The concept of profit differs according to the points of view of specialists in different sciences. Its legal concept differs from its economical concept which in turn differs from its accounting concept. The profit can be true profit resulting from the regular activity of the company or it can be a figurehead profit that doesn’t result in an actual increase in the assets of the company. Profits differ according to their nature. There are regular profits that the company originates by performing its regular activity, and there are other profits that might be obtained exceptionally as a result of managing the assets of the company by selling and so on, and these profits are called capital profits. There are different points of view about the topic of submitting these profits to taxation; some support their taxation and they have their justifications, and some oppose that and they have their own justifications as well.
This research draws attention to this topic that became preoccupying to the tax community, whether in Iraq or other countries, based on the hypothesis that the submission of capital profits to taxation achieves an increase in the tax outcome. This research consists of three sections: The first one shows the theoretical basis of capital profits and their concepts, while the second one discusses processing these profits in the laws of income tax in Iraq and other countries, and the third one sheds light on a taxation point of view that believes in the necessity of submitting these profits to taxation according to the justice of taxes. The research results in a main conclusion which is that the financial authority has resorted to not submitting the capital profits to taxation due to the inexistence of a clear text. According to that, the research recommends that it is possible to submit these profits to taxation depending on the sixth paragraph of the second item of the edited income tax law No. 113 of the year 1982 which states that any other source that is not submitting to any taxation in Iraq submits to income tax.

إن مفهوم الربح يختلف باختلاف زوايا رؤى ألمختصين في مختلف العلوم، فمفهومه القانوني يختلف عن مفهومه الأقتصادي والذي يختلف بدوره عن مفهومه المحاسبي، ويمكن أن يكون الربح ربحاً حقيقياً ناتجاً عن النشاط الاعتيادي للشركة أو ممكن أن يكون ربحاً شكلياً لاينتج عنه زيادة حقيقية في أصول الشركة، والأرباح تختلف بحسب طبيعتها فهناك أرباح عادية تنشأ للشركة عند مزاولتها لنشاطها الاعتيادي، وهناك أرباح الأخرى قد تتحقق للشركة بصورة استثنائية نتيجة التصرف بأصول الشركة بالبيع أو بغير ذلك، وتسمى هذه الأرباح بـ "الأرباح الراسمالية."وفي هذه المسألة اختلفت وجهات النظر في اخضاع هذه الأرباح للضريبة، فمنها من يؤيد اخضاعها وله مبرراته ومنها من يعارض وله مبرراته أيضاً.
يقوم هذا البحث على إثارة الاهتمام بهذا الموضوع الذي اصبح يشغل الأوساط الضريبية سواء في العراق أوفي بلدان الأخرى منطلقا من فرضية تفيد ان اخضاع الأرباح الراسمالية إلى الضريبة يحقق زيادة في الحصيلة الضريبية, يتكون البحث من ثلاثة مباحث يقوم الأول بعرض المرتكزات النظرية للأرباح الرأسمالية والمفاهيم المتعلقة بها، بينما يتطرق المبحث الثاني إلى معالجات هذه الأرباح في قوانين ضريبة الدخل في العراق وقوانين الضريبة لدول الأخرى، وسلط المبحث الثالث ألضوء على وجهة نظر ضريبية تعتقد بضرورة إخضاع هذه الأرباح للضريبة وفقاً لعدالة الضريبة.
وخلص البحث إلى إستنتاج رئيسي هو أن السلطة المالية اتجهت إلى عدم إخضاع الأرباح الرأسمالية إلى الضريبة لعدم وجود نص صريح بذلك، واعتماداً على ذلك جاءت توصية البحث هو امكانية اخضاع هذه الأرباح للضريبة وذلك بموجب الفقرة رقم (6) من المادة الثانية من قانون ضريبة الدخل رقم (113) لسنة 1982 المعدل فقد نصت على أن كل مصدر آخر غير خاضع لأية ضريبة في ألعراق يخضع لضريبة الدخل.

Abstract

This research aims to identify the following:
- conflict management styles among security officers;
The significance of differences in these styles based on years of service (1–5, 6–11, 12+).
• Attentional bias among security officers.
- The significance of differences in attentional bias among security officers based on years of service (1–5, 6–11, 12+).
• The correlation between conflict management styles and attentional bias among security officers.
The statistical significance of the correlation between conflict management styles and attentional bias based on years of service (1–5, 6–11, 12+).
The research population consists of security officers residing in Baghdad Governorate in 2026. The study sample consists of 400 randomly selected officers. To achieve the research objectives, the researcher has developed scales to measure conflict management styles and attentional bias, based on the theories of Thomas and Kilmann (1976) and Eysenck and Derakshan (2007), respectively. Both scales are reviewed by a panel of experts to ensure the validity of their items, after that, their psychometric properties are determined. The researcher then administered the scales to the study sample.
Afterwards, the researcher has used appropriate statistical methods to analyse the data using the Statistical Package for the Social Sciences (SPSS). The results show that:
- conflict management styles among security personnel are high and statistically significant across all styles (competition, cooperation, avoidance, adaptation and compromise);
- Statistically significant differences are found in competition and avoidance styles based on years of service, favouring those with 12 or more years' experience. No significant differences are found in the other styles.

