132–656 AH / 750–1258 CE). Consequently, the Fatimids sought to elevate their capital to a status commensurate with that of Abbasid Baghdad.This study begins with a prelude that offers a concise overview of Fatimid history, tracing their emergence from the stage of clandestine missionary activity to their consolidation of power in the Maghreb and the proclamation of their state in 297 AH / 909 CE, in addition to their sustained attempts to extend their influence into Egypt. The first chapter examines the principal elements of Fatimid urbanism—such as mosques, palaces, and other architectural and infrastructural projects—that were initiated following their establishment in Egypt. The second chapter evaluates the broader impact of this architectural and urban flourishing on Egypt’s development across religious (doctrinal), political, economic, and social domains, and assesses its contribution to the trajectory of Egypt’s urban growth. As is standard in academic research, the study concludes with a presentation of its principal findings, followed by a comprehensive bibliography of the sources and references consulted, and an appendix listing the Fatimid caliphs from the proclamation of their state in the Maghreb to its dissolution in Egypt.

اتخذ تاريخ الفاطميين حيزًا مهما في التاريخ الإسلامي، وقد تناول الباحثون دراسة جوانبها الفكرية والحضارية بشكل دقيق مرتكزين على فترة بزوغ دولتهم في مصر، والتغيرات الحضارية التي رافقت نشأة دولتهم، لأنه عندما نقل الفاطميون سلطتهم إلى مصر سنة (358هـ/968م)،ساهموا في نقل مصر من مرحلة مضطربة سياسيًّا إلى مرحلة ازدهار النشاط العمراني، ومن ثم انعكس هذا النشاط على تنميتها من الجوانب الدينية والمذهبية لأن مذهبهم يتباين مع مذهب المصريين الذين كان اغلبيتهم من المالكية والشافعية، والجانب الاقتصادي التي كانت تسوء يومًا بعد يوم جراء الاضطرابات السياسية التي كانت تعاني من تسلط الطولونيون ومن بعدهم الاخشيديين على السلطة، ولا يمكن التغافل عن تأثير هذا النشاط في التنمية الاجتماعية لمصر، حيث على الرغم من تعدد الأديان والأجناس في المجتمع المصر الا انها انضمت اليه عناصر اخرى كالمغاربة والقبائل البربرية التي رافقت الفاطميين في دخولهم لمصر.
وقد عززت مفاهيم الدولة الفاطمية الجديدة في التخطيط والبناء الحضري فيها بشكل عام وفي القاهرة عاصمة دولتهم الفتية؛ لأن تنمية العمران لم تكن تلبية للحياة المعيشية وبناء مؤسسات دولة فحسب بل كانت وسيلة لإبراز وإظهار هيبة الدولة الفاطمية التي كانت تمثل المذهب الشيعي الاسماعيلي آنذاك، والتي كانت رديفة ومنافسة للدولة العباسية في بغداد (132-656هـ/750-1258م)، أي للارتقاء عاصمتهم بشكل تضاهي بغداد عاصمة العباسيين.
وقد شملت الدراسة تمهيد يتضمن نبذة مختصرة عن تاريخ الفاطميين، والتي تشمل نشأتهم منذ مرحلة دعوتهم السرية وحتى بلوغهم زمام الامور في المغرب واعلان دولتهم سنة (297هـ/909م)،ومحاولاتهم التوسعية نحو مصر، وفي محورها الأول يتخذ من أهم عناصر العمران مباحث للدراسة كـ(المساجد، القصور، المرافق العمرانية الأخرى) التي استهل الفاطميون بناءها في مصر، وأما عن محورها الثاني فقد اتخذت من دراسة أثر هذا الازدهار العمراني الفاطمي في تنمية مصر، التي شملت دراسة انعكاس هذا الاثر على الجوانب (الدينية(المذهبية)،السياسية، والاقتصادية، والاجتماعية)، ودورها في التنمية العمرانية لمصر، وكأي دراسة اكاديمية لا بدَّ أن يلحق البحث بنتائج الدراسة وثبت بأهم المصادر والمراجع المستخدمة في الدراسة، وبملحق يضم جدول بأسماء الخلفاء الفاطميين منذ إعلان دولتهم في المغرب حتى سقوطها في مصر.