يهدف البحث الحالي التعرف الى:
• أساليب إدارة الصراع لدى ضباط الأجهزة الأمنية.
• دلالة الفروق في أساليب أدارة الصراع لدى ضباط الأجهزة الامنية تبعا لمتغير سنوات الخدمة (1-5) (6-11) (12- فأكثر).
• الانحياز الانتباهي لدى ضباط الأجهزة الأمنية.
• دلالة الفروق في الانحياز الانتباهي لدى ضباط الأجهزة الامنية تبعا لمتغير سنوات الخدمة (1-5) (6-11) (12- فأكثر).
• العلاقة الارتباطية بين أساليب إدارة الصراع والانحياز الانتباهي لدى ضباط الأجهزة الأمنية.
• دلالة الفروق الإحصائية في العلاقة الارتباطية بين أساليب إدارة الصراع والانحياز الانتباهي لدى ضباط الأجهزة الامنية وفقا لعدد سنوات الخدمة (1-5) (6-11) (12- فأكثر).

يتمثل مجتمع البحث الحالي بضباط الأجهزة.والمقيمين في محافظة (بغداد) للعام (2026). وتكونت عينة التطبيق من (400) ضابط تم اختيارهم بالطرقية العشوائية، وتحقيقاً لأهداف البحث قامت الباحثة ببناء مقياس أساليب إدارة الصراع بالاعتماد على نظرية توماس وكليمان Thomas & Kilmann,1976)), كما قامت ببناء مقياس الانحياز الانتباهي بالاعتماد على نظرية ايزنك ودراكشان (Eysenck & Derakshan, 2007), وقد تم عرضهما على مجموعة من المحكمين المختصين للحكم على صلاحية فقراتهما, ومن ثم استخرج الخصائص السيكومترية لهما, ثم طبقتهما الباحثة على عينة البحث.

وبعد الانتهاء من التطبيق استعملت الباحثة الوسائل الإحصائية المناسبة لتحليل البيانات, بالاستعانة بالحقيبة الاحصائية للعلوم الاجتماعية SPSS)), وأظهرت نتائج البحث ما يأتي:
• أن أساليب إدارة الصراع لدى منتسبي الأجهزة الأمنية كان مرتفعاً ودالاً إحصائياً في جميع الأساليب (التنافس، التعاون، التجنب، التكيف، التسوية).
• وجود فروق دالة إحصائياً في أسلوبي (التنافس والتجنب) تبعاً لمتغير سنوات الخدمة ولصالح ذوي (12- فأكثر)، في حين لم تظهر فروق دالة في بقية الأساليب.
• أن الانحياز الانتباهي لدى أفراد العينة كان مرتفعاً ودالاً إحصائياً مقارنة بالمتوسط الفرضي.
• وجود فروق دالة إحصائياً في الانحياز الانتباهي تبعاً لمتغير سنوات الخدمة ولصالح ذوي الخدمة (12- فأكثر).
• وجود علاقة ارتباطية موجبة دالة إحصائياً بين أساليب إدارة الصراع والانحياز الانتباهي.
• وجود فروق دالة إحصائياً في العلاقة الارتباطية بين أساليب إدارة الصراع والانحياز الانتباهي تبعاً لمتغير سنوات الخدمة ولصالح ذوي الخدمة (1-5).
وفي ضوء هذه النتائج قدمت الباحثة عدد من التوصيات والمقترحات.

Abstract

يهدف هذا البحث إلى التعرف على درجة ممارسة معلمي الحلقة الأولى من التعليم الأساسي لمهارات التفكير التأملي من وجهة نظرهم، وذلك من خلال تحليل الدراسات السابقة ذات الصلة. وقد اعتمد البحث على المنهج الوصفي التحليلي القائم على مراجعة الأدبيات التربوية، بهدف بناء إطار نظري متكامل حول مفهوم التفكير التأملي ومهاراته، وتحليل نتائج الدراسات التي تناولت هذا الموضوع. وتناول البحث عرضًا للنظريات المفسرة للتفكير التأملي، ومن أبرزها نظرية التفكير التأملي، ونظرية التعلم الخبراتي، لما لهما من دور في تفسير طبيعة التفكير التأملي لدى المعلمين. كما تضمن تحليلًا للدراسات السابقة، حيث أظهرت النتائج وجود تباين في درجة ممارسة المعلمين لمهارات التفكير التأملي، إذ تراوحت بين المستوى المتوسط والمرتفع، مع وجود ضعف نسبي في بعض المهارات العليا مثل التقويم والنقد. كما بينت النتائج أن هناك مجموعة من العوامل المؤثرة في ممارسة التفكير التأملي، من أبرزها الخبرة المهنية، والتدريب التربوي، وطبيعة البيئة التعليمية، إضافة إلى أساليب التدريس المستخدمة. وأوصى البحث بضرورة الاهتمام بتنمية مهارات التفكير التأملي لدى المعلمين من خلال برامج إعداد وتدريب مستمرة، وتطوير المناهج الدراسية بما يدعم هذا النوع من التفكير، وتعزيز البيئة الصفية التي تشجع على التأمل والتحليل.