Abstract

Artificial intelligence (AI) is considered one of the most prominent achievements of the digital age, having effectively contributed to facilitating many daily, educational, and social tasks. With the increasing use of smart applications, such as digital assistants and AI-powered chat applications, a new pattern of excessive reliance on these tools has emerged, in some cases reaching what is known as behavioral addiction or “technological addiction” — a compulsive and uncontrolled use of technology that negatively impacts an individual’s psychological and social functioning.
AI has become a growing force in most societies, leading to changes in many perceptions of how we conduct our lives and work. Applications and AI components are used in various forms and fields. Over recent years, AI has developed remarkably, infiltrating its development has also had a negative side, including cultural intrusions into societies. Such intrusions require sufficient attention to prevent privacy breaches for users of these applications and to address the issue of addiction, which negatively affects individuals in particular and society in general.

Abstract

The world is witnessing major transformations due to artificial intelligence, impacting public policies and sustainable development. The problem of our research lies in how to employ artificial intelligence to support political and social development without harming human values. Furthermore, the research aims to analyze the impact of artificial intelligence on public policies, explore its role in sustainable development, and present a vision for building an integrated digital society.
Furthermore ,the importance of the research lies in its integration of technological development and political transformations to understand the mechanisms for building a sustainable society. We relied on a qualitative analysis methodology for all local and international policies related to artificial intelligence, while reviewing the scientific literature and comparing global experiences with the Iraqi reality.
The research reached several conclusions, including that artificial intelligence enhances strategic planning and resource management and increases transparency, but it also raises challenges such as technological unemployment and the digital divide. The research recommends developing comprehensive national policies that support digital education, skills development, and innovation to ensure sustainable political and social transformation and build a new society capable of adapting to the digital future.

Abstract

Artificial intelligence offers tremendous opportunities for social welfare institutions if implemented within them, improving services provided to vulnerable and marginalized groups and enhancing their capabilities and efficiency. This is all achieved through data analysis to identify their needs and requirements for living well, like other members of society. Social welfare institutions must adopt artificial intelligence cautiously and ensure transparency and accountability in its use. Therefore, this study aims to achieve specific objectives and link the use of artificial intelligence in social welfare institutions.

تعّد العدالة من أبرز المفاهيم الفلسفية والاجتماعية التي شكلت الوعي الإنساني عبر العصور، وكان الحضور الأبرز لها في عصر الحداثة الفلسفية بعد أن أصبح الإنسان محوراً للحدث الفلسفي وخرج من عباءة التصورات الدينية، وارتمى بأحضان العدالة القانونية والأخلاقية مع توماس هوبز، مروراً بالعقد الاجتماعي عند جان جاك روسو، ووصولاً إلى طابع الواجب الأخلاقي الكوني عند ايمانويل كانط. لقد كشف تطور مفهوم العدالة عن انتقال تدريجي في محور الاهتمام بالعلاقات بين البشر إلى اعتبار العلاقة بين الإنسان والطبيعة محوراً أساسياً للعدالة، مما أفرز مفاهيم العدالة البيئية والإيكولوجية التي تشمل ثلاثة مستويات هي العدالة التوزيعية والإجرائية والأنطولوجية.
ارتكزت العدالة البيئية على عدة مبادئ أساسية وحددت قصديتها بتوزيع المنافع والأعباء البيئية بشكل عادل، وضمان المشاركة المتكافئة في صنع القرار، والاعتراف بوجود علاقة كونية للكائنات الطبيعية في الوجود والاستمرار والازدهار. أما العدالة الإيكولوجية، فتتجاوز ذلك لتؤكد على حقوق الطبيعة نفسها، وتدعو إلى إعادة صياغة العلاقة بين الإنسان والعالم الطبيعي على أساس التوازن الكوني والاحترام المتبادل. بهذا المعنى، تمثل العدالة البيئية والإيكولوجية امتداداً فلسفياً لمفهوم العدالة الكونية، وترسخ مسؤولية الإنسان الأخلاقية تجاه كل الكائنات، مؤطرة بفلسفة شمولية تجمع بين الأخلاق والسياسة والبيئة والتنمية المستدامة.
خطة البحث: قسم البحث الى مقدمة وثلاثة مباحث رئيسة: المبحث الأول تناول الجذور الفلسفية الحداثوية للعدالة البيئية والذي انقسم الى ثلاثة مقاصد هي: العدالة في فلسفة هوبز: من قانون الطبيعة إلى سلطة الدولة المدنية، المقصد الثاني: مرتكزات العدالة عند روسو: من الرأفة الطبيعية إلى الإرادة العامة، والمقصد الثالث: كانط والعدالة الكونية: أسس الواجب الأخلاقي ودلالاته في العدالة البيئية المعاصرة. اما المبحث الثاني فجاء تحت عنوان: العدالة البيئية والإيكولوجية: نحو إعادة صياغة العلاقة بين الإنسان والطبيعة، اما المبحث الأخير.
منهجية البحث: استخدم الباحث منهج التحليل الفلسفي من اجل فهم المفاهيم الأساسية للبحث مثل (العدالة، العدالة في الفلسفة الحديثة، العدالة البيئية)، والمنهج التاريخي الذي تتبع التحولات الفكرية للعدالة وربطها بالسياق البيئي المعاصر.