تعتبر التكنولوجيا ف جزءا اساسيا في التقدم البشري. تهدف هذه الدراسة إلى تحديد أهمية التحول الرقمي في عزيز جودة البحث العلمي. فقد أصبح التحول الرقمي ضرورة لا مفر منها، لا سيما مع التطورات الكبيرة والسريعة التي تشهدها الأنظمة التعليمية والأبحاث العلمية.
وتسعى الدراسة إلى الإجابة عن الأسئلة التالية:
1- ما هو دور التحول الرقمي في تعزيز جودة البحث العلمي؟
2-هل التحول الرقمي مفيد للباحثين والنظام التعليمي؟
تم استخدام نهج وصفي تحليلي لتحقيق أهداف الدراسة. وتألفت عينة الدراسة من أعضاء هيئة التدريس في كليات جامعة النهرين / العراق في الفصل الدراسي الأول من العام الدراسي 2025/2026.
وتم تطبيق طريقة المسح (استبيان منظم) على عينة مكونة من 150 استاذا أكاديميًا تم اختيارهم عشوائيًا، والذين لديهم خبرات كبيرة في استخدام التكنولوجيا الرقمية في أبحاثهم خلال جائحة كوفيد-19. تم تقييم إجابات الاستبيان باستخدام مقياس ليكرت واختبار تي.
في ضوء النتائج، يمكننا أن نستنتج أن التكنولوجيا أحدثت مجموعة واسعة من التغييرات في التعليم والبحث العلمي، وأصبحت مهمة للباحثين لأنها توفر لهم فرصة للحصول على المعلومات وإجراء عمليات البحث بشكل أسرع من الطريقة التقليدية.

Abstract

في سياق بيئة الوسائط الجديدة توضح هذا البحث المخاطر متعددة الأبعاد التي يتعرض لها المراهقون العراقيون حيث تتداخل المخاطر الاجتماعية (المتعلقة بالتفاعل والخبرة) مع المخاطر المعرفية (الناتجة عن التفاعل مع المحتوى الصريح) نتيجة لتقارب تصميم الخوارزميات والبيئة المتوازية للمجتمع ما بعد الصراع. وعلى الرغم من أن المراهقين في جميع أنحاء العالم قد يعانون من الآفات نفسها (مثل القلق وصعوبات الانتباه والتعرض لمواد خطرة) فإن المراهقين العراقيين أكثر عرضة للخطر إذ أفاد 62% منهم بمعاناتهم من القلق أو الاكتئاب (مقارنة بـ 45% على مستوى العالم) كما أبلغ 85% عن فقدانهم للتركيز نتيجة للتوجهات الخوارزمية على المدى القصير. والجدير بالذكر أن الهياكل الأساسية للمنصات تحول هذه المعضلات الفردية إلى كوارث اجتماعية حيث وُضع 78% من المستخدمين في غرف صدى طائفية وأدت 47% من الحالات إلى اشتباكات عبر الإنترنت أعقبها تصاعد للعنف الدموي في الواقع. يعتمد الإطار المنهجي للبحث على التحليل النوعي الذي يشمل تحليل محتوى النقاشات على منصتي "تيك توك" و"فيسبوك" ودراسة حالة لأحداث مثل احتجاجات تشرين لسرد الكيفية التي تُستخدم بها الخوارزميات القائمة على تعزيز المشاركة في تعميق الانقسامات في العراق. ويشير الشباب والنشطاء الذين تمت مقابلتهم إلى تراجع المساءلة الإنسانية حيث ذكر ثلاثة أرباعهم أن هويتهم قد انقسمت بين ذاتهم الإلكترونية وذاتهم الواقعية بينما فشل ثلثاهم في الحفاظ على الثقة المجتمعية. ومع ذلك تظهر الإحصائيات وجود سبل للحل إذ يمكن تطبيق اتجاهات قابلة للقياس مثل معدل التطرف الأعلى بـ 4.8 مرات ضمن فئة فرعية محددة من المستخدمين لتحديد الفئات المستهدفة بدقة. وتخلص الورقة إلى أن الحل لهذه الأضرار يكمن في إعادة تصميم النظم البيئية الرقمية لإعطاء الأولوية للسلامة النفسية بدلاً من مجرد تعزيز المشاركة ودعم التماسك الاجتماعي في العراق من القاعدة إلى القمة.

Abstract

The research aims to study the impact of strategic intelligence and its dimensions (foresight, systems thinking, future vision, motivation) on banking performance and its dimensions (efficiency, effectiveness, profitability) for a sample of private commercial banks. A total of 100 questionnaire forms were distributed to employees in commercial banks in Baghdad. The researcher relied on the SMART PLS program scale to analyze these variable dimensions, as the benefits of excellence do not stop at merely achieving the bank\\'s objectives but go beyond that, reaching the level of creativity in achieving these objectives in a way that makes the bank a leader in the markets. The research is carried out due to its significant impact on the competitive success of the banking sector. The results show that the bank possesses information management systems and practical methods for gathering information from outside it, and the bank also motivates its staff to document their competitive information which governs experience and learning. Moreover, the bank uses information management to collect facts and indicators about its competitors and employs internal and external sources to obtain information about environmental requirements and their indicators.

Abstract

This study examines the reality of transitional justice in Iraq after 2003 by analyzing the mechanisms, institutions, and legal frameworks adopted to address the legacy of gross human rights violations committed under the former regime, as well as the efforts aimed at accountability, reparations, and national reconciliation. The study focuses on the major instruments of transitional justice in Iraq, particularly De-Baathification policies, the work of the Accountability and Justice Commission, the Iraqi High Criminal Court, compensation programs related to the Martyrs Foundation and the Political Prisoners Foundation, in addition to national reconciliation initiatives.
The study also explores the extent to which these mechanisms have contributed to achieving the objectives of transitional justice, particularly truth-seeking, accountability, reparations, institutional reform, and the promotion of political and social stability. It adopts a critical analytical approach based on constitutional and legal texts, as well as on Iraq’s practical experience since 2003, while also drawing on selected comparative experiences in transitional justice.
The study concludes that Iraq’s transitional justice experience has contributed to the establishment of a number of institutions and legal frameworks aimed at addressing the legacy of the past. However, its outcomes remain open to debate regarding their ability to achieve comprehensive justice, national reconciliation, and the rebuilding of trust between the state and society.

يتناول هذا البحث واقع العدالة الانتقالية في العراق بعد عام 2003، عن طريق دراسة الآليات والمؤسسات والتشريعات التي أُقرت لمعالجة إرث الانتهاكات الجسيمة لحقوق الإنسان التي ارتكبها النظام السابق، وما رافقها من جهود للمساءلة وجبر الضرر والمصالحة الوطنية. ويركز البحث على تحليل أبرز أدوات العدالة الانتقالية في العراق، وفي مقدمتها سياسات اجتثاث البعث، وعمل هيئة المساءلة والعدالة، والمحكمة الجنائية العراقية العليا، وبرامج التعويض المرتبطة بـمؤسسة الشهداء ومؤسسة السجناء السياسيين، فضلاً عن مبادرات المصالحة الوطنية.
كما يبحث البحث في مدى فاعلية هذه الآليات في تحقيق أهداف العدالة الانتقالية، ولا سيما كشف الحقيقة، ومحاسبة المسؤولين عن الانتهاكات، وتعويض الضحايا، وإصلاح المؤسسات، وتعزيز الاستقرار السياسي والاجتماعي. ويعتمد البحث على منهج تحليلي نقدي يستند إلى النصوص الدستورية والقانونية، وإلى التجربة العراقية العملية منذ عام 2003، مع الاستفادة من بعض النماذج المقارنة في مجال العدالة الانتقالية.
ويخلص البحث إلى أن تجربة العدالة الانتقالية في العراق أسهمت في إنشاء عدد من المؤسسات والقوانين الخاصة بمعالجة إرث الماضي، إلا أن نتائجها ما زالت محل نقاش بشأن مدى قدرتها على تحقيق العدالة الشاملة والمصالحة الوطنية وإعادة بناء الثقة بين الدولة والمجتمع.

Abstract

هدف البحث إلى التعرف على تأثير أبعاد جودة الخدمة المتمثلة ببعديها الفرعيين (الجودة الوظيفية، والجودة الفنية) في تعزيز الصورة الذهنية للفندق وتحقيق استراتيجيات الميزة التنافسية في فنادق بغداد، اعتمد البحث في الجانب النظري على التركيز في الربط بين أبعاد جودة الخدمة، وأبعاد الصورة الذهنية بأبعادها الفرعية التي تتمثل في: (المعرفي ،السلوكي، الوجداني)، واستراتيجيات الميزة التنافسية التي تتمثل بـــ (قيادة التكلفة، التركيز، التميز) ، ولقد تم الحصول على المعلومات اللازمة من خلال توزيع الاستبانة المعدّة لهذا الغرض والتي تم توزيعها على عينة عشوائية قصدية شملت مديري الفنادق وموظفي أقسام الخدمة في فنادق بغداد.
اعتمد البحث على المنهج الوصفي التحليلي، وتوصل إلى مجموعة من الاستنتاجات والتوصيات كان من أبرزها: وجود تأثيرات معنوية موجبة لجودة الخدمة في كل من الصورة الذهنية واستراتيجيات الميزة التنافسية، وهو ما يؤكد أن جودة الخدمة تمثل متغيراً مفسراً وليس مكملاً، وأنها تدخل في صميم تشكيل الإدراك الاستراتيجي للمنظمة، أما التوصيات فقد كان أبرزها: ضرورة الانتقال من إدارة جودة الخدمة كوظيفة تشغيلية إلى تبنيها كفلسفة استراتيجية متكاملة، بحيث ترتبط بشكل مباشر ببناء الصورة الذهنية وصياغة الميزة التنافسية.