Artificial intelligence (AI) is one of the most significant technological transformations taking place in contemporary societies. It is now being employed in various economic, administrative, and social fields, due to its superior analytical capabilities that contribute to efficient and objective data processing and decision-making. In light of this technological development, government institutions have moved towards integrating AI technologies into their service systems, with the aim of improving performance and enhancing transparency and fairness in the provision of public services. Social safety nets are among the most important government tools for achieving social justice, as they aim to protect vulnerable and poor groups from the effects of poverty, unemployment, and difficult economic conditions through financial support programs and various social services. However, these networks face multiple challenges, most notably poor targeting efficiency, slow procedures, and a lack of accurate data on beneficiaries, which sometimes results in aid not reaching the most deserving groups. Hence, the importance of employing AI in the social protection system emerges through the development of smart systems for data analysis, predicting beneficiary needs, monitoring poverty cases, and developing real-time monitoring and follow-up mechanisms to ensure the accuracy, fairness, and transparency of services. Based on this vision, this study sheds light on the role of artificial intelligence in improving the performance of the social safety net. This study analyzes its application mechanisms, areas of use, and impact on the quality of services provided to beneficiaries in Iraq in general and Kirkuk in particular. The first section focuses on the research methodology used. The second section sheds light on the technologies provided by artificial intelligence. The third section focuses on the social welfare network and the services it provides to its beneficiaries. The fourth section focuses on the link between the social safety net and its accompanying services for beneficiaries by employing artificial intelligence in providing these services, while arriving at the most important findings and recommendations

يُعدّ الذكاء الاصطناعي من أبرز التحولات التقنية التي تشهدها المجتمعات المعاصرة؛ إذ أصبح يوظَّف في مختلف المجالات الاقتصادية والإدارية والاجتماعية، لما يملكه من قدرات تحليلية فائقة تسهم في معالجة البيانات واتخاذ القرارات بكفاءة وموضوعية, وفي ظل هذا التطور التكنولوجي، اتجهت المؤسسات الحكومية نحو دمج تقنيات الذكاء الاصطناعي في منظوماتها الخدمية، بهدف الارتقاء بمستوى الأداء وتعزيز الشفافية والعدالة في تقديم الخدمات العامة, تُعدّ شبكات الحماية الاجتماعية من أهم الأدوات الحكومية في تحقيق العدالة الاجتماعية؛ إذ تهدف إلى حماية الفئات الهشّة والفقيرة من آثار الفقر والبطالة والظروف الاقتصادية الصعبة، من خلال برامج الدعم المالي والخدمات الاجتماعية المختلفة, غير أنّ هذه الشبكات تواجه تحديات متعددة من أبرزها ضعف كفاءة الاستهداف، والبطء في الإجراءات، ونقص البيانات الدقيقة عن المستفيدين، وهو ما يؤدي أحيانًا إلى عدم وصول المساعدات إلى الفئات الأكثر استحقاقًا, من هنا تبرز أهمية توظيف الذكاء الاصطناعي في منظومة الحماية الاجتماعية، من خلال بناء أنظمة ذكية لتحليل البيانات، والتنبؤ باحتياجات المستفيدين، ورصد حالات الفقر، وتطوير آليات المراقبة والمتابعة الآنية، بما يضمن دقّة الخدمات وعدالتها وشفافيتها, وانطلاقًا من هذه الرؤية، تأتي هذه الدراسة لتسلّط الضوء على دور الذكاء الاصطناعي في تحسين أداء شبكة الحماية الاجتماعية من خلال تحليل آليات تطبيقه، ومجالات استخدامه، وأثره في جودة الخدمات المقدّمة للمستفيدين في العراق بشكل عام ومدينة كركوك بشكل خاص, ومن خلال أربعة مباحث، خصص المبحث الأول ليركز على منهجية البحث المستخدمة، كذلك في المبحث الثاني نحاول تسليط الضوء على التقنيات التي توفرها لنا ميزة الذكاء الاصطناعي، أما المبحث الثالث فسيركز على الشبكة الحماية الاجتماعية وخدمات التي تقدمها لمستفاديها، ليأتي المبحث الرابع ويركز على الربط بين شبكة الحماية الاجتماعية والخدمات المرافقة لها للمستفيدين من خلال توظيف الذكاء الاصطناعي في تقديم هذه الخدمة مع الوصول إلى أهم النتائج والتوصيات.