Abstract

The present study aims at finding out the role of artificial intelligence AI in the enhancement of critical thinking skills of EFL college students in poetry from a pragmatic perspective. The study hypothesizes that AI has an effective role in the enhancement of critical thinking skills through the suggestions and possibilities it presents. A structured questionnaire of ten items and an oral test of five questions about stanzas from William Blake poetry The Tyger and The Lamb are prepared to verify the study hypothesis. Sample answers on both questionnaire and test are collected and statistically treated to analyze the results. In the light of analyzed results some conclusions are put forward for further studies.

Abstract

In order for the executive authority to exercise its legal activity, it issues various administrative decisions through which it regulates the matters entrusted to it. These decisions occupy a lower rank than constitutional and legal rules in the legal hierarchy, and they are unable to suspend, amend, or abolish rules higher in rank. The executive authority has increasingly resorted to these decisions in most countries since the beginning of the twentieth century, specifically with the outbreak of World War I, as a result of political, economic, and social circumstances.
In order for the executive authority to exercise its legal activity, it issues various administrative decisions that regulate the matters entrusted to it. These decisions occupy a lower rank than constitutional and legal rules in the legal hierarchy. They are unable to suspend, amend, or repeal rules higher in rank.
However, there are necessary circumstances in which the state, in order to fulfill its duty, must issue administrative decisions through the executive authority that suspend, amend, or repeal existing laws. These decisions are called decisions having the force of law.

ان السلطة التنفيذية لكي تمارس نشاطها القانوني، فانها تقوم باصدار قرارات ادارية مختلفة تنظم بواسطتها المسائل الموكولة اليها . وتحتل هذه القرارات مرتبة ادنى من القواعد الدستورية والقانونية في تدرج الهرم القانوني، فلا تقوى على تعطيل او تعديل او الغاء القواعد التي تعلوها مرتبة غير ان هناك حالات ضرورية تحتم على الدولة للقيام بواجبها اصدار قرارات ادارية من قبل السلطة التنفيذية لها تعطيل او تعديل او الغاء القوانين القائمة، وهي ما تسمى بالقرارات التي لها قوة القانون . ويعد هذا الامر استثناءً على قواعد المشروعية . لقد ازداد لجوء السلطة التنفيذية الى هذه القرارات في معظم الدول، منذ مطلع القرن العشرين وتحديدا مع بداية الحرب العالمية الاولى وذلك نتيجة لظروف سياسية واقتصادية واجتماعية.
لكي تمارس السلطة التنفيذية نشاطها القانوني فأنها تقوم بإصدار قرارات إدارية مختلفة تنظم بوساطتها المسائل الموكولة أليها وتحتل هذه القرارات مرتبة أدنى من القواعد الدستورية والقواعد القانونية في تدرج الهرم القانوني . فلا تقوى على تعطيل، أو تعديل، أو إلغاء القواعد التي تعلوها مرتبة .
غير أن هناك حالات ضرورية تحتم على الدولة للقيام بواجبها إصدار قرارات إدارية من قبل السلطة التنفيذية لها تعطيل، أو تعديل، أو إلغاء، القوانين القائمة، وهي ما تسمى بالقرارات التي لها قوة القانون.

Abstract

This study explores one of the most critIcal and contemporary Issues in Islamic economic thought: "Artificial Intelligence and its role in developing Islamic Financial Engineering." The study aims to delve into the relationship between the digital technical revolution and the essential objectives of Sharia (Maqasid al-Sharia) regarding wealth. It envisions the transition from traditional Islamic finance—often characterized by formal Imitation of conventional products—to an authentic Islamic financial engineering model powered by AI.
The research stems from a fundamental problem: how to bridge the gap between the high speed of AI algorithms and the requirements of Sharia compliance and economic justice. Utilizing a descriptive-analytical methodology, the study establishes AI concepts as a "digital agent" within the framework of human stewardship (Istikhlaf). It examines its applications in digital Fatwa-making, risk management, and real-time Sharia auditing.
The study reached significant conclusions, most notably that AI is not merely a tool for profit maximization, but a cognitive medium capable of reducing uncertainty (Gharar) and ignorance (Jahalah). Furthermore, it enhances ethical financial inclusion by directing finance toward the real economy and small-to-medium enterprises (SMEs). The study also emphasized the necessity of "humanizing algorithms" and cleansing them of algorithmic bias to ensure that financial innovation serves the objective of social justice. Finally, the study provides a roadmap for financial Institutions to adopt "Purpose-driven AI" (Maqasid AI) that balances digital efficiency with moral excellence, positioning Islamic finance as a leading global model in the digital ethical economy.