يعد الفقر من العوامل الرئيسة التي تؤثر سلبًا على نمو الأطفال، سواء جسديًا أو نفسيًا أو معرفيًا واجتماعيًا. يعيش الأطفال في الأسر الفقيرة ظروفًا صعبة تحد من حصولهم على الاحتياجات الأساسية مثل الغذاء المتوازن، الرعاية الصحية، والتعليم. هذه الظروف تؤدي إلى سوء التغذية، ضعف المناعة، تأخر النمو البدني، واضطرابات نفسية وسلوكية، فضلا عن ضعف التحصيل الدراسي والتأخر في التطور المعرفي.
يهدف البحث الى تحديد أثر الفقر على النمو الجسدي للأطفال، بما يشمل الوزن والطول والصحة العامة. وتحليل التأثيرات النفسية والاجتماعية للفقر على الأطفال، مثل التوتر، انخفاض الثقة بالنفس، والاندماج الاجتماعي.فضلا عن دراسة تأثير الفقر على النمو المعرفي والتحصيل الدراسي للأطفال، بما يشمل القدرة على التعلم والتركيز والتفكير النقدي.
توصل الى الاستنتاجات الآتية :
1. الفقر يشكل عقبة رئيسة أمام النمو الصحي للأطفال، إذ يؤثر سلبًا على النمو الجسدي والنفسي والمعرفي والاجتماعي.
2. الأطفال في الأسر الفقيرة غالبًا ما يعانون من سوء التغذية وتأخر النمو البدني، مما يزيد من عرضتهم للأمراض المزمنة والحادة.
3. التأثير النفسي للفقر يظهر في ارتفاع مستويات القلق والتوتر وضعف الثقة بالنفس، ويؤثر على قدرة الطفل على الانخراط الاجتماعي وبناء علاقات صحية.
4. الفقر يحد من التحصيل الدراسي والتطور المعرفي للأطفال نتيجة نقص الموارد التعليمية وضعف البيئة المحفزة للتعلم.
5. الأطفال في بيئات فقيرة أكثر عرضة للسلوكيات الخطرة والانحراف نتيجة الضغوط الاقتصادية والاجتماعية.
6. معالجة آثار الفقر تتطلب برامج متكاملة تشمل التغذية، الرعاية الصحية، التعليم، الدعم النفسي والاجتماعي، وتمكين الأسرة اقتصاديًا لتحسين جودة حياة الأطفال.
7. الاستثمار في الأطفال الفقراء ليس فقط مسألة إنسانية، بل هو استثمار طويل الأمد في مستقبل المجتمع والتنمية المستدامة.

Abstract

Professional knowledge and institutional experience alone are no longer sufficient in light of modern technologies. Institutions and organizations that rely on new mechanisms in their operations, systems, and management policies are now keeping pace with the developments in the knowledge economy, digital technology, and information technology. These technologies represent an entry point towards modernization and development of the infrastructure of institutions in general, and social welfare institutions in particular, which target specific segments of society with their needs. This is achieved by improving the quality of social services to keep pace with developments and modernization in advanced societies. Artificial intelligence offers tremendous opportunities for social welfare institutions if implemented within them, improving services provided to vulnerable and marginalized groups and enhancing their capabilities and efficiency. This is all achieved through data analysis to identify their needs and requirements for living well, like other members of society. Social welfare institutions must adopt artificial intelligence cautiously and ensure transparency and accountability in its use. Therefore, this study aims to achieve specific objectives and link the use of artificial intelligence in social welfare institutions.

Abstract

The present study aimed to design a proposed educational program and to assess its effectiveness based on the conceptual framework of the Sustainable Development Goals, particularly Goal 4 (Quality Education), with the objective of enhancing essential social skills and assertiveness skills among kindergarten children.
A representative sample of children was selected from four kindergartens in the city of Mosul. Following a rigorous analysis of the indicators of SDG 4 and the concepts of social and assertiveness skills from a sustainable development perspective, the program was meticulously designed to include twelve practical instructional lessons. The structure of each lesson focused on critical components: a clear title, general and specific objectives, an introduction, an educational story, effective application techniques such as role-playing/dramatization, and positive reinforcement strategies.
To ensure methodological soundness, the content validity was verified by presenting the program to a panel of specialized experts, who achieved a high agreement rate of 90%. Furthermore, a pilot study on a subsample of children confirmed that the lessons were clear, comprehensible, and suitable for field implementation. The research concluded by offering comprehensive conclusions, recommendations, and future research proposals aimed at reinforcing the role of sustainable education in early childhood.

هدف البحث الحالي بشكل رئيس إلى تصميم برنامج تربوي مقترح وتقييم فاعليته، مستندًا إلى الإطار المعرفي لأهداف التنمية المستدامة (الهدف الرابع: التعليم الجيد)، بهدف تعزيز كل من المهارات الاجتماعية والمهارات التوكيدية الضرورية لدى أطفال الروضة.
تم اختيار عينة ممثلة من أطفال أربع روضات في مدينة الموصل. بعد إجراء تحليل دقيق لمعطيات الهدف الرابع والمفاهيم المرتبطة بالمهارات الاجتماعية والتوكيدية وفقًا لمنظور التنمية المستدامة، تم تصميم البرنامج ليشمل اثني عشر(12) درسًا تعليميًا تطبيقيًا. رُكّز في بناء كل درس على عناصر هامة: عنوان واضح، هدف عام وخاص، مقدمة، قصة تعليمية، فنيات تطبيقية فعّالة مثل لعب الدور/المسرحية، وأساليب تعزيز إيجابية .
لضمان الدقة المنهجية، تم التحقق من صدق المحتوى بعرض البرنامج على مجموعة من الخبراء المختصين، إذ حصل على نسبة اتفاق عالية بلغت 90%. كما أكدت التجربة الاستطلاعية على عينة من الأطفال أن الدروس واضحة، مفهومة، ومناسبة للتطبيق الميداني. وقد اختتم البحث بتقديم مجموعة وافية من الاستنتاجات والتوصيات والمقترحات البحثية الهادفة لتعزيز دور التربية المستدامة في الطفولة المبكرة.

يهدف البحث إلى رصد ظاهرة نحوية متكررة في سورة البقرة ومحاولة إيجاد تأثيرها في المعاني ضمن السياق الواردة فيه ويعالج البحث هذه الظاهرة النحوية في ضوء التعليم الجيد والتنمية المستدامة ؛ لأن ميدان البحث هو القرآن الكريم المعجزة الخالدة الذي لا تنقضي عجائبه والبحث فيه يمتاز بالاستدامة والتجدد .
أما محتوى البحث فيعالج عطف النسق في سورة البقرة ، والعطف عموماً أسلوب نحوي هدفه ربط المعطوف بالمعطوف عليه فيكون المعطوف تابعاً للمعطوف عليه بالإعراب، ويُشكلان معاً نمطاً نحوياً مميزاً .
اخترنا في بحثنا من أنواع العطف ، عطف النسق إذ يرتبط المعطوف بالمعطوف عليه بواسطة أحد حروف العطف ؛ إذ إن تعريف عطف النسق في اصطلاح النحاة : إشراك الثاني في الحكم أو إشراكه في الحكم والإعراب، فهو تابع يدل على معنى مقصود بالنسبة مع متبوعه يتوسط بينه وبين متبوعه أحد حروف العطف ، وعلى صعيد القرآن الكريم اخترنا سورة البقرة لتكون ميدان بحثنا ، وعمدنا إلى جرد مواضع عطف النسق في سورة البقرة وهي كثيرة جداً ، ثم حلّلنا بعض المواضع المختارة تحليلاً نحوياً دلالياً وفق ترتيب الحروف الأكثر وروداً في سورة البقرة مع ذكر إعراب النص المختار، ثم الانتقال إلى بيان المعاني المستقاة من التركيب النحوي ، فهدف البحث إيجاد العلاقة الدلالية المعنوية في التركيب النحوي المتمثل بجملة العطف المكونة من المعطوف عليه وحرف العطف والمعطوف .

Abstract

The rapid development of artificial intelligence technologies has had a significant impact on the course of wars and conflicts. Artificial intelligence has become an influential factor in directing military confrontations and in determining their outcomes in favor of the side possessing superior technological capabilities.Artificial intelligence played an important role in the wars that Israel has fought against Palestine. The year 2010 can be considered the turning point when Israel began relying on AI as a fundamental component of its military and ideological strategies. Through advanced systems and precise surveillance tools, Israel achieved clear technological superiority that helped it determine the outcomes of its wars in its favor.This research seeks to examine the influence of artificial intelligence and Israel’s use of it in its wars with the Palestinians, taking the October 2023 war between Hamas and Israel as a modern model of such conflicts—conflicts in which technology has become the key determinant of victory. Israel employed advanced and unprecedented AI systems and technologies during this war, leading to humanitarian and environmental catastrophes that constituted violations of international and humanitarian law.