تناولت هذه الدراسة موضوعاً من أدق وأحدث القضايا المعاصرة في الفكر الاقتصادي الإسلامي، وهو "الذكاء الاصطناعي ودوره في تطوير الهندسة المالية الإسلامية". هدفت الدراسة إلى سبر أغوار العلاقة بين الثورة التقنية الرقمية وبين المقاصد الضرورية للشريعة الإسلامية في المال، مستشرفةً آفاق التحول من المالية التقليدية القائمة على الصورية والمحاكاة إلى هندسة مالية إسلامية أصيلة مدعومة بالذكاء الاصطناعي.
انطلقت الدراسة من إشكالية جوهرية تتمثل في كيفية سد الفجوة بين السرعة الفائقة لخوارزميات الذكاء الاصطناعي وبين متطلبات الانضباط الشرعي والعدالة الاقتصادية. وباستخدام المنهج الوصفي التحليلي، قامت الدراسة بتأصيل مفاهيم الذكاء الاصطناعي كـ "وكيل رقمي" ضمن إطار الاستخلاف البشري، وبحثت في تطبيقاته في صناعة الفتوى الرقمية، وإدارة المخاطر، والرقابة الشرعية الآنية.
وقد خلصت الدراسة إلى نتائج هامة، أبرزها أن الذكاء الاصطناعي ليس مجرد أداة لتعظيم الربح، بل هو وسيلة إدراكية قادرة على تقليص دائرة الغرر والجهالة، وتعزيز الشمول المالي الأخلاقي عبر توجيه التمويل نحو الاقتصاد الحقيقي والمشاريع الصغيرة. كما أكدت الدراسة على ضرورة "أنسنة الخوارزميات" وتطهيرها من التحيز الخوارزمي، لضمان أن الابتكار المالي يخدم مقصد العدالة الاجتماعية. وفي الختام، قدمت الدراسة خارطة طريق للمؤسسات المالية لتبني "الذكاء الاصطناعي المقاصدي" الذي يوازن بين الكفاءة الرقمية والسمو الأخلاقي، مما يجعل المالية الإسلامية نموذجاً عالمياً رائداً في الاقتصاد الأخلاقي الرقمي.

Abstract

The research examined the ratios of pollutants and minerals in the waters of springs located near the mouth of Wadi Haqlan in the Euphrates River, within the administrative boundaries of Haditha District. Two samples were collected from the springs in the valley for laboratory analysis to determine their mineral ratios, in order to assess their suitability for human use and the potential for creating opportunities for development and investment. The analysis results indicated that the water samples have elevated alkalinity levels, ranging from neutral to highly alkaline, while salinity is moderate and the mineral content is high. Therefore, they are considered alkaline groundwater due to their increased content of alkalis along with high levels of sulfates and chlorides in all analyzed water samples, rendering them unsuitable for drinking or irrigation.

تناول البحث دراسة نسب الملوثات والمعادن في مياه العيون الواقعة بالقرب من مصب وادي حقلان في نهر الفرات ضمن الحدود الإدارية لقضاء حديثة، وتم أخذ عينتين من العيون الموجودة في الوادي لتحليلهما مختبرياً للحصول على نسب المعادن فيهما، لبيان مدى ملاءمتهما للاستخدامات البشرية وإمكانية إحداث فرص للتنمية والاستثمار فيهما. أشارت نتائج التحاليل إلى أن عينات المياه ترتفع فيها نسب القلوية، لتتراوح بين المتعادلة إلى شديدة القلوية، في حين أنَّ الملوحة متوسطة، ونسبة المعادن عالية فيها؛ لذلك تُعد مياهًا قلوية أرضية لاحتوائها على نسبة متزايدة من القلويات، مع كبريتات وكلوريد مرتفعين في جميع عينات المياه التي تم تحليلها، حيث كانت غير صالحة للشرب أو الري.

Abstract

The industrial decline in Iraq’s key economic regions has generated a host of interconnected spatial, economic, and environmental challenges, particularly in the governorates of Baghdad and Basra. This study conducts a detailed geographical analysis of industrial facilities that have ceased operations in both regions, integrating spatial statistics, field investigations, and policy evaluations to map distribution patterns, identify multidimensional causal drivers, and propose geographically differentiated rehabilitation strategies. Using GIS-based spatial autocorrelation, spatial proximity analysis, and a causal factors index, the study reveals distinct spatial clusters. Baghdad exhibits dispersed industrial cessation, though constrained by governance policies, while Basra displays concentrated cessation linked to environmental degradation, port infrastructure bottlenecks, and hydrocarbon dependency. Multivariate spatial regression identified institutional fragmentation, infrastructure deterioration, and market access constraints as key determinants, with clear regional variations. Based on these findings, the study proposes a spatially adaptive rehabilitation framework that integrates the remediation of abandoned industrial sites (brownfields), transport-oriented industrial corridors, decentralized governance, and circular economy integration. The study contributes to the literature on post-conflict industrial geography by demonstrating that geographically oriented planning can transform abandoned industrial landscapes into resilient economic hubs. The political implications underscore the need for spatially defined industrial regeneration, institutional coordination, and long-term environmental monitoring.

أفرز التراجع الصناعي في المناطق الاقتصادية الجوهرية بالعراق جملةً من التحديات المكانية والاقتصادية والبيئية المتشابكة، ولا سيّما في محافظتَي بغداد والبصرة. تُجري هذه الدراسة تحليلاً جغرافياً دقيقاً للمنشآت الصناعية المتوقفة عن العمل في كلتا المنطقتين، إذ تدمج الإحصاء المكاني، والتحقُّق الميداني، وتقييم السياسات؛ بهدف رسم خرائط أنماط التوزيع، وتحديد المُحرِّكات السببية متعدِّدة الأبعاد، واقتراح استراتيجيات تأهيل مُتمايزة جغرافياً. وباستعمال الارتباط المكاني الذاتي القائم على نُظُم المعلومات الجغرافية (GIS)، وتحليل القُرب المكاني، ومؤشَّر العوامل السببية، تكشف الدراسة عن عناقيد مكانية متمايزة؛ إذ تُظهر بغداد توقُّفاً صناعياً مُشتَّتاً غير أنه مُقيَّد بسياسات الحوكمة، في حين تُبدي البصرة توقُّفات مُتمركِزة ترتبط بالتدهور البيئي، واختناقات البُنى التحتية للموانئ، والتبعية الهيدروكربونية. وقد حدَّد الانحدار المكاني متعدِّد المتغيِّرات كلّاً من التشظِّي المؤسَّسي، وتدهور البُنى التحتية، وقيود النفاذ إلى الأسواق بوصفها مُحدِّدات رئيسة، مع تباينٍ إقليمي واضح. وبناءً على هذه النتائج، اقترحت الدراسة إطاراً تأهيلياً متكيِّفاً مكانياً يدمج معالجة المواقع الصناعية المتروكة (Brownfields)، والممرَّات الصناعية الموجَّهة بالنقل، والحوكمة اللامركزية، وتكامل الاقتصاد الدائري. وتُسهم الدراسة في أدبيات الجغرافيا الصناعية لما بعد النِزاع من خلال إثبات أن التخطيط المُستنِد إلى البُعد الجغرافي قادرٌ على تحويل المشهد الصناعي المهجور إلى مَحاور اقتصادية مَرِنة. وتُؤكِّد الانعكاسات السياسية ضرورة الإحياء الصناعي المُحدَّد مكانياً، والتنسيق المؤسَّسي، والرصد البيئي طويل الأمد.

The financial markets sector has witnessed remarkable development with the emergence of electronic platforms, the growth of complex financial products, and the proliferation of cross-border transactions. This has led to the emergence of disputes related to these contracts as one of the most prominent challenges requiring effective, rapid, accurate, and cost-efficient resolution. In this context, electronic arbitration has emerged as a vital tool that meets the needs of the parties involved and enhances their confidence in the settlement process.
E-arbitration has emerged as a form of dispute resolution that empowers parties to manage their dispute resolution proceedings electronically, from submitting applications and documents to holding virtual arbitration sessions and issuing final decisions. Furthermore, it offers digital data protection against damage, loss, hacking, or unauthorized leakage, and allows for greater flexibility in selecting highly qualified arbitrators and experts, thus reducing the likelihood of their refusal to take on the task, in addition to significantly lowering costs.
Adopting electronic arbitration not only provides practical solutions to disputes, but also contributes to enhancing efficiency and effectiveness within the commercial justice system and keeps pace with technological developments that have become a key feature of our current era.

أعد الباحث خططاً تدريسية نموذجية لكلتا المجموعتين. واختبار تحصيلي مكون من (35) فقرة من نوع الاختيار من متعدد، وتحقق من صدقه وثباتهُ وتمييزهُ، طبق الباحث تجربته واظهرت النتائج تفوق المجموعة التجريبية على الضابطة في اختبار التحصيل.

Abstract

This research aims to identify the role of classroom activities in teaching primary school students from the perspective of their teachers. The descriptive approach was used as it was suitable for the research procedures. The research population consisted of (70) male and female science teachers in primary schools, and the research sample comprised (30) male and female teachers in Al-Warka District/Al-Muthanna Education Directorate. The researcher prepared a questionnaire consisting of (20) items. The validity and reliability of the instrument were confirmed after its presentation to experts and referees in education and teaching methods. After confirming the suitability of the research instrument, it was administered to the research sample of science teachers in Al-Muthanna Governorate (Al-Warka District) during the academic year (2025/2026). The activity items were ranked according to their importance, with the most frequently used activity ranking first in terms of importance, having a weighted mean of 2.96 and a percentage weight of 98.66. The least frequently used activity ranked last, having a weighted mean of 1.4 and a percentage weight of 46.66. Based on the research findings, the researchers reached the following conclusions: Educational activities contribute to developing students' innovative abilities and skills, and promote positive attitudes towards cooperation, teamwork, a love of work, and the productive use of leisure time. These activities also help students overcome some of their challenges, such as feelings of fear and shyness

هدف البحث التعرف على دور توظيف الانشطة الصفية في تدريس تلاميذ المرحلة الابتدائية من وجهة نظر معلميهم ،استخدم المنهج الوصفي ،تألف مجتمع البحث من (70) معلماً ومعلمة من معلمي العلوم،وبلغت عينة البحث (30) معلماً ومعلمة في قضاء الوركاء / مديرية تربية المثنى،اعدت استبانة من (20) فقرة ، تم التأكد من صدق وثبات الاداة بعد عرضها على الخبراء والمحكمين في التربية وطرائق التدريس ، بعد التأكد من صلاحية اداة البحث ثم تطبيقها على عينة البحث من معلمي العلوم في محافظه المثنى( قضاء الوركاء) للعام الدراسي (2025/2026). ورتبت فقرات الانشطة حسب اهميتها من النشاط الاكثر استخداما والتي نالت الترتيب الاول من حيث الاهمية اذ بلغ وسطها المرجح 2,96 وبوزن مئوي 98,66 ونالت الفقرة ذات الترتيب الاخير الوسط المرجح 1,4 وبوزن مئوي 46,66. من خلال نتائج البحث استنتج ان الانشطة التعليمية تسهم في تنمية قدرات الطلبة الابتكارية ومهاراتهم وتعزز الاتجاهات الايجابية نحو التعاون والتآزر وحب العمل واستثمار وقت الفراغ بما يعود على الطلبة بالنفع والفائدة. كما تسهم الانشطة في التغلب على بعض مشكلات الطلبة مثل الشعور بالخوف والخجل .

ويؤكد البحث على أن الإسلام شدّد على ضرورة ابتعاد النفس التربوية عن الإفراط والمغالاة، لما تحمله من رسالة سماوية سامية. ويوضح أن النفس الإنسانية يمكن تقسيمها إلى قسمين: نفس تخاف مقام ربها وتنهى نفسها عن الهوى، ونفس تعصي أوامر الله تعالى. كما يبيّن أن الذل والافتقار إلى الله يشكّلان رفعة وكرامة حقيقية للمؤمن، ويقدّم النبي محمد ﷺ النموذج الأمثل في ذلك.
وفي الختام، يخلص البحث إلى أن الاعتماد على الله تعالى هو الأساس في تزكية النفس، وهو الركيزة الجوهرية للتربية الإسلامية السليمة.

This study aimed to identify the contribution of counseling practices in reducing the social media infodemic among students at Jordanian university .The study sample consisted of (850(male and female student from different Jordanian university .tow instrument were developed: the Counseling practices Scale and the Social Media infodemic Scale . The validity and reliability of both instrument were establish using appropriate psychometric procedures .The finding revealed that the level of counseling practices was moderate , whiles the level of the social media infodemic was high the results also indicated statistically significant differences according to gender academic year, field of study ,and the interaction among these variable .furthermore ,the finding showed a negative correlation between counseling practices and the social media infodemic ,indicating that higher levels of counseling practices were associated with lower levels of the social media infodemic among university students ,the study emphasize the importance of counseling practices in reducing the social media infodemic among students .Accordingly ,the researcher recommends providing specialized training for counseling working in university counseling centers on how to design and implement counseling programs aimed at reducing the social media infodemic and enhancing the quality of counseling practices in universities

هدفت الدراسة التعرف على مدى مساهمه الممارسات الارشادية في خفض الوباء المعلوماتي لوسائل التواصل الاجتماعي لدى طلبة الجامعات الاردنية، تكونت عينه الدراسة من (850 ) طالبا وطالبة من مختلف الجامعات الاردنية،تم تطوير مقياس الممارسات الارشادية ومقياس الوباء المعلوماتي وتم التحقق من الخصائص السيكو مترية للمقياسين، ولقد توصلت الدراسة الى النتائج التالية: وجود مستوى متوسط للممارسات الارشادية، ومستوى مرتفع لوباء المعلوماتي،وعدم وجود فروق ذات دلالة احصائية تعزى للجنس والسنه الدراسية والتخصص والتفاعل بينهما،وبينت النتائج وجود علاقة ارتباطية سالبة بين الممارسات الارشادية والوباء المعلوماتي،كما توصلت نتائج الدراسة إلى اهمية الممارسات الارشادية في خفض الوباء المعلوماتي لدى الطلبة،وتوصي الباحثة بأهمية تدريب المرشدين العاملين في المكاتب الارشادية على كيفية إعداد البرامج الارشادية لخفض الوباء المعلوماتي ورفع مستوى الممارسات الإرشادية في الجامعات .
